I THINK WE WERE WAITING

[00:00:01]

ON Y'ALL.

Y'ALL OKAY? OKAY,

[ Introduce Jefferson Parish Department Coyote Strike Team]

GREAT.

THANK YOU ALL SO MUCH FOR BEING HERE.

WE'RE GONNA GO AHEAD AND GET STARTED.

WE WERE, UM, JUST WAIT, ALLOWING THE CAMERAS TO GET SET UP.

WE APPRECIATE YOU COMING TO THIS, THE FIRST OF OUR KIND OF PUBLIC INFORMATION SESSIONS ON, UM, WHAT WE'RE CALLING, YOU KNOW, COEXISTING WITH COYOTES RATHER THAN, YOU KNOW, TRYING TO SAY WE'RE GONNA BE ABLE TO ELIMINATE THEM AND NOT HAVE COYOTES AS PART OF OUR, OF OUR COMMUNITY.

AND SO REALLY, UM, WE, WE WANNA LEARN HOW TO MITIGATE THESE ISSUES.

SO WE HAVE SOME OF OUR DEPARTMENTS HERE.

I'M GONNA INTRODUCE SOME OF OUR DIRECTORS.

I WANNA MAKE SURE EVERYBODY KNOWS THAT WE ALSO HAVE INFORMATION ON OUR WEBSITE.

UM, WE PUT UP A SPECIAL, UM, WINDOW@JEFFPARRISH.NET.

IF YOU SCROLL DOWN, THERE'S A BOX THAT TALKS ABOUT COEXISTING WITH COYOTES.

THEY HAVE A GREAT, UM, VIDEO ON THERE AND A GUIDE FOR YOU AS WELL, AND A FLYER.

UM, I DO WANNA RECOGNIZE, UM, BRIAN GREG, RUDE BRIAN FROM COUNCILMAN WALKER'S OFFICE.

THANK YOU FOR BEING WITH US TODAY.

UM, THEN I'M GONNA INTRODUCE YOU TO SOME OF OUR STAFF MEMBERS AND THEN WE'RE REALLY HONORED TO HAVE MS. MELISSA COLLINS WITH WILDLIFE AND FISHERIES, AND I THINK SHE HAS A PRESENTATION FOR YOU.

SO, UM, LET ME, LET ME START WITH, UM, MICHELLE BRINA, UM, AND THEN SHANNON NEIL.

THE SHANNON IS THE STAR OF OUR VIDEO AS WELL, BUT MICHELLE BRINA IS THE HEAD OF OUR JEFFERSON PRODUCTION AND ANIMAL WELFARE SERVICES.

SO, WE'LL, WE'LL GO AHEAD AND LET THEM GET STARTED.

BUT AGAIN, UM, WE, WE CAN'T FOOL OURSELVES INTO THINKING THAT WE'RE GONNA BE ABLE TO, UH, LIVE WITHOUT COYOTES.

SO EVERYTHING WE'RE LEARNING TODAY, THE EDUCATION PIECE IS SO MUCH A PART OF IT IS HOW DO WE MITIGATE OR HOW DO WE CHANGE THE BEHAVIORS IN OUR NEIGHBORHOOD? WHAT ARE THE, WHAT ARE THE STRATEGIES THAT WE HAVE TO HAVE AS A COMMUNITY TO PREVENT COYOTES FROM COMING INTO OUR NEIGHBORHOODS? AND THE LAST THING WE ALL WANT AND WHY WE'RE DOING ALL THIS IS OUR PETS TO GET INJURED OR GOD FORBID, YOU KNOW, ONE OF OUR LITTLE TODDLERS OR SOMETHING TO GET HURT.

SO, UM, BUT WE DON'T WANNA FOOL ANYONE INTO THINKING THAT WE ARE GOING TO, UM, TRAP OUR WAY OUT OF THIS OR, YOU KNOW, BE, HAVE A STRATEGY WHERE WE'RE NOT GONNA HAVE COYOTES LIVING NEAR US.

OKAY? WE JUST WANNA LEARN HOW TO KEEP THEM IN THEIR PLACE.

SO WITH THAT, MICHELLE BRINA SHANNON, SHANNON NEAL FROM OUR INCREDIBLE JEFFERSON PROTECTION ANIMAL WELFARE SERVICES THAT MICHELLE CAME UP WITH, THE NAME OF J PAWS.

OKAY, THANK YOU.

AND I'M SORRY IT'S SUCH A LONG NAME, BUT IT'S A GREAT LIKE ACRONYM.

UM, SO THANK YOU GUYS FOR BEING HERE.

I'M THE DIRECTOR OF J PAWS.

UM, AND SINCE ALL OF THIS STARTED, UH, ABOUT TWO MONTHS AGO, UM, WE WERE SENDING, YOU KNOW, GETTING CALLS FROM THE COMMUNITY AND THROUGH OUR OFFICE AND SENDING OFFICERS OUT, UH, FOR HAZING PURPOSES.

UM, A LOT OF PEOPLE WERE CALLING IN ASK, ASKING US TO TEACH THEM HOW TO DO THAT, UM, WHAT OUR BEST, UH, RECOMMENDATIONS WERE.

UM, THEY WERE GOING OUT, OFFICERS WERE GOING OUT, UM, FROM LIKE ONE TO THREE O'CLOCK IN THE MORNING, UH, TO HAZE IN THE NEIGHBORHOODS WHERE THEY WERE BEING CITED.

UM, AND SINCE THEN, UH, WE'VE CONTINUED, UH, WHEN PEOPLE, UH, HAVE CALLED, WE'VE CONTINUED TO, UM, SEND OFFICERS OUT.

UH, I KNOW THAT THEY PUT A INFORMATION, UM, LIKE A LITTLE VIDEO OF KIND OF SOME RECOMMENDATIONS THAT PEOPLE CAN DO.

UM, AND WE'RE NOT SAYING NECESSARILY THAT IF, IF JUST LIKE A, LIKE I WAS EXPLAINING TO YOU GUYS, AN AGGRESSIVE DOG, YOU KNOW, CAN BE DANGEROUS.

SO, YOU KNOW, IF THEY'RE NOT AFRAID OF PEOPLE, THAT'S A LITTLE BIT DIFFERENT.

BUT JUST SEEING THEM, UM, DOESN'T NECESSARILY MEAN THAT THEY'RE A DANGER.

UM, SO SHANNON, UH, WILL TELL YOU A LITTLE BIT MORE ABOUT, YOU KNOW, THE DIFFERENT LOCATIONS THAT THEY'VE SENT, UM, OFFICERS TO.

UH, IF ANY OF YOU ACTUALLY HAVE ANY CONCERNS IN YOUR NEIGHBORHOOD, FEEL FREE TO CALL OUR DEPARTMENT.

WE WILL STILL SEND OFFICERS OUT AND SHE'S GONNA GIVE, UH, THE PHONE NUMBER AND INFORMATION WHERE Y'ALL CAN GET IN TOUCH WITH US.

AND, UM, I'M GONNA HAND THE MIC OFF TO SHANNON.

HI, I AM SHANNON, THE CHIEF HUMANE OFFICER.

UM, IF YOU SEE A COYOTE, WE DO WANT YOU TO CALL US DIRECTLY AND WE WANT YOU TO CALL US WHEN YOU SEE IT, NOT NECESSARILY IN THE MORNING AFTER REVIEWING IT AND SEEING IT IN YOUR YARD.

'CAUSE WE CAN'T HAZE IT THEN.

SO WE ARE DOING PATROLS TO HAZE THE COYOTES, BUT WE'RE NOT SEEING THEM 'CAUSE THEY'RE IN BACKYARDS THAT WE DON'T HAVE ACCESS TO.

SO THE NUMBER TO CALL US IS FIVE ZERO FOUR THREE FOUR NINE FIVE FIVE THREE SIX FIVE ZERO FOUR FIVE FIVE FOUR FOUR SEVEN FOUR FOUR.

ALSO, WE CAN GET YOU AIR HORNS TO HAZE THEM.

THE IDEA IS TO SCARE THEM.

YOU WANNA SCARE THEM AWAY.

5 0 4 5 5 4 4 7 4 4.

THAT'S AFTER FIVE 30 AND ON WEEKENDS AND HOLIDAYS.

SO, UM, WE'RE GONNA, ALL OF US ARE GONNA HANG OUT AFTER THE MEETING SO THAT WE CAN ADDRESS AND, UH, ANSWER ANY QUESTIONS THAT YOU GUYS MAY HAVE.

SOME ONE-ON-ONE, YOU KNOW, AND INSTEAD OF LIKE, YEAH.

SO, YEAH, SO MELISSA'S GONNA DO THE PRESENTATION ON THE COYOTE AND THEIR BEHAVIOR.

SO WE'RE NOT GONNA GET INTO THAT.

I JUST WANTED

[00:05:01]

YOU TO INTRODU TO INTRODUCE SOME OF OUR STAFF, SOME OF OUR DEPARTMENTS THAT ARE WORKING ON THIS ISSUE TO JUST KIND OF QUICKLY LET YOU KNOW WHAT DEPARTMENT AND PUT A, PUT A FACE TO THAT DEPARTMENT.

SO LDA KALUTA IS A DIRECTOR OF OUR CODE CODE ENFORCEMENT DEPARTMENT.

AND THEN ALSO WE HAVE CATHERINE COSTANZA IS FROM OUR ENVIRONMENT OR MENTAL AFFAIRS.

COME ON, LDA.

SO YOU WANNA EXPLAIN.

HI GUYS.

GOOD EVENING.

I'M LIZA KALUTA.

I'M THE DIRECTOR FOR CODE COMPLIANCE AND ENFORCEMENT, FORMERLY NAMED PROPERTY MAINTENANCE AND ZONING QUALITY OF LIFE.

SO, UM, BUT ONE OF THE MANY VIOLATIONS THAT WE ISSUE, UM, SITE PROPERTIES FOR IS FOR HIGH GRASS AND WEEDS OVER OVER EIGHT INCHES.

UM, WHAT WE'RE TRYING TO DO WITH THIS ASPECT OF COYOTES AND TRYING TO PREVENT CREATING FRIENDLY HABITATS FOR THEM IS WHEN WE CITE PROPERTIES FOR HIGH GRASS AND WEED VIOLATIONS, WE'RE ALSO GONNA POST FLYERS AT THE PROPERTIES.

SO THEY'RE AWARE OF OTHER STEPS THAT THEY CAN TAKE IN ADDITION TO HAVING TO CUT THEIR GRASS, GRASS, UH, YOU KNOW, STEPS LIKE MAKING SURE THE BUSHES ARE TRIMMED UP FROM THE GROUND SO THEY'RE NOT CREATING A FRIENDLY HABITAT FOR THE COYOTES.

SO MAINLY OUR ASPECT IN INVOLVEMENT IN THIS IS, UM, PUBLIC OUTREACH AND MAKING SURE WE GET THE WORD OUT TO PEOPLE, UH, ON THE STREETS, BOOTS ON THE GROUND, AND MAKING SURE THEY KNOW WHAT NOT TO DO, UH, TO TRY TO PREVENT CREATING A HABITAT FOR THE COYOTES.

UM, I'M CATHERINE COSTANZA.

I'M THE DIRECTOR OF THE ENVIRONMENTAL DEPARTMENT.

UM, ENVIRONMENTAL MANAGES THE CONTRACTS FOR GARBAGE COLLECTION AND MOSQUITO CONTROL, AND WE NOW HAVE TWO CONTRACTS IN PLACE WITH WILDLIFE MITIGATION SPECIALISTS WHO ARE LICENSED BY LOUISIANA DEPARTMENT OF WILDLIFE AND FISHERIES.

WE WILL BE WORKING VERY CLOSELY WITH J PS WHO WILL BE FIELDING THE COMPLAINTS.

