>> MR. CHAIRMAN, MEMBERS OF THE COUNCIL LIKE TO CALL UP MR. SILLERS FROM SICAHABA FOR BEING HERE WITH US, PARISH PRESIDENT SENDS REGRETS.

[INAUDIBLE] SEPTEMBER IS A HUNGER ACTION MONTH AND SECOND HARVEST FOOD BANK OF SOUTH LOUISIANA IS THE LARGEST ANTI-HUNGER ORGANIZATION IN LOUISIANA.

WE'RE SO VERY PROUD THAT IT'S LOCATED HERE IN JEFFERSON PARISH.

FROM THE COVID-19 PANDEMIC TO SEVERAL ACTIVE HURRICANE SEASONS AND ECONOMIC UNCERTAINTY THE PAST HAVE BEEN EXTREMELY CHALLENGING FOR OUR COMMUNITY.

DURING THESE TIMES OF DISASTER AND EMERGENCIES JEFFERSON PARISH RELIES ON THE VITAL SERVICES OF SECOND HARVEST TO SUPPLEMENT OUR COMMUNITY ASSISTANCE.

WITH WAREHOUSES HERE IN LAFAYETTE SECOND HARVEST IS ABLE TO PROVIDE MUCH NEEDED FOOD AND TO JEFFERSON PARISH'S MOST VULNERABLE CITIZENS, CHILDREN AND SENIORS WHO FACE A TERRIFYING, POSSIBILITY OF HUNGER.

TOGETHER, WE CAN CONTINUE TO USE A COLLECTIVE APPROACH TO ADDRESS THE COMPLEX ISSUE OF FOOD INSECURITY.

WE ARE BEYOND GRATEFUL FOR THE INVALUABLE WORK SECOND HARVEST DOES IN OUR COMMUNITY AND WE LOOK FORWARD TO CONTINUING TO BE A PARTNER AND RESOURCE TO SECOND HARVEST AS IT CONTINUES TO GROW AND SERVE THOSE IN NEED.

>> WHEREAS HUNGER AND FOOD INSECURITY ARE MATTERS OF URGENT AND VITAL CONCERN TO THE RESIDENTS OF JEFFERSON PARISH, AND WHEREAS ACCORDING TO FEEDING AMERICA, MORE THAN 436,000 INDIVIDUALS REPRESENTING 17.1% OF THE POPULATION EXPERIENCE FOOD INSECURITY WITH ONE IN EVERY FIVE CHILDREN UNCERTAIN AS TO WHERE THEIR NEXT MEAL WILL COME FROM.

WHEREAS FOOD INSECURITY AND THE CONDITION OF LIMITED OR UNCERTAIN ACCESS TO ADEQUATE FOOD IS ASSOCIATED WITH NUMEROUS ADVERSE SOCIAL AND HEALTH OUTCOMES AND IS A CRITICAL PUBLIC HEALTH ISSUE.

WHEREAS THE FIGHT AGAINST HUNGER REQUIRES ENGAGING A WIDE RANGE OF PUBLIC AND PRIVATE ENTITIES, INCLUDING POLICYMAKERS, BUSINESS LEADERS, FOOD BANKS, COMMUNITY ORGANIZATIONS, AND CONCERNED CITIZENS, AND WHEREAS JEFFERSON PARISH IS COMMITTED TO COMBATING HUNGER IN EVERY CORNER OF OUR COMMUNITY AND HELPING ADDRESS FOOD INSECURITY TO THOSE IN NEED.

WHEREAS JEFFERSON PARISH IS COMMITTED TO HELPING SECOND HARVEST FOOD BANK OF SOUTH LOUISIANA TO EDUCATE PEOPLE ABOUT THE ROLE AND IMPORTANCE OF FOOD BANKS IN ADDRESSING HUNGER AND TO RAISE AWARENESS OF THE NEED TO DEVOTE MORE RESOURCES AND ATTENTION TO HUNGER ISSUES.

