>> LET ME FIRST SAY THAT I'M PARTICULARLY HAPPY TO DO THIS BECAUSE JUDGE KELLER AND I HAVE BEEN FRIENDS FOR A VERY LONG TIME, AND SHE WAS MY OPPONENT WHEN I RAN FOR THE FIFTH CIRCUIT COURT OF APPEALS IN 1998.

I WAS SO PROUD OF THE CAMPAIGN THAT WE RAN BECAUSE THERE WAS NOT ONE NEGATIVE THINGS SAID BY EITHER ONE OF US AGAINST THE OTHER DURING THAT WHOLE CAMPAIGN.

IT WAS EVEN MORE UNUSUAL BECAUSE THE CAMPAIGNS BEHIND US HAD GOTTEN SO INCREDIBLY UGLY.

BUT WE REMAINED FRIENDS THROUGH THAT CAMPAIGN AND SINCE, AND I'M SO PROUD OF OF WHAT SHE'S DONE AS OUR JUVENILE COURT JUDGE HERE IN JEFFERSON PARISH.

THIS IS AN HONOR FOR ME TO DO THIS.

WHEREAS JUDGE ANN MARIE KELLER RECEIVED A BACHELOR'S DEGREE FROM MCNEIL STATE UNIVERSITY AND WENT ON TO ACHIEVE HER JURIS DOCTOR DEGREE AT TULANE UNIVERSITY SCHOOL OF LAW.

WHEREAS PRIOR TO BEING ELECTED JUDGE, JUDGE KELLER WORKED AS AN INDIGENT DEFENDER ATTORNEY REPRESENTING HUNDREDS OF ABUSED AND NEGLECTED CHILDREN, AS WELL AS DELINQUENT CHILDREN AND STATUS OFFENDERS ASSIGNED TO SECTION C OF JEFFERSON PARISH JUVENILE COURT BEGAN IN 1980.

WHEREAS JUDGE KELLER WAS ELECTED TO THE BENCH OF JEFFERSON PARISH JUVENILE COURT IN SECTION A IN 1986 AND TOOK THE OATH OF OFFICE ON SEPTEMBER 21, 1987, AND WHEREAS JUDGE KELLER WAS AWARDED THE ASSOCIATION OF WOMEN ATTORNEYS PROFESSIONALISM AWARD IN 1999, AND WAS ALSO THE PRESIDENT OF LOUISIANA COUNCIL OF JUVENILE AND FAMILY COURT JUDGES FROM 1997-1998.

WHEREAS AMONG HER MANY ACHIEVEMENTS AS JUDGE, JUDGE KELLER WILL BE MOST REMEMBERED AS STARTING THE FIRST JUVENILE DRUG COURT PROGRAM IN LOUISIANA AT JEFFERSON PARISH JUVENILE COURT IN 1998, AS WELL AS RECEIVING THE DRUG COURT AWARD FOR HER DEDICATED SERVICE IN 2002, AND THE LOUISIANA ASSOCIATION OF DRUG COURT PROFESSIONALS 7TH ANNUAL ALTON JAKE HADLEY AWARD IN 2007.

WHEREAS JUDGE KELLER WAS ALSO AWARDED THE OUTSTANDING JUDICIAL AWARD FROM THE VICTIMS AND CITIZENS AGAINST CRIME INCORPORATED IN 2004, AND SERVED AS PRESIDENT OF THE FIFTH CIRCUIT JUDGES ASSOCIATION FROM 2005-2006.

WHEREAS JUDGE KELLER IS RECOGNIZED FOR THE SIGNIFICANT DIFFERENCE SHE HAS MADE IN THE LIVES OF THE FAMILIES WHO HAVE PARTICIPATED IN THE JUVENILE JUSTICE SYSTEM, AND AS A RESULT OF THIS ACCOMPLISHMENTS, SHE HAS BEEN A POSITIVE INFLUENCE ON COUNTLESS CHILDREN AND FAMILIES IN JEFFERSON PARISH.

