JUST SO PEOPLE KNOW THAT THE EAST BANK TREATMENT PLANT ON JEFFERSON HIGHWAY IS DESIGNED FOR REDUNDANT ENERGY FEEDS AND WE HAVE TWO FEEDS COMING IN FOR THAT. I DEFERRED THE MATTER AND I BEGAN MEETING WITH GROUPS IN THE AREA CLOSE TO THIS FACILITY. THE MORE I MET WITH THEM, THE MORE IT WAS OBVIOUS TO ME THAT THE FEAR FACTOR WAS GROWING BY LEAPS AND BOUNDS. I DON'T THINK THEY WERE UNDERSTANDING WHAT I WAS SAYING AND THEIR OPPOSITION GREW GREATER AND GREATER. A LOT OF PEOPLE THAT DID UNDERSTAND AND WANTED TO GO FORWARD WITH THIS. THIS DRUG AND ALCOHOL ADDICTION PROBLEM IS A COMMUNITY PROBLEM. THE ONLY WAY WE WILL EVER SOLVE IT IS BY WORKING TOGETHER AS A COMMUNITY. I BELIEVE OUR OBLIGATION IS TO IDENTIFY PROGRAMS THAT WORK, PROGRAMS THAT ARE SAVED TO THE AREA THAT THEY ARE LOCATED. IT'S ALSO OUR OBLIGATION TO IDENTIFY FUNDING TO MAKE THESE PROGRAMS AVAILABLE TO EVERYBODY. I WANT TO THANK MR. BODA. THIS ENTIRE PROPERTY WHERE HAYNES SITS RIGHT NOW IS ZONED SINGLE FAMILY. OUR PLANNING DIRECTOR CAN TELL US AND CONFIRM FOR US THAT THE ONLY THING THAT COULD BE BUILT THERE AT THIS TIME WOULD BE SINGLE FAMILY HOMES. BECAUSE WHAT HAPPENS? SCHOOL SETS IN, TRAFFIC COMES IN. WHEN MOST OF THESE SCHOOLS WERE BUILT, SOME OF THEM WERE EVEN BUILT BEFORE MODERN AUTOMOBILES. THE TRAFFIC PROBLEMS IN THE MIDDLE OF THESE NEIGHBORHOODS WERE NOT WHAT THEY ARE TODAY. I JUST WANTED TO MAKE SURE THERE WAS AN UNDERSTANDING OF WHERE WE WERE COMING FROM. BUT IT MET THE CRITERIA THAT IT DIDN'T HAVE TO COME BEFORE THE COUNCIL. THERE WAS AN ARTICLE IN THE PAPER TWO WEEKS AGO, WAS ROUGHLY STATING THAT THE FRONTAGE OF METAIRIE ROAD COULD POSSIBLY BE COMMERCIAL, THAT CONSTITUENTS WERE ASKED IF THERE WERE AGAINST IT AND SOME OF THEM WEREN'T. MY PHONE STARTED RINGING OFF THE HOOK. WELL, I HAD NO INPUT, AND I DON'T WANT TO HAVE INPUT. ONE OF THE CONCERNS IS THAT UNDER THE ZONING THAT IT IS NOW, EVEN I THINK IT'S R1A RIGHT NOW, THE ZONING FOR THE PROPERTY, WOULD ALLOW ROUGHLY ABOUT 80 HOMES TO BE PUT IN THAT AREA. THE CONCERNS IS THAT WE WANTED TO FIGURE OUT TO WHERE NOW THE PUBLIC WOULD HAVE INPUT OR WHAT THEY WOULD LIKE TO SEE ACROSS THE BOARD IMPACTING THEIR QUALITY OF LIFE. I MEAN TO SAY, I'M NOT LOOKING AT THIS AS JUST IN A CLOSED AND BOX, I HAD THE SAME SITUATION AROUND MY HOME. THOMAS JEFFERSON IS 1 1/2 BLOCKS AWAY FROM MY HOME. I'M GETTING THE CONCERNS FROM CONSTITUENTS AND RESIDENTS AND NEIGHBORS THAT THEY'RE WORRIED ABOUT THE IMPACT OF THE NEIGHBORHOOD, THE QUALITY OF LIFE, AND THE GREEN SPACE, AS WELL AS THE DRAINAGE. IT DEPENDS ON WHAT YOU HERE. LOOK, LET'S BE CLEAR, YOU-ALL ALWAYS HEAR THE SONG, LET'S PAVED PARADISE. WELL, WE'VE GOT TO BE CAREFUL HOW MUCH CONCRETE AND WE ALLOW BEING PAID IN CERTAIN AREAS BECAUSE WE HAVE TO KNOW THAT THE DRAINAGE SYSTEM CAN HANDLE IT. WHATEVER'S DEVELOPED ON METAIRIE ROAD OR WITHIN THE NEIGHBORHOODS OR AROUND ENTITIES, FACILITIES. MAKING SURE WE'RE PROTECTING THE QUALITY OF