UM, BEFORE WE SEND A WORK ORDER OUT TO A CONTRACTOR, WE WILL WORK VERY CLOSELY WITH THEM AND THEY'LL MAKE A DETERMINATION AS TO WHETHER OR NOT, UM, WE NEED TO SEND OUT A TRAP OF WILDLIFE SPECIALIST.

SO, UM, YOU KNOW, WE, UH, WE CAN ANSWER ANY QUESTIONS SINCE WE ARE THE DEPARTMENT THAT MANAGES GARBAGE COLLECTION.

ONE THING COYOTES ARE, THEY'RE SCAVENGERS, THEY LOVE GARBAGE.

SO, YOU KNOW, IT, IT'S VERY IMPORTANT TO BAG YOUR GARBAGE AND PUT IT IN YOUR CAN, YOU KNOW, NOT LEAVE IT OUT, UM, NEXT TO YOUR CAN IN A BAG.

SO THANK YOU.

SO THAT'S SOME OF OUR DIRECTORS, AND AGAIN, I I WE DO HAVE A GENERAL STRATEGIES, BUT I DON'T WANNA INFRINGE ON MELISSA'S PRESENTATION, SO I'M SURE SHE'S GONNA TALK ABOUT THAT.

SO I DON'T MEAN FOR THIS TO BE A LITTLE DISJOINTED, BUT I DID WANT YOU TO MEET OUR DIRECTORS AND KNOW THAT THE DEPARTMENTS THAT ARE, YOU KNOW, MANAGING THIS.

SO MICHELLE, INTRODUCE,

[Introduce JPAWS/LDWF Presentation]

SO I'M GONNA INTRODUCE, UM, THE SPECIALIST THAT WE BROUGHT IN, MELISSA COLLINS, UM, WHO'S WITH, UH, LOUISIANA DEPARTMENT OF WILDLIFE AND FISHERIES.

AND SHE IS ALSO A BIOLOGIST.

UM, AND, UH, SHE'S GONNA BE GIVING US A, A PRESENTATION WHICH SHE HAS GIVEN AT SEVERAL OTHER TYPES OF LIKE TOWN HALL MEETINGS AND THINGS LIKE THAT, UM, ABOUT, YOU KNOW, JUST BEHAVIORS THAT WE NEED TO LOOK OUT FOR FOR OUR SAFETY, UM, AND ALSO A LITTLE BIT MORE TOWARDS THE, THE COEXISTING ELEMENT AND WHAT IT ACTUALLY MEANS.

OKAY.

THANK YOU.

DO YOU MIND IF I STAND OVER HERE BECAUSE I THOUGHT I WAS GONNA BE AT A PODIUM WHERE I COULD SEE, IS THAT GONNA BE OKAY FOR YOU GUYS? OKAY, LET ME STAND, LET ME STAND OVER HERE SO THAT I CAN LOOK AT THIS AND LOOK AT YOU GUYS.

SO THANK YOU FOR HAVING ME.

I'M MELISSA COLLINS, I'M THE WILDLIFE, I'M A WILDLIFE BIOLOGIST WITH THE DEPARTMENT OF WILDLIFE AND FISHERIES.

UM, I ALSO MANAGE ALL OF THE NUISANCE STATEWIDE NUISANCE WILDLIFE PROGRAMS AND THE CAPTIVE WILDLIFE PROGRAMS. OKAY.

ALRIGHT, SO OBVIOUSLY WE'RE GONNA TALK ABOUT URBAN COYOTES.

UM, SO THE PURPOSE OF ME BEING HERE IS TO KIND OF PROVIDE YOU WITH A GENERAL OVERVIEW OF COYOTES, UM, AND KIND OF GIVE YOU THE PREVENTATIVE CONTROL METHODS REGULATIONS, UH, THAT PROPERTY OWNERS HAVE AT THEIR DISPOSAL.

UM, AND WHY IS THIS IMPORTANT? BECAUSE YOU GUYS ARE HAVING COYOTE PROBLEMS, RIGHT? SO, BUT KIND OF WHAT I WANNA START OFF WITH IS WHAT IS NORMAL BEHAVIOR AND WHAT IS ABNORMAL BEHAVIOR? OKAY? ALRIGHT.

SO JUST TO GIVE YOU AN OVERVIEW, PROBABLY 90% OF YOU IN HERE HAVE SEEN A COYOTE, RIGHT? SO YOU KIND OF HAVE AN IDEA OF WHAT THESE ANIMALS LOOK LIKE.

UM, THIS GUY WAS ACTUALLY TAKEN, I THINK IT WAS IN, UM, ON THE WEST BANK.

SO HE WAS HANGING OUT IN AN ABANDONED HOME WITH NICE LUSH GRASS HAVING A GREAT TIME.

UM, THIS ONE IS, I, I DON'T KNOW WHERE IT'S FROM, BUT OBVIOUSLY THESE ANIMALS, YOU KNOW, ARE ABOUT A MEDIUM, SLIGHTLY LARGER, MEDIUM SIZED DOG.

UM, THEY CAN BE MELANIC, THEY CAN BE THE TYPICAL KIND OF GERMAN SHEPHERD COLORS.

UM, YOU GUYS KNOW WHAT THEY LOOK LIKE, ALRIGHT? UM, AND JUST KIND OF GIVE YOU AN OVERVIEW OF, YOU KNOW, THEIR

[00:10:01]

NATURAL HISTORY.

THEY'RE OMNIVOROUS.

I THINK YOU GUYS KNOW THAT AS WELL.

UM, THEY EAT EVERYTHING FROM BUGS TO FRUIT, UM, TO SMALLER ANIMALS, MAYBE BIRDS, REPTILES, WHATEVER.

ANYTHING THAT THEY CAN GRAB, THEY WILL EAT.

TYPICALLY, UM, THEY ARE OPPORTUNISTIC FEEDERS.

SO WHAT HAPPENS IS, IS WHEN THE OPPORTUNITY ARISES AND THEY'RE HUNGRY, THEY'RE GOING TO TAKE THAT ANIMAL.

SOMETIMES THAT ANIMAL COULD BE A SMALL DOG, A SMALL CAT, PUPPIES, KITTENS, UM, IN SUBURBAN AND RURAL AREAS, IT'S TYP THAT THAT'S NOT THE NORM, RIGHT? BUT WHEN YOU'RE IN AN URBAN AREA, THERE'S A PLETHORA OF FOOD FROM DUMPSTERS, YOU KNOW, GARBAGE, UM, COMPOST.

PEOPLE THROW OUT SCRAPS, THEY THROW OUT, UM, OIL, THEY PUT OUT BIRD FEEDERS, SQUIRREL FEEDERS, HUMMINGBIRD FEEDERS EVEN.

SO THERE'S PLENTY OF FOOD, RIGHT? AND UNFORTUNATELY IN, YOU KNOW, A CONCENTRATED AREA, YOU'RE GONNA HAVE MORE HOMES THAT MAY BE ABANDONED AND OR UNKEPT AS OPPOSED TO RURAL, RURAL AREAS WHERE IT'S A LITTLE MORE SPREAD OUT, RIGHT? UM, SO THEY BREED BETWEEN JANUARY AND MAY.

UM, THEY HAVE ABOUT FOUR TO SEVEN PUPS PER YEAR.

UM, THEY WILL DISPERSE IN THE FALL.

UM, THE PUPS ARE TYPICALLY WEANED, UM, AT ABOUT THE TWO MONTH MARK.

UM, THEY'VE EXPANDED EAST, SO, YOU KNOW, THEY CAME FROM OUT WEST, THEY EXPANDED EAST, THEY MADE IT OVER HERE.

AND I'LL KIND OF GET INTO THIS A LITTLE BIT, UH, LATER, BUT THEY MADE IT OVER HERE BECAUSE THEY HAVE NO PREDATORS.

THE WOLVES HAVE BEEN WIPED OUT HERE, RIGHT? AND ALL ACROSS THE EASTERN UNITED STATES.

SO WITHOUT A PREDATOR WHO'S TO KEEP THEM UNDER CONTROL? WELL, WE'RE THEIR ONLY PREDATOR AT THIS POINT, RIGHT? UM, MAYBE THE OCCASIONAL BEAR, BUT YOU GUYS ARE LUCKY YOU DON'T HAVE TO DEAL WITH BEARS RIGHT NOW.

SO, UM, LIKE I SAID, THEY'RE COMMON THROUGHOUT LOUISIANA AND THE US UM, THEIR RANGE.

I DON'T WANT YOU GUYS TO, IF, IF THIS IS PUBLISHED, I DON'T WANT YOU TO THINK THIS IS, YOU KNOW, THE END ALL BE ALL.

SO IT SAYS 40 TO 60 SQUARE MILES, THAT CHANGES.

OKAY? SO DON'T THINK THAT THAT, YOU KNOW, THAT'S, THAT'S IT.

IT CHANGES.

IT CAN EXPAND, IT CAN SHRINK.

SO JUST DEPENDS ON WHAT'S GOING ON REALLY.

IT'S ALL ABOUT WHAT FOOD IS ABUNDANT AND HOW DENSE IS THE POPULATION OF COYOTES.

UM, THEY ARE SEXUALLY DIMORPHIC.

MOST PEOPLE CAN'T TELL 'EM APART THOUGH.

THE MALES ARE TYPICALLY A LITTLE BIT HEAVIER, A LITTLE BIT LARGER.

ALRIGHT? SO LET'S TALK ABOUT THOSE NORMAL AND ABNORMAL BEHAVIORS.

SO NORMAL BEHAVIOR, KIND OF LIKE CYNTHIA SAID EARLIER, YOU SEE THEM DURING THE DAY.

UM, YOU OBSERVE THEM FREQUENTLY IN THE SAME AREA.

UM, THEY SEEM TO BE HIDING OR WATCHING YOU.

THAT'S VERY TYPICAL FOR THESE ANIMALS, ESPECIALLY IN A URBAN AREA WHERE THESE ANIMALS ARE TYPICALLY NOT HAZED.

THEY THINK THAT, HEY, NO ONE'S EVER MESSED WITH ME.

I KNOW NOT TO GET TOO CLOSE TO YOU, BUT YOU'VE NEVER BOTHERED ME SO I'M GONNA GO ABOUT MY BUSINESS.

THAT'S WHY IT'S SO IMPORTANT WHEN YOU SEE THEM TO HAZE THEM IMMEDIATELY, THEY NEED TO KNOW, JUST LIKE A DOG YOU WOULDN'T WANT IN YARD, YOU'RE NOT WELCOME HERE.

GET OUTTA HERE.

ALRIGHT? UM, SO YOU MAY SEE THEM WALKING THROUGH YOUR YARD AGAIN, I WANNA EMPHASIZE THE DAYTIME PEOPLE CALL ALL THE TIME.

OH, I SEE THEM DURING THE DAY.

ANY SPECIES OF WILDLIFE WILL BE OUT DURING THE DAY AND THE NIGHT.

SO I WANT TO CLEAR THAT UP RIGHT NOW.

UM, YOU MAY SEE THEM SLEEPING IN A TREE.

SOMETIMES THEY CAN CLIMB AND THEY'RE VERY GOOD CLIMBERS.

THEY'RE VERY GOOD JUMPERS.

UM, THEY MAY JUST SIT OUT IN THE OPEN AREA, KIND OF LIKE THE MELANIC COYOTE THAT YOU SAW EARLIER.

UM, AND YOU MAY EVEN SEE PUPS, ESPECIALLY DURING THE SPRINGTIME.

SO THESE ARE NORMAL BEHAVIORS, RIGHT? OKAY.

SO I MENTIONED THAT THESE GUYS CAN CLIMB TREES.

I THINK IT'S DIFFICULT FOR YOU GUYS TO SEE, BUT WITHIN THIS CIRCLE IS A COYOTE AND HE HAS MANAGED TO GET UP THERE.

IT'S A CRAB APPLE TREE.

