WE HAVE A HEAVY LIFTER IN THE ROOM.

I'D LIKE TO TALK ABOUT THIS.

THIS WAS AN EVENT THAT WE HAD AT THE ALARIO CENTER ON JULY 16TH.

IT'S THE, IT WAS THE US POWERLIFTING ASSOCIATION'S NATIONAL CHAMPIONSHIP THAT THEY HELD HERE IN JEFFERSON PARISH.

AND WE AND WE DISCUSSED THE REALLY POTENTIAL GROWTH IN OUR ECONOMY FOR SPORTS TOURISM, WHILE THIS PARTICULAR CHAMPIONSHIP HELD AT THE ALERUS CENTER BROUGHT IN 535 LIFTERS FROM AROUND THE UNITED STATES.

BUT ONE OF OUR LOCALS REALLY DID A GREAT JOB IN REPRESENTING THE HOME TEAM FOR US.

SO HE RECENTLY COMPETED IN THE US POWERLIFTING ASSOCIATION'S NATIONAL CHAMPIONSHIP AT THE ALARIO CENTER AND UNDER THE GUIDANCE OF HIS COACH, MR. ALAN MOORE. AM I PRONOUNCING THAT RIGHT? ELMORE DOMINIC SET THE WORLD RECORD FOR THE JUNIOR DIVISION OF THE 16 AND 17 YEAR OLD DEADLIFTS WITH A 629 POUND DEADLIFT. HIS PERFORMANCE AT NATIONALS WAS TRULY REMARKABLE.

HE SHOWCASED HIS INCREDIBLE STRENGTH AND SKILLS, ACHIEVING OUTSTANDING RESULTS IN THE SQUAT BENCH AND DEADLIFT CATEGORIES, WITH A COMBINED TOTAL OF 1,544.3 POUNDS.

SO I'M GOING TO READ THIS INCREDIBLE THESE INCREDIBLE NUMBERS HE SECURED FIRST PLACE IN THE JUNIOR ONE 25 KILOGRAM WEIGHT CLASS IN AN IMPRESSIVE NINTH PLACE OVERALL AGAINST ALL COMPETITORS IN HIS WEIGHT CLASS.

REGARDLESS OF AGE, HIS DOMINANCE IN THE COMPETITION IS ALSO EARNED HIM THE PRESTIGIOUS TITLE OF THE NUMBER 1 17-YEAR-OLD POWERLIFTER IN THE WORLD FOR 2023. SO, I MIGHT REPEAT SOME OF THIS, BUT I'M GOING TO GO AHEAD AND READ THIS PROCLAMATION.

WHEREAS DOMINIC MALDONADO IS A 17-YEAR-OLD STUDENT AT JOHN CURTIS CHRISTIAN SCHOOL IN RIVER RIDGE, LOUISIANA.

AND. WHEREAS DOMINIC SET THE JUNIOR WORLD RECORD FOR THE JUNIOR DIVISION OF THE 16- AND 17-YEAR-OLD DEADLIFT WITH A 629-POUND DEADLIFT AT THE US POWERLIFTING ASSOCIATION'S 2023 NATIONAL CHAMPIONSHIPS HELD AT THE ALARIO CENTER ON JULY 16TH.

WHEREAS THIS EVENT WAS DOMINIC'S SECOND POWERLIFTING MEET AFTER STARTING HIS TRAINING IN THE SPORT AT 16 YEARS OLD, HIS INSPIRATION WAS BORN OF A DESIRE TO ACHIEVE A HIGH LEVEL OF FITNESS AND BECOME ELIGIBLE TO COMPETE IN THE SPORT OF POWERLIFTING.

DOMINIC IS BEING TRAINED BY REECE ALAMOR, A POWERLIFTING COACH IN THE UNITED STATES POWERLIFTING ASSOCIATION'S LOUISIANA STATE CHAIRMAN.

