I'LL READ THE PROCLAMATION TO YOU AND THEN GIVE NANCY TIME TO INTRODUCE HER TEAM. WHEREAS THE TERM VICTIM IS MORE THAN JUST A LABEL AND HAS LEGAL STANDING AND PROTECTIONS THAT GO ALONG WITH IT. THE CRIMES VICTIMS RIGHTS ACT PASSED IN LOUISIANA IN 1985 GUARANTEES VICTIMS THE RIGHT TO MEANINGFULLY PARTICIPATE AND USE THEIR VOICE IN THE CRIMINAL JUSTICE PROCESS. VICTIM SERVICE PROVIDERS, ADVOCATES, LAW ENFORCEMENT OFFICERS, ATTORNEYS, AND OTHER ALLIED PROFESSIONALS CAN HELP SURVIVORS FIND THEIR JUSTICE BY ENFORCING THESE RIGHTS. THE RIGHT TO PROVIDE AN IMPACT STATEMENT ENSURES THAT VICTIMS' VOICES ARE CONSIDERED IN COURT DURING THE SENTENCING AND WHEN APPLICABLE, RESTITUTION PROCESSES. INCLUDING AND ELEVATING THE VOICES OF SURVIVORS MAKE CERTAIN THEY ARE HEARD AND SEEN AND CREATES AN OATH TO FORGING AND SUSTAINING COMMUNITY TRUST. WHEREAS ENGAGING SURVIVORS CREATES RESPONSES AND SERVICES THAT ARE CREDIBLE, MEANINGFUL, AND CENTERED ON INDIVIDUAL NEEDS. SURVIVORS' EXPERIENCES CAN SERVE AS A CATALYST FOR IMPLEMENTING INNOVATIVE PROGRAMS, SHIFTING EXISTING PROGRAMS IN NEW DIRECTION, AND CHANGING POLICIES OR PRACTICES THAT PREVENT SURVIVORS FROM ACCESSING SERVICES OR PURSUING JUSTICE. IN 1994 WHEN PRESIDENT REAGAN SIGNED THE VICTIMS OF CRIME ACT, HE DESIGNATED ONE WEEK EVERY YEAR IN APRIL FOR VICTIMS OF CRIMES TO RECOGNIZE THE TREMENDOUS PROGRESS MADE ON BEHALF OF CRIME VICTIMS. EVERY YEAR WE DO THINGS TO HONOR THE TREMENDOUS PROGRESS MADE. YOU WILL SEE US OUT IN THE ATRIUM WITH INFORMATION AND A WEALTH OF SERVICES AVAILABLE FOR VICTIMS OF CRIME. EVERY DAY WE WORK TO HONOR THE RIGHTS AND MAKE VICTIMS KNOW WHAT RIGHTS THEY HAVE. BECAUSE THE GOAL OF VICTIMS' RIGHTS IS TO MAKE SURE THAT VICTIMS HAVE JUST THE SAME AMOUNT OF RIGHTS THAT DEFENDANTS DO. A LOT OF PEOPLE DON'T KNOW THAT VICTIMS HAVE RIGHTS. WE ENSURE THAT VICTIMS ARE AWARE THAT THEY HAVE THE SAME AMOUNT OF RIGHTS. THAT WAS THE LEGISLATIVE INTENT. I ALSO LIKE TO SAY THAT WE STRIVE EVERY DAY TO MAKE SURE THAT VICTIMS AND WITNESSES FEEL SERENITY, COURAGE, AND WISDOM. THAT'S WHAT WE TRY TO DO. WE HOPE THAT THEY HAVE SERENITY IN THE VICTIMIZATION THAT THEY FEEL, THAT THEY FIND SOME SENSE OF PEACE, COURAGE, AND ENCOURAGEMENT, AND WE EMPOWER THEM. WE LOST A LONG-TIME EMPLOYEE THIS PAST WEEK. ROB JOHNSON LOST HIS BATTLE WITH ABDOMINAL CANCER. I KNOW MANY OF YOU WORKED WITH HIM. THAT HAPPENED ON APRIL 6, 2023. HE WAS 70 YEARS OLD. THIS WAS QUICK FOR US. WE'RE STILL DEALING WITH THIS LOSS. HE WORKED FOR JEFFERSON PARISH IN TOTAL FOR 37 YEARS. HE STARTED WITH THE COMMUNITY DEVELOPMENT IN 1981 AS AN ECONOMIC DEVELOPMENT PLANNER AND THEN HE WORKED FOR THAT DEPARTMENT UNTIL 1988. THEN ROB ACTUALLY MOVED TO TEXAS AND OHIO FOR SEVERAL YEARS, BUT HE CAME BACK TO JEFFERSON PARISH IN THE PLANNING DEPARTMENT IN '93. HE REMAINED THERE UNTIL HIS DEATH ON APRIL 6TH. HE WAS A SENIOR MEMBER OF OUR PLANNING STAFF. HE WAS A VALUABLE ASSET, HE TRAINED NEW EMPLOYEES ON ARCHIVAL RECORDS ON SO MUCH OF HIS KNOWLEDGE.