AND LIKE I TOLD YOU, THESE GUYS ARE OMNIVOROUS.

IF YOU HAVE FRUIT BEARING TREES, THEY'RE GONNA BE THERE.

THEY'RE DELICIOUS, RIGHT? YOU LIKE 'EM.

IF YOU LIKE IT, THEY WILL LIKE IT.

ALRIGHT, NEXT SLIDE.

OKAY, SO WHEN I FINISH THIS SLIDE, IF YOU COULD PLAY THE VIDEO, THAT'D BE GREAT.

ALRIGHT, SO LET'S TALK ABOUT WHAT'S ABNORMAL.

AND THE KEY HERE FOR ABNORMAL IS WE DON'T WANT YOU TO CALL US IF IT'S ONE ABNORMAL SYMPTOM.

ONE ABNORMAL SYMPTOM MAY JUST BE YOUR MISINTERPRETATION OF A BEHAVIOR, RIGHT? WE WANT YOU TO CALL US, CALL ANIMAL CONTROL, CALL THE SHERIFF'S OFFICE BECAUSE SOMETIMES ANIMAL CONTROL AND THE SHERIFF'S OFFICE CAN GET TO THESE ANIMALS BEFORE WE CAN, YOUR NEAREST REGIONAL OFFICE IS GONNA BE THE HAMMOND OFFICE.

CLEARLY REACHING OUT TO SOMEBODY IN YOUR PARISH IS GONNA BE, YOU KNOW, MUCH QUICKER RESPONSE.

AND I WILL SAY KUDOS TO YOU GUYS BECAUSE I'VE CALLED YOU NUMEROUS TIMES TO HELP US.

AND YOU GUYS WERE THERE LONG BEFORE WE GOT THERE.

ALRIGHT? SO WE'RE LOOKING FOR THAT COMBINATION OF BEHAVIORS OR

[00:15:01]

SYMPTOMS, RIGHT? SO WE'RE LOOKING FOR ANIMALS THAT HAVE HAIR LOSS.

THEY'RE CIRCLING OR WOBBLING.

SOMETIMES THEY'LL EVEN APPEAR TO BE PARALYZED.

THEY'LL EVEN HAVE LIKE A STIFF LEG RESPONSE.

YOU'LL SEE THAT IN THE VIDEO THAT I HAVE.

THEY APPEAR DISORIENTED.

THEY MAY BE MUTILATING THEMSELVES.

A LOT OF TIMES THEY'LL JUST BITE THEMSELVES, SOMETIMES ON THE TAIL, SOMETIMES ON THE FEET.

BUT IF YOU SAW IT, YOU WOULD, IT WOULD, IT'S VERY STRIKING.

YOU WOULD KNOW SOMETHING IS WRONG WITH THIS ANIMAL.

UM, THEY APPEAR TO BE AGITATED.

UM, I THINK YOU GUYS HAVE ALL SEEN THAT YOUTUBE VIDEO OF THE BOBCAT THAT HAD RABIES AND ATTACK THE LADY IN HER YARD.

THAT IS NOT NORMAL.

THESE ANIMALS DO NOT NORMALLY NORMALLY ATTACK PEOPLE, RIGHT? UM, IF THEY'RE DROOLING EXCESSIVELY AND IF THEY APPEAR TO BE TAME, NOW APPEAR TO BE TAME IS DIFFERENT FROM HABITATION, APPEAR TO BE TAME, IS THEY'RE WALKING UP TO YOU.

THAT IS COMPLETELY ABNORMAL.

EVEN A HABITUATED COYOTE, THE ONES THAT YOU GUYS SEE.

UM, CAN YOU GUYS HEAR ME OKAY? OKAY.

UM, A HABITUATED COYOTE IS VERY DIFFERENT FROM A TAME COYOTE.

IF THEY'RE COMING UP TO YOU, SOMETHING IS COMPLETELY WRONG.

EVEN IF THEY'RE NOT TRYING TO BITE YOU AND THEY'RE COMING UP TO YOU.

THAT KIND OF LEADS ME TO BELIEVE THAT SOMEBODY MAY HAVE TRIED TO REHAB A COYOTE.

BUT WHAT WE WANT YOU TO DO IS TO CONTACT US OR ANIMAL CONTROL OR J P S O IF YOU SEE THESE ABNORMAL OR COMBINATION OF THESE BEHAVIORS.

SO IF YOU COULD PLAY THE VIDEO.

SO YOU'RE ABOUT TO SEE A FOX WHO HAS SOME SORT OF NEUROLOGICAL ISSUE.

IT COULD BE DISTEMPER, IT COULD BE RABIES, IT COULD BE BOTH.

SO I WANT YOU TO NOTICE SHAKING THE HEAD, YOU PROBABLY CAN'T TELL, BUT IT IS DROOLING.

IT'S, WE CALL THIS BITING AT FLIES.

OKAY? SO IT'S BITING AT SOMETHING THAT'S NOT REALLY THERE.

YOU'VE GOT THE STIFF LEG IN A MINUTE, IT'S GONNA KIND OF FALL OVER.

IT KIND OF APPEARS TO BE DRUNK MAYBE.

UM, BUT YOU WON'T FORGET THIS.

AND THIS IS VERY TYPICAL, LIKE I SAID, OF RABIES AND DISTEMPER.

OKAY? I THINK WE'VE SUBJECTED EVERYBODY TO ENOUGH OF THAT.

SO I WANT YOU TO KIND OF HAVE THAT IN YOUR HEAD.

SO YOU PROBABLY HAVE NEVER SEEN THIS, RIGHT? THAT'S WHAT YOU NEED TO BE CONCERNED ABOUT.

I'M NOT SAYING THAT A COYOTE IN YOUR YARD ISN'T SOMETHING YOU CAN BE, YOU SHOULDN'T BE CONCERNED ABOUT.

THAT'S, THAT'S UP TO EACH INDIVIDUAL, RIGHT? THAT'S A PROBLEM.

SOMEBODY NEEDS TO RESPOND TO THAT.

AND WE NEED TO HAVE THAT ANIMAL TESTED BECAUSE WE DON'T WANT ANYONE TO GET BIT.

AND A LOT OF TIMES PEOPLE THINK, OH MY GOODNESS, WE HAVE TO HELP THIS ANIMAL.

THAT'S EXACTLY THE KIND OF BEHAVIORS YOU DON'T WANT TO INTERVENE IN.

YOU WILL GET BIT AND YOU WILL GET INJURED.

ALRIGHT, NEXT SLIDE.

OKAY, SO WHAT IS WILDLIFE? YOU CAN MOVE ON.

UM, HOW CAN WE PREVENT THEM? WHAT CONTROL AND DETERRENT METHODS CAN WE USE? WELL, SO THE PURPOSE OF THE REGULATIONS THAT WE HAVE FOR WILD QUADR PS WHICH INCLUDE COYOTES, UM, THEY ARE FOR THE LANDOWNER, THE PROPERTY OWNER, RIGHT? AND SO WE NEED TO GIVE PROPERTY OWNERS A WAY TO REMOVE THESE ANIMALS IF THEY SO CHOOSE WHETHER THAT IS RELOCATING ANIMALS OR EUTHANIZING ANIMALS.

OKAY? SO, BUT WHAT, WHAT YOU GUYS NEED TO TAKE HOME FROM THIS IS THAT, UM, OUR REGS ALLOW THE LANDOWNER TO CONTROL NUISANCE ANIMALS, BUT ONLY WHEN THAT ANIMAL IS CAUSING PROPERTY DAMAGE OR ARE CAUSING DAMAGE TO THE PERSON, RIGHT? AND THE BURDEN IS ON THE LANDOWNER.

YOU HAVE TO PROVE THAT THAT ANIMAL WAS CAUSING A PROBLEM.

THAT'S NOT, THAT'S NOT FOR US TO DECIDE.

SO JUST KEEP THAT IN MIND.

AND THEN WHAT IS NUISANCE WILDLIFE? OKAY, SO AGAIN, WILDLIFE IS NUISANCE.

WILDLIFE IS ANIMALS THAT ARE AFFECTING HUMANS OR THEIR PROPERTY TYPICALLY NEGATIVELY.

SOME PEOPLE THINK THAT JUST THE PRESENCE OF IT IS ENOUGH THAT'S THEY WANT IT GONE, RIGHT? SO, UM, AND THEN WHAT IS WILD? WHAT IS NOT NUISANCE WILDLIFE.

OKAY? SO WHEN YOU SEE ANIMALS FIGHTING, WHEN YOU SEE, UM, ANIMALS KILLING ANOTHER, WE'RE GONNA STICK WITH WILDLIFE.

I'M NOT TALKING ABOUT DOMESTICATED ANIMALS, OKAY? WHEN YOU SEE A COYOTE KILLER, A RAT OR A RABBIT, RIGHT? THAT IS NORMAL.

SO WE DON'T, WE WE'RE NOT GONNA SEND YOU A PERMIT OR SEND SOMEONE OUT TO COME AND REMOVE SOMETHING LIKE THAT.

ENAMEL IS DOING EXACTLY WHAT IT'S SUPPOSED TO DO.

MAYBE NOT IN YOUR YARD, YOU DON'T WANT IT, BUT THAT'S A VERY NORMAL NATURAL BEHAVIOR.

OKAY? SO NEXT.

ALRIGHT, SO WHAT ARE THE REGS FOR CONTROLLING COYOTES? UM, THE LANDOWNER OR HIS DESIGNEE WITH WRITTEN PERMISSION CAN TRAP AND RELOCATE COYOTES.

WE REALLY DON'T WANT PEOPLE TO DO THAT.

YOU DON'T WANT TO TAKE YOUR PROBLEM AND GIVE IT TO SOMEONE ELSE.

THAT'S VERY UNFAIR.

NOT TO MENTION

[00:20:01]

A LOT OF PEOPLE THINK THAT IF YOU DO THAT, THEN YOU'RE GONNA SAVE THIS ANIMAL AND THAT ANIMAL WILL NOT HAVE TO SUFFER DEATH OR WHATEVER ELSE MAY COME TO IT.

THAT'S ABSOLUTELY NOT TRUE.

WHEN YOU RELOCATE WILDLIFE, A LOT OF TIMES THEY DON'T MAKE IT.

THEY'RE CON SPECIFICS.

THAT'S THE, THE SPECIES THE SAME OF SAME SPECIES.

THEY TYPICALLY WON'T TOLERATE WITH COYOTES.

THEY WILL TRY TO KILL EACH OTHER.

THEY'RE, YOU'RE NOT SUPPOSED TO COME IN MY TERRITORY KIND OF THING.

SO JUST KEEP THAT IN MIND.

IF YOU THINK YOU'RE BEING KIND BY RELOCATING, YOU'RE NOT NECESSARILY DOING THAT.

THE OTHER PROBLEM WITH THAT IS IF THESE ANIMALS ARE DISEASED, YOU MAY NOT KNOW IT, BUT YOU MAY START TRANSFERRING DISEASES TO ANOTHER POPULATION WHERE THAT DISEASE DOES NOT EXIST.

WE REALLY DON'T WANT THAT.

SO LET'S KEEP EVERYTHING, I HATE TO SAY KEEP IT RIGHT HERE.

WE KNOW YOU DON'T WANT THEM HERE.

UM, BUT MAYBE CHOOSE AN ALTERNATIVE SOLUTION TO TRAPPING AND RELEASING.

BUT AGAIN, YOU CAN DO THAT.

YOU CANNOT, YOU CANNOT DELIVER THESE ANIMALS OR DROP THEM OFF ON PROPERTY THAT IS NOT YOUR OWN.

YOU CAN'T BRING THEM ON WMAS OR PUBLIC PROPERTY AND DROP THEM OFF.

IT HAS, YOU HAVE TO HAVE WRITTEN PERMISSION FROM THE LANDOWNER TO DO THAT.