WHEREAS ON MAY 9, 2023, JUDGE KELLER WILL RETIRE FROM A TRULY IMPRESSIVE AND REMARKABLE CAREER OF 36 YEARS AS THE JUDGE OF SECTION A OF JEFFERSON PARISH JUVENILE COURT.

WHEREAS THIS COUNCIL WISHES TO HONOR AND THANK JUDGE ANN MARIE KELLER FOR HER OUTSTANDING DEDICATION AND CONTRIBUTIONS TO THE PARISH OF JEFFERSON JUVENILE COURT AND JUVENILE JUSTICE SYSTEM, AND TO THE INCALCULABLE LIVES SHE HAS SO POSITIVELY IMPACTED.

NOW, THEREFORE, THE JEFFERSON PARISH COUNCIL OF JEFFERSON PARISH, LOUISIANA HEREBY THANKS JUDGE ANN MARIE KELLER FOR HER 36 YEARS OF SERVICE AS A JUDGE OF SECTION A OF THE JEFFERSON PARISH JUVENILE COURT SIGNED BY PRAYERS, PRESIDENT, AND ALL OF THE COUNCIL MEMBERS, CONGRATULATIONS TO YOU, THIS COULD NOT BE MORE DESERVED. BUT MOST OF ALL, ALL OF THE HEALTH THAT THE COUNCIL HAS ALWAYS GIVEN JEFFERSON PARISH JUVENILE COURT WHEN WE'VE ASKED, YOU'VE ALWAYS BEEN THERE, I LOVE MARIONETTE, ONE OF THE BEST THING THAT EVER HAPPENED TO ME WAS WHEN I LOST TO HIM BECAUSE I GOT TO STAY IN JUVENILE COURT, AND THAT'S WHERE MY HEART HAS ALWAYS BEEN.

WHEREAS LOCATED IN THE HEART OF GRETNA, IT QUICKLY BECAME A LOCAL FAVORITE, KNOWN FOR ITS AUTHENTIC ITALIAN CUISINE AND A WARM WELCOMING ATMOSPHERE.

WHEREAS TONY AND GRACE RAN THE RESTAURANT IN THE EARLY DAYS WITH THEIR THREE CHILDREN, KIMBERLY, COLETTE, AND KERRY, BUILDING UP A LOYAL CUSTOMER BASE AND EARNING AN OUTSTANDING REPUTATION FOR EXQUISITE ITALIAN CUISINE.

WHEREAS THE MANDINA'S ARE ALWAYS KNOWN FOR THEIR HOSPITALITY AND FOR TREATING EVERYONE WHO CAME THROUGH THE DOORS LIKE FAMILY.

WHEREAS IN 2014, COLETTE CREATED TONY MANDINA'S RED GRAVY, WHICH IS THEIR FAMOUS PASTA SAUCE THAT WAS BROUGHT TO NEW ORLEANS FROM THE BREATHTAKING HILLS OF SALAPARUTA, SICILY BY MAW MAW MANDINA IN THE LATE 1800S.

WHEREAS IT HAS BEEN PROUDLY SERVED IN THE RESTAURANT FOR OVER 40 YEARS.

WHEREAS ALONG WITH MANUFACTURING AND DISTRIBUTING THE POPULAR GROCERY ITEM COLETTE ALSO OPERATES AN IMPORTANT BUSINESS SPECIALIZING IN SICILIAN WINES AND OLIVE OIL.

WHEREAS IN 2020, COLETTE AND HER DAUGHTER LINDSEY PURCHASED TONY MANDINA'S RESTAURANTS FROM TONY AND GRACE.

WHEREAS IN 2021, COLETTE PUBLISHED THEIR COOKING TONY MANDINA'S KITCHEN, WHERE SHE TAKES YOU ALONG ON AN AMAZING JOURNEY FROM GRETNA TO SELL UP SALAPARUTA AND SICILY AS SHE SHARES HER FAMILY'S HERITAGE THROUGH RECIPES THAT CAN BE TRACED BACK FIVE GENERATIONS TO THAT SICILIAN HOME PLACE.

