LAST YEAR, THE FOUNDATION CELEBRATED ITS CENTENNIAL.
AS WE LOOK BACK ON OUR HISTORY, WE ALSO CHALLENGED OURSELVES TO THINK ABOUT WHAT WE CAN DO NOW TO POSITIVELY AFFECT THE TRAJECTORY OF OUR REGION FOR THE NEXT 100 YEARS, AND THUS THE NEXT 100 YEARS CHALLENGE WAS BORN.
THE $1.2 MILLION CHALLENGE WAS DESIGNED TO INSPIRE TEAMS COMPRISED OF LOCAL GOVERNMENT AND NONPROFITS TO REFINE AND PUT FORTH THEIR BEST, RESILIENT INFRASTRUCTURE PROJECTS THAT COULD QUALIFY FOR FEDERAL FUNDING.
WITH SO MANY RESOURCES COMING FROM THE RECENT BIPARTISAN INFRASTRUCTURE LAW AND INFLATION REDUCTION ACT, WE WANT TO HELP TEAMS RIGHT HERE IN OUR REGION DEVELOP WINNING APPLICATIONS AND SECURE FUNDING FOR DEVELOPMENT OF RESILIENT INFRASTRUCTURE THAT WILL STRENGTHEN OUR COMMUNITIES IN THE FACE OF DISASTER.

SO THE FOUNDATION WENT THROUGH TECHNICAL ASSISTANCE, WEBINARS AND WORKSHOPS LEADING UP TO THE APPLICATION DEADLINE.FOR THE NEXT HUNDRED YEARS CHALLENGE, WE REALLY WORKED TO HELP AS MANY INTERESTED ORGANIZATIONS AND GOVERNMENTS FORM TEAMS AND DEVELOP IDEAS, AND DURING THAT TIME, I PERSONALLY HAD THE THE PRIVILEGE OF WORKING WITH A BUNCH OF GREAT FOLKS WITHIN JEFFERSON PARISH.
AND SO OUT OF 30 IMPRESSIVE PROJECTS THAT WERE SUBMITTED, TEN PROJECTS, INCLUDING ONE FROM JEFFERSON PARISH, HAVE WON $100,000 GRANT TO NOW BOOST CAPACITY IN ORDER TO REFINE PLANS AND CRAFT REALLY FANTASTIC APPLICATIONS TO THE FEDERAL GOVERNMENT AND WIN THAT BIG MONEY THAT CAN HELP IMPLEMENT YOUR PROJECT.

AND FOR US TO BE ABLE TO LIFT THE BOIL WATER ADVISORY.

THAT IS A VERY SCARY SITUATION.
WHEN WE HAD TO CUT OFF THE WATER, WE WERE VERY CONCERNED ABOUT POSSIBLE FIRES, THAT WE HAD A FIGHT.

I DO BELIEVE WE FILLED UP SOME TANKERS IN SAINT CHARLES PARISH.SO WE WANT TO THANK EVERYONE FOR THEIR COOPERATION WITH US.

AND IT ILLUSTRATES, AGAIN, THE AGE OF JEFFERSON PARISH'S SEWER AND INFRASTRUCTURE SYSTEM.
WE HAVE OVER 1800 MILES OF SUBSURFACE PIPES THAT WERE INSTALLED IN THE IN THE EVEN LATER THAN THAT IN THE 50S AND 60S THAT WE ARE SEEING NOW REALLY OUTLIVE THEIR NATURAL LIFE.
AND THAT'S WHAT HAPPENED WITH THIS PIPE.
IT WAS JUST OUTLIVING ITS LIFE.
SOME PIECES ARE SO OUTDATED THAT THE REPLACEMENTS ARE NO LONGER AVAILABLE.
SO DUE TO OUR AGING INFRASTRUCTURE AND DUE TO THE FACT THAT OUR WATER DEPARTMENT RESPONDS TO ABOUT 200 WATER LEAKS PER WEEK, WE REPLACE PIPES AS THEY BREAK, WHICH IS NOT A COST EFFECTIVE WAY OF DOING BUSINESS.
WE'RE PAYING EMERGENCY PRICES AT A MUCH HIGHER COST.
SOMETIMES IF YOU LOOK AT THE SEWER PIPE THAT BROKE IN FRONT OF THE EAST BANK REGIONAL LIBRARY EIGHT TIMES THE AMOUNT ON AN EMERGENCY REPAIR, THAN IF WE WOULD HAVE JUST PROACTIVELY REPLACE THAT PIPE AHEAD OF TIME.
SO, THANKFULLY, OUR ADMINISTRATION AND THE COUNCIL, WE HAVE A WAY OUT OF THIS SITUATION THAT WE HANDLED IN 2021, OUR ADMINISTRATION AND AN OVERWHELMING SUPPORT BY THE COUNCIL APPROVED A GRADUATED WATER INCREASE OVER A 20 YEAR PERIOD, WITH THE GOAL OF CONSTRUCTING IMMEDIATE NEEDS AND ESTABLISHING A 20 YEAR, 790 MILLION PIPE REPLACEMENT PROGRAM TO ADDRESS THE DETERIORATION OF THE SUBSURFACE WATER DISTRIBUTION NETWORK.
OUR WATER RATES ARE STILL FAR BELOW NEIGHBORING PARISHES.
MANY OF YOU HAVE SEEN THE YOUR WATER UTILITY BILL GO UP THIS JANUARY.
THAT'S WHAT THIS IS PART OF IT.
BUT THE NEW RATES BRING US CLOSER TO WHAT IS CHARGED BY COMPARABLY SIZED SYSTEMS AND ALLOW US TO BOND OUT HUNDREDS OF MILLIONS OF DOLLARS TO BEGIN THE NEEDED UPGRADES AND CONTINUED MAINTENANCE.