LIFE THAT THESE RESIDENTS EXPECT TO HAVE. AS FAR AS COUNCILMAN LEE IS REMOVING THE SCHOOL ON HIS DISTRICT, [01:45:05] IT TOTALLY FUNDS LAPALCO BOULEVARD. IT DOESN'T IMPACT ANY RESIDENTIAL AREAS. BUT HAYNES AND SOME OF THESE OTHER FACILITIES DO. THIS IS NOT TRYING TO ALLEVIATE THE NORMAL PROCESS OF PLANNING, BUT THIS HAS ACTUALLY GIVEN US STUDY TO FIND OUT WHAT WOULD BE THE BEST USE OF THESE PROPERTIES, AS WELL AS GIVING THE PEOPLE A VOICE AN OPPORTUNITY NOW TO SAY WHAT THEY LIKE TO SEE IN OUR BACKYARD. WHEN THE HOME WENT AWAY, A COMMERCIAL PROPERTY IS COMING TO LIFE. THAT'S THE KIND OF CONFUSION I DON'T WANT TO HAVE IN THIS SCENARIO. IF WE SIMPLY SAY THE HAYNES SITE IS SINGLE-FAMILY AND NOTHING ELSE AND ANY OTHER REQUESTED CHANGE WOULD HAVE TO COME BEFORE US AND WOULD HAVE TO BE A PUBLIC PROCESS, I THINK THAT IS THE MOST ANXIETY REDUCING FOR OUR CONSTITUENTS, AND THE CLEAREST FOR OUR CONSTITUENTS. IN TERMS OF THE GREEN, WE ACTUALLY OR THE DISTRICT ALSO WHO INITIATED A STUDY OF MAKING SURE THAT THERE IS MORE PERMEABLE SURFACE ON HOMES. I CREDIT THE HAYNES COMMUNITY AROUND THAT SITE. THAT WAS THE NEIGHBORHOOD, COTTON PARK AND CRESTMONT THAT ASKED US TO DO THAT STUDY. THAT MAKES FRONT YARDS MORE PERMEABLE AND CREDIT TO THEM FOR ASKING AND CREDIT TO THE PLANNING DEPARTMENT FOR WORKING ON THAT. WE HAVE BEEN RESPONSIVE. I'M HERE TO ADDRESS THE CUTS TO PUBLIC TRANSIT SERVICE IN JEFFERSON PARISH, WHICH WENT INTO EFFECT LAST SUNDAY ON JUNE 4TH. THESE WERE PRESENTED TO THE COUNCIL AT LAST MONTH'S COUNCIL MEETING ON MAY 17TH AS AGENDA ITEM 134. THESE WERE A REALLY SUBSTANTIAL CUT TO A PUBLIC SERVICE FOR JEFFERSON PARISH RESIDENTS. IT WAS ABOUT 20% OVER ALL OF THE JEFFERSON PARISH TRANSIT BUDGET. THIS PAST WEEK, ME AND MY COLLEAGUES, MY COLLEAGUE COURTNEY JACKSON SPOKE TO THE COUNCIL LAST MONTH WITH SOME CONCERNS ABOUT THESE CUTS. BEFORE AND AFTER THESE ACTUALLY WENT INTO EFFECT, WE'VE BEEN OUT IN THE FIELD SPEAKING TO RESIDENTS WHO MIGHT BE AFFECTED BY THESE. WE HEARD CONCERNS FROM A LOT OF PEOPLE WHO DIDN'T KNOW THAT THESE CUTS WERE COMING. I SUSPECT THAT SOME OF THE COUNCIL MEMBERS HAVE PROBABLY ALSO BEEN HEARING FROM THEIR CONSTITUENTS WITH CONCERNS OR HOW THEY WERE AFFECTED BY THESE CUTS. THE CONCERN WE EXPRESSED LAST MEETING WAS THAT THESE CUTS WERE HARMFUL TO RESONANCE AND THAT ESSENTIALLY THAT THEY WERE BEING RUSHED THROUGH. THERE WASN'T ENOUGH PREPARATION AND THERE WASN'T ENOUGH NOTICE TO RESIDENTS WHO ARE GOING TO BE AFFECTED. UNFORTUNATELY, WE THINK THAT'S WHAT'S COME TO PASS. WE'VE SPOKEN TO DOZENS OF RESIDENTS. MOST PEOPLE WHO WERE AFFECTED BY THESE CUTS DIDN'T FIND OUT UNTIL THEY TRIED TO GET TO WORK MONDAY MORNING WHEN THEIR BOSS DIDN'T SHOW UP WHEN THEY WERE EXPECTING IT TO. ANOTHER POINT WE'VE MADE BEFORE AND I WANT TO MAKE AGAIN IS THAT FROM A FISCAL HEALTH PERSPECTIVE, THESE CUTS DIDN'T NEED TO HAPPEN RIGHT NOW AND THEY DON'T NEED TO HAPPEN RIGHT NOW. THE PARISH HAS A