HAPPY MARDI GRAS TO THE REST OF THE WORLD, THE 12TH DAY OF CHRISTMAS, OR KING'S DAY, CELEBRATES THE VISIT OF THE THREE WISE MEN TO THE BABY JESUS AND THEIR SENSE OF WONDER AT THE ENCOUNTER.

DOWN HERE, IT CELEBRATES THE BEGINNING OF MARDI GRAS SEASON, OF COURSE, KING CAKES, WE ALL LOVE MARDI GRAS PARADES AND EVERYTHING THAT GOES ALONG WITH THE SEASON.

IT'S ONE OF THE MANY THINGS THAT MAKES OUR COMMUNITY UNIQUE.

WHAT MANY DON'T KNOW IS THAT THOSE WHO PUT ON THE SHOW WORK YEAR ROUND TO MAKE IT WORK.

IT SEEMS LIKE IT'S SEAMLESS, BUT A LOT OF WORK GOES INTO IT.

WHEN WE CAME OVER ON THE ADMINISTRATIVE SIDE, SHE BECAME, YOU KNOW, SHE SHE ANSWERED THE CALL THAT I ASKED HER TO DO AND BECAME THE CHIEF ADMINISTRATIVE ASSISTANT OVER THE ENGAGEMENT AND COMMUNITY PROGRAMS. AND THAT'S REALLY SOME OF OUR PROGRAMS THAT REALLY TRY TO GET OUT INTO THE COMMUNITY AND OFFER ASSISTANCE VERY, VERY IMPORTANT PROGRAMS. SHE IS A WONDERFUL LIAISON FOR US AND MANY OF THE NEIGHBORHOODS AND MANY OF MANY OF THE COMMUNITY INITIATIVES.

WHEREAS THE UNITED WAY OF SOUTHEAST LOUISIANA WAS ESTABLISHED IN 1924 WITH A MISSION TO ERADICATE POVERTY IN JEFFERSON PARISH, AND WHEREAS FOR A CENTURY, UNITED WAY OF SOUTHEAST LOUISIANA HAS BEEN AT THE FOREFRONT OF ADDRESSING CRITICAL ISSUES, CREATING OPPORTUNITIES AND FOSTERING POSITIVE CHANGE IN OUR COMMUNITY.

AND WHEREAS, THE ORGANIZATION HAS BUILT LASTING PARTNERSHIPS WITH DONORS, ADVOCATES, VOLUNTEERS, CORPORATE PARTNERS, GOVERNMENT OFFICIALS, AND NONPROFITS CONTRIBUTING TO THE WELL-BEING OF INDIVIDUALS AND FAMILIES IN NEED.

WE COMMUNICATED, AND THE UNITED WAY HAD PEOPLE ON THE GROUND HELPING PASS OUT SUPPLIES AND JUST HELPED IN ANY WAY THEY COULD, WHETHER IT WAS TARPS OR OR HAMMERS OR WATER, WHATEVER THE CASE MAY BE, THEY WERE ON THE GROUND HELPING PEOPLE WITHIN 12 HOURS AFTER THE TORNADO, THE VERY NEXT MORNING.

SO THANK YOU FOR THAT INVESTMENT IN THE COMMUNITY AND EVERYTHING ELSE YOU ALL DO FOR THE COMMUNITY, AND YOU'RE THE FIRST ONES AROUND EVERY TIME THE NEED IS CALLED FOR.

I'M HONORED TO PRESENT THIS AS I WORKED WITH HENRY.

MY FIRST JOB OUT OF LAW SCHOOL WAS AT THE PARISH ATTORNEY'S OFFICE, AND I HAD THE PLEASURE OF WORKING WITH HIM.

AND, IN 1993, HE WAS THERE A LITTLE BIT BEFORE THAT, I BELIEVE, IN 79.

WHEREAS HENRY TRAPANI HELD SEVERAL ROLES DURING HIS 28 YEARS IN JEFFERSON PARISH, AND WHEREAS, HE BECAME KNOWN AS MR. MARDI GRAS IN THE PARISH BECAUSE OF HIS WORK COORDINATING CARNIVAL AND WHEREAS MR. TRAPANI, A NATIVE NEW YORKER IN WORLD WAR TWO VETERAN, MADE HIS WAY TO NEW ORLEANS IN 1968 TO MANAGE A DEPARTMENT STORE.

AND WHEREAS, HE LEFT THE RETAIL INDUSTRY IN 1975 WHEN HE TOOK A POSITION IN JEFFERSON PARISH SAFETY DEPARTMENT.

AND WHEREAS MR. TRAPANI WAS UNOFFICIALLY ASSIGNED TO TROUBLESHOOTING JEFFERSON PARISH MARDI GRAS.

