[PARISH PRESIDENT TO ADDRESS COUNCIL] >> THANK YOU, MR. CHAIRMAN. THANK YOU. I'M GOING TO START WITH THE BUDGET UPDATE. I'M PLEASED TO PRESENT TO YOU OUR 2025 PROPOSED OPERATING AND CAPITAL BUDGETS. THIS IS ITEMS NUMBER 13 AND NUMBER 14 ON TODAY'S AGENDA. I WANT TO POINT OUT THAT THIS IS THE FIRST TIME IN JEFFERSON PARISH'S HISTORY THAT OUR PARISH WIDE BUDGET HAS SURPASSED $1 BILLION, A BIG MILESTONE FOR US. WE WILL CONTINUE TO INVEST IN SIGNIFICANT IMPROVEMENTS THAT WILL ENHANCE THE QUALITY OF LIFE FOR ALL RESIDENTS IN JEFFERSON PARISH. WE HAVE VERY FISCAL CONSERVATIVE POLICIES IN OUR PARISH, [00:20:02] AND ADEQUATE FUND BALANCES ARE AN IMPORTANT PART OF THAT FOR A BALANCED BUDGET WHILE CONTINUING TO FOSTER AND MAINTAIN NEXT LEVEL SERVICE INITIATIVE. THE PROPOSED BUDGET, 2025 INCLUDES 733 MILLION FOR OPERATIONS, 147 MILLION FOR CAPITAL IMPROVEMENTS, 64 MILLION FOR DEBT REPAYMENTS, AND 87 MILLION FOR GRANT FUNDS. THE DEDICATED REVENUES ACCOUNT FOR ABOUT 88% OF OUR OPERATING REVENUES. THAT INCLUDES 37% OF PROPERTY TAXES, 33% IN SERVICE CHARGES, AND 18% FOR SALES TAXES. OUR PROJECTION FOR 2025 IS BASED ON ACTUAL 2023 SALES TAX COLLECTIONS, AND THAT WAS CONSIDERING UNCERTAINTIES IN THE ECONOMY AND ECONOMIC GROWTH PATTERNS. THE 253 MILLION OF PROPERTY TAX REVENUE REPRESENTS AN INCREASE OF APPROXIMATELY 21 MILLION OVER THE 2024 ADOPTED BUDGET DUE TO INCREASED PROPERTY VALUES. BOND RATING AGENCIES HAVE SUGGESTED THAT A 15% RESERVE BALANCE FOR ALL FUNDS SHOULD BE THE PARISH'S GOAL, AND WE HAVE MET THAT GOAL. THE BOND RATING AGENCIES ALSO LOOK TO THE GENERAL FUND AND HOW OFTEN WE DIP INTO ANY RESERVE TO PAY OPERATING EXPENSES WHEN THE PARISH'S FINANCIAL HEALTH IS ASSESSED. THE GENERAL FUND RESERVE FUND BALANCE IS PROVIDED AT 15% IN THE 2025 BUDGET. THE 2025 BUDGET RECOMMENDATIONS ALSO INCLUDE, AS I'VE SAID, A 15% RESERVE FUND BALANCES ACROSS ALL DEPARTMENTS. I'M PLEASED THAT THE 2025 BUDGET ALSO INCLUDES FUNDING FOR THE APPROVED PAY PLANS FOR UNCLASSIFIED EMPLOYEES. IT INCLUDES A 5% FUNDING FOR ANNUAL PAY INCREASE BASED ON MERIT TO PROVIDE APPROPRIATE LEVELS OF COMPENSATION TO OUR VALUED EMPLOYEES WHILE CONTINUING TO PROVIDE OUR CITIZENS WITH OUR NEXT LEVEL QUALITY OF SERVICE. WE RECOGNIZE THAT INVESTMENTS IN INFRASTRUCTURE HELP MODERNIZE OUR SYSTEMS WITH A STRONG IMPACT ON QUALITY OF LIFE, FUTURE ECONOMIC GROWTH AND IN ATTRACTING BUSINESSES TO OUR COMMUNITY. THE MAJOR CAPITAL EXPENDITURES IN THE 2025 CAPITAL BUDGET WILL OCCUR IN THE PUBLIC WORKS AREA, AMOUNTING TO APPROXIMATELY 132 MILLION OR 90% OF OUR ENTIRE CAPITAL BUDGET. INCLUDING NEARLY 35 MILLION TO DRAINAGE IMPROVEMENTS, NEARLY 26 MILLION TO STREET