ALRIGHT, SO WHAT OTHER METHODS CAN WE USE? WELL, YOU CAN TRAP THEM.

YOU CAN TRAP THEM DURING THE REGULAR OPEN SEASON WITH A BASIC HUNTING LICENSE OR YOU CAN TRAP THEM.

AND WHEN I SAY TRAP, I'M TALKING ABOUT A FOOTHOLD TRAP OR A SNARE.

OKAY? AND YOU CAN SET OUT THE LITTLE, UM, HAVE A HEART TRAPS.

GOOD LUCK.

COYOTES ARE SUPER SMART.

THEY'RE SMARTER THAN YOUR DOG.

AND TYPICALLY THEY WILL NOT GO IN THOSE.

UM, SO THE BEST WAY TO TRAP THEM IS WITH A FOOTHOLD OR A SNARE.

SO IF YOU GET THE BASIC LICENSE, YOU CAN DO THAT WITHIN THE SEASON.

OUTSIDE OF REGULAR TRAPPING SEASON, WE DO HAVE A COYOTE TRAPPING LICENSE.

UM, YOU CAN TAKE THEM BY SHOT YEAR, ROUND, DAY OR NIGHT.

YOU DO HAVE TO HAVE A BASIC HUNTING LICENSE.

UM, IF YOU TAKE THEM AT NIGHT, YOU DO HAVE TO CONTACT THE SHERIFF'S OFFICE EITHER 24 HOURS IN ADVANCE OF TAKE OR IMMEDIATELY UPON TAKE.

SO TYPICALLY PEOPLE DON'T KNOW WHEN THE KYO ARE GONNA SHOW UP.

SO TYPICALLY IF THEY'RE GONNA SHOOT, THEY'RE GONNA SHOOT AND THEN CALL AND SAY, HEY LOOK, I JUST, I SHOT WHATEVER AT NIGHT.

AND THIS GOES FOR FERAL HOGS AS WELL.

YOU GUYS DON'T YET HAVE A BIG PROBLEM, BUT ALRIGHT, SO JUST MAKE SURE YOU HAVE A LICENSE, HUNTING OR TRAPPING.

OKAY, NEXT SLIDE.

ALRIGHT, JUST A LITTLE BIT MORE OF KIND OF WHAT I'VE ALREADY SAID.

YOU DO NEED WRITTEN PERMISSION FROM THE LANDOWNER WHERE THE COYOTES, UM, WILL BE RELEASED IF THAT'S WHAT YOU SO CHOOSE TO DO.

UM, YOU HAVE TO TREAT THE ANIMALS HUMANELY.

YOU HAVE TO RELEASE THEM WITHIN 12 HOURS OF CAPTURE.

UM, YOU NEED TO PROVIDE THE TRAPPED ANIMAL PROTECTION FROM HARASSMENT FROM DOGS, REALLY ANY ANIMAL.

AND OTHER, YOU KNOW, WEATHER, INCLEMENT WEATHER.

SO SUN, WIND, RAIN.

I KNOW IT DOESN'T REALLY SNOW HERE, BUT, SO YOU NEED TO SET YOUR TRAPS.

AND PROFESSIONAL TRAPPERS KNOW HOW TO DO THIS WHERE YOU'LL NEVER SEE IT.

IT COULD BE OUT IN THE PUBLIC, THEY DON'T DO THIS, BUT IT COULD BE.

AND YOU'LL NEVER KNOW, YOU'LL NEVER SEE THE TRAP.

UM, SO, AND IT'S USUALLY IN AN AREA WHERE THIS ANIMAL, IF IT'S TRAPPED, IT WILL BE PROTECTED.

ALRIGHT? UM, COYOTES MAY BE CONTROLLED, UM, AGAIN, BY THE PROPERTY OWNER OR HIS DESIGNEE.

THE DESIGNEE DOES NEED TO HAVE WRITTEN PERMISSION.

UM, AND THIS IS TO PREVENT DAMAGE TO THEIR PROPERTY.

WHETHER IT'S, YOU KNOW, THESE ANIMALS HAVE TAKEN UP RESIDENCE ON THEIR PROPERTY, UM, MAYBE THEY'RE KILLING THEIR, THEIR DOMESTIC ANIMALS.

MAYBE WATERFOWL, MAYBE QUAIL, SOMETHING LIKE THAT.

UM, AND THEN PROPERTY OWNERS NEED TO COMPLY WITH ALL ADDITIONAL LOCAL LAWS OR ORDINANCES.

SO IF THERE'S A PARISH, CITY, ANY OTHER KIND OF ORDINANCE LAW, YOU GUYS HAVE TO FOLLOW THOSE AS WELL.

JUST BECAUSE WE SAY SOMETHING, WE SAY, YES, YOU CAN DO IT.

THAT MAY NOT BE NECESSARILY THE CASE FOR YOUR PARISH OR YOUR CITY.

SO BE AWARE OF THAT.

UM, LET'S SEE.

AND NO ANIMAL THAT YOU TRAP CAN BE TAKEN AND SOLD WITHOUT A BASIC HUNTING.

UM, EXCUSE ME, A BASIC TRAPPING LICENSE.

AND THAT'S ONLY DURING THE TRAPPING SEASON.

AND ANIMALS NEED TO BE DEAD.

SO WE'RE, WE'RE ONLY SELLING PELTS, RIGHT? AND PARTS.

ALRIGHT, NEXT SLIDE.

OKAY, SO WHAT CAN WE DO TO PREVENT THESE ANIMALS FROM EVEN BEING PRESENT? WELL, DON'T LEAVE YOUR SMALL PETS UNATTENDED.

I CAN'T SAY IT ENOUGH.

IF YOU HAVE SMALL PETS, THE BEST THING TO DO IS TO WALK OUTSIDE WITH THEM.

AND IT'S NOT JUST COYOTES.

YOU NEED TO BE CONCERNED ABOUT, YOU GUYS HAVE EAGLES HERE, YOU HAVE A PLETHORA OF THEM, YOU HAVE PLENTY OF RAPTORS.

THOSE GUYS WILL TAKE THOSE SMALL CATS AND DOGS AS WELL.

SO BE AWARE OF THAT.

WALK YOUR DOG ON A LEASH.

IF YOU HAVE A LARGER DOG, THAT'S GREAT BECAUSE THOSE DOGS WILL TYPICALLY KEEP COYOTES AT BAY.

[00:25:02]

UM, PLEASE DO NOT FEED WILDLIFE DIRECTLY OR INDIRECTLY, LIKE I MENTIONED EARLIER.

TAKE DOWN YOUR FEEDERS, YOUR HUMMINGBIRD FEEDERS.

STOP PUTTING OUT SCRAPS.

STOP COMPOSTING.

I TYPICALLY TELL PEOPLE TO DO THIS FOR A MONTH, BUT IN URBAN AREAS, SOMETIMES YOU NEED TO DO IT A BIT LONGER JUST BECAUSE THERE'S SO MUCH FOOD.

SOME PEOPLE, AND THIS IS A TOUCHY SUBJECT, SO I'M GONNA BE AS DELICATE AS POSSIBLE.

SOME PEOPLE DO FEED FERAL CATS.

WE WOULD LIKE FOR YOU TO NOT DO THAT BECAUSE THOSE ANIMALS, THEY ARE NOT NATURAL OR NATIVE TO, YOU KNOW, THIS STATE.

UM, THEY DO A LOT OF DAMAGE TO AVIAN SPECIES, BUT I KNOW THAT PEOPLE ARE GOING TO DO IT.

SO WE HAVE, WE'RE GONNA HAVE TO BE REALISTIC, RIGHT? PEOPLE ARE GONNA FEED FERAL CATS.

OKAY? SO IF YOU'RE GONNA DO THAT, YOU NEED TO DO IT FOR 10 TO 15 MINUTES IN THE MORNING, PICK ALL OF THE FOOD UP, PICK, PICK UP ALL OF THE BOWLS, PUT IT INSIDE, AND THEN DO IT AGAIN IN THE AFTERNOON.

PEOPLE COMPLAIN AND SAY YES, BUT WHAT IF AN ANIMAL'S NOT PRESENT? THOSE ANIMALS LEARN.

THEY LEARN THAT YOU WERE FEEDING THEM.

THEY WEREN'T THERE MONTHS BEFORE, RIGHT? AND THEN THEY SHOWED UP.

THEY KNOW YOU'RE FEEDING THEM.

PICK ALL THAT FOOD UP BECAUSE ALL IT IS, IT JUST BRINGS THOSE ANIMALS IN.

AND THE PROBLEM IS, ONCE A COYOTE LEARNS TO KILL A CAT OR THEY KNOW, OKAY, I'M GONNA TAKE THIS LITTLE DOG, I WAS SUCCESSFUL THIS MANY TIMES, THEY GO FOR IT AGAIN BECAUSE THE BEST MEAL IS THE MEAL THAT DOESN'T HURT YOU.

AND THAT, THAT'S JUST NATURE.

SO LET'S TRY NOT TO FEED THOSE ANIMALS.

BUT IF WE'RE GOING TO PLEASE PICK UP THE FOOD AND THE BOWLS, PLEASE, BECAUSE THEY WOULD LIKE NOTHING MORE THAN TO SHOW, SHOW UP AND EAT THESE CATS.

SO, ALRIGHT.

SO YOU NEED TO PIN UP YOUR, YOUR LIVESTOCK, YOUR SMALL ANIMALS.

SOME PEOPLE DON'T BRING THEIR ANIMALS INDOORS.

THAT'S OKAY.

MAKE SURE YOU HAVE THEM IN A PEN.

MAKE SURE THAT PEN AND YOUR COOPS HAVE HOT WIRE ON THE TOP AND THE BOTTOM SO THAT THEY CAN'T GET IN.

COYOTES ARE DIGGERS AND CLIMBERS AND IF THEY ARE HUNGRY AND THEY WANT TO GET IT, THEY WILL DO IT.

UM, I'M HAPPY TO SHARE THIS WITH, WITH THE PUBLIC.

SO IF YOU DON'T FEEL OBLIGATED TO HAVE TO TAKE PICTURES, YOU'RE, YOU'RE WELCOME TO HAVE MY SLIDES.

UM, OKAY.

AGAIN, DON'T DISPOSE OF SCRAPS.

PLEASE DON'T BURY DEAD ANIMALS IN YOUR YARD.

THEY WILL SMELL THEM AND THEY WILL COME.

UM, SECURE YOUR GARBAGE CANS AND DUMPSTERS.

REMOVE YOUR FEEDERS.

OKAY, SO TWO, LEMME GO BACK TO THE DUMPSTER THING.

SO YOU GUYS, YOU KNOW, WHEN YOU LIVE IN A CITY, THERE'S PLENTY OF RESTAURANTS.

THANK GOODNESS FOR THAT, RIGHT? UM, BUT THE PROBLEM IS, EVERY RESTAURANT THAT I'VE EVER BEEN TO IN ANY CITY, DUMPSTERS WIDE OPEN, WIDE OPEN, THESE GUYS CAN JUMP IN AND OUT SO EASILY.

UM, I THINK THAT THE BEST COURSE OF ACTION FOR A CITY IS TO, TO ASK THE, THE RESTAURANTS AND HOMEOWNERS TRY TO GET THESE GARBAGE CANS AND DUMPSTERS THAT SECURE WHEN YOU, THEY ACTUALLY HAVE A BAR OR A LOCK.

AND THE LOCK IS SOMETHING AS SIMPLE AS YOU PUSH THE BUTTON TO OPEN IT.

THE COYOTES CAN'T GET IT OPEN.

UM, THESE GARBAGE CANS ARE AVAILABLE TO THE PUBLIC.

UM, THEY'RE AVAILABLE TO RESTAURANTS, BUT YOU WANNA KEEP ALL OF THE LIDS CLOSED.

