AND AUTHORIZING THE JEFFERSON PARISH DEPARTMENT OF DRAINAGE TO PROVIDE SERVICES FOR THE REMOVAL OF DEBRIS RESULTING FROM HURRICANE IDA FROM CERTAIN STATE CLAIMED WATER BODIES AND LANDS ALONG BAYOU BARATARIA IN THE PARISH OF JEFFERSON COUNCIL DISTRICT ONE NOW.
AND BEFORE WE, UM, VOTE ON THAT, IS THERE ANY OBJECTION TO SUSPENDING THE RULES FOR, UH, THE KERNER TO SPEAK ON THIS TOPIC BRIEFLY? OH, ANY
[00:05:01]
I I WOULD SUGGEST ANY PUBLIC, UH, ANYBODY ELSE? YES.HEARING NONE SO ORDERED STATE REPRESENTATIVE KERNER AND MAYOR TIM KERNER.
YEAH, LET ME JUST SAY THAT, UM, LOOK, THIS HAS BEEN A LONG TIME COMING.
PEOPLE HAVE BEEN, UH, CAN YOU HEAR CAN WE TURN HIS MIC UP A LITTLE BIT PLEASE? THE PODIUM MIC.
WE'RE GETTING YOU MORE VOLUME.
WE HAD TO TURN DOWN FOR MR. AL
YEAH, I SAW HIM EARLIER TODAY AS A VETERAN.
I'LL JUST, OKAY, THAT'S A LITTLE BETTER.
IT'S BEEN A LONG TIME COMING, YOU KNOW, TO TALK ON THIS MIC.
YEAH, I'VE BEEN WAITING A LONG TIME.
NO, BUT A LOT OF PEOPLE HAVE BEEN, UH, HAVING PROBLEMS GETTING BACK AND GETTING BACK AND FORTH TO THEIR HOME BY BOAT AND A LOT OF 'EM, COMMERCIAL PEOPLE.
AND, AND SO I'M JUST GLAD IT'S FINALLY HAPPENING.
I KNOW MY, MY SON HAS WORKED ON IT A LONG TIME IN, IN, UM, IN THE COUNCIL HAS WORKED ON IT A LONG TIME.
AND, AND WE WERE ABLE TO HAVE A MEETING.
I KNOW RICKY HAD CALLED ME UP AND, AND, UM, SAID, COULD YOU SET UP A MEETING WHEN WE'RE GONNA TRY TO GET SOMETHING DONE TO TO PAY THE COST YOU? AND I SAID, OKAY, WHEN YOU WANNA DO IT? HE SAYS, CAN WE DO IT TOMORROW? I SAID, OKAY,
SO, BUT, BUT WE PULLED IT OFF, RICK, AND, AND, AND IT WORKED OUT PRETTY GOOD.
AND, AND, UH, YOU KNOW, IT, IT SHOULD BE A SITUATION WHERE IT DOESN'T COST TO PERISH ANYTHING.
AND, AND, AND, AND, AND WE'LL GET THE, HELP THE PEOPLE ON BY, BY YOU, BY TERRI IN, UH, IN, UM, JOE'S LANDING AND LITTLE CANALS AND ALSO, UH, GRAND HALL.
I KNOW RICKY AND, AND, AND, UH, THE, UM, UH, STEVE LEK HAD TALKED ABOUT, UH, GRA WL.
SO HOPEFULLY WE HELP ALL THREE OF 'EM.
I'M JUST HAPPY I PLAYED ANOTHER LITTLE PART IN IT.
AND WHATEVER I COULD DO, I'LL, I'LL STAND READY TO HELP YOU ANY WAY I CAN.
I JUST, I WANNA THANK EVERYBODY.
THIS IS OBVIOUSLY VERY IMPORTANT FOR, FOR A FEW REASONS.
UH, ONE, YOU KNOW, LA YOU HAVE A LOT OF PEOPLE THAT, THAT COME ALL OVER THE, THE COUNTRY TO COME FISH DOWN THERE AND COME ENJOY THE, THE, UH, REALLY THE SPORTSMAN'S PARADISE DOWN THERE.
