THERE'S A LOT OF STEP TO THIS PROCESS, AND SHE TRULY DOES GO ABOVE AND BEYOND AND THAT'S WHY SHE'S BEEN TWICE AWARDED PARISH EMPLOYEE THE YEAR.

UNFORTUNATELY, SHE'S RETIRING, GOOD FOR YOU, BAD FOR US.

BUT I HAVE A PROCLAMATION FOR YOU FOR TODAY UPON YOUR RETIREMENT.

WHEREAS MISS CHERYL T JOSEPH BEGAN HER CAREER WITH JEFFERSON PARISH IN 1991 AS A CLERK TO IN THE CENTRAL GARAGE FLEET MANAGEMENT DEPARTMENT.

WHEREAS IN HER LONG AND OUTSTANDING CAREER OF PUBLIC SERVICE, MISS JOSEPH WENT ON TO SERVE AS A TYPIST CLERK 2 AND 3 IN THE DEPARTMENT OF HEAD START JEB CAP AND CITIZEN AFFAIRS FROM 1995-2014.

AS ADMINISTRATIVE ASSISTANT IN CITIZENS AFFAIRS, CARNIVAL AND SPECIAL EVENTS DEPARTMENT FROM 2014 TILL THE PRESENT TIME.

MISS JOSEPH WAS AWARDED THE JEFFERSON PARISH EMPLOYEE OF THE YEAR AWARD IN 1999 WHILE WORKING FOR DEF CAP, AND IN 2023 WHILE WORKING INSIST OF HAIRS AS CARNIVAL AND SPECIAL EVENTS.

MISS JOSEPH HAS ANNOUNCED HER WELL EARNED RETIREMENT FROM JEFFERSON PARISH, AS WELL AS HER POST RETIREMENT PLANS TO SPEND TIME WITH HER GRANDCHILDREN, AND WHEREAS SHE HAS BECOME A MEMBER OF THE HICKORY NOLL CHURCH OF CHRIST FOR OVER 15 YEARS, AND SHE LOVES ENCOURAGING AND HELPING OTHERS FOR THE BETTERMENT OF THE COMMUNITY.

WHEREAS THE ELDERLY AND CHILDREN HOLD A SPECIAL PLACE IN HER HEART, AND SHE HAS BEEN WITH AND SHE WILL CONTINUE TO BE A CAREGIVER TO MANY AFTER HER RETIREMENT.

WAS AFTER MORE THAN 32 YEARS OF DISTINGUISHED SERVICE TO THE PARISH OF JEFFERSON, CHERYL T JOSEPH WILL RETIRE FROM PUBLIC SERVICE ON JUNE 28, 2024, AND WHEREAS THIS COUNCIL WISHES TO RECOGNIZE AND COMMAND CHERYL T JOSEPH ON THE OCCASION OF HER RETIREMENT FROM JEFFERSON PARISH FOR HER MORE THAN 32 YEARS OF OUTSTANDING PUBLIC SERVICE AND HER COLLEGIALITY AND EFFECTIVENESS IN SERVING THE COUNCIL AND THE PEOPLE OF JEFFERSON PARISH.

NOW, THEREFORE, THE JEFFERSON PARISH COUNCIL, THE GOVERNMENT AUTHORITY OF JEFFERSON PARISH LOUISIANA, RECOGNIZES AND COMMANDS CHERYL T JOSEPH FOR HER EXCELLENT CAREER. [APPLAUSE]

SHE'S GIVEN SO MUCH OF HER TIME AND TALENTS TO HELP ADVOCATE FOR THOSE WITH DISABILITIES OR SPECIAL NEEDS.

I'M REALLY PROUD OF HER, I'VE KNOWN HER FOR QUITE A NUMBER OF YEARS NOW.

SHE'S A BIG CINDY LAUPER FAN LIKE I AM EMMY? YES. SHE GOT TO SEE CINDY LAUPER WHEN SHE CAME HERE.

I'M GOING TO READ THIS PROCLAMATION.