NOW, THEREFORE, I CYNTHIA LEE SHENG, PRESIDENT OF JEFFERSON PARISH DO THEREFORE PROCLAIM THE MONTH OF SEPTEMBER, HUNGER ACTION MONTH IN JEFFERSON PARISH.

THERE ARE MORE THAN 436 NEIGHBORS IN SOUTH LOUISIANA WHO EXPERIENCE FOOD INSECURITY.

THAT'S ONE IN SIX PEOPLE AND ONE IN FIVE CHILDREN.

THOSE NUMBERS ACTUALLY APPLY TO JEFFERSON PARISH AS WELL.

WHY IT MATTERS; WHEN FAMILIES HAVE ALREADY ACCESS TO FOOD, CHILDREN LEARN BETTER, SENIORS STAY HEALTHIER AND PARENTS CAN FOCUS ON WORK AND STABILITY.

ENDING HUNGER STRENGTHENS OUR ECONOMY AND OUR COMMUNITY.

WE ACTUALLY SERVE MORE THAN 80 PARTNERS, PANTRIES, AND MEAL PROGRAMS AS FAR NORTH AS THE KENNER FOOD BANK AND AS FAR SOUTH AS WE ACTUALLY SERVE GRAND AISLE.

WE HAVE A MOBILE DISTRIBUTION HAPPENING AT GRAND AISLE, MORE THAN 80 PANTRIES, AND WE WANT TO MAKE SURE THAT RESIDENTS HAVE THE FOOD AND THE MEALS AND THE GROCERIES THAT THEY NEED TO SURVIVE AND THRIVE.

SHE'S A LITTLE BIT UNDER THE WEATHER. IN HER ABSENCE, WE'VE GOT CHIEF OPERATING OFFICER STEVE LA CHUTE TO ADDRESS THE COUNCIL.

WE ARE VERY EXCITED TO ANNOUNCE THAT JUSTIN PARISH STARTING ON OCTOBER 1ST, 2025, UNINCORPORATED AREA, WILL BE INCREASING OUR COMMUNITY RATING SYSTEM FROM A CLASS 5 TO A CLASS 3.

THIS NEW RATING WILL GIVE RESIDENTS A 35% DISCOUNT ON THEIR FLOOD INSURANCE, WHICH WILL AUTOMATICALLY BE APPLIED TO PREMIUMS UPON RENEWAL FOR ANY NFI BACK FLOOD INSURANCE POLICYHOLDERS.

AS A CLASS 3 UNINCORPORATED JUST PARISH, WILL BE SEEING FLOOD INSURANCE SAVINGS INCREASE COMMUNITY WIDE.

THIS IS MONEY THAT WILL STAY IN OUR POLICYHOLDERS POCKETS.

UNINCORPORATED JEFFERSON PARISH WILL BECOME THE FIRST CRS CLASS THREE IN LOUISIANA.

THERE ARE CURRENTLY 39 LOUISIANA COMMUNITIES THAT PARTICIPATE IN CRS, AND WE ARE ONE OF ONLY 11 CLASS THREES IN THE COUNTRY.

THERE ARE APPROXIMATELY 1,501 COMMUNITIES THAT PARTICIPATE NATIONWIDE IN THIS PROGRAM, AND WE'RE VERY PROUD TO HAVE REACHED THE CLASS THREE.

THERE ARE CURRENTLY 19 ACTIVITIES FOR WHICH A COMMUNITY CAN EARN POINTS, AND THESE ACTIVITIES FALL INTO FOUR MAIN CATEGORIES, INCLUDING PUBLIC INFORMATION, MAPPING AND REGULATORY, FLOOD DAMAGE REDUCTION, WARNING AND RESPONSE, AND THE ACTIONS THAT HELP US IMPROVE FROM A CLASS 5 TO CLASS 3 INCLUDE SEVERAL THINGS THAT WE HAVE UNDERTAKEN OVER THE PAST SEVERAL YEARS.