REALLY SUBSTANTIAL FUND BALANCE FOR TRANSIT. THE PARISH, FOR THE PAST THREE YEARS, RECEIVED ABOUT $28 MILLION IN COVID RELIEF FUNDS FROM THE FTA THAT WERE EARMARKED FOR TRANSIT OPERATIONS. IF YOU LOOK AT THE PARISH BUDGET OVER THE PAST FOUR YEARS, THE FUND BALANCE FOR TRANSIT HAS ACTUALLY GROWN EVERY YEAR. STARTED 2023 WITH THE HIGHEST FUND BALANCE FOR BUS SERVICE THAT IS THE HIGHEST IT'S EVER BEEN. EVEN REALLY CONSERVATIVELY, GIVEN THAT THERE'S A DEFICIT FOR TRANSIT OPERATIONS, THE PARISH HAS A NUMBER OF YEARS THAT IT COULD CONTINUE TO RUN SERVICE WITHOUT CUTS BEFORE HAVING TO CUT SERVICE. THE POINT THAT I'M TRYING TO MAKE HERE IS THAT THE PARISH DOESN'T HAVE TO RUSH THESE CUTS, THERE IS TIME AND PLACE TO DO A MORE THOUGHTFUL PUBLIC PROCESS AND A MORE THOUGHTFUL PLANNING PROCESS AROUND ANY SERVICE RESTRUCTURING THAT'S GOING TO AFFECT AN IMPORTANT PUBLIC SERVICE FOR JEFFERSON PARISH RESIDENTS. THERE'S TIME TO DO MORE THOUGHTFUL PLANNING. THERE'S TIME TO LOOK FOR ALTERNATIVE SOURCES OF REVENUE THAT COULD ALLOW SERVICE TO CONTINUE RUNNING WITHOUT CUTS. JUST THIS LAST WEEK, IN ORLEANS PARISH, THE RTA WAS ABLE TO SECURE $10 MILLION AND OPERATIONS FUNDING IS A LIFELINE FOR FERRY SERVICE. THE ADMINISTRATION COULD BE WORKING WITH THE JEFFERSON PARISH DELEGATION TO BE GOING AFTER STATE FUNDS. THERE'S FEDERAL OPERATIONS FUNDING AVAILABLE AND THERE'S OPTIONS TO LOOK AT LOCAL FUNDS. BUT THE POINT HERE IS WITH DUE RESPECT TO THE COUNCIL AND TO THE ADMINISTRATION, WE DON'T BELIEVE THAT THESE CUTS WERE DONE RIGHT AND WE BELIEVE THAT IT'S IMPORTANT FOR THE PARISH AS A SERVICE TO [02:20:01] ITS CONSTITUENTS TO BE GOING AND LOOKING AT EVERY POSSIBLE OPTION BEFORE DOING REALLY SUBSTANTIAL CUTS TO PUBLIC SERVICES THE RESIDENTS USE. THE POSITION IS THAT IF WE CAN MAKE SOME LESS SIGNIFICANT CHANGES NOW, IT WILL PREVENT US FROM HAVING TO MAKE MUCH MORE DRASTIC CHANGES AS WE MOVE FORWARD. AGAIN, WE'RE TRYING TO NOT MAKE AS MAJOR CHANGES LATER WITH REGARD TO OUR FUND BALANCE AND TIM IS HERE TO STAY THAT. REALLY, YOU CAN LOOK AT THE BALANCE OF THE FUND, BUT WE STRIVE FOR A 15-18% RESERVE THAT ENABLES US TO GET AN INCREDIBLE BOND RATING. WHILE THAT SITS IN THOSE ACCOUNTS, 50-18% IS REALLY NOT TO BE USED THROUGH OPERATIONS ON A DAILY BASIS. THAT HAS ENABLED THIS PARISH, AGAIN, TO GET BETTER RATES ON BORROWING MONEY, BUT ALSO WHEN IT COMES TIME TO IDA AND THOSE THINGS, WE HAVE THAT BUFFER. THESE CUTS ALTHOUGH I DON'T KNOW THAT I WOULD AGREE WITH SAYING THAT THEY WERE EXTREME, WE ELIMINATED ONE ROUTE AND CD5 THAT HAD VERY LOW RIDERSHIP AND WE CUT BACK TO THE CEMETERIES. THOSE WERE ESSENTIALLY REALLY THE MAJOR CUTS THAT WE'RE TALKING ABOUT HERE. WHEN YOU LOOK AT CD5 WITH BATTERY LOCAL, TRANSCONTINENTAL IS STILL BEING SERVICED BY THE E8 AND ALSO THE CAUSEWAY. PEOPLE WHO LIVE AND WORK AND GO TO SCHOOL WITHIN A MILE OF CORNERSTONE HAVE A HIGHER CANCER RISK FROM AIR TOXINS THAN 95 PERCENT OF EVERYONE IN AMERICA.