AND IT REALLY CREATED A DANGEROUS SITUATION THAT, YOU KNOW, MOST FISHING AND HUNTING TAKES PLACE.
YOU'RE DRIVING THAT WHEN IT'S STILL DARK.
AND WITH ALL THAT TO BREATHE, IT'S JUST EXTREMELY DANGEROUS.
SO LOOK, LUCKILY, LUCKILY NOBODY WAS HURT.
IF YOU HAD A FEW MOTORS, THEY PROBABLY HAD TO GET REPLACED.
AND MOST IMPORTANTLY, UH, THE COMMERCIAL FISHERMEN, YOU KNOW, THEY'D TAKEN A HIT WITH IMPORTED SEAFOOD AND, UH, THE PRICES AND THE PRICE OF DIESEL, IT'S HAULING THEM TO MAKE A LIVING.
WELL, YOU HAD QUITE A BIT OF 'EM THAT WAS IN THESE CANALS THAT COULDN'T GET THAT BOAT OUT TO, TO START PUTTING, UH, START, GET TO WORK, START PUTTING FOOD ON THEIR FAMILY'S TABLES.
SO THIS WAS PREVENTING 'EM TO DO THAT FOR QUITE A WHILE.
SO LOOK, THEY'RE READY TO GET BACK TO WORK.
AND, YOU KNOW, EVERYBODY'S PHILOSOPHY IS HERE IS, UH, WHEN PEOPLE ARE READY TO GET BACK TO WORK, WE GOT, WE NEED TO MAKE SURE THEY CAN GET TO WORK.
IT COULDN'T BE MORE IMPORTANT FOR MY COMMUNITY AND FISHERMEN.
AND MAYOR, IF I CAN COMMENT, OKAY, ALL, ALL THIS IS TEAMWORK.
YOU KNOW, WE'VE ALL BEEN STRIVING AND WORKING TOGETHER TO MAKE THIS HAPPEN.
CO YOU KNOW, COUNCILMAN EDIT EDWARDS, I'LL SELF YOU, MAYOR KE UH, AND ALL OUR OTHER REPRESENTATIVES UP THERE IN BATON ROUGE.
UH, YOU KNOW, ONE OF THE IMPORTANT PARTS TO THIS IS THAT, AND WE ALL RECOGNIZE THAT, AND I'M GLAD THAT, YOU KNOW, WE'RE MOVING FORWARD, IS IT BECOMES A SAFETY FACTOR AS WELL.
BECAUSE SOMETIMES WE HAVE TO FIGHT FIRES OR RESCUE PEOPLE BY WATER DOWN THERE AND LA FEET AND ON THE BARARI SIDE.
AND THIS IS GONNA MAKE IT SAFER FOR US TO REPRESENT OUR CONSTITUENTS IN, IN, IN A RESCUE TYPE MANNER IF WE NEED TO.
CUZ AS SOON AS THAT BRIDGE GETS KNOCKED OUT, YOU KNOW VERY WELL THE ONLY WAY WE HAVE TO ACCESS EVACUATING SOMEONE A FIRE, IN A FIRE STRICTLY BY WATER.
AND RIGHT NOW, A LOT OF THIS PROHIBITS THAT.
YEAH, LOOK, AND THAT'S A REALLY GOOD POINT NOT TO MENTION.
AND, UH, YOU KNOW, WHEN DURING THESE STORMS WE'RE TRYING TO GET EVERYBODY TO COME OUT AND WORK, WE NEED BORDERS DOWN THERE TO CLEAR OUT, UH, CLEAR OUT THE DEBRIS AND GET TO PLACES THAT YOU CAN'T GET ON LAND.
SO THESE PEOPLE CAN GET THAT TAKE THEIR LIVES BACK COMING UP ON A HURRICANE SEASON.
UH, YOU KNOW, CAN YOU IMAGINE IF WE GOT HIT AND WE WERE UNABLE TO GET THE EQUIPMENT WE NEEDED TO, TO FIGHT THESE HURRICANES? AND, UH, SO THIS HELPS IN THAT TOO.
SO, THANKING, I ALSO WANTED TO THANK THE STATE, UH, THE REP AND THEN ALSO CASEY TINGLE AND THOSE GUYS, UH, THAT IT REALLY SHOWS TEAMWORK.