ANY PLACE THAT HAS BEARS OR LARGE PREDATORS, LIKE THE PEOPLE OUT WEST AND THE PEOPLE YOU KNOW IN THE NORTHEAST, YOU GUYS, THEY DON'T HAVE PROBLEMS WITH THESE BIG PREDATORS.

OKAY? AND I'M TALKING ABOUT BIG GUYS, YOU KNOW, GRIZZLY BEARS, UM, BLACK BEARS, PUMAS.

SO IF THEY CAN KEEP THOSE OUT, I THINK WE CAN DO A GOOD JOB OR A BETTER JOB OF KEEPING COYOTES OUT.

UM, AND THEN FINALLY, I CAN'T TELL YOU HOW MANY TIMES PEOPLE HAVE SAID, I KNOW IT WAS A COYOTE THAT KILLED X, Y, Z.

DID YOU SEE IT? AND TYPICALLY THE RESPONSE IS NO.

BUT THE BEST WAY TO RESOLVE THAT OR TO FIGURE IT OUT IS TO PUT UP A GAME CAMERA.

SO THERE'S NO DENYING WHEN A PACK OF FERAL DOGS SHOWS UP AND KILLS SOME CATS, RIGHT? OR A COYOTE, MAYBE TWO.

SO DON'T INITIALLY JUST GO AND BLAME THE COYOTE, TRY TO FIGURE OUT WHAT'S REALLY GOING ON.

NOW IF YOU SEE IT, THAT'S SOMETHING COMPLETELY DIFFERENT.

SO JUST BE AWARE OF THAT.

SO THESE ARE YOUR TOOLS FOR PREVENTING NEXT SLIDE.

OKAY.

AND SO WHAT CAN WE DO TO DETER THEM? SOME OF THIS STUFF IS GONNA SEEM SO SILLY, BUT YOU'D BE SURPRISED HOW SCARY COYOTES ARE.

SO ONE THING IS TO INSTALL THESE MOTION SENSOR SPRINKLERS.

YOU CAN'T REALLY SEE IT FROM WHERE YOU GUYS ARE SITTING, BUT ESSENTIALLY WHATEVER WALKS IN FRONT OF IT, IT SHOOTS A, A STREAM OF WATER.

IT'S NOT SUPER STRONG, IT'S NOT GONNA HURT THEM, BUT IT'S MEANT TO STARTLE THEM.

YOU CAN'T KEEP IT IN THE SAME SPOT THOUGH.

YOU NEED TO MOVE IT AROUND BECAUSE THEY'LL LEARN LIKE, OKAY, WELL I'M JUST GONNA GO AROUND THIS, YOU KNOW.

ALRIGHT.

UM, I MENTIONED PROTECTING YOUR LIVESTOCK AND EVEN YOUR DOMESTICATED ANIMALS.

UM, YOU NEED TO USE HOT WIRE AT THE TOP AND AT

[00:30:01]

THE BOTTOM YOU NEED TO MAKE SURE YOU HAVE SOME SORT OF FOOTING.

UM, WHETHER THAT'S A CONCRETE FOOTING, UM, OR YOU CAN BURY WELDED WIRE.

DO NOT USE CHICKEN WIRE.

THAT IS INEFFECTIVE.

COYOTES WILL BITE THROUGH THAT IN A SECOND.

THEY CAN RIP IT OFF.

YOU NEED TO USE WELDED WIRE, TYPICALLY QUARTER INCH OR HALF INCH.

DON'T USE ANYTHING BIGGER THAN THAT BECAUSE THEY CAN MANAGE TO GRAB THOSE ANIMALS THROUGH THERE.

UM, SO USE THESE METHODS TO PROTECT YOUR LIVESTOCK AND MAYBE EVEN YOUR ANIMALS THAT YOU LEAVE OUTSIDE.

UM, YOU GUYS MENTIONED HAZING.

YOU GUYS, IF YOU WANT THEM TO LEARN THAT THIS IS NOT WHERE THEY NEED TO LIVE, YOU HAVE TO HAZE THEM.

UH, H S U S, HUMANE SOCIETY, UM, THEY HAVE A REALLY GOOD FLYER AND A GOOD VIDEO ON HOW TO PROPERLY HAZE.

IT'S REALLY NOTHING DIFFERENT THAN WHAT WE TELL PEOPLE WHO LIVE IN BEAR AREAS IN LOUISIANA.

AND PROBABLY THE SAME MESSAGE YOU'VE HEARD WHEN YOU GO ON VACATION, MAKE YOURSELF LOOK BIG, WAVE YOUR ARMS, THROW THINGS AT THEM, STOMP YOUR FEET.

DON'T CHARGE THEM, DON'T CHASE THEM BECAUSE THEY SEE THAT AS YOU TRYING TO HURT THEM AND THEY'RE GOING TO DEFEND THEMSELVES.

AND I WILL TELL YOU THIS, TYPICALLY WHEN YOU'RE HAZING A COYOTE, THEY DON'T MOVE BECAUSE THEY'VE NEVER SEEN THIS OR EXPERIENCED THIS BEFORE.

SO DON'T BE STARTLED, CONTINUE TO DO IT.

THEY'LL TROT OFF, THEY'LL TURN BACK AROUND AND LOOK AT YOU.

PEOPLE THINK THAT, THAT, THAT THEY'RE BEING, UM, AGGRESSIVE.

NO, THEY DON'T UNDERSTAND WHAT'S GOING ON.

SO KEEP IT UP.

DON'T MOVE.

JUST STAND YOUR GROUND.

SAME THING WE TELL PEOPLE WITH BEAR OR NOT WITH BEARS WHO LIVE IN BEAR AREAS.

AND I REALLY WISH THAT I WOULD'VE MADE THIS BIGGER.

IF THERE'S ANYTHING THAT YOU CHECK OUT WITH THIS, THIS SLIDESHOW, YOU NEED TO GO TO OUR BEAR WISE, UM, WEBSITE.

BEAR WISE, IT'S ALL ABOUT PREVENTION, DETERRENCE, UM, ALL THE THINGS THAT YOU GUYS COULD USE AND EMPLOY TO ESSENTIALLY, I'M NOT GONNA SAY ERADICATE BECAUSE YOU NEVER WILL, BUT KEEP THESE GUYS AT BAY.

UM, IF IT WORKS FOR A BEAR, IT WILL WORK FOR ANY ANIMAL.

THERE IS A TON OF INFORMATION, THERE'S A TON OF EDUCATIONAL MATERIALS.

UM, PLEASE VISIT THAT SITE.

AND AGAIN, PLEASE LOOK INTO PURCHASING BEAR DUMPSTERS AND BEAR GARBAGE CANS.

YOU GUYS CAN SAVE A LOT OF MONEY BECAUSE THESE ANIMALS CAN BE DESTRUCTIVE.

UM, AND MAYBE PREVENT THEM FROM BEING, YOU KNOW, EVEN IF THEY'RE CLUSTERING IN A CERTAIN REGION.

MAYBE THEY'RE JUST ON THE, WELL, I KNOW THEY'RE EVERYWHERE, BUT MAYBE YOU HAVE MORE ON THE EAST BANK VERSUS THE WEST BANK.

TRY TO GET PEOPLE, ENCOURAGE THEM TO USE THOSE LOCKING DUMPSTERS.

ALRIGHT, NEXT SLIDE.

OKAY.

AND SO FINALLY, WHAT CAN WE DO, UM, IN RESPONSE TO THESE ANIMALS? WHAT IS ANOTHER TOOL IN THE TOOLBOX? WELL, ANOTHER TOOL IN THE TOOLBOX IS TO CERTAINLY YOU CAN CALL US, YOU CAN CALL THE PARISH, WHETHER THAT'S J P S O, UM, WHETHER IT'S ANIMAL CONTROL.

YOU CAN ALSO CALL A NUISANCE WILDLIFE CONTROL OPERATOR.

WE HAVE A LIST OF THESE INDIVIDUALS.

THEY ARE PEOPLE FROM THE PUBLIC JUST LIKE YOURSELVES.

THEY'VE BEEN LICENSED BY US TO CONTROL WILDLIFE.

SOME JUST WANT TO DO CERTAIN SPECIES.

SOME WILL DO IT ALL.

BUT BE AWARE THAT THIS IS A TOOL IN THE TOOLBOX.

NOW, A PRIVATE OWNER WOULD, A PROPERTY OWNER WOULD HAVE TO PAY THESE INDIVIDUALS.

SO BE AWARE THAT, YOU KNOW, SOME CHARGE, SOME CHARGE MORE THAN OTHERS.

IT'S BEST TO CALL AND FIND OUT, YOU KNOW, WHO, WHO'S PROBABLY SOMEWHERE IN THE MIDDLE.

UM, I NEED TO POINT OUT TOO THAT WE DO HAVE WILDLIFE REHABILITATORS AND WE HAVE A WEBSITE, BUT WE ONLY HAVE ONE REHABBER WHO REHABS PREDATORS.

AND IT IS RARE BECAUSE MOST PEOPLE JUST DELIVER FOXES TO HER.

EVERY NOW AND THEN SOMEBODY WILL DELIVER A COYOTE.

AND THERE'S REALLY NO PLACE TO RELEASE THESE ANIMALS.

NO ONE WANTS THEM.

SO JUST BE AWARE OF THAT.

BUT LOOK, I, I'M OBLIGATED TO SHARE THE RULES WITH YOU AND EVERYTHING THAT WE HAVE TO OFFER TO PEOPLE.

THESE ARE YOUR TOOLS IN THE TOOLBOX.

YOU CHOOSE THE ONE THAT YOU PREFER AND THAT WORKS BEST FOR YOU.

ALRIGHT, NEXT SLIDE.

OKAY, SO WHAT ARE SOME OF THE COMMONLY ASKED QUESTIONS? OKAY, SHOULD I BE FEARFUL? YOU SHOULD HAVE A HEALTHY RESPECT FOR ALL WILDLIFE.

YOU SHOULD HAVE A HEALTHY RESPECT FOR A DOG THAT YOU DON'T KNOW.

SO DON'T APPROACH THESE ANIMALS.

UM, DON'T CORNER THEM.

IT'S THE SAME THING THAT YOU WOULD DO FOR ANY ANIMAL THAT YOU'RE UNFAMILIAR WITH.

UM, HOW LONG HAVE COYOTES BEEN IN THE EASTERN US SINCE THE 19 HUNDREDS.

SO LIKE I TOLD YOU GUYS EARLY, YOU KNOW, THEIR, THEIR HISTORICAL RANGE HAS BEEN KIND OF THE WESTERN SIDE OF THE STATE.

AS WOLVES WERE WIPED OUT, THESE ANIMALS STARTED TO MIGRATE TO THE EAST.

ALRIGHT, UM, HOW MANY ARE THERE IN MY AREA? I'M SURE SOME OF YOU WOULD SAY A LOT.

I AM

[00:35:01]

NOT AWARE OF ANY STUDIES.

UH, WE ARE NOT CONDUCTING ANY COYOTE STUDIES THAT ARE GOING ON IN YOUR AREA OR IN THE STATE.

SO I CAN'T TELL YOU WHAT THE POPULATION DENSITIES ARE.

I CAN'T TELL YOU WHAT THE NUMBERS ARE.

WE KNOW THAT THEY'RE PRESENT EVERYWHERE.

UM, SO I, I DON'T WANNA GET INTO A BUNCH OF DETAILS 'CAUSE I DON'T WANNA KEEP YOU GUYS TOO LONG.

UM, BUT PRESUMABLY AN AREA OCCUPIED BY COYOTES, BY COYOTES SHOULD CONSIST OF AN ALPHA PAIR AND THEIR SUBORDINATES AND THEIR PUPS.

YOU COULD HAVE JUST ONE PAIR IN A SMALL AREA.

YOU COULD HAVE MULTIPLE PAIRS.

EITHER WAY, ONE COYOTE PRESENT IS PROBABLY TOO MUCH FOR MOST PEOPLE.