AND WHEREAS, HE HELD THAT ROLE UNTIL 1979, WHEN PARISH PRESIDENT DOUG ALLEN CREATED THE DEPARTMENT OF SPECIAL EVENTS AND CARNIVAL AND PLACED MR. TRAPANI IN CHARGE.

AND WHEREAS ARTHUR HARDY.

MARDI GRAS GUIDE STATED THAT MR. TRAPANI HELPED GROW CARNIVAL IN JEFFERSON PARISH BY STANDARDIZING THE JEFFERSON PARISH ROUTE AND UNITING ALL KREWE CAPTAINS HOLDING MEETINGS YEAR ROUND TO KEEP THE COMMUNICATION LINES FLOWING.

WE CAME FROM NEW YORK TO CONNECTICUT TO HERE, AND HE STOPPED INTO A CHURCH, HE PASSED ALONG THE WAY.

HE GOT DOWN ON HIS KNEES AND HE BEGAN TO PRAY, AND HE FELT THAT HE WAS SUPPOSED TO COME HOME, AND HOME WAS HERE.

HE GOT HERE AND TWO DAYS LATER, JOHN FLYNN, YOU MAY OR MAY NOT KNOW WHO JOHN FLYNN IS.

HE WAS ON THE ZONING APPEALS BOARD FOREVER, CALLED HIM AND SAID, DOUG ALLEN WANTS TO SEE YOU.

FIRST, I'D LIKE TO RECOGNIZE OUR ESSENTIAL DUTY EMPLOYEES WHO'VE BEEN REALLY WORKING AROUND THE CLOCK FOR SEVERAL DAYS TO RESPOND TO THIS COLD WEATHER EVENT.

FORTUNATELY, WE HAVE WE'RE ABLE TO GET THROUGH WITH NO MAJOR INCIDENTS.

OUR ENTIRE MANAGEMENT TEAM, EMERGENCY MANAGEMENT TEAM HAS BEEN IN CLOSE COORDINATION WITH ALL OF THE STATE AND PARISH AGENCIES.

LOOK, WE KNOW HOW TO DO HURRICANES, BUT, YOU KNOW, ICY ROADS AND THIS COLD WEATHER IS JUST NOT WHAT WE'RE USED TO.

SO WE'RE WE WANT TO BE VERY, VERY PROACTIVE.

OUR PUBLIC WORKS CREWS HAVE BEEN OUT ON OUR STREETS DUMPING SAND AND WORKING WITH DOTD TO MONITOR OUR ROADWAYS AND KEEP THEM SAFE.

AND FORTUNATELY, YESTERDAY MORNING, THEY WERE ABLE TO QUICKLY GET OUT THERE WITH DOTD.

AND THEN OUR WATER DEPARTMENT HAS DOUBLE STANDBY CREWS WORKING THROUGHOUT THIS WEATHER EVENT, INCLUDING OVERNIGHT, TO QUICKLY RESPOND TO WATER BREAKS.

WE'RE HAPPY TO REPORT WE HAVEN'T HAD ANY MAJOR WATER BREAKS.

YOU HAVE NOT HEARD ME SAY THAT WE NEEDED A BOIL WATER ADVISORY.

THERE ARE FOUR MINOR REPAIRS CURRENTLY UNDERWAY, BOTH ON THE EAST BANK AND THE WEST, THREE ON THE EAST BANK AND ONE ON THE WEST BANK.

BUT WE DO NOT SEE THOSE TO BE ANY KIND OF LARGE ISSUES.

AND THEN OUR WATER TREATMENT PLANTS ARE RUNNING A LITTLE HIGHER THAN NORMAL DUE TO RESIDENTS WHO ARE RUNNING WATER THROUGHOUT THE NIGHT.

I'M HERE TODAY TO SPEAK IN OPPOSITION TO THIS REZONING REQUEST PRIOR TO THE PLANNING ADVISORY BOARD MEETING IN SEPTEMBER ON THIS ISSUE.

MY PARTNER, BRUCE WIENER, CALLED MISS QUINN, WHO WAS COUNSEL FOR THE PROPERTY OWNER, NOT TO OPPOSE THE REZONING, BUT RATHER TO INQUIRE ABOUT HER CLIENT'S PLANS FOR THE PROPERTY.

MISS QUINN STATED THAT HER CLIENTS WERE SIMPLY REQUESTING A REZONING FOR CONSISTENCY ACROSS ALL LOTS ON THAT PARCEL, AND THAT THE PROPERTY OWNER HAD NO PLANS TO TEAR DOWN THE BUILDING AND REBUILD FOR A MORE INTENSIVE USE BUSINESS.