WE'VE IMPROVED OUR BUILDING CODE EFFECTIVENESS GRADING SCHEDULE TO A SCORE OF THREE FOR RESIDENTIAL BUILDING CODES AND A SCORE OF FOUR FOR COMMERCIAL BUILDING CODES.

WE'VE ADOPTED FREE-BOARD, WHICH IS AN ADDITIONAL FEE OF FLOODING PROTECTION ABOVE FM MINIMUM REQUIREMENTS FOR ALL STRUCTURES.

WE MAINTAIN OUR OPEN SPACE, HAVE A WATERSHED MANAGEMENT PLAN, CONTINUE TO IMPROVE OUR HAZARD MITIGATION PLAN, PROTECT OUR NATIONAL FLOODPLAIN FUNCTIONS, EARN CREDIT FOR OUR FLOOD WARNING AND RESPONSE PRACTICES, AND INFORM CITIZENS OF THEIR RISK OF LIVING OUTSIDE OF LEVEES THROUGH AN ANNUAL MAILER.

LIKE TO RECOGNIZE OUR FLOODPLAIN MANAGEMENT AND MITIGATION DEPARTMENT LED BY DIRECTOR MAGGIE TALLY, WHO WORKED DILIGENTLY WITH OUR INCORPORATED CITIES, AS WELL AS VARIOUS CHEFS AND PARISH DEPARTMENTS WHO HELPED TO ACHIEVE THIS IMPORTANT RATING INCLUDING BUILDING PERMITS, DRAINAGE, EIS, EMERGENCY MANAGEMENT, ENGINEERING, ENVIRONMENTAL AFFAIRS, LIBRARY, PLANNING, AND OF COURSE THE PUBLIC INFORMATION OFFICE.

OUR UTILITY SERVICES TEAM HAS UPDATED THE LOOK OF THE UTILITY SERVICES BILLS.

THE NEW BILLS ARE EASY TO READ AND INCLUDE COLORS AND CHARTS THAT PROVIDE A SNAPSHOT OF THE PREVIOUS 12 MONTHS OF WATER USAGE AND A PIE CHART SHOWCASING THE BREAKDOWN OF SEWER, WATER, GARBAGE, AND OTHER UTILITY COSTS.

THE NEW BILL ALSO INCLUDES CONTACT INFORMATION AND PAYMENT INSTRUCTIONS, INCLUDING A QR CODE THAT QUICKLY TAKES CUSTOMERS TO AN ONLINE PAYMENT OPTION.

IN NOVEMBER UTILITY SERVICES WILL LAUNCH AN APP THAT WILL BE AVAILABLE ON IOS, ANDROID AND WEB.

AND CUSTOMERS WILL BE ABLE TO SEE REAL TIME WATER USAGE LEAK ALERTS, RECEIVE WATER OUTAGE NOTIFICATIONS, AND MANAGE PAYMENT THRESHOLDS.

I'D LIKE TO THANK WATER DEPARTMENT DIRECTOR SIDNEY BASLEY PUBLIC WORKS DIRECTOR MARK DRUZ AND THE ENTIRE UTILITY SERVICES TEAM FOR THEIR ONGOING HARD WORK ON THIS ENDEAVOR.

A JEFFERSON PROTECTION AND ANIMAL WELFARE SERVICES TEAM IS PARTNERING WITH OUR LIBRARY SYSTEM ON RELEVANT PROGRAMMING TO HELP PROVIDE MORE SERVICES, INFORMATION AND RESOURCES TO THE COMMUNITY.

A PET CHIP SCANNING STATION HAS BEEN INSTALLED NEAR THE FRONT ENTRANCE OF THE WEST BANK REGIONAL LIBRARY.

THE SCANNING ONE MAY BE ACCESSED 24/7 EVERY DAY OF THE WEEK, AND THESE STATIONS PROVIDE PUBLIC ACCESS TO TECHNOLOGY THAT CAN IDENTIFY MICROCHIP PETS IN REAL TIME, HELPING ANIMAL SHELTERS AND RESIDENTS QUICKLY LOCATE LOST ANIMALS.