WHEREAS THE RESTAURANT CONTINUES TO FLOURISH UNDER THEIR LEADERSHIP, EARNING NUMEROUS AWARDS AND ACCOLADES OVER THE YEARS, MOST RECENTLY BEING SELECTED BY THE US SMALL BUSINESS ASSOCIATION,

THERE ARE NINE FULL-TIME AND TWO PART-TIME OPENINGS.

LCMC HEALTH HAS IMPLEMENTED NEW RETENTION MEASURES IN THE PAST YEAR, INCLUDING A SYSTEM-WIDE PAY ADJUSTMENT FOR FIELD EMTS AND PARAMEDICS.

ADDITIONALLY, WE REMAIN HIGHLY COMPETITIVE WITH EXPERIENCE AND SHIFT DIFFERENTIAL PAY FOR EMPLOYEES.

WE HAVE DECREASED RESPONSE TIME APPROXIMATELY A MINUTE 25 SECONDS FROM QUARTER 4 OF LAST YEAR TO QUARTER 1 OF 2023.

WE ARE COMMITTED TO UPDATING OUR FLEET TO ADDRESS MAINTENANCE ISSUES AND ENSURE BEST-IN-CLASS AND EQUIPMENT.

FOR NEW AMBULANCE WERE RECENTLY DELIVERED TO THE EAST JEFFERSON EMS AND TO WEST JEFFERSON FOR A TOTAL CURRENT FLEET OF 23 AMBULANCES.

WE WILL CONTINUE WITH CAPITAL REPLACEMENT TO KEEP OUR FLEET MODERATE AND STAFF WELL-EQUIPPED MOVING FORWARD.

OBVIOUSLY, THERE ARE ISSUES WITH CHASSIS AND SUPPLY CHAIN, BUT WE FEEL LIKE THAT'S IMPROVING AND WE DO FEEL LIKE BY THE END OF THE YEAR, WE'LL HAVE MOST, IF NOT ALL OF THOSE TRUCKS WILL HAVE PARAMEDIC SUVS, WHICH ARE THAI HOSE OR EXPLORERS, WITH A PARAMEDIC SUPERVISOR TABLE TO RESPOND TO CALLS AS WELL.

THEN THE OTHER EQUIPMENT THAT IT TAKES, THE STRETCHERS, THE POWER LOAD SYSTEMS, THE MONITOR DEFIBRILLATORS ALL OF THAT IS MOVING FORWARD FOR THIS YEAR FOR NOW.

IN ADDITION, WE'RE LOOKING AT THE YEARS AHEAD TO HAVE THAT CAPITAL REPLACEMENT TO WHERE WE'RE CONTINUOUSLY IMPROVING OUR EQUIPMENT AND REPLACING THE STUFF THAT JUST NEEDS TO GO OUT OF SERVICE.

WE WANT TO TAKE THE TIME TO CONGRATULATE OUR WATER DEPARTMENT.

YOU WILL RECALL WE WERE ALL VERY CONCERNED WHEN WE RECEIVED A D GRADE ON THE WESTBANK.

MUCH OF THAT POINTS AT THAT TIME WHERE FROM IDA DAMAGE THAT WE WERE IN THE MIDST OF REPAIRING.

THE WATER DEPARTMENT HAS WORKED DILIGENTLY AS THEY WOULD HAVE ANYWAY TO GET THOSE UP TO SPEED.

SEVERAL ROUTES ARE CURRENTLY EXTREMELY UNDER-USED.

FOR EXAMPLE, THE E6 METAIRIE LOCAL SERVES 1.6 PASSENGERS PER HOUR AT A COST OF $460,000 PER YEAR.

THIS MOVES US FORWARD IN OUR FAIR MEDIA, WHICH IS ACCESSIBLE TO ALL PEOPLE, AND THIS IS THE FIRST TIME IN HISTORY THAT RTA AND JP TRANSIT HAVE EVER COLLABORATED ON A FAIR MEDIA PLATFORM.

