JP NEXT IS JEFFERSON PARISH'S EFFORT TO RETHINK AND MODERNIZE THE RULES THAT SHAPE HOW OUR COMMUNITY GROWS. THE JEFFERSON PARISH ZONING ORDINANCE WAS ADOPTED ORIGINALLY IN 1958. SINCE THEN, THE ZONING ORDINANCE HAS BEEN AMENDED NUMEROUS TIMES IN PIECEMEAL FASHION. WE'VE ADDED OVER 30 ZONING DISTRICTS AND ADDITIONAL STANDARDS FOR LANDSCAPING, PARKING SIGNS AND BUILDINGS JUST TO NAME A FEW. PROPERTY IS PRECIOUS TO US, AND OVER THE DECADES WE HAVE TENDED TO OVERREGULATE OURSELVES. HOWEVER, NOT ALL REGULATION IS BAD. WE HAVE SEEN HOW DEVELOPMENT REGULATIONS CAN HELP IMPROVE AESTHETICS AND HAVE A POSITIVE IMPACT ON OUR BUILT ENVIRONMENT. THESE IMPROVEMENTS REFER TO AS DESIGN STANDARDS IMPACT THE PARISH AS A WHOLE BY ATTRACTING INVESTMENTS, INCREASING PROPERTY VALUES, AND IMPROVING THE QUALITY OF LIFE. THESE STANDARDS GO BEYOND AESTHETICS TO ENCOURAGE PLACEMAKING, WHICH FOSTERS SOCIAL INTERACTION, ENHANCES SAFETY, AND STRENGTHENS LOCAL IDENTITY MAKING AREAS MORE ATTRACTIVE TO RESIDENTS, TOURISTS, AND BUSINESSES. IT DOESN'T JUMP OUT THROUGH A COMPREHENSIVE COMMUNITY INFORMED PROCESS. THE PARISH IS TAKING A FRESH LOOK AT ITS LAND USE REGULATIONS WITH JP. NEXT, THIS PROJECT WILL NOT ADDRESS BUILDING CODE REGULATIONS AS THOSE ARE SET BY THE STATE. WHAT WE ARE LOOKING AT IS REFERRED TO AS THE UNIFIED DEVELOPMENT CODE OR UUD C, GOOD UDC, OR THE FOUNDATION UPON WHICH GREAT COMMUNITIES ARE BUILT. THESE REGULATIONS GUIDE EVERYTHING FROM PERMISSIBLE LAND USES TO BUILDING HEIGHT LOCATIONS AND SETBACKS TO PARKING REQUIREMENTS. WHEN DONE WELL, THESE REGULATIONS MAKE IT EASIER FOR A COMMUNITY TO IMPLEMENT ITS VISION. JP NEXT IS ABOUT RETHINKING WHAT IS POSSIBLE IN JEFFERSON PARISH. WE'RE CUTTING THROUGH COMPLEXITY, ADDRESSING GAPS AND ALIGNING THE CODE WITH THE GOALS OF ENVISION JEFFERSON 2040 JEFFERSON EDGE 2030, AND OTHER ADOPTED PLANS, AS WELL AS THE REALITIES OF HOW JEFFERSON PARISH IS GROWING TODAY. THE JEFFERSON EDGE 2030 SETS A CLEAR PATH FOR THE PARISH'S, CONTINUED SUCCESS AND GROWTH THROUGH A STRATEGIC FRAMEWORK. AND ONE OF THE PLAN'S PRIORITIES IS PLACE-BASED DEVELOPMENT, SPECIFICALLY TO TRANSFORM UNDERUTILIZED PROPERTIES AND CREATE WALKABLE COMMUNITIES. THE RESULT WILL BE A CLEAR AND MORE MODERN CODE THAT IS EASIER TO USE, MORE PREDICTABLE IN HOW IT WORKS, AND BETTER EQUIPPED TO SUPPORT WELL-DESIGNED DEVELOPMENT ACROSS THE PARISH. THE UPDATED UNIFIED DEVELOPMENT CODE WILL PLAY A CENTRAL ROLE IN IMPLEMENTING THE PARISH'S ADOPTED PLANS AND GUIDING THOUGHTFUL AND INTENTIONAL GROWTH. IT'LL SUPPORT JEFFERSON PARISH'S DIVERSE GEOGRAPHY AND HELP MAKE BUILT ENVIRONMENTS THROUGHOUT OUR COMMUNITY ATTRACTIVE PLACES TO LIVE, WORK, TRAVEL, LEARN AND PLAY.