AND. WHEREAS, DOMINIC WILL BE COMPETING NEXT AT THE INTERNATIONAL POWERLIFTING LEAGUE WORLD CHAMPIONSHIP MEET ON NOVEMBER 19TH, 2023, IN EUGENE, OREGON.

HE WANTS TO INSPIRE OTHERS TO PURSUE THEIR GOALS AND ACHIEVE GREAT THEIR GREATNESS.

AND. WHEREAS DOMINIC'S PERSONAL GOAL IS TO COMPETE INTERNATIONALLY IN POWERLIFTING AND TO BRING MORE AWARENESS TO THE SPORT AT A HIGH SCHOOL LEVEL.

NOW THEREFORE, I, CYNTHIA LEE SHENG, PRESIDENT OF JEFFERSON PARISH, TO RECOGNIZE AND CONGRATULATE DOMINIC MALDONADO FOR SETTING THE JUNIOR WORLD RECORD FOR THE 16- AND 17-YEAR-OLD DEADLIFT DIVISION AT THE USPA POWERLIFTING NATIONAL CHAMPIONSHIPS.

CONGRATULATIONS. INCREDIBLE.

I'M THE CHAIRMAN FOR USPA LOUISIANA.

I PUT ON THE MEATS HERE IN LOUISIANA FOR THE USPA.

THE BIGGEST PUSH RIGHT NOW THAT WE HAVE WITH OUR FEDERATION IS REALLY GETTING INTO THE HIGH SCHOOLS, ESPECIALLY IN THE LOCAL AREAS.

WE'RE WORKING WITH A LOT OF THE LOCAL HIGH SCHOOLS TO TRY TO GET SOME MEAT HERE IN NEW ORLEANS AREA THIS UPCOMING SEASON.

RIGHT NOW, KIDS FROM NEW ORLEANS, JEFFERSON PARISH, ORLEANS AND THE SURROUNDING PARISHES HAVE TO GO TO BATON ROUGE, LAFAYETTE, NORTHERN LOUISIANA, WHERE THERE REALLY HASN'T BEEN THAT MUCH OF THEIR ABILITIES TO COMPETE HERE.

DOMINIC IS A PERFECT EXAMPLE AT JOHN CURTIS RIGHT NOW, THEY DON'T HAVE A TEAM.

SO IT'S KIND OF UNFORTUNATE FOR DOMINIC.

HE CAN'T EVEN COMPETE AGAINST KIDS AMONGST HIS PEERS.

SO THE GOOD THING IS THAT WE'RE STARTING TO PRODUCE MORE HIGH SCHOOL ATHLETES AROUND THIS AREA AND IT GIVES DOMINIC A CHANCE TO COMPETE ON A BIGGER STAGE, ESPECIALLY AT THESE NATIONAL EVENTS THAT WE'RE SO LUCKY TO HAVE HERE IN JEFFERSON PARISH.

THIS AWARD IS THE HIGHEST FORM OF RECOGNITION IN GOVERNMENTAL ACCOUNTING AND FINANCIAL ATTAINMENT AND REALLY REPRESENTS A SIGNIFICANT ACCOMPLISHMENT BY GOVERNMENT AND OUR MANAGEMENT TEAM.

WE WANT TO RECOGNIZE TIM PALMITER AS OUR FINANCE DIRECTOR.

ERIC CHAI IS OUR ACCOUNTING DIRECTOR AND THE ENTIRE ACCOUNTING OPERATIONS STAFF FOR MEETING THE HIGHEST PRINCIPLES OF FINANCIAL REPORTING YEAR AFTER YEAR AND RECEIVING THIS HONOR IN ORDER TO RECEIVE THE AWARD, JEFFERSON PARISH HAD TO MEET THE HIGHER STANDARDS OF THE PROGRAM, WHICH INCLUDES DEMONSTRATING A CONSTRUCTIVE SPIRIT OF FULL DISCLOSURE TO CLEARLY COMMUNICATE ITS FINANCIAL STORY AND MOTIVATE POTENTIAL USERS AND GROUPS TO READ OUR REPORT.