HOWEVER, DURING THE PAB MEETING, WE RAISED CONCERNS ON A MULTITUDE OF MORE INTENSIVE USES THAT THIS ZONING CHANGE COULD BRING ABOUT, SUCH AS A FAST FOOD CHAIN, CAR WASH, BALLROOM AND A CAR SALES LOT, TO NAME A FEW.

WHILE I HAVE NO REASON TO QUESTION MS. QUINN'S INTEGRITY, SHE WAVERED FROM HER ASSURANCE THAT THEY HAD NO INTENTION TO REDEVELOP THAT PROPERTY WHEN SHE DEFENDED THE REZONING BY INDICATING THE PROPERTY OWNER'S PLANNING AND COMMITTED TO A FAMILY FRIENDLY PROJECT, WHICH LEFT US COMPLETELY CONFUSED ON WHETHER HER RESPONSE WAS FORTHRIGHT.

ARE THEY LOOKING TO KEEP THE EXISTING BUILDING OR PUT A FAMILY FRIENDLY PROJECT ON THE PROPERTY?

SINCE THAT TIME, WE HAVE AGAIN HEARD THAT THEY HAVE NO PLANS TO REDEVELOP THAT PROPERTY.

IF THEY DO INTEND TO KEEP THE EXISTING OFFICE BUILDING, THEN WHY ARE THEY HERE REQUESTING THIS REZONING? I WOULD URGE YOU TO DENY THEIR REQUEST AS IT IS SIMPLY PREMATURE IF YOU DO ALLOW THIS REZONING AND THE CURRENT OWNER SELLS, THERE ARE NO RESTRICTIONS OR CONSEQUENCES WHICH DENY THESE MORE INTENSIVE USES ON THE PROPERTY TO A FUTURE OWNER.

IN ADDITION, THE TIMING FOR A SITE PLAN APPROVAL WAS ALSO RAISED AT THAT MEETING, WHICH IS A NON-ISSUE BASED ON MISS QUINN'S STATEMENTS.

IF THERE TRULY ARE NO PLANS TO REDEVELOP THIS SITE, AS MISS QUINN STATED ONCE AGAIN, WHY IS THIS REZONING EVEN NECESSARY? IF THEY ARE ALLOWED TO REZONE NOW FOR NO VALID REASON, THEY WILL ONLY OPEN THE DOOR FOR ANY FUTURE OWNER TO HAVE FULL ACCESS TO THESE MORE INTENSIVE USES UNDER THE C-2 ZONING AND FOR OTHER SIMILAR, SIMILARLY SITUATED PROPERTY OWNERS TO REQUEST THE SAME, MORE INTENSIVE ZONING.

THIS REQUEST IS SIMPLY PREMATURE AND NOT NECESSARY, SINCE WE DID NOT HAVE A CHANCE TO REBUT AT THE PAB MEETING, I WOULD LIKE TO CORRECT MISS QUINN'S STATEMENT ABOUT OUR BUILDING ACROSS THE STREET.

SHE STATED THAT OUR BUILDING IS SOLELY OCCUPIED BY A BANK, WHICH IS ALLOWED UNDER THE C-2 ZONING THAT IS BEING REQUESTED.

WHILE YES, THE BANK DOES OCCUPY A SMALL PORTION OF OUR BUILDING FRONTING VETERANS BOULEVARD, WE HAVE OCCUPIED AND OPERATE OUR BUSINESS FROM OUR OFFICE AT 321 VETERANS FOR ALMOST 15 YEARS, AND WE ALSO LEASE SPACE TO AN INSURANCE AGENCY, A COUPLE OF LAW FIRMS, A CPA, A PHYSICAL THERAPY CENTER, AND A PHYSICAL THERAPY CENTER THAT PROVIDES SERVICES TO MANY ELDERLY PATIENTS.

WE HAVE REJECTED NUMEROUS OFFERS TO PURCHASE OUR PROPERTY FOR REDEVELOPMENT TO MORE INTENSIVE USES, INCLUDING FOR A POPULAR FAST FOOD CHAIN WHOSE DRIVE THRU CUSTOMERS FREQUENTLY STACK ON VETERANS.

WE HAVE BEEN A GOOD NEIGHBOR TO BOTH OUR COMMERCIAL AND RESIDENTIAL NEIGHBORS, AND WE HAVE A VESTED INTEREST IN ENSURING OUR NEIGHBORS DO THE SAME.

WE WANT TO BE A GOOD NEIGHBOR TO THE SUBJECT PROPERTY OWNER, AND WE WOULD LIKE TO SUPPORT A GOOD PROJECT ON THEIR PROPERTY.