IMPROVEMENTS, NEARLY 26 MILLION TO WATER SYSTEM IMPROVEMENTS AND 45 MILLION TO SEWAGE SYSTEM IMPROVEMENTS. BECAUSE OF FUNDS MAINLY GENERATED BY THE 2022 WATER AND SEWER RATE INCREASES, CURRENT PLANNED IMPROVEMENTS INCLUDE THE SWITCH TO AUTOMATED WATER READER METERS FOR OUR WATER DEPARTMENT, CONSTRUCTION OF THE STATE OF THE ART WATER LAB AND TREATMENT PLANT, REPLACEMENT OF HUNDREDS OF MILES OF WATER AND SEWER LINES, REHABILITATION OF SEWER LIFT STATIONS, AND UPGRADES TO THE WASTEWATER TREATMENT PLANTS ODOR CONTROL SYSTEM. WITH EXISTING DRAINAGE FUNDS, WE ARE COMMITTED TO THE CONSTRUCTION OF NEW PUMP STATIONS, SUB SURFACE DRAINAGE IMPROVEMENTS, AND THE CANAL SLOPE PAVING. IN CLOSING, THESE 2024 PROPOSED BUDGETS, STRICTLY FOLLOW CONSERVATIVE FISCAL POLICIES WHILE ENSURING THAT JEFFERSON PARISH WILL MAINTAIN ITS CURRENT EXCELLENT BOND RATING AND IS WELL POSITIONED FOR THE FUTURE. WE WILL ASK FOR YOUR FAVORABLE CONSIDERATION OF THE THE OPERATING CAPITAL BUDGETS PRIOR TO THE YEAR END, WHICH IS THE DEADLINE. I'LL MOVE ON TO OUR JEFFERSON PARISH FIRE. WE HAVE OUR NEWEST FIRE RECRUIT CLASS THAT STARTED ON MONDAY, NOVEMBER 4 AT THE FIRE SERVICES TRAINING CENTER. WE HAVE A VERY LARGE CLASS THIS YEAR OF 29 RECRUITS FROM KENNER, MARRERO, ESTELLE, MERO HARVEY, DAVID CROCKETT, HARVEY, THIRD DISTRICT, AND TERRYTOWN. THERE'LL BE 24 WEEKS OF TRAINING IN MEDICAL FIRST RESPONDER, HAZMAT, AND ALL ASPECTS OF FIREFIGHTING, AND THOSE WHO PASS WILL RECEIVE CERTIFICATIONS IN HAZMAT AWARENESS AND OPERATIONS AND FIREFIGHTER LEVEL 1 AND 2 IN APRIL OF NEXT YEAR. [NOISE] THIS PROJECT WAS ENVISIONED BY NEW HOPE COMMUNITY DEVELOPMENT CORPORATION, A FAITH BASED NON PROFIT ORGANIZATION THAT HAS BEEN WORKING IN THE COMMUNITIES OF JEFFERSON PARISH SINCE 1995. EXECUTIVE DIRECTOR MARK MITCHELL REACHED OUT TO GCHP FOR PARTNERSHIP IN ORDER TO MAKE SURE THEIR VISION BECOMES A REALITY. GCHP IS A NON PROFIT DEVELOPER THAT HAS CREATED OVER 4,000 UNITS OF QUALITY HOMES IN PARTNERSHIP WITH COMMUNITIES IN LOUISIANA, MISSISSIPPI, ALABAMA, AND TEXAS, SINCE WE WERE FOUNDED IN 2006. NEXT SLIDE. THE FORMER BANNEKER SCHOOL SITE IS LOCATED IN DISTRICT 3 BETWEEN JEFFERSON HIGHWAY AND THE TRAIN TRACKS SOUTH OF AIRLINE HIGHWAY. NEXT SLIDE. THE SITE IS CURRENTLY VACANT. THE BANNEKER SCHOOL WAS BUILT ON THIS SITE IN 1967, OPERATED UNTIL 1982. THE JEFFERSON PARISH SHERIFF'S OFFICE OCCUPIED THE BUILDINGS, VACATING THEM IN 2008. THE PROPERTY REMAINED VACANT AFTER THAT AND BECAME A MAGNET FOR ILLICIT ACTIVITIES AND CRIME AS IT DETERIORATED OVER THE YEARS. IN 2020, JEFFERSON PARISH SCHOOL BOARD PUT THE SITE UP FOR SALE IN A PUBLIC AUCTION. NEW HOPE REACHED OUT TO GCHP TO PARTNER