LADIES AND GENTLEMEN, I HAVE KYRON BUSSEY AND HIS FAMILY UP HERE BECAUSE KAREN IS THE FASTEST TEN-YEAR-OLD IN AMERICA. HE COMPETED IN THE AAU TOURNAMENT LAST WEEKEND WITH KIDS FROM ALL OVER THE COUNTRY.

AND SO, WE WANTED TO HONOR HIM, BUT ALSO HIS FAMILY, HIS FATHER, WHO I'VE SEEN AT ALL OF OUR RECREATION EVENTS, WHO'S BEEN PUSHING NOT ONLY KAREN, BUT MANY KIDS IN JEFFERSON PARISH TO EXCEL AS WELL AS THEY CAN.

AND SO, I'M GOING TO READ THIS PROCLAMATION AND IT PROVIDES THE INFORMATION THAT IS NEEDED FOR THE LISTENING AUDIENCE.

JEFFERSON PARISH COUNCIL PROCLAMATION.

WHEREAS KYRON C BUSSEY, SON OF KENDALL AND SONYA BUSSEY, IS A TEN-YEAR-OLD FIFTH GRADE STUDENT AT ESTELL ELEMENTARY IN MARRERO.

AND. WHEREAS, HE IS AN AAU JUNIOR ALL-AMERICAN IN TRACK AND FIELD.

AND. WHEREAS, KAREN COMPETED IN NUMEROUS SPORTS, INCLUDING BASKETBALL, AS WELL AS QUARTERBACK FOR THE UNDEFEATED [INAUDIBLE] FOOTBALL TEAM, THAT'S KENNEDY HEIGHTS FOOTBALL TEAM.

AND. WHEREAS, THIS YEAR HE COMPETED IN THE AAU NATIONAL CLUB CHAMPIONSHIPS IN ORLANDO, FLORIDA, WHERE HE WON THE SILVER MEDAL IN THE 100-METER DASH AND THE SILVER MEDAL IN THE 200-METER DASH WITH A PHOTO FINISH.

AND. WHEREAS, AFTER WINNING THE SILVER MEDALS IN ORLANDO, KYRON SET A GOAL FOR HIMSELF BY WINNING GOLD IN THE NATIONAL AAU JUNIOR OLYMPICS.

AND. WHEREAS, WITH GOD FIRST THE SUPPORT OF HIS COACHES.

HIS FATHER, CHRIS LEWIS, HIS FAMILY FRIENDS, THE WEST BANK AND THE STATE OF LOUISIANA.

ON JULY 31ST, HE ENTERED THE NATIONAL AAU JUNIOR OLYMPICS DETERMINED TO REACH HIS GOAL.

AND. WHEREAS, ON FRIDAY, AUGUST 4TH, HE STEPPED ON THE TRACK AND WITH A TIME OF 26.90 BECAME THE GOLD MEDAL WINNER IN THE 200-METER DASH FOR A TEN-YEAR-OLD BOY.

AND. WHEREAS, ON SATURDAY, AUGUST 5TH, KYRON ONCE AGAIN STEPPED ON THE TRACK AND WITH A TIME OF 13.0 SECONDS, BECAME THE GOLD MEDAL WINNER AND THE 100-METER DASH FOR TEN-YEAR-OLD BOYS.

AND. WHEREAS, KYRON REACHED HIS GOAL IN 2023 OF BECOMING.

A NATIONAL AAU JUNIOR OLYMPICS GOLD MEDAL WINNER.

NOW, THEREFORE, THE JEFFERSON PARISH COUNCIL OF JEFFERSON PARISH, LOUISIANA, HEREBY RECOGNIZES AND CONGRATULATES KYRON C BUSSEY ON WINNING THE GOLD MEDAL IN THE AAU OLYMPIC GAMES 200-METER RACE FOR TEN-YEAR-OLD DIVISION.

