I RECOMMEND EVERY SINGLE PERSON GO LOOK AT THE CHURCH, THE GRAND ISLE CHURCH, CATHOLIC CHURCH. IT WAS DESTROYED BY HURRICANE IDA. FATHER TOUPS SINGLE-HANDEDLY, WITH HELP HIM FROM MANY OTHERS, BUT HE SPEARHEADED THIS AND RAISED MONEY TO PUT THAT CHURCH BACK IN FOR THE PEOPLE OF GRAND ISLE, TO HAVE A CHURCH, TO HAVE A PLACE OF WORSHIP, TO VISIT THE FAMILIES ON SUNDAYS. HE RAISED SO MUCH MONEY, GOT SO MANY PEOPLE TO BRING SUPPLIES DOWN TO HELP PEOPLE WHO WERE ON THEIR BACKS WHEN THE FEDERAL GOVERNMENT WOULDN'T COME AND HELP THEM, WHEN THE STATE WOULDN'T COME IN AND HELP THEM. FOR NEARLY A CENTURY, THE TARPON RODEO HAS BEEN TAKING PLACE RIGHT HERE ON THE ISLAND. WE'RE SO PROUD TO HAVE THE OLDEST FISHING RODEO IN THE COUNTRY RIGHT HERE IN JEFFERSON PARISH, AND IT'S FITTING THAT WE CELEBRATE THIS HISTORIC EVENT ALSO WITH OUR BICENTENNIAL YEAR IN JEFFERSON PARISH. IT'S BEEN FOUR YEARS SINCE HURRICANE IDA, AND AS YOU KNOW, MANY ARE STILL RECOVERING AND REBUILDING HERE IN GRAND ISLE. EVENTS LIKE THE RODEO HELP SUPPORT THE ISLAND, BRING IN TOURS TO CELEBRATE OUR LOCAL CULTURE, GREAT FOOD, AND RECREATIONAL ACTIVITIES LIKE FISHING. I WANT TO EXTEND A SPECIAL THANKS TO THE RESIDENTS OF GRAND ISLE FOR WELCOMING US AND ALL THE VISITORS FOR THIS YEAR'S RODEO, AND SUPPORTING GRAND ISLE. YOUR PRESENCE MEANS A LOT TO US. WE WANT TO GO OVER SOME OF THE MANY UPDATES THAT HAVE BEEN HAPPENING ON THE ISLAND. OUR STREETS IN OUR DRAINAGE DEPARTMENT HAVE KEPT BUSY THE WHOLE ENTIRE YEAR, BUT JUST SINCE APRIL, WE'VE SWEPT AND CLEANED OVER 20,000 LINEAR FEET OF OPEN DITCHES, CLEAN MORE THAN 1,500 LINEAR FEET OF DRAINAGE CULVERTS, HAULED OVER 3,000 YARDS OF MATERIAL TO A DEBRIS DISPOSAL SITE, AND PROVIDED OVER NEARLY 1,500 MAN-HOURS OF SERVICE. IN TERMS OF THE WATER DEPARTMENT AND THE AUTOMATIC METERING INFRASTRUCTURE OF THE AMI, GRAND ISLE IS THE PLACE WHERE WE FIRST STARTED THIS ALL. OUR WATER DEPARTMENT HAS BEEN INSTALLING WATER METERS, THE SMART WATER METERS THROUGHOUT THE PARISH, BUT WE STARTED IN GRAND ISLE, WHICH IS NOW 98% COMPLETE. WE'RE CURRENTLY REPLACING METERS IN KENNER, MARRERO, AND LAFITTE. IN TOTAL, 11,552 OF 160,771 METERS HAVE BEEN INSTALLED PARISH-WIDE, AND WE'LL BEGIN SENDING OUT BILLS TO GRAND ISLE RESIDENTS WITH ACTUAL READS, VERY PRECISE READS, I'M HAPPY TO SAY, ON AUGUST 5TH. THE BILL WILL BE A MONTHLY BILL NOW, STARTING FROM JULY 5TH TO AUGUST 5TH. CUSTOMERS WILL NOT BE BACK BILLED FOR WATER USAGE SINCE HURRICANE IDA. WILL NOT BE BACK BILLED. WE'LL START FRESH. THE BILLING INTEGRATION IS ALMOST COMPLETED, AND THEN WE WILL BEGIN DEVELOPING THE CUSTOMER PORTAL. THE CUSTOMER PORTAL WILL PROVIDE RESIDENTS A LOOK INTO THEIR REAL-TIME WATER USAGE, IRRIGATION INSIGHT FOR WATERING THE GARDEN, BILLING AND PAYMENT ALERTS, USAGE ALERTS, AS WELL AS IMPORTANT WATER OUTAGE ALERTS. AS ALWAYS, IT'S IMPORTANT THAT CUSTOMERS CHECK THEIR PROPERTIES FOR LEAKS IF THEIR WATER CONSUMPTION IS HIGHER THAN NORMAL. THE WATER DEPARTMENT HAS SEVERAL OTHER PROJECTS UNDERWAY IN GRAND ISLE. WE HAVE COMPLETED THE SHANER DUPLEX PUMP STATION, WHICH