WAS EMILY EMMY LA RABE, IS A 17-YEAR-OLD RESIDENT OF JEFFERSON PARISH AND A JUNIOR AT THE OAKS PRIVATE SCHOOL.

AND WHEREAS THIS YEAR, EMMY WAS NAMED THE FIRST EVER MISS TEEN WHEELCHAIR LOUISIANA USA.

THIS MONTH, SHE WILL TRAVEL TO OHIO TO REPRESENT THE STATE IN THE NATIONAL PAGEANT.

WHEREAS EMMY IS VERY INVOLVED IN FUND RAISING AND GIVING BACK TO HER COMMUNITY, SHE IS AN AMBASSADOR FOR GIVE KIDS THE WORLD VILLAGE, AND 89 ACRE NON PROFIT RESORT IN FLORIDA THAT PROVIDES WEEK LONG, COST FREE VACATIONS TO CRITICALLY ILL CHILDREN AND THEIR FAMILIES.

AS A FORMER WISH KID, THE NON PROFIT IS VERY CLOSE TO EMMY'S HEART.

LAST YEAR, SHE SINGLE HANDEDLY RAISED OVER $16,000 FOR THE VILLAGE SO THAT OTHER CHILDREN CAN RECEIVE TRIPS.

THAT'S INCREDIBLE, EMMY.

WHEREAS EMMY IS CONTINUING HER PASSION FOR GIVING BACK THROUGH HER NEWEST FUND RAISING CAMPAIGN, WHICH SUPPORTS MARTY PAUL, SCOTTSWISH, IN COVINGTON, AND WHEREAS SHE IS FLUENT IN FRENCH AND PASSIONATE ABOUT POLITICS.

SHE'S ALSO BEEN HEAVILY INVOLVED WITH MY FRIEND LIEUTENANT GOVERNOR BILLY NUNGESSER CAMPAIGNS SINCE SHE WAS 8-YEARS-OLD.

EMMY PLANS TO ATTEND LAW SCHOOL SO THAT SHE CAN WORK AS A DISABILITY RIGHTS ATTORNEY AND FIGHT FOR INCREASED RISE FOR THOSE WITH DISABILITIES.

WHEREAS EMMY'S INSPIRING ACTIVISM AND COMMITMENT TO HELPING THOSE IN HER COMMUNITY MAKE HER AN OUTSTANDING LEADER AND A ROLE MODEL FOR ALL IN JEFFERSON PARISH.

THEN IN 2016, JULIET WAS RECOGNIZED WITH THE JOSEPH SEN AWARD, WHICH PRESENTLY ANNUALLY IS GIVEN BY THE JEFFERSON CHAMBER OF COMMERCE TO AN A PARISH EMPLOYEE OF THE YEAR.

THEN IN 2020, SHE WAS PROMOTED TO THE DIRECTOR OF PLANNING DEPARTMENT BECAUSE I KNOW TALENT WHEN I SEE IT.

I SAW JULIET'S REALLY INCREDIBLE WORK ETHIC AND HER ABILITY TO SOLVE PROBLEMS IN HER NEVER ENDING LACK OF PROFESSIONALISM.

I ALSO TAPPED HER TO BE A BIGGER ROLE OVER MANY DEPARTMENTS AS OUR CHIEF ADMINISTRATIVE ASSISTANT IN 2021.

IT'S A REALLY SPECIAL POIGNANT EVENT EACH YEAR WHERE SURVIVORS OF FALLEN OFFICERS ARE THERE AS THEIR THEIR LOVED ONE, WHOEVER PASSED AWAY IN THE LINE OF DUTY IS HONORED AND THEN ULTIMATELY PUT ON THE WALL THAT LIVES AT LAKE LAWN FUNERAL HOME RIGHT IN FRONT AS YOU DRIVE OFF OF THE INTERSTATE.

MELANIE HAS BEEN A DRIVING FORCE BEHIND THAT.

BEFORE THAT, HER LATE HUSBAND WAS A BIG PART OF IT AS WELL.

HE GOT IT STARTED, AND MELANIE HAS PICKED UP THE TORCH AND CARRIED IT FORWARD.