HE WAS THERE TO TELL US THAT OUR OLDEST, JOSEPH ANTHONY BOUVIER, WHO WAS 24 AT THE TIME, HAD BEEN FATALLY WOUNDED WHILE SERVING OUR COUNTRY IN AFGHANISTAN.

I WILL TELL YOU THAT THAT PAIN NEVER EASES, BUT A WORSE PAIN EXISTS RIGHT HERE IN OUR COMMUNITY.

AS WE SEE CHILDREN GO WITHOUT BASIC NEEDS, BASIC NEEDS, FOOD, SHELTER, CLOTHING.

DO YOU KNOW THAT IN SECTION 8 HOUSING THAT IS SO WELL OPERATED THAT IF THEY CAN'T PAY AN ELECTRIC BILL AND THE ELECTRICITY GETS TURNED OFF, THEY GET EVICTED? SO NOW YOU HAVE FAMILIES AND CHILDREN ON THE STREET BECAUSE THEY CAN'T PAY $100 ELECTRIC BILL AND IT GETS WORSE AND WORSE.

NOT TO MENTION THAT WE CAN'T SEEM TO AFFORD TO FEED OUR CHILDREN HEALTHY FOOD.

RIGHT. IF YOU IF YOU ARE ON A LIMITED INCOME AND YOU SAW A SIGN AT MCDONALD'S THAT SAID FIVE FOR $5 AND YOU HAD THREE CHILDREN, WHAT WOULD YOU DO? RIGHT.

SO, YOU WOULD BUY THAT UNHEALTHY FOOD RATHER THAN GOING TO THE GROCERY AND WANTING TO GET SOMETHING HEALTHY.

NOT THAT YOU COULD AFFORD THAT ANYWAY.

AND THAT'S RIGHT HERE IN OUR OWN COMMUNITY.

SO, LOSING JOEY WAS 13 YEARS AGO.

AND DURING THAT THAT TIME, WE IDENTIFIED ALL OF THESE NEEDS IN OUR COMMUNITY.

JOEY LOVED CHILDREN.

SO THAT'S HOW JOEY'S HOPE WAS BORN IN 2011.

WE APPRECIATE SO MUCH MANY OF YOU IN THIS ROOM HAVE SUPPORTED US OVER THAT TIME PERIOD, AND WE WOULDN'T BE WHERE WE WERE TODAY OR TODAY IF WE WOULDN'T HAVE HAD THAT SUPPORT.

WE HAVE CONTINUED TO SERVE.

WE SERVE ABOUT 500 CHILDREN EVERY YEAR ON A WEEKLY BASIS THROUGH THIS PROGRAM.

THE PANDEMIC STOPPED US A LITTLE BIT.

WE DID DO SOME HOME DELIVERIES DURING THAT TIME, BUT NOW WE'RE BACK.

AND WHEN WE FIRST STARTED THIS, IT WAS ONE OUT OF EVERY THREE CHILDREN IN LOUISIANA THAT WENT TO BED HUNGRY.

CAN Y'ALL EVEN IMAGINE THAT? CAN YOU IMAGINE SENDING YOUR CHILDREN TO BED WITHOUT ENOUGH TO EAT? I MEAN, THINK ABOUT THAT.

IT'S NOT JUST WORDS BUT THINK ABOUT THAT.

AFTER THE PANDEMIC, THE STATISTICS FROM THE LOUISIANA DEPARTMENT OF HEALTH ARE THAT TWO OUT OF EVERY THREE CHILDREN RIGHT HERE, RIGHT HERE IN THE TRI PARISH AREA GO TO BED HUNGRY EVERY NIGHT.

Y'ALL, THAT TUGS AT MY HEART.