ON BUILDING AFFORDABLE HOUSING ON THAT SITE, AND SO WE BID AND WON THE BID, PURCHASING THE SITE IN JULY OF 2020. WE DEMOLISHED THE SCHOOL BUILDINGS IN 2022. THE SITE REMAINS VACANT, BUT WE'D LIKE TO TRANSFORM IT INTO THE COMMUNITY THAT NEW HOPE HAS ENVISIONED. NEXT SLIDE. WHAT WE'RE PROPOSING TO BUILD AT THE FORMER BANNEKER SCHOOL SITE IS A COMMUNITY OF 30 NEW CONSTRUCTION SINGLE FAMILY HOMES, 26 THREE-BEDROOMS, THREE ONE-BEDROOMS, AND A THREE BEDROOM MANAGERS UNIT. THERE WILL BE AN ONSITE PROPERTY MANAGER AND SECURITY CAMERAS WILL BE INSTALLED ON THE STREET. EACH HOME WILL HAVE ITS OWN PRIVATE DRIVEWAY. THE COMMUNITY WILL FEATURE A PAVED WALKING TRAIL, A PLAY AREA FOR SMALL CHILDREN, AND DEVELOPMENT WIDE WI-FI. NEW WATER LINES AND SEWER LINES WILL BE RUN ALONG UPLAND AVENUE, AND PER PARISH REQUIREMENTS, WE WILL ALSO BE REPAVING A PORTION OF UPLAND AVENUE. NEXT SLIDE. ALL HOMES WILL BE BUILT TO THE HIGHEST STANDARDS OF STORM RESILIENCY AND ENERGY EFFICIENCY. FORTIFIED GOLD, ENTERPRISE GREEN COMMUNITIES, AND ENERGY STAR. WITH FORTIFIED GOLD, THE ENTIRE STRUCTURE IS TIED TOGETHER FORMING A CONTINUOUS LOAD PATH IN ADDITION TO STRENGTHENING ROOF RESILIENCY AND PROVIDING ADDITIONAL PROTECTION FOR DOORS AND WINDOWS. THESE BUILDINGS WILL BE BUILT TO LAST. THEY WILL ALSO BE ENERGY EFFICIENT, WHICH WILL REDUCE UTILITY BILLS AND MAINTENANCE EXPENSES. NEXT SLIDE. NEW HOPE'S VISION FOR THIS COMMUNITY INCLUDES EXTENSIVE SUPPORTIVE SERVICES, INCLUDING HEALTH, WORKFORCE, DEVELOPMENT, AND COUNSELING, NOT ONLY TO ENHANCE QUALITY OF LIFE, BUT TO ENSURE THAT RESIDENTS AND THE SURROUNDING COMMUNITY HAS RESOURCES THEY NEED TO THRIVE. NEXT SLIDE. AFTER PURCHASING THE SITE IN THE JEFFERSON PARISH SCHOOL BOARD, PUBLIC AUCTION IN 2020, WE LEARNED THAT THERE WERE CONCERNS IN THE COMMUNITY ABOUT THE SITE POTENTIALLY HAVING BEEN A DUMP. IT'S EVEN CALLED THE DUMP BY NEIGHBORS AND PEOPLE BELIEVE IT WAS [00:40:02] USED FOR DUMPING DURING THE CONSTRUCTION OF THE AIRPORT BACK IN THE 1950S. GIVEN THE REPEATED CONCERNS, WE ENGAGED LEAAF ENVIRONMENTAL, A WELL ESTABLISHED ENVIRONMENTAL CONSULTING FIRM BASED IN GRETNA TO CONDUCT TESTING ON THE SITE. WE WANTED TO BE SURE THE SITE WAS SAFE FOR RESIDENTIAL DEVELOPMENT. EVEN THOUGH THE INITIAL PHASE 1 ENVIRONMENTAL SITE ASSESSMENT WE CONDUCTED PRIOR TO ACQUISITION SHOWED THERE WAS NOTHING TO WORRY ABOUT. TO DO THIS TESTING THOROUGHLY AND TRANSPARENTLY, TESTING WAS DONE UNDER THE OVERSIGHT OF THE LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY, WHICH IS THE STATE GOVERNMENT ENVIRONMENTAL PROTECTION AGENCY. LDEQ HAS SINCE REVIEWED ALL TESTING AND REPORTS. NEXT SLIDE. THE TESTING REVEALED