THIS IS A PROCLAMATION FOR HER AND ALL THE GREAT WORK THAT SHE'S DONE BECAUSE I MADE THE NOT MISTAKE, BUT I MADE THE OBSERVATION AT THE LAST EVENT IN MAY THAT MELANIE HAS DONE THIS FOR SO MANY YEARS AND SHE NEVER GETS THE HONOR AND RECOGNITION THAT SHE DESERVES BECAUSE SHE DOESN'T SEEK THE SPOTLIGHT.

WHEREAS IN 1996, SERGEANT RON PANATELLA CONCEPTUALIZED LOUISIANA LAW ENFORCEMENT OFFICERS MEMORIAL AND FUND RAISING BEGAN SHORTLY THEREAFTER, AND WHEREAS IN 1998,

RON'S UNTIMELY DEATH LEFT THE FUND RAISING EFFORTS TO HIS WIDOW, MELANIE PANATELLA.

WHEREAS DETERMINED TO SEE HER LATE HUSBAND'S VISION BECOME A REALITY, SHE ASSUMED THE ROLE OF THE MEMORIAL'S EXECUTIVE DIRECTOR AND CONTINUED THE MISSION TO RAISE MORE THAN $200,000 TO BUILD THE MONUMENT.

WHEREAS IN MAY OF 2002, THE MEMORIAL WAS OFFICIALLY DEDICATED, AND AT THIS TIME, JUST OVER 300 NAMES HAVE BEEN INSCRIBED ON THE WALL TO HONOR ALL LOUISIANA LAW ENFORCEMENT OFFICERS WHO MADE THE ULTIMATE SACRIFICE DATING BACK TO THE 1,800.

WHEREAS SINCE ITS INCEPTION, ANOTHER 200 NAMES HAVE BEEN ADDED TO THE WALL, BRINGING THE TOTAL OF THOSE HONORED TO 512.

WHEREAS ANNUALLY DURING NATIONAL POLICE WEEK, THE MEMORIAL HOLDS A CANDLELIGHT VIGIL TO HONOR THE PREVIOUS YEARS FALLEN, AND WHEREAS AT THIS SERVICE, SURVIVORS ARE RECOGNIZED FOR THE SACRIFICE THEIR LOVED ONES HAVE MADE, AND WHEREAS SUPPORT SERVICES ARE MADE AVAILABLE TO THE SURVIVORS TO HELP THEM ALONG THEIR JOURNEY, RECOVERING FROM THEIR LOSS, AND WHEREAS IN 2016, MELANIE ASSUMED THE ROLE OF DIRECTOR EMERITUS AND CONTINUES TO BE ACTIVELY INVOLVED IN THE ANNUAL MEMORIAL SERVICE AND ENSURING THAT THE SACRIFICE OUR FALLEN OFFICERS HAVE MADE IS NOT FORGOTTEN.

THEREFORE, THE JEFFERSON PARISH COUNCIL, THE GOVERNING AUTHORITY OF JEFFERSON PARISH, LOUISIANA, HEREBY RECOGNIZES AND COMMENDS MELANIE PANATELLA, DIRECTOR EMERITUS, FOR THE LOUISIANA LAW ENFORCEMENT OFFICERS MEMORIAL IN HONOR OF THE MEMORY OF FALLEN OFFICERS IN OUR COMMUNITY.

EVERY YEAR, IN MAY, WE HONOR OFFICERS WHO ARE KILLED IN THE STATE OF LOUISIANA, COULD BE ANY SERVICE.

UNFORTUNATELY WE HAVE QUITE A FEW JEFFERSON PARISH OFFICERS, ON THE WALL.

BUT I DO THANK YOU FOR THIS HONOR.

IT'S SOMETHING THAT I FEEL COMPELLED TO DO.

WHEN YOU SEE THOSE SURVIVORS THERE AND THOSE FAMILIES THERE THAT LOST THEIR LOVED ONES, IT'S TRULY MOVING.