JOEY SAID HE WOULD FIGHT UNTIL HE COULDN'T FIGHT ANYMORE TO MAKE SURE CHILDREN COULD GROW UP THE WAY HE GREW UP.

WE'VE GOT TO FEED OUR KIDS.

IT'S KIND OF RIDICULOUS THAT WE WOULD EVEN HAVE SOMETHING LIKE THAT.

THE KIDS AND PARENTS AREN'T LOOKING FOR SHOWCASE.

LIKE I SAID, THEY'RE JUST LOOKING TO IMPROVE AND DO WHATEVER THE LAST THING IS.

THEY CALL THIS AN ELITE BASEBALL CLUB.

WELL, LET ME TELL YOU, WE'VE ALREADY GOT AN ELITE BASEBALL TEAM AND AN ELITE PROGRAM ON THE WEST BANK.

AND BUT FOR WITH INCREDIBLE COACHES, WITH INCREDIBLE VOLUNTEERS AT LAKESHORE PLAYGROUND FOR MY DAUGHTER, BUT FOR CLUB BALL, SHE DOESN'T MAKE THE HIGH SCHOOL TEAM BECAUSE VOLLEYBALL AT THE PLAYGROUND THAT WE CAME UP THROUGH LAKESHORE LAST FROM AUGUST, SEPTEMBER UNTIL MAYBE NOVEMBER, THAT WAS OUR ONLY OPPORTUNITY TO PLAY VOLLEYBALL.

SO UNLESS I'M.

IF WE DIDN'T DO CLUB AT THOUSANDS OF DOLLARS.

IT'S WRONG. THE WHOLE ENTIRE PARISH PAYS INTO OUR RECREATIONAL SYSTEM.

BUT WE FAIL KIDS SUPER ATHLETES BECAUSE WE DON'T GIVE THEM BECAUSE WE TRY TO DO EVERYTHING FOR EVERYBODY.

AND ACROSS ALL PLAYGROUNDS, ALL SPORTS, WE GOT TO CUT IT OFF.

AND YOU DON'T HAVE AN OPPORTUNITY TO PLAY BASEBALL ALL YEAR LONG, VOLLEYBALL ALL YEAR LONG, FOOTBALL, ALL YEAR LONG.

WE'RE ONE SYSTEM.

SOMEBODY IS ALWAYS GOING TO BE DISPLACED.

I UNDERSTAND THEY'RE CONCERNED ABOUT LOSING THAT.

GOT A LITTLE CONFUSED BECAUSE IS IT THE DIXIE BOYS, THE TOURNAMENT THAT OUR ALL STAR ATHLETES WERE PLAYING? AND MY UNDERSTANDING IS THE TOURNAMENT YOU PAY TO GO OUT OF TOWN, YOU PLAY TO GO TO THESE TOURNAMENTS.

WE ALL PAY FOR KIDS TO GO TO BUSSES AND THE ATTENDANCE ISN'T THERE.

JEFFERSON PARISH HAS A PLACE FOR YOU.

IT COSTS MONEY BECAUSE WE ARE BRINGING IN HIGH SCHOOL COACHES THAT NEED TO BE PAID.

IT IS WE'RE NOT TRYING TO COMPETE WITH TRAVEL BALL, BUT THERE'S A STORY THAT'S NOT TOLD HERE.

MOST OF WHAT THE MONEY MOST OF THE PLACES WHERE THE MONEY IS GOING TO GO IS TO FUND THE COACHES.

WE DON'T HAVE TO PAY FACILITIES.

WE DON'T HAVE TO PAY FOR EQUIPMENT AND UNIFORMS AND THINGS LIKE THAT.

ALL OF THAT IS GOING TO BE BUILT INTO THE PAYMENT THAT THE THAT THE PARENTS ARE GOING TO BE PAYING AND THAT'S WHY IT'S REDUCED.

SO, YEAH, IT'S $350 FOR THE FALL, $700 FOR THE SPRING.