SO, UM, OVERLAP TYPICALLY DOES NOT OCCUR IN TERRITORIES EXCEPT IF YOU HAVE A, A, A LONE INDIVIDUAL.

UM, THEY'RE REALLY NOT TOLERANT OF PEOPLE OUT OR PEOPLE, THEY'RE REALLY NOT TOLERANT OF THEIR CON SPECIFICS UNLESS THEY'RE PART OF THEIR LITTLE GROUP.

UM, THERE ARE FEWER COYOTES IN THE TERRITORY WHEN TWO OF THE FOLLOWING ARE REMOVED.

EVERY ANIMAL, INCLUDING US, NEEDS THREE THINGS.

FOOD, WATER, SHELTER.

WE'RE NEVER GONNA GET RID OF WATER IN LOUISIANA.

NEVER.

RIGHT? SO WE NEED TO GET RID OF SHELTER OR FOOD.

IF YOU CAN GET RID OF THOSE, THEN YOU CAN DECREASE THEIR NUMBERS SIGNIFICANTLY.

AND YOU GUYS, YOU KNOW, CODE ENFORCEMENT IS GONNA DO A, YOU KNOW, IMPROVE THE WAY THAT THEY DO THINGS AND KIND OF STAY ON PEOPLE.

KEEP YOUR YARDS MANICURED.

THAT'S A, A GREAT WAY TO KEEP THEM AT BAY.

KEEP.

IF YOU HAVE A HOUSE OFF THE GROUND, WHICH MOST PEOPLE DO ON THE SOUTH SHORE AND THE NORTH SHORE, UM, MAKE SURE YOU HAVE SOMETHING AROUND THE BOTTOM OF YOUR HOUSE THAT PREVENTS THEM FROM GOING UNDER.

YOU MAY EVEN NEED TO INSTALL, LIKE I SAID, A WELDED WIRE FOOTING AROUND THE BOTTOM SO THAT THEY CAN'T DIG IN.

UM, YOU'VE GOTTA KEEP THESE ANIMALS AT BAY AND YOU'VE GOT TO OUTSMART THEM.

OKAY? SO WHY DO I SEE COYOTES SO FREQUENTLY IF I AM AND MY NEIGHBORS ARE NOT FEEDING COYOTES? WELL, IF YOU WERE TO SURVEY YOUR NEIGHBORHOOD, YOU'LL PROBABLY FIND THAT SOMEONE IS FEEDING ANIMALS, WHETHER IT'S FERAL CATS OR THEY'RE FEEDING THEIR OWN ANIMALS OUTSIDE, OR THEY FEEL SORRY FOR THE LITTLE WHATEVER, X, Y, Z, YOU NAME IT.

THE POSSUM, THE SQUIRREL, THE BIRDS, RIGHT? SO IF YOU'RE DOING THAT AND YOU SEE COYOTES OR YOUR NEIGHBORS ARE UPSET ABOUT COYOTES, STOP DOING IT AT LEAST FOR A MONTH OR TWO.

LET THOSE ANIMALS MOVE ON AND THEN THAT WAY YOU AND YOUR NEIGHBORS CAN COEXIST, RIGHT? UM, AND THEN FINALLY, YOU GUYS KNOW THIS.

HUMANS ARE EXPANDING.

WE'RE GOING INTO PLACES WHERE WE DIDN'T ONCE GO.

THESE ANIMALS HAVE NOWHERE TO GO, RIGHT? SO AS WE MOVE FURTHER OUT, THEY CAN ONLY EITHER GO OUT, WHICH AROUND HERE YOU DON'T REALLY HAVE A LOT OF PLACE TO GO.

YOU'RE GONNA END UP IN THE RIVER OR SOME OTHER CANAL, RIGHT? SO THEY'VE LEARNED, OH, THESE PEOPLE DON'T HURT ME.

THESE PEOPLE DON'T DO ANYTHING TO ME.

I'LL JUST GO ABOUT MY BUSINESS AND I'LL BE INVISIBLE.

YOU DON'T SEE ME, KIND OF THING.

SO WITH FRAGMENTATION AND HABITAT DESTRUCTION, WE'RE GONNA CONTINUE TO SEE ALL SORTS OF NUISANCE WILDLIFE.

SO WE'VE GOT TO LEARN TO COEXIST BECAUSE YOU'RE NEVER GONNA GET RID OF WILDLIFE.

I MEAN, YOU'RE JUST NOT.

SO WE'VE GOTTA DO A BETTER JOB OF KEEPING OR PREVENTING THEM AND THEN MANAGING THEM WHEN IT'S NEEDED.

AND WITH THAT, IF, I DON'T KNOW IF YOU GUYS DO QUESTIONS AND ANSWERS AT THE END OF THE MEETING, BUT I WILL ANSWER YOUR QUESTIONS.

EVEN IF YOU WANNA TALK TO ME AFTER THE MEETING, MY CONTACT INFORMATION IS UP HERE.

UM, I'D BE HAPPY TO CHAT WITH YOU.

ALRIGHT.

OKAY.

THEY'RE GONNA LET ME TAKE QUESTIONS.

OKAY.

YOU WANNA TAKE QUESTIONS? YEAH.

RECOGNIZE COUNCILMAN TEMPLATE.

THANK YOU FOR JOINING US, UH, TONIGHT.

THANK YOU.

I I MISSED YOU EARLIER.

SORRY ABOUT THAT.

OKAY.

SO IF, UH, IF ANYBODY HAS ANY QUESTIONS, NOW WOULD BE A GOOD TIME FOR US TO, TO ANSWER THEM.

A LOT OF PEOPLE ARE, OH, I FORGOT .

SORRY.

OKAY.

UM, THERE'S A LOT OF PEOPLE THAT CONTACT ME.

I DON'T KNOW, I GUESS I MUST BE THE HUB OF JEPSON PARISH, WHO KNOWS? BUT, UM, I GET A LOT OF CALLS FROM TERRY TOWN, UM, LIKE AROUND HOMES.

THEY'RE SEEING A LOT OF THEM.

UH, COYOTES A LOT.

I DON'T KNOW.

UM, I'VE GONE INTO A COUPLE OF ENVIRONMENTS THAT WERE A LITTLE UNSAVORY.

UM, I DIDN'T WANNA TAKE A CHANCE ON GOING INTO ANOTHER ONE.

BUT THE PEOPLE ARE AFRAID.

THEY, UM, THEY'RE SCARED TO DEATH OF THEM, YOU KNOW? AND I THINK THAT THAT'S A PLUS THAT, AND I'M VERY DISAPPOINTED THAT WE DON'T HAVE A LOT OF PEOPLE HERE.

'CAUSE I HAVE BEEN LIT NETWORKING LIKE CRAZY.

BUT THEY ARE SCARED TO DEATH OF THEM, MICHELLE.

THEY'RE AFRAID.

AND WHEN THESE, YOU SEE THESE SENIOR CITIZENS THAT'D HAVE TO GET

[00:40:01]

DOWN ON THEIR KNEES AND PICK UP THEIR ANIMALS' PARTS, THAT'S WHAT DROVE ME INTO THIS.

I'M A HORSE PERSON.

BUT WHEN I SAW THAT, I WAS LIKE, I'M NOT TOLERATING THIS.

THIS IS, SOMETHING'S GOTTA GET DONE.

OKAY? SO WE DO SOMETHING.

SO IF, UH, A IF THEY'RE SEEING A LOT OF, UM, OR HAVING A LOT OF SIGHTINGS OF COYOTES, UM, MISS, UH, OFFICER NEIL, UM, GAVE OUR NUMBER SO THEY, THEY CAN CALL US BECAUSE WE'RE GONNA BE MAPPING AND INVESTIGATING ALL OF THE SITUATIONS.

AND AGAIN, THE HUMANE OFFICERS WILL BE GOING OUT AND, AND HAZING, BUT WE HAVE TO KNOW WHERE THEY'RE AT IN ORDER TO DO IT AND WHEN AT WHAT TIMES THEY'RE BEING SEEN.

FOR US TO DO IT EFFECTIVELY.

IT WOULDN'T BE A BAD IDEA FOR EVERYONE WHO HAPPENS TO SEE ONE AND BECOMES FEARFUL TO POST WHERE YOU SEE IT AND WHAT TIME OF DAY BECAUSE THERE ARE PEOPLE WHO NETWORK ON FACEBOOK AND NEXT DOOR AND DIFFERENT, UH, OUTLETS LIKE THAT.

AND IT WOULDN'T HURT TO GET THAT OUT TO THE PUBLIC WHEN YOU SEE THEM AND WHERE YOU SEE THEM.

NOT JUST, OH, I SAW A COYOTE, AND THEN NO, UH, ALTERNATIVE INFORMATION.

ADD AS MUCH INFORMATION TO THE, THE WARNING AS POSSIBLE.

AND THAT WILL HELP.

ABSOLUTELY.

THAT WILL ABSOLUTELY HELP THE WAY THAT, UH, ALWAYS MAP.

AND I THINK I DID.

OKAY.

WELL IF YOU CAN SEND US A A YEAH.

SEND I'LL, SO I JUST WANTED TO, THAT WAS A VERY LONG LAUNDRY LIST OF THINGS THAT WE HAVE TO DO TO CHANGE OUR WAYS FOR THE COYOTES.

I'M FAMILIAR WITH IT BECAUSE, YOU KNOW, IT'S ONLINE, YOU CAN SEE IT, THE WHOLE COEXISTING PLAN BROUGHT ON BY THE HUMANE SOCIETY, WHICH IS AN ANIMAL RIGHTS GROUP, RIGHTFULLY SO.

AND, UM, I KNOW THE JP COYOTE MANAGEMENT PLAN, UM, YOU KNOW, THEY CREDIT, UM, I BELIEVE THE HUMANE SOCIETY AND A, A STUDENT CORRECT.

WHO IS ANOTHER ANIMAL ACTIVIST.

I MEAN, A LOT OF THIS SEEMS A LITTLE BIAS AS WELL, ASKING RESIDENTS TO CHANGE THEIR LIVES, THINGS THAT THEY'VE DONE FOREVER.

HAVING A CAT OUTSIDE, HAVING, UM, FOOD OUTSIDE, LETTING YOUR DOG IN YOUR BACKYARD WITHOUT YOU WATCHING OVER IT.

I MEAN, I'VE DONE THAT FOR AS LONG AS I'VE BEEN ALIVE.

I HAVE A SMALL DOG, MAYBE ABOUT A 25 POUND DOG.

MY DOG HAS BEEN ABLE TO FREELY GO IN AND OUT OF MY BACKYARD WITHOUT ME HOVERING OVER HIM.

AND NOW I ARE YOU SAYING I CAN'T DO THAT IF, WELL, I'M SORRY.

OKAY.

OF COURSE NOT.

I RISK MY DOG DYING.

CORRECT.

SO I'D PREFER NOT TO RISK MY DOG DYING, BUT I'D ALSO PREFER TO LIVE MY LIFE THE WAY I'VE LIVED IT FOR THE LAST 52 YEARS.

I FEEL LIKE THE PARISH SHOULD BE DOING MORE.

I FEEL LIKE THE PARISH ACCEPTED THIS COEXISTING PLAN.

AND I'M NOT SURE IF IT WAS A CONSENSUS AMONGST THE RESIDENTS OR COUNCIL OR WHAT I, I I'M WONDERING WHY DID WE ACCEPT THE COEXISTING PLAN? BECAUSE WE'RE NEVER GOING TO KILL OR TRAP OUR WAY OUT OF HAVING WILDLIFE ANYWHERE IN THE UNITED STATES.

THAT WOULD BE WHY IT IS.

WE HAVE TO LEARN TO COEXIST WITH WILDLIFE IN GENERAL.

I MEAN, THAT'S EVEN OUTSIDE OF JUST THE COYOTE.