I KNOW THIS WAS A, A LONG TIME COMING FOR A LOT OF PEOPLE, BUT FROM THE VERY SMALL LOCAL GOVERNMENT, UH, ALL THE WAY TO THE PARISH, TO THE STATE WORKING TOGETHER.
LET ME JUST SAY THIS TO, AT THE MEETING THEY HAD, UH, COUNCIL, UH, AT LARGE RICKY TEMPLE IN, IN, UH, MR. UTE.
BUT I'VE TALKED TO MARION A COUPLE TIMES, SO IT, IT WOULD BE, UM, IT WOULD BE BAD FOR ME NOT TO MENTION COUNCIL EDWARDS TOO.
CAUSE HE, HE WAS WORKING ON IT TOO.
[00:10:01]
REPRESENTATIVE KERNER.AND I JUST WANNA SAY, I KNOW THERE WERE A LOT OF PEOPLE THAT WERE INVOLVED IN THIS, BUT YOU AND COUNCILMAN TEMPLE WERE AT THE FOREFRONT.
AND, YOU KNOW, THE POOR PEOPLE IN THE LAE ARIAN GRANDIAL EFFORT AREA HAVE SUFFERED A LONG TIME.
HOPEFULLY THIS WILL BEGIN THE PROCESS OF GIVING THEM SOME RELIEF.
I KNOW WE HAVE ONE MEMBER OF, OF OUR VOTING PUBLIC THAT LIVES IN BARARI THAT'S HERE WITH US TODAY.
MR. CAR ELLA, YOU'VE BEEN VERY PATIENT AS HAVE, HAVE MANY OF THE PEOPLE DOWN THERE.
PLEASE CARRY THE WORD BACK TO EVERYBODY DOWN THERE THAT HOPEFULLY THIS WILL GET THE BALL ROLLING AND GET THEM SOME RELIEF.
THANK Y'ALL FOR, FOR PUTTING UP WITH THE, WHAT YOU'VE HAD TO PUT UP WITH FOR ALL THIS TIME.
AND AGAIN, UH, BOTH THE KERNER, THANK YOU FOR ALL YOU DO DOWN THERE.
CAN I SAY ONE THING? SURE, SURE.
I'VE LIVED IN ARIA FOR OVER 20 YEARS, AND THAT LAST YEAR OR SO WITH THAT HURRICANE, I'VE, I'VE NEVER SEEN A TOWN GET GUT PUNCHED LIKE THIS.
I MEAN, IT'S, IT'S HEARTBREAKING.
AND YOU KNOW WHAT, WHAT HAD ME CONCERNED IS WITH ALL THE DEBRIS, LIKE WHEN WE GOT BACK AFTER THE STORM, JUST IMAGINE MUD AND FLO TOS AND JUST IT HELL ON EARTH.
AND IN THE MAIN WATERWAY, WE LIVE RIGHT ACROSS FROM GOOSE BAYOU.
WE WERE SITTING OUT THERE A COUPLE WEEKS AGO AND WE SEE THIS LITTLE FLATBOAT JUST RIDING ALONG, AND ALL OF A SUDDEN WE SEE THIS GIANT EXPLOSION AND HE HIT AN UNDERWATER OBSTRUCTION AND IT RIPPED THE WHOLE MOTOR OFF THE BACK OF HIS BOAT.
IT HOW THEY DIDN'T GET KILLED, IT'S A MIRACLE.
SO THAT'S WHEN I STARTED MAKING CALLS TO, UH, THANK EVERYONE.
BUT STEVIE'S TWO SITTING HERE, THE, THE KERNER, WELL, TIMMY, LITTLE TIMMY, AS I CALL HIM, DOESN'T EVEN REPRESENT BARATARIA.
AND I WAS YELLING AT HIM OR B******G, AND HE TOLD ME, HE SAID, YOU KNOW SOMETHING CARRIE, IT'S A TEAM EFFORT AND THAT THIS IS, THIS IS GONNA SAVE SOME LIVES, BELIEVE IT OR NOT.
