>> WE'D LIKE TO START BY HONORING A LOCAL JEFFERSON PARISH RESIDENT WHO HAS HAD AN INCREDIBLE IMPACT ON THE YOUTH IN THE GREATER NEW ORLEANS AREA.

FROM HIS ROOTS IN THE CITY OF KENNER TO EXTENDING IT TO BEN FRANKLIN HIGH SCHOOL AND ACTUALLY RUNNING ONE OF THE MOST SUCCESSFUL SOCCER PROGRAMS THAT EXIST IN JEFFERSON PARISH RIGHT NOW.

MR. JOSE FERRAND, WHO RECENTLY RETIRED AS THE HEAD SOCCER COACH AT BEN FRANKLIN HIGH SCHOOL AND WE'RE GOING TO READ SOME OF HIS ACCOMPLISHMENTS.

COACH FERRAND, WOULD YOU COME FORWARD, PLEASE? A PROCLAMATION CONGRATULATING JOSE FERRAND ON HIS RETIREMENT AS SOCCER DIRECTOR AND HEAD COACH OF THE GIRLS AND BOYS SOCCER TEAMS AT BEN FRANKLIN HIGH SCHOOL AND RECOGNIZING JOSE ON LEADING THEM TO A COMBINED FIVE STATE CHAMPIONSHIPS AND FOUR RUNNER-UP FINISHES.

MR. JOSE FERRAND A COUNTER-NARRATIVE, HAS COACHED SOCCER FOR THE PAST 25 YEARS.

HE HAS COACHED THE BEN FRANKLIN GIRLS SOCCER TEAM FOR 13 SEASONS AND THE BOYS SOCCER TEAM FOR 10 SEASONS.

WHICH IS REALLY UNPARALLELED TO SEE SOMEONE COACHING BOTH THE GIRL'S AND BOYS' PROGRAMS AT SUCH A LARGE SCHOOL.

WHEREAS DURING HIS TENURE AT BEN FRANKLIN HIGH SCHOOL AND IN HIS ROLE AS HEAD COACH, COACH FERRAND LED THE GIRL'S SOCCER TEAM TO FORCE STATE CHAMPIONSHIPS WITH ONE RUNNER-UP FINISH, AND THE BOY'S SOCCER TEAM TO ONE STATE CHAMPIONSHIP AND THREE RUNNER-UP FINISHES.

WHEREAS COACH FERRAND MADE HISTORY IN 2014 BY LEADING BEN FRANKLIN HIGH SCHOOL TO BOTH STATE TITLES, BECOMING THE FIRST COACH IN HISTORY TO WIN BOTH THE GIRLS AND BOYS STATE TITLE IN THE SAME SEASON.

WHEREAS COACH FERRAND WILL CONTINUE TO COACH AT THE JEFFERSON PARISH SOCCER ACADEMY.

THE ACADEMY WAS STARTED FOUR YEARS AGO, HAS BETWEEN 280 AND 300 PLAYERS BETWEEN THE AGES OF THREE AND 17.

WHEREAS COACH FERRAND GRADUATED FROM JOHN CURTIS CHRISTIAN SCHOOL IN THE CLASS OF 94 AND WAS A FORMER KICKER AND PARTNER FOR THAT FOOTBALL TEAM.

WHEREAS MANY STUDENT-ATHLETES UNDER THE TUTELAGE OF COACH FERRAND WERE TAUGHT TO MEASURE THEIR SUCCESS FROM FRIENDSHIPS MADE, LESSONS LEARNED, AND MATURITY, NOT STATISTICS.

AS A RESULT OF THEIR EFFORTS, THEY LEARN THAT SELFLESS COMMITMENT TO A TEAM PRODUCED DEDICATION AND PERSONAL BETTERMENT.

NOW THEREFORE, THE JEFFERSON PARISH COUNCIL HEREBY CONGRATULATES COACH FERRAND ON HIS RETIREMENT AS SOCCER DIRECTOR AND HEAD SOCCER COACH OF BEN FRANKLIN HIGH SCHOOL GIRLS AND BOYS SOCCER TEAMS, AND WISHES HIM THE BEST AS HE CONTINUES AS THE COACHING DIRECTOR FOR THE JEFFERSON PARISH SOCCER ACADEMY AND IN ALL HIS FUTURE ENDEAVORS.

