OVER TWO YEARS AGO, WE EMBARKED ON A JOURNEY TO REIMAGINE RECREATION IN JEFFERSON PARISH.
WE INTRODUCED RECREATION REIMAGINED WITH THE GOAL OF INCREASING YOUTH SPORTS PARTICIPATION AND ENHANCING COMMUNITY UTILIZATION OF OUR MANY, MANY FACILITIES THAT WE HAVE.
FOLLOWING A SERIES OF PUBLIC FORUMS IN 2022, WE ASSEMBLED STEERING COMMITTEES AT THESE SIX PLAYGROUNDS, UH, TO SOLICIT FEEDBACK FROM THE COMMUNITY AND COME UP WITH INNOVATIVE CONCEPTS FOR EACH PLAYGROUND.
I WANNA APPLAUD THE NEXT LEVEL WORK OF OUR RECREATION TEAM AND THE COMMUNITY MEMBERS WHO WERE INVOLVED IN THESE STEERING COMMITTEES.
AND THROUGH 11 MONTHS AND OVER 200 HOURS OF MEETINGS, EVENTS, AND PUBLIC OUTREACH, THESE STEERING COMMITTEES LIVE THE CHALLENGES OF SU OF SUSTAINING COMMUNITY ENGAGEMENT AT PLAYGROUNDS WHERE, YOU KNOW, AT THE END OF THE DAY, DEMOGRAPHICS HAVE JUST SHIFTED ON US.
THAT'S REALLY WHERE THIS ALL STARTED.
UM, AS A RESULT, WE HAVE ISSUED OUR FINAL REPORT, UM, AN ACTION PLAN FOR REIMAGINING RECREATION TO BETTER SERVE THE RESIDENTS OF JEFFERSON PARISH AT OUR SIX RECREATION PLAYGROUNDS THAT WERE PART OF THIS LEMON AVONDALE BRIGHT DELTA BRIDGE CITY AND ROSE THO.
AND OUR VISION IS TO USE THE OUTCOMES OF ALL OF THIS WORK, UM, AS A FRAMEWORK FOR CREATING POLICY, REFURBISHING THESE PLAYGROUNDS AND EXPANDING OUR FACILITIES AND CREATING APPROPRIATE PROGRAMMING FOR JEFFERSON PARISH.
SO I'M CONFIDENT THAT THE SUGGESTED PATH FORWARD IS GONNA ENHANCE OUR EXISTING PLAYGROUNDS AND BETTER SERVE ALL OF OUR RECREATION PARTICIPANTS, UM, AND EVEN OUR OLDER CITIZENS, UM, AS WELL AS THE YOUTH FOR OUR ENTIRE COMMUNITY.

UM, THESE SERVICES WILL BE OFFERED TO RESIDENTS THAT CANNOT AFFORD SPAY AND NEUTER OF THEIR PETS AND WOULD NOT OTHERWISE SEEK VETERINARIAN SERVICES, WHICH IS THE LEADING CAUSE OF PETS ENTERING INTO ANIMAL FACILITIES ACROSS THE NATION.
STUDIES HAVE SHOWN THAT OFFERING FREE SERVICES, UH, TO CITIZENS IS THE FIRST STEP IN A LONG ROAD TO PREVENTING ANIMALS FROM ENTERING ALREADY OVERCROWDED SHELTERS.