WHEN THEY MARK A SPECIAL OCCASION, A SPECIAL ANNIVERSARY, IT'S IMPORTANT FOR US AS A COMMUNITY TO CELEBRATE THE PRESENCE THAT THE CHURCH HAS SERVED THAT NEIGHBORHOOD, THAT PART OF OUR PARISH, AND BEEN THERE IN GOOD TIMES AND BAD, OVER THE DECADES.

WHEREAS ON APRIL 20TH, 2024, ST. FRANCIS XAVIER CATHOLIC CHURCH, CELEBRATED 100 YEARS OF SERVING THE SPIRITUAL NEEDS OF CATHOLICS IN THE PARISH.

WHEREAS ST. FRANCIS XAVIER WAS FORMALLY ESTABLISHED ON JANUARY 1ST, 1924, BY ARCHBISHOP JOHN SHAW, WHO CARVED OUT THE NEW PARISH FROM ST. CATHERINE OF SIENA PARISH.

WHEREAS FRANCIS XAVIER RAMBUS, WAS NAMED THE FOUNDING PASTOR, AND ARCHBISHOP ALLOWED HIM TO CHOOSE THE PATRON SAINT, A GREAT JESUIT MISSIONARY AS THE NAME OF THE NEW PARISH.

WHEREAS FATHER ROMBAUTS FIRST CELEBRATED MASS IN THE TINY CHAPEL IN BUCKTOWN.

I DIDN'T KNOW THIS UNTIL WE WERE PUTTING THIS TOGETHER.

BEFORE LEASING A HOME ON ORPHEUM STREET, WHICH IS STILL STANDING JUST A FEW BLOCKS FROM THE PRESENT CHURCH.

WHEREAS THAT HOME BECAME THE PARISH CHURCH AND RECTORY, AND THE SITE OF MASS FOR TWO YEARS WHILE A BUILDING WAS CONSTRUCTED ON METAIRIE ROAD, THAT IS TODAY THE CHURCH'S OFFICE.

WHEREAS WITH THE HELP OF THE SISTERS OF MERCY, WHO COMMUTED BY STREET CAR TO METAIRIE, EVERY DAY, FATHER ROMBAUTS OPENED A SCHOOL IN 1926.

WHEREAS IN 1939, FATHER FELIX MILLER, THE SECOND PASTOR BUILT A LARGER CHURCH WITH SEATING CAPACITY OF 300, AND THAT'S NOW ST. JOSEPH HALL.

WHEREAS DUE TO A CONTINUED INCREASE IN THE NUMBER OF FAMILIES IN METAIRIE, FATHER MILLER PLANNED FOR A NEW LARGER SCHOOL IN 1940S, WHICH OPENED A SINGLE-STORY FACILITY IN 1951, AND IS TODAY STILL THE FIRST FLOOR OF THE CURRENT SCHOOL.

WHEREAS ST. FRANCIS XAVIER CURRENTLY HAS MORE THAN 50 THRIVING MINISTRIES, I CANNOT BELIEVE.

WHEREAS AN ADULT FAITH FORMATION PROGRAM REGULARLY ATTRACTS MORE THAN 100 ON WEDNESDAY NIGHTS, WHEREAS MORE THAN 300 PEOPLE ARE ACTIVE MEMBERS OF THE PARISH'S SENIOR PROGRAM WITH AN ARRAY OF FUN AND EDUCATIONAL ACTIVITIES.

WHEREAS THE RECENT ST. JOSEPH ALTAR, ONE OF MY PERSONAL FAVORITES, ATTRACTED MORE THAN 3,000 VISITORS, AND FED 1,800, AND IT WAS A PAST WINNER OF THE US DEPARTMENT OF EDUCATION'S BLUE RIBBON SCHOOL OF EXCELLENCE.

I'M SORRY, I COMBINED THOSE TWO LINES, NOT THE ALTAR WINNING THE EXCELLENCE, THE SCHOOL UNDER PRINCIPAL JESSICA DWYER, HAS AN ENROLLMENT OF 410 STUDENTS, AND IS A PAST WINNER OF THE US DEPARTMENT OF EDUCATION'S BLUE RIBBON SCHOOL OF EXCELLENCE AWARD, WHEREAS MON SENIOR ANDREW TERRAMINA, WHO SERVED FOR 31 YEARS AS PASTOR AND BUILT THE NEW PARISH CHURCH BEFORE RETIRING IN 2018, STILL HELPS THE PARISH AS NEEDED.