AND IT'S GONNA, WE, WE KEEP GETTING GUT PUNCHED WITH THE INSURANCE AND EVERYTHING ELSE.
IT'S LIKE YOU'RE ALMOST READY TO GIVE UP, BUT WE'RE NOT GIVING UP.
AND SO WE, I KNOW THE WAY THE PEOPLE DOWN THERE ARE, I KNOW OUT DETERMINED THEY ARE.
AND I KNOW THEY WON'T GIVE UP.
THEY'LL, THEY'LL MAKE IT ALL THE WAY BACK.
WELL, ONE THING I'M GONNA ASK YOU, AS, AS ELECTED OFFICIALS, WHEN I WAS FIRST ELECTED A LIFETIME AGO IN HARAHAN, I WAS CHRISTENED WHERE WE LOST OUR ONLY WIN DIXIE.
AND AT THE TIME, THE WHOLE CITY BUDGET WAS ONLY LIKE ONE AND A HALF MILLION DOLLARS.
WELL, WHEN DIXIE SALES TAX WAS CLOSE TO 350, SO OVERNIGHT THERE WENT, OUR PLAYGROUND REVENUE GONE.
SO THE TOWN OF LAE, WHO'S ACROSS THE WATERWAY FROM US, THEY JUST GOT DELTA BLOAT THAT'S FAR WORSE THAN LOSING A WINN DIXIE.
AND WITHOUT A SCHOOL, THEY'RE GONNA HAVE A HARD TIME SURVIVING.
SO I'M GOING TO KENNEDY, I'M GOING TO EVERYONE TO BEND THE RULES AND GET THAT SCHOOL OPEN FOR THESE PEOPLE.
I, IF I'M TELLING YOU, WITHOUT THAT SCHOOL, I MEAN WE, WE GOTTA PULL TOGETHER.
I THINK WE ALL AGREE WITH THAT AND, AND I, I BELIEVE WE'RE ALL DEDICATED TO WORKING TOGETHER TO MAKE THAT HAPPEN.
WELL, JUST WANTED TO RELA AND REALLY THANK THESE TWO RIGHT HERE.
AND MARIAN EDWARDSON, EVERYONE, CAN I ANSWER? WE EXPECT AT LEAST TWO OR THREE TRIPS TO THE MIC, SO YOU'RE GOOD.
BUT WE'VE BEEN ON THAT, UH, ME AND MY SON HAS BEEN WORKING ON THAT, THAT SCHOOL ISSUE FROM DAY ONE.
AND, AND WE GOT, UM, KYLE RUCKER, ELLE RUCKER WITH, UH, BALLS IN, UH, UM, STRATERS AND CALLED OR WHATEVER THEY, WHATEVER IT IS THAT THEY'VE BEEN WORKING VERY HARD AND WE ACTUALLY, THEY'RE SETTING UP A MEETING IN WASHINGTON DC RIGHT NOW WITH ALL THE, UH, CONGRESSIONAL MEMBERS UP THERE AND, AND, UH, THAT IS ACTUALLY LOOKING GOOD MOVING FORWARD.
LOOK, AND I KNOW Y'ALL CAME TO A SPECIAL MEETING CUZ Y'ALL WANTED TO BE HERE A VERY LONG TIME.
SO I'M GONNA
AND I'M GONNA TAKE THE OPPORTUNITY JUST TO, JUST TO MAKE ONE LITTLE STATEMENT ABOUT IT.
UH, WHILE WE'RE HERE, YOU KNOW, THE SCHOOL, YOU GOTTA THINK OF IT, YOU KNOW, THE LONGEVITY OF LAE AND, UH, THE SURVIVAL OF LAE.
YOU DON'T HAVE A COMMUNITY WITHOUT, NOT ONLY LAET BAR TIRE, CROWNPOINT, LAUREL LAE.
YOU DON'T HAVE A COMMUNITY WITHOUT A SCHOOL, RIGHT? WHERE, YOU KNOW, YOU HEAR INSURANCE PRICES, YOU HEAR INFLATION.