THAT THE COMMUNITY'S CONCERNS WERE NOT UNFOUNDED. WHAT WAS FOUND CONFIRMED THAT POSSIBLY BUILDING MATERIALS HAD BEEN DUMPED ON THE SITE LONG AGO, AND THOSE MATERIALS WERE OFF GASSING AS THEY DETERIORATED OVER TIME. THE CONCERN WAS THAT THESE SOIL VAPORS COULD COLLECT INSIDE OF AN ENCLOSED BUILDING AND CAUSE HARM TO RESIDENTS. TWO OPTIONS ARE RECOMMENDED TO US. THE FIRST WAS BUILDING IN SUCH A WAY THAT SOIL VAPORS CANNOT ENTER THE BUILDING, AND THE SECOND WAS COMPLETELY REMOVING ALL LANDFILL MATERIAL AND REPLACING IT WITH CLEAN SOIL. WE CHOSE FULL SITE REMEDIATION TO ELIMINATE ANY CONCERN ABOUT THE SAFETY OF THE SITE. LEAAF PRODUCED AND SUBMITTED A CORRECTIVE ACTION PLAN, THOROUGHLY DETAILING THE PROPOSED SITE REMEDIATION, WHICH INVOLVES REMOVAL AND PROPER DISPOSAL OF 4-10 FEET OF DIRT ACROSS THE ENTIRE SITE AND REPLACEMENT WITH CLEAN FILL. THIS PLAN WAS SUBMITTED FOR REVIEW TO LDEQ AND IT WAS APPROVED IN SEPTEMBER. WITH LDEQ INVOLVED, WE CANNOT PROCEED WITH THE DEVELOPMENT WITHOUT FIRST REMEDIATING, GETTING THEIR APPROVAL, AND RECEIVING A NO FURTHER ACTION LETTER. NEXT SLIDE. TO DATE, GCHP HAS INVESTED OVER ONE MILLION DOLLARS IN THIS PROJECT, NOT INCLUDING STAFF TIME, AND WE'VE SECURED ROUGHLY $13 MILLION IN FUNDING. WE'RE NOW APPLYING FOR A GRANT TO COVER THE SITE REMEDIATION. THIS PROJECT IS WELL SUPPORTED, BUT IT'S IMPORTANT TO NOTE THAT WITHOUT SUBDIVISION APPROVAL, WE WILL NOT BE ABLE TO PROCEED WITH ANY OF IT, INCLUDING THE SITE REMEDIATION. SUBDIVISION APPROVAL IS A REQUIRED DUE DILIGENCE ITEM. IT'S ALSO IMPORTANT TO UNDERSTAND THAT OUR FUNDERS WILL NOT ALLOW THE PROJECT TO PROCEED UNTIL THE SITE IS FULLY REMEDIATED, AND WE HAVE A NO FURTHER ACTION LETTER FROM LDEQ. NEXT SLIDE. GCHP IS A NONPROFIT LEADER IN THE PRODUCTION OF QUALITY AFFORDABLE HOUSING IN THE GULF COAST REGION. WE STARTED RIGHT AFTER HURRICANE KATRINA AND NOW HAVE PRODUCED OVER 4,000 UNITS OF HOUSING, MOST OF WHICH ARE SET ASIDE FOR LOW INCOME RESIDENTS ACROSS FOUR ESTATES, WORKING WITH 85 PARTNERS JUST LIKE NEW HOPE. SECURITY CAMERAS WILL BE INSTALLED ON THE STREET, AND THERE WILL BE A PROPERTY MANAGER ON SITE WHICH WILL HELP TO REDUCE CONCERNS ABOUT CRIME. THE FULL CLEANUP OF THE CONTAMINATED SITE WILL BE CONDUCTED UNDER THE OVERSIGHT OF THE LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY. CALCULATED THOSE NUMBER USING IN PLAN, WHICH IS AN INDUSTRY STANDARD TOOL USED BY MANY GOVERNMENT, ECONOMIC DEVELOPMENT GROUPS, AND PRIVATE ENTITIES LIKE DELOITTE KPMG, AND BANK OF AMERICA. UBE WILL BE TAXED AT A 4.75 RATE ON ALL PURCHASES OF USE ITEMS THAT ARE USED TO OPERATE THE FACILITIES SUCH AS PROCESSING AIDS AND ROUTINE SUPPLIES.