WE HAD OUR FIRST MEETING WITH THE HOA PRESIDENT ON JANUARY 31ST, WHERE WE EXPLAINED THE PROJECT, ANSWERED QUESTIONS AND OFFERED TO MAKE OURSELVES AVAILABLE FOR ANY ADDITIONAL FOLLOW UP FROM THE REMAINDER OF THE NEIGHBORHOOD.
ON FEBRUARY 19TH, THE HOA PRESIDENT CONTACTED US TO REQUEST US MEET WITH NEIGHBORS TO DISCUSS QUESTIONS AND CONCERNS THAT THEY HAD RECENTLY BROUGHT UP.
WE MET TWO DAYS LATER IN THAT MEETING, NEIGHBORS EXPRESSED CONCERNS PRIMARILY RELATED TO TRAFFIC AND NOISE, WHICH WE HAVE WORKED DILIGENTLY WITH THE PARISH TO ADDRESS OVER THE LAST TWO WEEKS RELATED TO TRAFFIC, THE HOA REQUESTED ALL TRAFFIC FOR THIS FACILITY BE ROUTED AWAY FROM DICKERY ROAD AND ONTO AL DAVIS ROAD.
WE QUICKLY BEGAN STUDYING THIS AND WORKED WITH THE PARISH TO DETERMINE IF THIS WOULD BE A FEASIBLE OPTION FOR THE DEVELOPMENT.
WE HAVE RECEIVED CONFIRMATION THAT ACCESS ACCESS ACROSS THE DRAINAGE CANAL CAN BE OBTAINED, AND THIS ADJUSTMENT HAS BEEN MADE.
THE SITE PLAN THAT YOU SEE IN FRONT OF YOU CURRENTLY REFLECTS NO VEHICLE ACCESS ALONG DICKERY ROAD AND ALL, ALL VEHICULAR TRAFFIC HAS BEEN ROUTED ONTO AL DAVIS.
RESIDENTS ALSO RAISE QUESTIONS RELATED TO THE ACCURACY OF THE TRAFFIC DATA.
WE ARE FORTUNATE IN THAT AMAZON ALREADY OPERATES FACILITIES SIMILAR TO THIS DEVELOPMENT IN BOTH SIDES AND FUNCTION.
SO WE HAD ACTUAL OPERATING PATTERNS TO REVIEW IN ORDER TO BUILD OUR TRAFFIC PLAN FOR THIS LOCATION, WE LOOKED AT 12 ACTIVE SAME DAY SITES THAT HAVE ALL BEEN OPENED FOR MORE THAN A YEAR.
TO PREPARE OUR ANALYSIS FOR THIS JEFFERSON PARISH LOCATION, WE LOOKED AT OPERATING FACILITIES IN VARIOUS CITIES, INCLUDING AUSTIN, CHARLOTTE, COLUMBUS, AND TAMPA, AMONG OTHERS.
GIVEN THE EXPERIENCE OUR TEAMS HAVE IN OPERATING FULFILLMENT AND DELIVERY CENTERS,

WE ARE ALSO ABLE TO ACCURATELY UNDERSTAND HOW MANY CUSTOMER ORDERS CAN BE PROCESSED FROM A FACILITY OF ANY GIVEN SIZE.AND WE WORK BACKWARDS FROM THAT TO KNOW THE VOLUME OF FLEX DRIVER SUPPORT WOULD BE REQUIRED TO SUPPORT THOSE CUSTOMER ORDERS.
WE ALSO INTENTIONALLY STRUCTURE OUR OPERATING MODEL TO PUT AS FEW VEHICLES AS POSSIBLE ON THE ROAD DURING PEAK TRAFFIC HOURS.
A TRAFFIC IMPACT ANALYSIS HAS BEEN STUDIED ALL FOR ALL OF THE INTERSECTIONS IN AND AROUND THE SITE, AND THERE HAVE BEEN NO RECOMMENDED IMPROVEMENTS BASED ON THE ADDITION OF THE AMAZON FACILITY.
AS OUR BUSINESS IS BUILT ON PROVIDING AN OPTIMAL CUSTOMER EXPERIENCE, IT IS IMPERATIVE THAT WE GET THESE THINGS RIGHT IN ORDER TO MEET THE SHIPPING SPEED EXPECTATIONS OF OUR CUSTOMERS AND BE GOOD NEIGHBORS TO THOSE THAT LIVE AROUND US.
IN REGARDS TO SOUND, OUR INITIAL DEVELOPMENT PLAN CALLED FOR AN EIGHT FOOT MASONRY WALL TO BE CONSTRUCTED BETWEEN OUR SITE AND THE HICKORY RIDGE NEIGHBORHOOD.
WHILE PARISH CODE DOES NOT REQUIRE THE WALL, WE WERE ALWAYS COMMITTED TO PROVIDING IT ALONG WITH ADDITIONAL LANDSCAPING TO CREATE A SOUND BARRIER AND IMPROVE THE AESTHETICS OF THE DEVELOPMENT CLOSEST TO THE NEIGHBORHOOD.
FOLLOWING CONVERSATIONS WITH THE HOA, WE ARE PREPARED TO CONSTRUCT THIS WALL TO 12 FEET.
THIS WILL REQUIRE A VARIANCE AS CODE CURRENTLY LIMITS THE WALL HEIGHT TO EIGHT FEET.
BUT WE UNDERSTAND THIS IS SOMETHING THE PARISH DOES SUPPORT IN REGARDS TO THE ZONING CHANGE.
WE ARE ALSO COMMITTING THAT THE ZONING FOR THIS PROPERTY WOULD REVERT BACK TO C TWO.
ITS CURRENT ZONING WITH ALLOWANCES FOR THE CONTINUED OPERATION OF A WAREHOUSE AND DISTRIBUTION FACILITY.
IN THE EVENT THAT A AMAZON NO LONGER OPERATES THE FACILITY, WE PLAN TO CONSTRUCT RESIDENTS ALSO EXPRESS CONCERNS ABOUT VERMIN AND RODENTS THAT WOULD BE EVACUATED FROM THE SITE UPON DEVELOPMENT.
TO HELP ALLEVIATE THIS AS MUCH AS POSSIBLE, WE WILL HAVE AN EXTERMINATION COMPANY TREAT THE SITE PRIOR TO BEGINNING CONSTRUCTION ACTIVITIES.
IT IS IMPORTANT TO US TO BE GOOD NEIGHBORS.
WE HAVE HEARD, LISTENED, AND RESPONDED TO CONCERNS FROM RESIDENTS.