HOW IS LA GONNA SURVIVE? HOW COULD SOMEBODY MAKE THAT CHOICE TO LIVE DOWN THERE? WELL, LOOK, IT'S, IT'S ONE OF THE ONLY A SCHOOLS IN THE PUBLIC SCHOOLS IN THE REGION.
IT'S ONE OF THE BEST SCHOOLS IN THE, THE REGION.
YOU HAVE TO GO TO THE NORTH SHORE OF BOGER IN, IN NORTHWEST, UH, LOUISIANA TO, TO FIND A SCHOOL THAT, THAT HAS THIS GRADE AND IT PERFORMS THE WAY IT DOES.
[00:15:01]
THIS AREA.AND YOU LOOK AT IT, YOU KNOW, IF YOUR INSURANCE GOES UP ABOUT FOUR TO $6,000 OTHER SCHOOL, YOU'RE NOT MAKING THAT FINANCIAL DECISION FOR YOUR FAMILY.
BUT WHEN YOU THINK ABOUT WHERE AM I GONNA LIVE, WHICH PARISH AM I GONNA LIVE IN? YOU, YOU, YOU BASE THAT DECISION ON FINANCES AND ON WHAT'S BEST FOR YOUR FAMILY.
SO IF YOU GO TO THIS PUBLIC SCHOOL THAT'S AN, A SCHOOL THAT'S GONNA GIVE YOU A PRIVATE SCHOOL EDUCATION, UM, YOU'RE WILLING TO, YOU'RE WILLING TO SPEND THAT EXTRA FOUR TO $6,000 BECAUSE YOU SAVE, UH, ABOUT 20 TO 30,000 FOR, FOR PRIVATE SCHOOLS.
AND THAT JUST GOES UP AS YOU, AS YOU HAVE, AS YOU HAVE MORE KIDS.
UH, SO, AND IF A LOT OF AREAS, LET'S BE HONEST, A LOT OF AREAS IN, UH, IN JEFFERSON PARISH, IN THE REGION, IN IN THE STATE, UM, THEY DON'T HAVE PUBLIC SCHOOLS THAT, THAT ARE, ARE PERFORMING AS GOOD AS THAT ONE.
SO, UM, SO PEOPLE ARE WILLING TO MAKE THE, THE SACRIFICE OF INSURANCE WHEN IT, WHEN THEY KNOW THEY COULD SAVE MONEY AND GO TO AN EXCELLENT SCHOOL FOR THEIR KIDS.
AND THAT'S WHY IT IS SO, SO IMPORTANT THAT WE, THAT WE ALL WORK TOGETHER TO PUSH ON FEMA AND THE FEDERAL GOVERNMENT TO GET THE SCHOOL BACK BECAUSE IT IS SOMETHING THAT WE NOT ONLY IN LAI, CROWNPOINT, BARARI IN LOWER LAIA BE SHOULD BE PROUD OF.
IT'S SOMETHING JEFFERSON PARISH SHOULD BE PROUD OF, THAT WE HOST ONE OF THOSE BEST PUBLIC SCHOOLS.
WE'RE LOSING PEOPLE TO NORTH SHORE, UH, YOU KNOW, REALLY FOR THE LAST DECADE.
AND, AND ONE OF THE REASONS BECAUSE OF SCHOOLS.
SO LET'S, LET'S MAKE SURE WE SECURE ONE OF OUR BEST PUBLIC SCHOOLS, IF NOT OUR VERY, THE, THE BEST PUBLIC SCHOOL IN THE REGION THAT WE CAN CALL OUR OWN.
UH, SO PLEASE JUST SAY, MAKE SOME CALLS AND, AND, AND WORK WITH US TO ACHIEVE THIS CUZ IT COULDN'T BE MORE IMPORTANT NOT ONLY TO LAE, BUT FOR ALL OF JEFFERSON PATS.
ANYONE ELSE I COULD COUNCILMAN? SURE.
UH, I JUST, I WANNA TAKE THE OPPORTUNITY.
CARRIE AND I HAVE TALKED ABOUT THIS, UH, AS I'M A QUAI NEIGHBOR OF, UH, OF CARRIE'S DOWN IN BARARI.