AND OVER THE PAST SEVERAL YEARS, WE'VE HAD THE ECONOMIC DEVELOPMENT FUND, WHICH ONLY HAS ABOUT $1 MILLION LEFT AFTER SOME OF IT COMES OFF THE TOP AT THE BEGINNING OF THE YEAR FOR, MANDATED EXPENSES.
AND WE'RE COMING OFF A FOUR YEAR DEAL WITH FAMILY GRAS COMING OUT OF THE ECONOMIC DEVELOPMENT FUND.
AND IT'S SOMETHING THAT VOTED ON ON MY FIRST MEETING ON THE COUNCIL, FOUR YEARS AGO.
AND IT'S NOT SOMETHING THAT I'M AGAINST.
I JUST AND I'VE HAD NUMEROUS CONVERSATIONS WITH COUNCILMAN LILLJEBERG ABOUT THIS, AND WE'VE DETERMINED THAT WE'RE GOING TO WORK TOGETHER, MOVING FORWARD AFTER THIS TO FIND A LITTLE BIT OF A DIFFERENT FUNDING SOURCE, LIKE SOME OF THE OTHER FESTIVALS, HAVE TO TAKE ADVANTAGE OF A DIFFERENT FUNDING SOURCE THAT IS APPROPRIATE FOR THESE FESTIVALS BECAUSE THE LANGUAGE IS IS GRAY AND IT'S OPEN FOR INTERPRETATION IN OUR, ECONOMIC DEVELOPMENT FUND, WHERE, YOU KNOW, THERE'S NO ARGUING THAT THERE'S AN ECONOMIC IMPACT FROM THESE EVENTS.
I MIGHT ARGUE THAT THE ECONOMIC DEVELOPMENT ASPECT OF IT IS A LITTLE BIT OF A STRETCH, BECAUSE THE ECONOMIC DEVELOPMENT PART OF THE ORDINANCE CALLS FOR RESIDENTS TO MOVE HERE OR BUSINESSES TO LOCATE HERE.

AND, I WOULD JUST LIKE TO SEE THAT FUND FREED UP FOR MORE REAL ECONOMIC DEVELOPMENT INITIATIVES, BECAUSE REALLY, IT'S NOT A LOT OF MONEY WHEN IT COMES TO SOME OF THE ECONOMIC DEVELOPMENT STUFF THAT WE CAN DO AROUND THE PARISH.
AND WHILE I BELIEVE IN THE FESTIVALS AND I BELIEVE IN IN HELPING WHEREVER WE CAN AS A PARISH, ALTHOUGH NOT TO THE HUGE EXTENT THAT THAT WE HAVE IN SOME CASES IN THE PAST, BUT IN A WAY THAT WE CAN CERTAINLY KEEP THESE FESTIVALS MOVING IN A POSITIVE DIRECTION.

I THINK IT'S A DIFFERENT PARISH THAN IT WAS FOUR YEARS AGO.

THE THING THAT, DOES CONCERN ME ON THIS AGENDA IS IF WE APPROVE EVERYTHING AS SUGGESTED TODAY, WE WILL BE, BUDGETING FOR 300,000 FOR UNCLE SAM JAM, OVER A TWO YEAR PERIOD, 1.6 MILLION IN 400,000 DOLLARS INCREMENTS IN A FOUR YEAR PLAN FOR FAMILY GRAS.
DIFFERENT PLAN FOR WEST BANK, HERITAGE FEST, AND THEN GRETNA FEST, 2.2 MILLION OVER FOUR YEARS.
WE'VE DONE THAT IN A NUMBER OF WAYS ON OTHER PROGRAMS OVER THE YEARS, SO I'D LIKE TO WORK WITH EACH OF OUR COUNCIL MEMBERS, TO MAKE SURE THAT EACH FESTIVAL IS BEING APPROPRIATELY FUNDED. AND IF WE CAN FIND A PATH FORWARD FOR THEM TO BE SELF-SUSTAINING, THAT WOULD BE A GOAL AS WELL.