IF ONE COMES ABOUT, ALL I ASK IS FOR FULL VISIBILITY AND TRANSPARENCY FOR MYSELF AND THIS COUNCIL.

BUT AS WE STAND HERE TODAY, THEY SUPPOSEDLY HAVE NO PLANS TO REDEVELOP.

I ASK YOU TO DENY THIS ZONING CHANGE UNTIL SUCH TIME THAT THERE IS A SITE PLAN, OR SIMPLY A PROPOSAL ON THE TABLE THAT CAN BE SHARED.

DURING THE PAB MEETING, MISS QUINN ATTEMPTED TO ARGUE THAT SINCE OUR PROPERTY HAS A C2 ZONING, THAT WE SHOULD NOT BE OPPOSED TO HER CLIENT'S REZONING REQUEST.

THE PORTION OF THE SUBJECT PROPERTY FRONTING VETERANS IS ZONED C2, AND THE ZONING TRANSITIONS TO LESS INTENSIVE ZONING CLASSIFICATIONS AS IT GETS CLOSER AND ABUTS SINGLE FAMILY RESIDENTIAL.

THE ZONING ON OUR PROPERTY, FROM VETERANS TO OUR RESIDENTIAL NEIGHBORS ON PAPWORTH AND CARROLLTON, IS SIMILAR TO THE TRANSITIONAL ZONING ON THE SUBJECT PROPERTY.

MAYBE THE PLANNING COMMISSIONERS AND COUNCIL MEMBERS THAT CAME BEFORE YOU HAD THE CORRECT ZONING IN PLACE DECADES AGO.

ALTERNATIVELY, IF IN FACT THE PROPERTY OWNER OR A POTENTIAL TENANT OR BUYER OF THE PROPERTY DOES HAVE PLANS TO REDEVELOP THIS CORNER TO A FAMILY FRIENDLY, OR OTHER MORE INTENSIVE USE THAT HAS YET TO BE DISCLOSED.

BASED ON MY PAST EXPERIENCE IN JEFFERSON AND OTHER PARISHES, THE BEST COURSE OF ACTION IS TO DENY THEIR REQUEST NOW AND COME BACK TO THE PAB AND THE COUNCIL WITH PLANS THAT JUSTIFY A ZONING CHANGE IN AN EFFORT TO PROVIDE FULL TRANSPARENCY TO EVERYONE AFFECTED.

IT'S NON TOXIC AND THE AIR PERMIT APPLICATION WHICH IS IN PROCESS WILL BE A MINOR SOURCE.

THE TRANSPORTATION MODE IS BY ISO CONTAINERS A VERY SAFE MODAL TRANSPORTATION VEHICLE.

SO IN TERMS OF INVESTMENT, THE TOTAL INVESTMENT IS ESTIMATED TO BE $491 MILLION.

FROM A SUSTAINABILITY PERSPECTIVE.

ULTIMATELY, THE GOVERNOR PROMULGATED RULES ASSOCIATED WITH HIS, WITH HIS EXECUTIVE ORDER, WHICH RENDERED EVERY PARISH AT THE TIME WAS DEVELOPING SEPARATE CRITERIA, ALL BECAUSE WE WERE IN A COMPETITIVE, POSTURE.

BUT WHEN WHEN THE GOVERNOR ULTIMATELY ISSUED THE RULES ASSOCIATED WITH THAT EXECUTIVE ORDER, IT RENDERED THEM ALL USELESS BECAUSE, AS IT STATED, IT WAS EITHER AN UP OR DOWN VOTE.

IT DIDN'T.

WHILE IT THREW THE APPROVAL BACK INTO THE LOCAL HANDS, IT DIDN'T GIVE THE LOCAL AUTHORITIES APPROVAL ON ANY SORT OF SLIDING SCALE OR A LENGTH OF TIME.

JUST RECENTLY, AFTER HURRICANE IDA, THE PARISH CALLED ME TO GET A NUMBER OF HOW MANY VOLUNTEERS AND PAID STAFF NEEDED HOUSING.

THEY WERE GOING TO ACQUIRE LIVING BARGE AND FOR THEM AND THEIR FAMILIES ARE DECLINED THIS AND GOT, DONATED CAMPER TRAILERS TO PUT THESE FIREFIGHTERS IN.

AND WE PLACED THEM READILY AT THE FIRE STATIONS BECAUSE OUR BECAUSE THREE OF OUR FOUR FIRE STATIONS WERE COMPLETELY DESTROYED.

WE WORK AT RECORD PACE TO REBUILD THESE THREE FIRE STATIONS.