BUT AS FAR AS SOME OF THE RECOMMENDATIONS, UM, THERE ARE RECOMMEND RECOMMENDED, YOU KNOW, COLONY FEEDING PROTOCOLS, UH, WE CITE PEOPLE FOR LEAVING FOOD OUT THAT IS DRAWING WILDLIFE.

SO THOSE ARE THE THINGS THAT WE'RE, YOU KNOW, GOING OUT AND SAYING, YOU KNOW, DON'T LEAVE FOOD ON THE GROUND.

DON'T LEAVE IT OUT TO WHERE YOU'RE DRAWING IN THE RACCOONS, THE RATS, THE POSSUMS, THE STUFF THAT THE COYOTE EAT FOR A MONTH IF YOU SEE THEM IN THE AREA.

SO THE COYOTES ARE ACTUALLY NOT AS, UM, COMMON IN THE, THE LATER MONTHS, YOU KNOW, IN, IN THE SPRING IS WHENEVER THEY USUALLY HAVE THEIR PUPPIES.

AND THEN THEY'RE USUALLY WEANED, LIKE SHE SAID, AT LIKE TWO MONTHS OLD.

SO, YOU KNOW, DURING THE HOTTER MONTHS IS WHEN YOU'RE GONNA REALLY START SEEING THEM.

SO WHAT WE'RE TRYING TO DO IS JUST SAY, WE CAN GET THEM TO MOVE OUT OF THESE AREAS.

WE CAN BE BOOTS ON THE GROUND TO HELP YOU BECAUSE THERE ARE SO MANY CITIZENS, SENIOR CITIZENS AS WELL, THAT HAVE CALLED US AND SAID, LOOK,

[00:45:01]

I CAN'T HAZE, CAN YOU COME DO IT FOR ME? AND WE HAVE, AND THE PARISH IS NOT SAYING THAT IF, IF A, A COYOTE WERE TO BECOME MORE FAMILIAR WITH THE CITIZENS, THE RESIDENTS, AND KILL A PET OR WALK RIGHT UP TO A HUMAN, YOU KNOW, THOSE ARE REASONS TO BE CONCERNED.

AND WE ARE GONNA ADDRESS THOSE.

WELL, THE LAST REPORT OF AN ANIMAL BEING KILLED IN A NEIGHBORHOOD WAS AROUND TWO MONTHS AGO.

BUT, BUT IF IT'S NOT BEING REPORTED TO US, OKAY, ABSOLUTELY.

IT'S IMPORTANT THAT THEY CALL AND LET US KNOW BECAUSE WE WILL DO SOMETHING ABOUT IT.

WHY NOT? WHY DO WE NOT YEAH, GO AHEAD.

WE HEAR KIND OF THE SIMILAR COMPLAINTS ABOUT PEOPLE WHO HAVE, UH, CANADA GEESE, YOU KNOW, EVERYBODY AT ONE TIME WANTED CANADA GEESE AND THEN THEY ALL SHOWED UP AND EVERYBODY WAS LIKE, OH, WE DON'T WANT 'EM ANYMORE.

SO YOU CAN GO ONLINE AND PRINT OUT, UM, FLYERS FOR GEESE.

BUT YOU CAN ALSO GO, IF YOU GO TO U S D A APHIS WEBSITE, THEY HAVE A WHOLE SECTION ON COYOTES AND THEY HAVE FLYERS OR SIGNS THAT YOU CAN PUT OUT, YOU JUST PRINT OUT WITH.

I'M NOT SAYING YOU SHOULD.

I'M SAYING IF YOU WANT TO, THAT, THAT IS AVAILABLE TO YOU.

WELL, I'M NOT, I'M NOT A PARISH EMPLOYEE, SO I CAN JUST TELL YOU, I CAN HELP YOU, YOU KNOW, GIVE YOU IDEAS.

I CAN POINT YOU IN THE RIGHT PLACE.

LOT OF PEOPLE KNOW I WOULD RECOMMEND TOO, OR YOU PUT IT OUT THERE IS NO, I'M NOT GONNA KNOW WHERE I LIVE ON THE NORTH SHORE.

RIGHT.

GO OUT THERE AND PUT IT ONLINE SO THAT YOUR NEIGHBORS ARE AWAY.

AND IF IT'S PEOPLE THAT YOU SUSPECT DON'T GO ONLINE, MAYBE POP IN AND SAY, HEY, I JUST WANTED TO LET YOU KNOW THAT I SAW THIS.

PLEASE BE AWARE.

OKAY.

I THINK BECAUSE THAT'S THE ONLY WAY.

I THINK I'M PROBABLY MORE, I, WE, BUT JOHN IS A GREAT, I DEFINITELY, I THINK IT'S A GREAT, I ALSO THINK PROBABLY GET MORE, LET 'EM KNOW ABOUT IT BECAUSE MAYBE THEY'RE NOT GETTING OUT.

JUST SO, BUT I THINK THAT THAT WAS A GOOD IDEA AROUND ME.

I KNOW THAT I KNOW, AND I KNOW I, I'M NOT, I'M, I'M GOING, I'M NOT AFRAID OF IT.

BUT THERE AGAIN, I'M, I'M DIFFERENT.

I'M MORE OF A EDUCATED, I NEVER WANT

[00:50:11]

YEARS AT THE ZOO.

I, THAT'S WHAT DROVE, I CAN RUN LIKE HELL IF I HAVE TO.

NO, BUT THIS IS SOMETHING I WANT ANYBODY, YOUR MOTHER, YOUR AUNT, A COYOTES.

BUT THIS IS WHAT I, I DON'T WANT, THIS IS DISAPPOINTING, TRUST ME.

I MEAN, DO I HAVE TO BRAG OUTTA THAT? SO I WANT YOU TO FEEL HEARD.

SO WHAT I'M GONNA SAY IS I'M KIND OF JUST SPINNING MY WHEELS HERE ON WAYS THAT MAYBE WE CAN DO A BETTER JOB OF GETTING THE INFORMATION OUT THERE.

AND WE MAY ACTUALLY BE ASKING A FEW OF YOU TO HELP US, BECAUSE WE'RE NOT GONNA BE ABLE TO HIT NECESSARILY EVERY AREA.

BUT I, I WOULD LOVE TO TALK TO YOU AFTER THE MEETING ABOUT SOME IDEAS THAT I HAVE TO SEE IF THEY'LL WORK.

WE HAVE ANOTHER QUESTION OVER HERE.

UM, CYNTHIA, I'D LIKE TO MAKE A COUPLE STATEMENTS.

NUMBER ONE, I DID CALL ONE OF THE TRAPPERS THAT THE PARISH RECOMMENDED.

I CALLED A COUPLE AND I COULD ONLY FIND ONE THAT WOULD WORK WITH ME.

AND IT WAS, HE QUOTED $300 A DAY.

UM, WE LIVE IN STONEBRIDGE AND WE SEE 'EM ALL THE TIME IN STONEBRIDGE, UM, IN DALLAS, TEXAS.

THERE WERE A LOT OF COYOTE SIGHTINGS.

THE CON COUNTY DIDN'T DO ANYTHING ABOUT IT UNTIL A TWO YEAR OLD GOT ATTACKED AND PUT IN I C U.

AND THEN THEY STARTED TRAPPING THEM OR DOING WHATEVER THEY COULD TO GET RID OF 'EM.

AND THAT YOU CAN GOOGLE IT AND FIND THAT NEWS ARTICLE.

UM, OH, THE TRAPPER TOLD ME THAT HE KNOWS A MAN, HE SPOKE TO HIM, HE HAD A SMALL DOG AND HE WAS WALKING HIS DOG ON, ON A LEASH, AND A COYOTE WRESTLED THAT DOG OUT OF HIS ARMS. SO, UM, THE QUESTIONS ARE HOW, HOW HIGH CAN A COYOTE JUMP? HOW FAST CAN THEY RUN? AND AT WEIGHT, AT WHAT WEIGHT DO YOU FEEL A DOMESTIC PET IS SAFE? HOLD ON, I'LL BRING YOU THE MIC FOR HOW FAST THEY CAN RUN.

BUT IT'S GONNA BE TYPICAL OF A CANID ANY CANID SPECIES.

SO A DOG OF EQUAL SIZE.

SO THEY'RE PROBABLY ABOUT THE SIZE OF A SMALLER GERMAN SHEPHERD.

[00:55:01]

THEY'RE, SO WHAT YOU NEED TO UNDERSTAND IS THAT THERE IS NO OKAY AT, I'M JUST GONNA, I'M JUST THROWING THIS OUT THERE AT A NINE POUND MARK.

THE ANIMAL IS NOT SAFE.

ANYTHING UNDER NINE POUNDS, I CAN'T TELL YOU THAT THAT'S NOT HOW WILDLIFE WORK.

THESE GUYS ARE, LIKE I SAID, THEY'RE OPPORTUNISTIC.

WHEN THE OPPORTUNITY ARISES, THEY'RE GOING AFTER IT.

NOW, ARE THEY GONNA GO AFTER A MASTIFF? NO, BECAUSE THEY KNOW THAT THAT ANIMAL CAN TAKE THEM DOWN.

SO IT'S MORE ABOUT, OKAY, CAN I TAKE THIS ANIMAL DOWN? DOES IT LOOK WEAK ENOUGH? DOES IT LOOK SICK ENOUGH? I MEAN, YOU GUYS HAVE SEEN ON EVERY DOCUMENTARY, YOU KNOW, WHERE WOLVES ARE GOING AFTER MOOSE, UM, OR REINDEER OR SOMETHING.

THEY'RE LOOKING FOR WHO'S WEAK, WHO'S THE SMALLEST I'M GONNA TAKE 'EM DOWN.

IT'S KIND OF THE SAME THING.

BUT LIKE I SAID, BUT FROM AN OPPORTUNISTIC STANDPOINT.

SO I CAN'T TELL YOU A WEIGHT, IT'S JUST, IF THAT ANIMAL IS HUNGRY AND THEY THINK THEY CAN TAKE 'EM, THEY WILL.

AND I'LL GIVE YOU ANOTHER EXAMPLE.

UM, I HAVE SEEN SMALL RAPTORS, RAPTORS ABOUT THIS BIG GO AFTER CATS.

A CAT COULD KILL A RAPTOR.

THIS SMALL WILDLIFE DON'T RECOGNIZE ANYTHING OTHER THAN I'M HUNGRY.

I SEE IT AND I'M GONNA GET IT.

RIGHT.

SO I THINK THAT, YOU KNOW, YOU HAVE TO USE YOUR OWN JUDGMENT.

I HAVE ANIMALS THAT I ALLOW OUTSIDE, RIGHT? AND SO I HAVE TO DO WHATEVER IT IS THAT I FEEL NECESSARY TO PROTECT THOSE ANIMALS.

AND SO EVERYBODY HAS A DIFFERENT OPINION ON, YOU KNOW, WHAT DOES THAT MEAN REALLY? SO IF YOU FEEL UNCOMFORTABLE WITH YOUR ANIMALS, I SAY KEEP 'EM ON A LEASH, KEEP 'EM CLOSE TO YOU, YOU KNOW, BUT STILL, YOU NEED TO BE ABLE TO LIVE YOUR LIFE, KIND OF LIKE YOU SAID, RIGHT? SO YOU HAVE TO, BUT YOU HAVE TO CHOOSE WHAT IT, WHAT IS GOOD FOR YOU.

RIGHT? SO I HOPE I'VE ANSWERED YOUR QUESTIONS.

YEP.

I'M NOT SAYING SO I, I I THINK THAT, I THINK MAYBE I'M, I'M MAYBE BEING MISUNDERSTOOD.

MY, MY JOB TONIGHT IS TO GIVE YOU ALL OF THE TOOLS, RIGHT? I KNOW THAT ANIMALS GET OUT, MY ANIMALS GET OUT, RIGHT? YOU CAN'T FAULT SOMEONE FOR THEIR ANIMAL GETTING OUT.