WE ALSO JUST ADDED THE CATALOG TO JEFFERSON PARISH LIBRARY OF THINGS COLLECTION, WHICH WILL GIVE RESIDENTS THE ABILITY TO FOSTER CATS AND DOGS THROUGHOUT OUR LIBRARY.

THIS IS A MAJOR NEXT LEVEL INITIATIVE BECAUSE IT IS THE FIRST OF ITS COMMENT.

LAKE PARK TRUNCATE WILL TAKE PLACE AT LA FERN PARK ON SATURDAY, OCTOBER 18-6:00 PM.

THIS FAMILY FRIENDLY EVENT IS IN PARTNERSHIP WITH THE DAN BUSES COWAN.

WE'RE STILL LOOKING FOR TRUNKS TO PARTICIPATE.

OUR ONE PROGRAM THAT IS OPERATED THROUGH JEFFERSON PARISH DEPARTMENT OF COMMUNITY DEVELOPMENT PLEASE ANNOUNCE THE APPLICATION PERIOD FOR THE 2025, REVITALIZE AND JEFFERSON TOGETHER UNDER ON ROOF HOMEOWNERS REHAB PROGRAM.

THE PURPOSE OF THIS PROGRAM IS TO PROVIDE HOME REPAIRS TO QUALIFIED HOMEOWNERS IN JEFFERSON PARISH.

THE APPLICATION PERIOD WILL REMAIN OPEN UNTIL FRIDAY, OCTOBER 10TH.

THE AUCTION WILL RUN UNTIL FRIDAY, OCTOBER 3RD, AND WILL INCLUDE TRUCKS, DAN TRACTORS, ZERO TURN MOWERS, JOHN DEER GATORS, AND TRAILERS.

BIDDERS WILL BE ABLE TO VIEW ITEMS ON SITE AT THE JEFFERSON PARISH SURPLUS YARD LOCATED AT 9:20 DAVID DRIVE IN METER AND ONLINE.

THE SAFETY AND WELL BEING OF THE EXISTING RESIDENTS MUST BE PRIORITIZED.

INCREASED DENSITY AND FOOT TRAFFIC ASSOCIATED WITH THE NEW DEVELOPMENT COULD LEAD TO UNINTENDED CONSEQUENCES SUCH AS SHORTCUTS TO OUR NEIGHBORHOOD AND SECURITY.

GIVEN THESE RISKS, WE STRONGLY URGE THE BOARD TO REQUIRE THE BUILDER AS A CONDITION OF APPROVAL TO ERECT THE SECURITY PRIVACY DEFENSE BETWEEN THE PROPOSED DEVELOPMENT AND THE CURRENT ADJACENT RESIDENCES IN THE NORWOOD NEIGHBORHOOD AND GARAGE.

DEFENSE WILL HELP MITIGATE CONCERNS ABOUT INCREASED FOOT TRAFFIC THROUGH THE NORWOOD NEIGHBORHOOD ESPECIALLY.

WOULD ALSO ENSURE THAT THE NEIGHBORHOOD DOES NOT BECOME A SHORTCUT TO BAR.

NOW, THAT IN ITSELF, WHEN THEY DISCUSSED THAT IN THEIR PROPOSAL TO A PLANNING COMMITTEE, THEY DID AGREE THAT THEY WERE GOING TO PUT SOME TYPE OF SECURITY.

HE ASKED ME TO STEP OUTSIDE AND ASKED ME MY NAME AND MY E MAIL. I GAVE THEM TO HIM.

AS OF TODAY, RIGHT NOW, NONE OF US KNOW EXACTLY WHAT THAT STRUCTURE LOOKS LIKE.

NONE OF US. ALL OF YOU MUST HAVE.

THE ACTUAL BUILDING PLAN OR WHAT THOSE STRUCTURES ARE GOING TO LOOK THE 29 HOUSES. WE DON'T KNOW.

