IN FACT, THIS INDIVIDUAL DESIGNED MOST OF THE PARISH BUILDINGS OR MANY OF THE PARISH BUILDINGS YOU SIT IN.

WE LOST LONGTIME ARCHITECT, RUSSELL [INAUDIBLE], WHO WAS THE PROPRIETOR OF [INAUDIBLE]AND GRAVES.

IT WAS A SUDDEN LOSS, NOT EXPECTED, AND REACH OUT TO HIS FAMILY AND GIVE THEM OUR CONDOLENCES AND OUR PRAYERS, AND I ASK FOR A MOMENT OF SILENCE ON HIS BEHALF.

HE'S ALSO BEEN A COMPUTER ANALYST FOR HIS REGULAR JOB FOR OVER 40 YEARS, AND IT IS MY VERY DISTINCT HONOR TO HAVE HIM THIS MORNING.

THE PRESIDENT SIGNED A DECLARATION OF EMERGENCY FOR JEFFERSON PARISH AND CALLED FOR A MANDATORY EVACUATION FOR ALL RESIDENTS OUTSIDE THE LEVEE PROTECTION SYSTEM, INCLUDING LAFITTE, GRAND ISLE, DUE TO THE LIFE THREATENING STORM SURGE EXPECTED.

MANY OF OUR JEFFERSON PARISH DEPARTMENTS ARE BUSY PREPARING AS WELL, AND OUR EMERGENCY OPERATIONS CENTER WILL BE AT FULL ACTIVATION TODAY AND TOMORROW.

EXPECTED IMPACTS AND RISKS FOR ALL OF JEFFERSON PARISH INCLUDE HIGH WINDS AND RAIN, WHICH WILL CREATE THE POTENTIAL FOR FLOODING, HIGH CANAL LEVELS AND POSSIBLE POWER OUTAGES.

SATURATED GROUNDS DUE TO LAST WEEK'S RAIN COULD CAUSE MORE DOWNED TREES AND POWER LINES.

ALL ARE ADVISED TO STAY OFF THE ROADS AND SHELTER IN PLACE STARTING TONIGHT.

TODAY IS A DAY TO FINISH YOUR PREPARATIONS, PREPARE YOUR PROPERTY, SECURE OUTDOOR ITEMS, CLEAN, CATCH BASINS AND GET YOUR SUPPLIES READY.

WE WILL HAVE A SMALL JPAWS TEAM THAT WILL BE STAYING IN THE ANIMAL SHELTER TONIGHT AND TOMORROW NIGHT FOR THE SAFETY OF THE ANIMALS.

THE SHELTER WILL BE CLOSED TO THE PUBLIC TODAY AND TOMORROW AND WILL ONLY BE ADDRESSING EMERGENCIES.

GARBAGE COLLECTION WILL BE SUSPENDED IN THE JEFFERSON PARISH LANDFILL WILL BE CLOSED ON WEDNESDAY.

RESIDENTS ARE ASKED TO SECURE ALL GARBAGE CANS AFTER COLLECTION TOMORROW.

TRANSIT WILL OPERATE ON A NORMAL SCHEDULE UNTIL WINDS REACH A SUSTAINED 35MPH OR GREATER.

AT THAT TIME, WE WILL STOP SERVICE ON ELEVATED ROADWAYS AND BRIDGES.

PRE-STORM SHELTERING WILL BE AVAILABLE STARTING TODAY AT 4 P.M.

FOR ALL THOSE IN MOBILE HOMES AT TARRYTOWN PLAYGROUND, LOCATED AT 641 HERITAGE AVENUE IN TERRYTOWN.

I DID NOT KNOW THAT IN OUR FIRST CONVERSATION, BUT I'VE SINCE LEARNED THAT THE $10,000 THAT YOU SEE IN ITEM NUMBER 60, THERE'S A PUBLIC BENEFIT CORPORATION THAT'S BEEN STARTED TO MANAGE THE POINT, WHICH IS GOING TO BE THE FOUR RESTAURANTS THAT ARE INSIDE LAFRENIERE PARK, THIS 10,000 IS GOING TO KIND OF COVER THEIR BEGINNING OPERATING EXPENSES BRANDING OPENING A BANK ACCOUNT, ALL THE COSTS ASSOCIATED WITH JUST STARTING WITH BUSINESS STARTUP.

ANOTHER PROBLEM THAT I SEE IS WHAT THEY'RE ASKING TO DO WITH A FLAG LOT, AND BASICALLY PUT A 25 FOOT EASEMENT TO THE ADDITIONAL LOT WOULD WOULD NOT BE, YOU KNOW, IN KEEPING WITH A TYPICAL NEIGHBORHOOD, TYPICAL SUBURBAN NEIGHBORHOOD, YOU KNOW, THE WAY LOTS ARE LAID OUT.

THAT WOULD BE SOMETHING THAT'S USUALLY SEEN OUTSIDE OF CITY LIMITS.

SO, YOU KNOW, YOU'D BE TAKEN AWAY FROM THE TYPICAL NATURE OF THE WAY A LAYOUT OF LOTS IN A NEIGHBORHOOD ARE TAKEN AWAY FROM THE ESTHETICS OF THE NEIGHBORHOOD ALSO.

THERE COULD BE A FUTURE SAFETY ISSUE, FOR INSTANCE, WITH ONLY A 25 FOOT EASEMENT ON A 120 SOMETHING FOOT DEEP LOT.

LET'S SUPPOSE THAT ONE OF THE PROPERTIES, ONE OF THE HOUSES WOULD CATCH FIRE, AND IF THAT DRIVEWAY EASEMENT WERE TO BE BLOCKED AND A FIRE TRUCK COULD NOT GET TO THAT IN TIME TO CONTROL THE FIRE, THEN THAT FIRE COULD JUMP TO THE NEIGHBORING HOUSES IF IT'S NOT CONTROLLED QUICK ENOUGH.