THROUGH A REGIONAL COLLABORATION WITH THE RTA, JEFFERSON PARISH TRANSIT WILL NOW BE ABLE TO SELL AND CREATE NEW FAIR MEDIA FOR ITS RIDERS.

THE NEW LE PASS APP ALLOWS USERS TO LIVE-TRACK RTA BUSES, AS WELL AS OUR BUSES IN JEFFERSON PARISH.

IT PROVIDES RIDERS WITH A MORE EFFICIENT AND SEAMLESS TRANSIT EXPERIENCE, TRIP PLANNER, MOBILE PAYMENT IN REAL-TIME INFORMATION, ALL FROM THAT ONE APP.

OUR WILTY BUS TERMINAL HAS COMPLETED ITS AMERICAN WITH DISABILITY ACT CONSTRUCTION PROJECT.

THIS PROJECT IS THE FIRST OF ITS KIND IN THE REGION.

THE PURPOSE OF THIS WAS TO UPGRADE, IMPROVE ACCESS TO THE NO-VISION AND LOW-VISION IMPAIRED COMMUNITY.

TRANSIT NEEDS TO INCLUDE ALL PEOPLE, AND THIS ENDEAVOR ENABLES ANOTHER PERCENTAGE OF OUR COMMUNITY TO GAIN INDEPENDENCE THROUGH THEIR PUBLIC TRANSIT SYSTEM.

ADDITIONALLY, PUSH-TO-TALK STANDING OUTDOOR KIOSK WILL BE INSTALLED AT BOTH THE WILTY AND WALKERTOWN TERMINALS, AND GRETNA, AND MARRERO.

THE FIRST WEEK OF JUNE, THE KIOSKS ARE DESIGNED TO PROVIDE NEXT TIME BUS ARRIVALS AND DEPARTURE TIME TO OUR LANGUAGE, ENGLISH PROFICIENCY COMMUNITY, NON-VISION IMPAIRED COMMUNITY, LOW-VISION IMPAIRED COMMUNITY, AND HISPANIC-SPEAKING COMMUNITY WITH THESE PUSH-TO-TALK STANDING KIOSKS.

BUT WHAT HAS NEVER BEEN SHOWN IS THAT SOMEHOW THE VACANCIES THAT WE HAVE ARE THE RESULT OF THE PAY IN THOSE POSITIONS.

IN ADDITION, I JUST WANT TO BE CLEAR, I DON'T BELIEVE WE'RE SHORTING SERVICES TO CONSTITUENTS AT ALL.

ALL SERVICES HAVE BEEN PROVIDED.

WE DID HAVE AN ISSUE IN THE WATER DEPARTMENT HAD TO DO WITH METER READERS.

IF YOU TALK TO MANY OF THE DIRECTORS, PEOPLE ARE LEAVING OUR PARISH FOR HIGHER PAYING GOVERNMENT JOBS IN OTHER PLACES.

OR IN SOME CASES THEY GET A FAST FOOD JOB THAT PAYS MORE THAN THEY'RE GETTING BECAUSE PLACES LIKE CANES ARE PAYING $18 AN HOUR.

ENVIRONMENTAL SCIENTISTS HAVE REVIEWED APF'S APPLICATION, AND ONE OF THEM SAID, TELL THE COUNCIL TO DRIVE PAST CF INDUSTRIES IN MOSAIC FAUSTINA.

THEY'RE BOTH FERTILIZER PLANTS AND THEY BOTH REEK OF AMMONIA AND OTHER TOXIC POLLUTANTS.

YOU GET A GREAT VIEW AND SMELL AS YOU'RE COMING OVER THE SUNSHINE BRIDGE TOWARDS MOSAIC.

NO REASONABLE PERSON COULD DRIVE BY A FERTILIZER PLANT AND THINK IT'S GOOD FOR THEIR COMMUNITY.