BUT, UM, I WANNA COMMEND THE KERNER AND ALL OF THE, JUST THE LAE BARARI COMMUNITY BECAUSE, YOU KNOW, WE SEE YOU GUYS WHEN YOU'RE COMING EXPRESSING NEED.
AND I DON'T KNOW THAT PEOPLE UNDERSTAND HOW MUCH THE LAE AND BARARI COMMUNITY TAKES INTO THEIR OWN HANDS AND TAKES ACTION TO PROTECT ITSELF AND TO PROTECT OURSELVES.
CUZ AS YOU KNOW, I'M, I'M ONE OF Y I'M ONE OF Y'ALL DOWN THERE.
WE HAVE A HOUSE DOWN THERE JUST YESTERDAY.
I MEAN, I TOURED EVERYTHING FROM BARARI BAY THROUGH BAY ROUND THROUGH, UH, THE PEN AND WHAT YOU SEE WE'RE TALKING TO CARRIE'S TALKING ABOUT SUBMERGED OBSTRUCTIONS.
IF YOU SAW THE NETWORK, AND I KNOW Y'ALL HAVE SEEN IT CUZ Y'ALL ARE PUTTING IT OUT THERE, THE PRIVATE CITIZENS THAT ARE PUTTING UP MAKESHIFT BUOYS TO, YOU KNOW, NOTIFY OF SUBMERGED, UH, SUBMERGED PILLARS, SUBMERGED PILINGS AND WHATNOT, AND OBSTRUCTIONS.
I MEAN, THEY'RE GOING TO GREAT LENGTHS DOING ANYTHING AND EVERYTHING THAT CAN BE DONE TO PROTECT THE, THE BOATING COMMUNITY, THE COMMERCIAL FISHERMEN AND WHATNOT.
UM, SO HOPEFULLY WE CAN GET WITH THE STATE AND THE FEDERAL GOVERNMENT WITH WHAT WE'RE DOING TODAY, GET THEM TO HOLD UP THERE IN A BARGAIN AND WORK AS HARD TO PROTECT THAT AREA AS YOU GUYS ARE WORKING FOR YOURSELF.
SO, BUT I WANNA COMMEND YOU GUYS FOR DOING THAT.
IS THERE ANY, UH, OBJECTION TO THE APPROVAL OF RESOLUTION THREE.
ITEM NUMBER THREE ON MOTION OF COUNCILMAN EDWARDS, SECONDED BY COUNCILMAN WALKER, HEARING NONE SO ORDERED.
ITEM NUMBER FOUR, PLEASE, MADAM CLERK OF RESOLUTION REQUESTING THE STATE OF LOUISIANA THROUGH THE GOVERNOR'S OFFICE OF HOMELAND SECURITY AND EMERGENCY PREPAREDNESS TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH THE PARISH OF JEFFERSON TO FUND THE 10% LOCAL COST CHAIR TO FEDERAL EMERGENCY MANAGEMENT AGENCY FUNDS ASSOCIATED WITH THE REMOVAL OF DEBRIS FROM CERTAIN STATE PLAIN WATER BODIES AND LANDS ALONG BA BARATARIA AND ADJACENT TO THE TOWN OF GRAND IS IN JEFFERSON PARISH, RESULTING FROM HURRICANE IDA WHERE SUCH DEBRIS REPRESENTS AN IMMEDIATE THREAT TO LIFE, PUBLIC HEALTH AND SAFETY AND OR ECONOMIC RECOVERY OF THE COMMUNITY AT LARGE.

ANY OBJECTION TO APPROVAL OF, UH, THAT ITEM NUMBER FIVE, ON MOTION OF COUNCILMAN EDWARD, SECONDED BY COUNCILMAN WALKER.
HEARING NONE SO ORDERED NOW, IS THERE ANYONE WHO WOULD LIKE TO APPEAR BEFORE THE COUNCIL ON SPECIAL SUBJECT MATTERS? ITEMS NOT APPEARING ON THE AGENDA.
ALL RIGHT, WITH THAT, IS THERE ANY MOTION? IS THERE ANY OBJECTION TO A MOTION BY ALL COUNCIL MEMBERS TO ADJOURN? HEARING NONE, WE ARE ADJOURNED.