WE TALKED ABOUT THE LAYOUT OF THE HOUSE AND SHE SAID THAT THE PROPERTY HAD BEEN BUILT WITH HER GRANDPARENTS IN MIND IN THE BACK SECTION AND THEN WHEN THEY PASSED ON, THE FAMILY MOVED IN AND IT WAS VERY MUCH LIKE A DUPLEX TO ME.

I ASKED HER IF SHE WOULD MIND IF I BOUGHT THE HOUSE AND CHANGED IT AND SHE WAS VERY WELL SHE AGREED WITH ME AND SHE SAID SHE WOULD RENT THE HOUSE OUT FROM ME.

FOR ABOUT TWO YEARS, THAT'S WHAT I DID.

I JUST WHEN I HAD TIME AND MONEY, I WOULD GO REMODEL PART OF THE HOUSE.

WE MOVED HER EVENTUALLY INTO THE WHAT IS NOW ONE BEDROOM, AND THEN WE REMODELED THE SECOND PART.

I HAD ANOTHER PERSON RENTING THE ONE BEDROOM, AND THEY MOVED OUT, AND I REALIZED THEN THAT I DIDN'T REALLY WANT TO BE A LANDLORD.

THAT REQUEST MEETS NONE OF THE CRITERIA WHICH ARE STATED THAT SHOULD BE MET FOR SUCH A ZONING CHANGE.

THE PROPOSED REZONING RESULTS IN A SPOT ZONE AND ENCOURAGES DEVELOPMENT THAT IS INCOMPATIBLE WITH NEARBY LAND RESOURCES.

IT'S NOT CONSISTENT WITH A COMPREHENSIVE PLAN TO PROTECT RESIDENTIAL NEIGHBORHOODS FROM INCOMPATIBLE DEVELOPMENT OR REDEVELOPMENT.

THE REQUEST INTRODUCE THE CLASS AND DENSITY OF USE THAT IS INCONSISTENT WITH THE STATED PURPOSE OF PROMOTING THE SAFE AND ORDERLY DEVELOPMENT AND USE OF LAND AND NATURAL RESOURCES.

THE REQUEST WILL NOT BENEFIT THE PUBLIC HEALTH SAFETY OR WELFARE BECAUSE IT INTRODUCES AN ARRAY OF INCOMPATIBLE USES IN AN AREA WITH CONSISTENT LIGHT INDUSTRIAL ZONING.

THE REPRESENTATIVE MENTIONED THAT IT HAD BEEN IN OPERATION BEFORE, BUT THAT WAS A TEMPORARY PERMIT AND HAD LIMITED PARAMETERS TO IT SO IT WAS NOT REALLY OPERATING IN [INAUDIBLE].IT'S BETTER THAN IT ONCE WAS.

WE DON'T NEED THAT IN ADDITION TO THE DUST FROM CARGILL, THE DUST GOT FROM MATERIALS PLANT, THE DUST FROM LANDMINE DRYWALL OR GYPSUM PLANT.

SO I DON'T SEE ANY REASONABLE OR RATIONAL BASIS FOR APPROVING THIS ZONING REQUEST.

TOGETHER, THEY OVERWHELM THE COMMUNITY, ADDING ANOTHER HEAVY INDUSTRIAL FACILITY TIP THE BOUND IT WILL BREAK.

CONCRETE CRUSHING RELEASES FINE PARTICLES, INCLUDING SILICA, WHICH TRAVELS FOR MILES, LINKED TO ASTHMA, COPD, CARDIOVASCULAR DISEASE, AND EVEN LUNG CANCER.

FAMILIES ALREADY LIVE UNDER SKY FILLED WITH DUST, WITH WINDOWS SHUT, CARS AND HOMES COATED, OUR CHILDREN OUR PETS BREATHING IS CONTAMINATED AIR AND SO ARE WE WHEN WE GO OUTSIDE.

APPROVING THIS ZONING, COMPOUNDS ALSO RISK, TRADING OUR HEALTH AND LIFE EXPECTANCY FOR AN OVER POLLUTE PROFIT.