RIGHT? BUT YOU DO YOUR BEST TO TRY TO RECAPTURE THAT ANIMAL.

AND SO I DON'T REALLY KNOW WHERE YOU'RE GOING WITH THIS, BUT I'M THINKING MAYBE YOU'RE, YOU'RE MAYBE WORRIED ABOUT THE COYOTES GETTING THEM.

WE DON'T WANT THAT TO HAPPEN.

NO ONE WANTS THAT TO HAPPEN.

I'M NOT MISTAKEN.

OVER THE PAST.

I WASN'T HERE IN 2018.

OKAY.

BUT I'M NOT IN FAVOR HAVE AN EMAIL.

I I, YOU KNOW HOW WELL DESIGNATE THEY'RE DESIGNATED BY THAT ARE, THERE'S A COUPLE OTHERS.

SO WE'VE GOT THESE ANIMALS RUNNING, JUMPING OUR FENCE, BELIEVE SEVEN FOOT FENCE.

I DON'T, I DON'T GOT YOUR ORDINANCE.

I'M, BUT YOU, YOU CAN TAKE THESE LEGALLY.

SO SURE YOU CAN, RIGHT? AND I REALIZE THAT WILDLIFE ALLOWS YOU TO LICENSE TRACKER OR YOU YOURSELF, LIKE I SAID, NO, NO, NO.

BUT YOU CAN TAKE THOSE DOWN WITH BY SHOT OR BY TRASH.

I CAN'T SHOOT NOT IN JEFFERSON PARISH.

OKAY.

THE CAVEAT TO THAT IS ALWAYS APPLIES OR SHOULD, IF YOU CAN DISCHARGE A FIREARM, WILDLIFE FISHERIES CANNOT TELL YOU, I UNDERSTAND YOU CANNOT, YOU'RE IN AN AREA, BUT THAT CAN'T HAPPEN.

I UNDERSTAND, BUT LET ME TELL THE OTHER PEOPLE THAT VIEW THIS.

SO THAT HAS TO BE VERIFIED THROUGH THE SHERIFF'S.

NOW WE'RE GONNA TELL YOU YEAH, GO AHEAD.

DISCHARGE, RIGHT.

SO WHAT I'M TELLING YOU IS THAT IF YOU, IF YOU WANT

[01:00:01]

TO TAKE AND YOU CAN TRAP THEM.

SO IF YOU CAN'T CHARGE A FIREARM, YOU CAN TRAP THEM, RIGHT? AND IT'S AT NO COST TO YOU OTHER THAN BUYING THE TRAP AND SPENDING THE TIME TRAPPING.

SHE'S LYING, STANDING BACK.

SO YOU'RE NOT GONNA TYPICALLY CATCH HIM IN A HAVE A HEART.

HE'S GOTTA BE.

YEAH.

SO, BUT, BUT WITH SOME GUIDANCE, TRAPPER, IF YOU WOULD LIKE ME TO PUT YOU, I'D BE HAPPY TO.

THEY CAN TEACH YOU HOW TO SET A SNAIL.

THAT IS A LOT.

WELL, THESE ARE YOUR TOOLS.

I UNDERSTAND.

AND I, I DON'T KNOW WHAT OTHER METHODS TO PROVIDE, UNDERSTAND WHAT'S TRAPPER.

WE'RE NOT ASKING YOU TOPER.

YEAH, WE'VE HIRED TRAPPERS.

WE CAN, MONEY IS NOT AN ISSUE.

I I JUST DON'T KNOW IT OFFHAND.

YES.

JUST UNDER $60,000.

BUT THE MONEY IS NOT AN ISSUE ABOUT, WE HAVE THE TRAPPERS, WE JUST NEED TO SEND THEM OUT WHEN, BUT THE TRAPPERS, OUR, OUR STRATEGY IS NOT TO SEND TRAPPERS OUT INTO THE WOODS.

WE'RE TRYING TO TARGET THE, THE COYOTES THAT HAVE BECOME FRIENDLY IN THE NEIGHBORHOODS.

THAT'S, THAT'S, THAT'S THE STRATEGIC WAY.

YES.

SO THAT'S WHAT, THAT IS.

THE PLAN NOT TO GO SEND 'EM OUT IN THE SWAMP OR IN THE WOODS, BUT THE ONES THAT ARE IN THE, AND SO WE DO HAVE TRAPPERS.

THAT'S WHY WE NEED THE SIGHTINGS.

THAT'S WHY, RIGHT.

WE NEED UP TO DATE BECAUSE THE LAST, THE LAST TIME WE EXACTLY.

EXACTLY.

AND WE HAVE THE TRAPPERS ON CONTRACT NOW AND WE NEED HELP OR IN SOMEONE.

SO BASICALLY WHAT WHAT WE ARE ASKING IS HELP US MAKE YOUR LAWNS, YOUR, YOUR PROPERTY A LITTLE LESS ATTRACTIVE WHILE ALSO IN THE EVENT THAT THEY ARE COMING IN AND UNWANTED OBVIOUSLY WHERE WE CAN MAP IT, KNOW WHERE THEY ARE SO WE KNOW WHERE ARE WE SENDING THIS PERSON, BECAUSE IT'S NOT, IF IT'S ONE OVER HERE AND ONE OVER HERE, BUT IF THERE'S A, A POPULATION OF THEM SOMEWHERE AND THEY'RE COMING IN AND KILLING PETS OR BECOMING TWO FAMILIARIZED WITH HUMANS AND NOT AFRAID, THEN WE CAN ADDRESS THAT.

THAT WAY WE'RE JUST ASKING FOR YOUR HELP BECAUSE YOU GUYS KNOW, I SAW THEM HERE, THIS IS WHEN I SAW THEM CALL AND LET US KNOW SO THAT WE HAVE IT ON OUR RADAR.

THIS IS WHERE THEY'RE, THEY'RE AT RIGHT NOW.

NOBODY HAS CALLED AND ALERTED US TO ANY, AND WE, AND EVERYBODY KEEPS, I MEAN, THE ONES THAT THEY HAVE BACK, YOU KNOW, TWO MONTHS AGO WE WENT TO, BUT NOW WE DON'T EVEN KNOW WHERE THEY ARE RIGHT NOW.

WHY DON'T THEY, I DON'T KNOW.

THEY CAN'T STEP UP.

THEY'RE, I THINK IT'S BECAUSE THEY'RE POSTING.

YEAH.

ANOTHER THING PEOPLE, PEOPLE NEED TO KNOW THIS.

IF YOU, GENERALLY A POPULATION WILL HAVE A BREEDING PAIR, AN ALPHA MALE AND AN ALPHA FEMALE.

IF YOU KILL EITHER ONE OF THOSE, THE REST OF THE INDIVIDUALS IN THAT GROUP, A PACK WILL BREED INDISCRIMINATELY.

SO IF YOU STARTED OUT WITH 20, YOU'LL END UP WITH 45.

SO THAT'S ANOTHER THING THAT PEOPLE HAVE TO UNDERSTAND.

YOU CAN'T JUST, YOU CAN'T STAND UP THERE AND SAY, WELL, YOU KNOW, YOU CAN SHOOT THEM, SNARE THEM, WHATEVER.

PLEASE DO NOT URGE PEOPLE TO GO OUT AND SHOOT AT COYOTES.

THAT IS NOT SOMETHING THAT WE CAN DO IN A SUBURBAN AREA.

BUT THE BOTTOM LINE IS, IS THAT WHEN PEOPLE SEE THEM, THEY NEED TO BE VERY DISTINCT ABOUT WHEN, WHERE, AND WHAT TIME OF DAY AND WHAT THE LOCATION IS THAT THEY SAW THE ANIMALS, IF IT'S ONE INDIVIDUAL OR IF IT'S A GROUP, AND THEN CALL ANIMAL CONTROL AND LET THEM KNOW.

AND PERHAPS IT WOULD FURTHER THE PARISH'S CAPACITY TO GO OUT AND TRAP AND RELOCATE OR EUTHANIZE OR WHATEVER METHOD THEY, THEY PUT FORWARD TO ERADICATE THEM IN THESE NEIGHBORHOODS.

BUT THE BOTTOM LINE IS, IS THAT IF PEOPLE DON'T OPEN THEIR MOUTH, SILENCE IS CONSENT.

SO OPEN YOUR MOUTH AND SPEAK UP AND LET EVERYBODY KNOW.

MICHELLE, THANK YOU MICHELLE.

I, UM, I DID CALL WHEN, WHEN THIS 5:00 AM WE WERE SENDING MULTIPLE OFFICERS WHEN WE WERE HAZING.

SO I'M NOT SURE WHO YOU SPOKE TO.

WERE YOU, YOU WERE CALLING TO

[01:05:01]

HAVE SOMEBODY COME AND HAZE COYOTES? YEAH.

YOU EMAILED ME.

WHAT WAS THAT? A PUBLIC RECORDS REQUEST COULD BE DONE ON THAT.

I WAS OUT THERE HAZING MYSELF, SO, BUT I WAS HAZING.

I WAS OUT THERE HAZING EVERY NIGHT.

HAZING, WE HAVE ANOTHER OFFICER SERVICING BITES HIT BY CAR.

YEAH.

IF, IF I SEE A COYOTE, I CAN HAZE IT AND THEN IT'S GONNA GO AND THEN I'M GONNA KEEP DRIVING AND I'LL SEE ANOTHER ONE AND I'LL HAZE IT, BUT HASN'T BEEN A PROBLEM.

SO I'VE GOTTEN THE CALLS.

IF I GET THE CALLS, I CAN PUT ANOTHER OFFICER OUT THERE.

DOES ANYBODY ELSE HAVE ANY QUESTIONS? YES.

NO, I JUST SHUCKED HER HAIR DOTNET SLASH IOES SNARE.

WE HAVE ANOTHER MEETING.

OKAY.

SO I'LL TAKE YOUR QUESTION AND THEN, UM, WE'LL, WE'LL ALL HANG OUT AFTER THE MEETING TO ANSWER ANY MORE QUESTIONS AND DO SOME ONE-ON-ONE.

OH, THAT'S QUESTION CATTLE PROD.

IT'LL KNOCK A FI WOULD A 800 POUND ANIMAL DOWN, WOULD IT NOT HURT A COYOTE OR, WELL, THEY'RE ABOUT $50 ON AMAZON.

I CARRY IT IF I'M WALKING ON THE LEVEE.

BECAUSE YOU NEVER KNOW WHO MIGHT WANT TO PUT THEIR HANDS ON YOU AND YEAH.

I DON'T THINK IT WOULD KILL IT, BUT IT MIGHT JUST SIMPLY MAKE IT GET AWAY FROM WHEREVER IT'S AT.

YEAH, YOU WOULD DEFINITELY HAVE TO CALL US.

THANK YOU.

OKAY.

SO, UM, ANYBODY WHO HAS ANY QUESTIONS, JUST FEEL FREE TO, TO GET WITH US AFTER THE MEETING.

THANK YOU GUYS FOR COMING.

WE REALLY APPRECIATE IT.

AND, AND MS. COLLINS, THANK YOU SO MUCH FOR BEING HERE.

THOSE OF US WERE AT JEFFERSON PARISH, BUT WE REALLY APPRECIATE IT.

THANK YOU.

AND JUST TO CLARIFY, IF THERE'S ANY CONFUSION, GUYS, YOU CAN'T SHOOT A COYOTE IN JEFFERSON PARISH.

OKAY.

I, I KNOW MAYBE IN SOME OTHER PARISHES THAT MIGHT LOOK, IT MIGHT BE OKAY, BUT LET'S BE SURE IT'S AGAINST THE LAW IN JEFFERSON PARISH TO SHOOT A COYOTE.

OKAY.

THANK YOU GUYS.

LISTEN.