AND SO QUITE RECENTLY, AND I HAVE TO ASK THIS QUESTION, IT WAS TOLD TO ME THAT YOU'RE LYING THAT THERE'S GONNA BE 2000 CARS A DAY GOING THROUGH THERE.
HOW DO YOU RESPOND TO THAT? YEAH, SO WE DON'T, UM, AS STATED, WE, WE BASE THE TRAFFIC ANALYSIS FOR THIS SITE ON THE DATA FROM ACTUAL OPERATING FACILITIES THAT ARE VERY SIMILAR IN SIZE AND FUNCTION THAT ARE ALREADY WITHIN OPERATING WITHIN THE AMAZON DELIVERY NETWORK.
SO THAT IS HOW WE GENERATE THAT TRAFFIC DATA ANALYSIS.
UM, SO WE ARE WORKING OFF OF, YOU KNOW, WHAT WE KNOW TO BE OUR OPERATIONAL MODEL AND THAT IS HOW WE BUILD THE TRAFFIC IMPACT FOR THIS, UM, OR TRAFFICKED ANALYSIS FOR THIS SITE.

SO AFTER WE'VE BEEN UP AND RUNNING FOR A YEAR, HAVE ANOTHER TRAFFIC IMPACT ANALYSIS DONE IN PARTNERSHIP WITH THE PARISH.
IF WE ARE OPERATING AT A LEVEL HIGHER THAN WE'VE INDICATED WE WOULD BE THEN CERTAINLY TAKING ON ANY ADDITIONAL RESPONSIBILITIES THAT WOULD COME WITH, YOU KNOW, ROADWAY, ROADWAY IMPROVEMENTS OR ANYTHING THAT WOULD BE RELATED, UM, TO AN INCREASE, AN UNEXPECTED INCREASE IN TRAFFIC.
UM, SO IF YOU DID HAVE THEORETICALLY THIS 2000 CAR SITUATION, THAT WOULD MEAN THAT WOULD BE 2000 PEOPLE EMPLOYED, RIGHT? I MEAN, THOSE DRIVERS WOULD BE PEOPLE LIKE THE CENTER'S DOING REALLY WELL AND THEY'RE, SO THAT'S 2000 PEOPLE THAT WOULD BE EMPLOYED.
SO IF THAT PROBLEM DID THEORETICALLY EXIST, THAT WOULD BE MORE PEOPLE EMPLOYED IN OUR PARISH, RIGHT? YES, THEORETICALLY.

SO JUST MAKING SORT OF THAT LAST MINUTE MODIFICATION IN THE LAST COUPLE OF WEEKS TO THE DESIGN PLAN CERTAINLY DOES ADD COST TO THE PROJECT.

WE HAVE INVENTORY, SO ITEMS THAT PEOPLE ARE, ARE ORDERING MOST OFTEN.
UM, WE PACK, PREPARE THOSE ORDERS FOR SHIPMENT, LABEL THEM.
AND THEN ON THE OTHER HALF OF THE BUILDING IS WHERE WE ACTUALLY ARE PROCESSING THAT ORDER.
SO ESSENTIALLY LABELING IT FOR SHIPMENT, SORTING IT INTO SPECIFIC ROUTES, GETTING IT SET ONTO RACKING, UM, THAT IS USED TO ESSENTIALLY BRING THE PACKAGES OUT TO THE FLEX DRIVER VEHICLES.

YOU'VE DEMONSTRATED THAT THIS LEGISLATIVE BODY IS A REPRESENTATIVE FORM OF GOVERNMENT BECAUSE YOU WORK THE WILL OF THE PEOPLE AND THAT'S WHAT A REPRESENTATIVE FROM GOVERNMENT DOES.

THEY DON'T EVEN USE COUNCILMAN WALKER STATED ABOUT CERTAIN MATERIALS WHERE THERE'S NO MARKET FOR 1% OF ALL RECYCLING MAKES IT TO THE DROP OFF STATION.