WHEREAS FATHER JOE PALERMO, HAS BEEN SERVING AS PASTOR FOR THE LAST SIX YEARS, AND WHAT WE'RE SEEING RIGHT NOW IS THE NEWEST ADDITION OF BELL TOWER IN CONSTRUCTION, WHICH WILL RING IN THE NEXT 100 YEARS OF FAITH IN OLD METAIRIE.

WHEREAS THIS COUNCIL WISHES TO RECOGNIZE AND COMMEND THE ST. FRANCIS XAVIER CATHOLIC CHURCH, AND ITS PASTOR, FATHER JOE PALERMO, ON THIS MOMENTOUS OCCASION OF THE CHURCH'S CELEBRATION OF 100 YEARS OF PRAYERFUL WORSHIP AND SERVICE IN OUR COMMUNITY.

NOW, THEREFORE, THE JEFFERSON PARISH COUNCIL OF JEFFERSON PARISH, LOUISIANA, HEREBY COMMENDS AND CONGRATULATES ST. FRANCIS XAVIER CATHOLIC CHURCH, ON THE OCCASION OF THIS HUNDREDTH ANNIVERSARY OF THE CHURCH'S FOUNDING.

WE'RE REALLY ARE A VERY ACTIVE VIBRANT PLACE.

ALLISON AND I MET AT FIVE YEARS OLD.

I WAS BIKE RIDING WITH MY MOM AND DAD, AND AS WE PASSED HER HOUSE JUST AROUND THE CORNER, MY DAD STOPPED AND SAID, "I THINK THAT'S AL HERBERT, WHO HE HAD GROWN UP WITH IN THE SAME NEIGHBORHOOD IN THE IRISH CHANNEL." WE PULL OVER ON OUR BIKES, AND AT FIVE YEARS OLD, ALLIE AND I, ALLIE'S FAMILY AND I BECAME MORE FAMILY THAN FAMILY IN A LOT OF WAYS, AND SHE HAS BEEN IN MY LIFE SINCE FIVE YEARS OLD.

A FEW YEARS AGO, WHEN WE HAD AN OPENING IN OUR OFFICE, AND WE WERE MEETING AND WE WERE TALKING, AND YOUR BOYS WERE GETTING OLDER.

SHE TOLD ME THAT SHE AND GIZELLE, WHO I DIDN'T KNOW AT THE TIME, COULD ONLY CLEAN THEIR HOUSES SO MUCH, [LAUGHTER] AND COULD ONLY DO SOME OF THOSE THINGS YOU WIND UP DOING WHEN YOU RAISED THE KIDS.

IT WAS A BEAUTIFUL OPPORTUNITY THAT WE HAVE THAT YOU ALL AS A TEAM CAME TO US IN JEFFERSON PARISH.

YOU COMPLIMENT EACH OTHER SO WELL, BUT YOU COMPLIMENT OUR OFFICE SO BEAUTIFULLY.

WE'VE HELPED THE HARAHAN VFW IN ATTAINING A BRAND NEW JOHN DEERE RIDING LAWNMOWER.

WE'VE ALSO HELPED REVITALIZE ZERINGUE PARK ON HICKORY AVENUE.

NOW EVERY SUNDAY, YOU CAN FIND THE HARAHAN FARMERS MARKET AT 501 OAK AVENUE.

WE'VE ALSO ASSISTED THE LOCAL AFTER SCHOOL BOXING CAMP, KINGFISH BOXING IN PRODUCING THE FIRST BOXING TOURNAMENT IN THE CITY OF HARAHAN, IN OVER A DECADE, USING MUSIC AS THE FOUNDATION, ALL THE WHILE, ENTERTAINING THE HARDWORKING RESIDENTS OF THE GNO AREA AND CREATING A REGIONAL ECONOMIC IMPACT OF AROUND $70,000.