IS A SECONDARY WATER SOURCE TO GRAND ISLE, AT A COST OF 6.2 MILLION. THE GRAND ISLE WATER SYSTEM IMPROVEMENT CHEMICAL FEASIBILITY STUDY IS NOW COMPLETED. THE INSTALLATION OF A NEW WATER LINE ALONG LA1 IS UNDER CONSTRUCTION, AND THE REHAB OF THE ROSE THORN PUMP STATION IS UNDER DESIGN. THE GRAND ISLE ELEVATED WATER TOWER AND TANK REHAB IS UNDER CONSTRUCTION, AND THE GRAND ISLE WATER LOOP IS UNDER DESIGN, AND THE GRAND ISLE BACKUP GENERATOR REPLACEMENT IS UNDER CONSTRUCTION, AND THE GRAND ISLE 32-MILE WATER LINE REPLACEMENT IS UNDER DESIGN. MAYOR CARMADELLE, I'M LOOKING AT YOU BECAUSE WE WERE TOGETHER ON THE PHONE, AND YOU GOT A PHONE CALL THAT A PIECE OF THAT WATER LINE WAS SOMEWHERE ELSE IN LOUISIANA. I'LL NEVER FORGET IT. OUR PUBLIC SAFETY GRANTS AND ADMINISTRATION DEPARTMENT IS COLLABORATING WITH PAUL RIVERA TO FACILITATE RESPONSES AND DOCUMENTATION FOR DEBRIS CLAIMS. THE DEPARTMENT IS ALSO MANAGING AND SEEKING ADDITIONAL FUNDING FOR MUTUAL AID EFFORTS, AND MOST NOTABLY PURSUING FIMA FUNDING FOR BOTH TEMPORARY AND PERMANENT REPAIR OF THE GRAND ISLE WATERLINE CONNECTING JEFFERSON PARISH, ALONG WITH WATER METER RESTORATION. CURRENTLY, OUR PUBLIC SAFETY AND GRANTS ADMINISTRATION DEPARTMENT IS MANAGING 27 MILLION IN OBLIGATED GRAND ISLE-RELATED PROJECTS AND PURSUING OVER 67 MILLION IN FIMA APPLICATIONS. WE WILL CONTINUE TO ADMINISTER THE REMAINING TWO MILLION IN STATE APPROPRIATED FUNDING TO GRAND ISLE ENTITIES THROUGH JUNE OF 2026. FOR THE PAST FIVE YEARS, THE GRAN ISLE PORT COMMISSION HAS BEEN FOCUSED ON INFRASTRUCTURE REPAIRS, CAUSED BY DAMAGE FROM BOTH HURRICANE ISAAC AND HURRICANE IDA. THE JEFFERSON PARISH COUNCIL HAS BEEN A KEY CONTRIBUTOR TO THIS EFFORT BY PROVIDING FUNDING, AND WE'RE VERY APPRECIATIVE OF THAT. WE WOULD ALSO LIKE TO THANK SENATOR PAT CONNICK, REPRESENTATIVE JOE OGERON, AND CONGRESSMAN STEVE SCALISE FOR THEIR EFFORTS IN GETTING US FUNDING. ON APRIL 22ND OF THIS YEAR, WITH THE HELP OF A JET CO GRANT, WE UNVEILED A NEW MARKETING AND ADVERTISING CAMPAIGN INVOLVING OFF THE BOTTOM OYSTERS THAT ARE GROWN AND HARVESTED AT THE GRAND ISLE PORT COMMISSION AQUACULTURE FARMS. THIS NEW BRAND IS CALLED GRAND ISLE JEWELS. THE GRAND ISLE JEWELS TRULY CAPTURE THIS AREA'S VIBRANT CULTURE, ENTREPRENEURIAL SPIRIT AND UNPARALLELED SEAFOOD PRODUCT. BECAUSE OF THE INCREASED INTEREST IN OFF THE BOTTOM OYSTERS, THE GRAND ISLE PORT COMMISSION IS INVESTING IN ADDITIONAL INFRASTRUCTURE TO SUPPORT THE GROWTH OF THIS INDUSTRY IN GRAND ISLE. WE WILL BE EXPANDING OUR AQUA PORT TO PROVIDE MORE LEASES FOR OUR NEW AND EXISTING OYSTER FARMERS. ADDITIONALLY, WE WILL BE CONSTRUCTING A NEW OYSTER PROCESSING FACILITY AT THE COMMERCIAL DOCK AREA. THIS FACILITY WILL BE THE FIRST OYSTER PROCESSING FACILITY AND GRAND ISLE, AND WILL BE ACCESSIBLE FOR THE OYSTER FARMERS TO COME AND SUCK, TUMBLE, CLEAN, AND TAKE THEIR OYSTERS TO MARKET. THIS IS THE SECOND STUDY WITH NO MOVEMENT WHILE FIREFIGHTERS ARE MAKING 1053 AN HOUR TO START. YES, PLUS STATE PAY, LIKE POLICE, EVERY OTHER DEPARTMENT IN THE STATE MAKES. THAT'S NO SECRET.