THIS IS A LITTLE MORE THAN A MUSIC FESTIVAL, AND WE LOOK FORWARD TO TURNING FIVE IN 2025.

ON SUNDAY JULY 7TH, WE HAD TO ISSUE A BOIL WATER ADVISORY FOR GRAND ISLE, AS WELL AS THE PRIVATEER SIDE OF BARATARIA, DUE TO A LOSS OF PRESSURE IN THE DISTRIBUTION SYSTEM CAUSED BY A BROKEN WATER MAIN.

I WANT TO THANK OUR WATER DEPARTMENT EMPLOYEES WHO HAVE BEEN REALLY WORKING AROUND THE CLOCK TO RESPOND TO THIS WATER LINE BREAK, AS WELL AS MANY OTHER DEPARTMENTS WHO HAVE PROVIDED ASSISTANCE.

OUR EMERGENCY MANAGEMENT DEPARTMENT AND FLEET AND GENERAL SERVICES DID MAKE SURE THEY TOOK CARE OF THE TOWN OF GRAND ISLE, AND WE DELIVERED 12 PALLETS OF BOTTLED WATER.

THEN YESTERDAY, WE WERE ABLE TO LIFT THE BOIL WATER ADVISORY FOR THE PRIVATEER SIDE OF BARATARIA BASED ON OUR SAMPLING IN THE DISTRIBUTION SYSTEM ON MONDAY.

RESIDENTS IN THIS AFFECTED AREA MAY NOW USE THE WATER WITHOUT BOILING OR DISINFECTING.

HOWEVER, THE GRAND ISLE CITIZENS, WE STILL HAVE A BOIL WATER ADVISORY FOR THOSE CITIZENS IN GRAND ISLE.

I WANT TO THANK OUR NEIGHBORS IN LAFOURCHE PARISH, WHO HAVE HELPED US SO MUCH WITH OUR WATER ISSUES FOR HELPING TO ALSO PROVIDE WATER TO GRAND ISLE, AND ADDITIONALLY, FIRE SERVICES PROVIDED WATER TANKERS TO THE ISLAND AS WELL.

WE HAVE A NEW WEBSITE, GRETCHEN HURT AND OUR PUBLIC INFORMATION OFFICE TEAM, ALONG WITH JEB AND OUR IT DEPARTMENT.

WE'RE GOING TO SWITCH FROM A.NET DOMAIN TO A.GOV DOMAIN, AND THIS HAS LONG BEEN OVERDUE, BUT WE WERE WAITING FOR APPROVALS AT THE FEDERAL LEVEL FOR THIS TO HAPPEN.

ONLY LEGITIMATE LOCAL COUNTY OR STATE GOVERNMENTS ARE APPROVED FOR A.GOV DOMAIN FROM THE US CYBERSECURITY AND INFRASTRUCTURE SECURITY AGENCY.

AS WE SAID, THE MOVE IS GOING TO MAKE THE PROCESS EASIER AND EVEN MORE GREENER BECAUSE WE'RE HAULING THE RECYCLING BINS.

THEY'RE GOING TO BE ACCEPTED RIGHT THERE.

ADDITIONALLY, WE CHANGED THE HOURS OF OPERATION FOR BOTH THE EAST BANK AND WEST BANK DROP-OFF SITES IN ORDER TO MINIMIZE THE INITIAL DROP OFF WAIT TIME, AND THAT OBVIOUSLY HELPS OUR WORKERS AVOID THE EXCESSIVE HEAT.

BOTH SITES ARE NOW OPEN FROM 8:00 AM TO NOON EVERY SATURDAY.

IT WENT VERY WELL THIS WEEKEND BECAUSE OF THE CHANGE.

WE PROCESSED 315 VEHICLES ON THE EAST BANK, 122 VEHICLES ON THE WEST BANK, AND WAIT TIMES AT BOTH SITES HAVE DECREASED AVERAGE TIME OF LESS THAN FIVE MINUTES WITH NO ONE WAITING LONGER THAN 10 MINUTES DURING THE PEAK USAGE.