AS EVERYONE IN THIS ROOM CERTAINLY KNOWS, ONE OF THE BIGGEST PROJECTS IN RECREATION THAT WE'VE HAD IN THE LAST SEVERAL YEARS, AND EVEN MORE THAN SEVERAL YEARS, HAS BEEN THE BUILDING OF THE FIRST ARTIFICIAL TURF SOCCER FACILITY IN THE GREATER NEW ORLEANS AREA AND WE ARE IN JEFFERSON PARISH, ARE SUPER PROUD OF OUR RECREATION DEPARTMENT AND OUR FACILITIES AS BEING STATE-OF-THE-ART AND QUITE OFTEN WE SIT IN THIS BUILDING AND SELF-PROCLAIMED OUR OWN EXCELLENCE.

WE TALK ABOUT HOW WE KNOW WE HAVE THE BEST FACILITIES AROUND.

WELL, WE'RE HERE TODAY TO COMMEND ONE OF THE CONTRACTORS.

THE ENGINEERS WHO'S DONE HAS THEIR FINGERPRINTS OR FOOTPRINT, WHATEVER YOU WANT TO SAY ON BASICALLY EVERY RECREATION FACILITY IN THE PARISH.

BUT WE NOW FOR THE FIRST TIME HAVE A RECOGNITION FROM A NATIONAL ORGANIZATION THAT RECOGNIZED THAT LAFRENIERE SOCCER COMPLEX AS THE TOP FACILITY, TOP RECREATION CONSTRUCTION PROJECT IN THE NATION FOR THE YEAR 2022 SO WE HAVE A NATIONAL RECOGNITION THAT ABSOLUTELY STATES, BUT WE ALL KNOW AND BELIEVE, WHICH IS WHAT WE HAVE IS THE BEST.

BUT WE DESIGNED, WE BUILT AND WE IMPLEMENTED THE BEST IN THE NATION AND SO RICK MEYER, WHO AGAIN, THEIR WORK AND HIS FATHER.

THIS IS NOW SECOND GENERATION GOING ON IN THE THIRD GENERATION, WHAT THEY'VE DONE IN PARISH RECREATION HAS BEEN NOTHING SHORT OF AMAZING BUT WE WANT TO GIVE A PROCLAMATION TODAY TO MONITOR ENGINEERING, TO THANK THEM FOR MAKING OUR PARISH LOOK GOOD AND FOR HELPING US CONTINUE OUR PATTERN OF EXCELLENCE IN RECREATION.

A PROCLAMATION RECOGNIZING AND COMMENDING RICK MEYER AND MEYER ENGINEERING FOR THEIR SIGNIFICANT ROLE AS DESIGN AND CONSULTING ENGINEER FOR THE LAFRENIERE PARKS SOCCER COMPLEX, WHICH WAS RECOGNIZED BY THE AMERICAN SPORTS BUILDERS ASSOCIATION AS THE 2022 DISTINGUISHED MULTI-FIELD FACILITY OF THE YEAR.

WHEREAS THE AMERICAN SPORTS BUILDERS ASSOCIATION, A NATIONAL ORGANIZATION FOR BUILDERS AND SUPPLIERS OF MATERIALS FOR ATHLETIC FACILITIES, NAMED FIELDS SEVEN AND EIGHT AT LAFRENIERE PARK, THE 2022 DISTINGUISHED MULTI-FIELD FACILITY OF THE YEAR.

WHEREAS THESE AWARDS ARE PRESENTED EACH YEAR TO FACILITIES BUILT OR DESIGNED BY THE AMERICAN SPORTS BUILDERS ASSOCIATION MEMBERS THAT DISPLAY EXCELLENCE IN SPORTS FACILITY CONSTRUCTION AND WHEREAS MEYER ENGINEERING WAS THE DESIGN AND CONSULTING ENGINEER FOR THIS STATE-OF-THE-ART TURF FIELD.

WHEREAS THIS UNIQUE FIELD IN JEFFERSON PARISH IS LOCATED IN LAFRENIERE PARK, THE JEWEL OF JEFFERSON PARISH, IN WHICH GRASS SOFTBALL FIELDS, AND USING THE TERM SOFTBALL FIELD IS PROBABLY A LITTLE BIT LOOSE CANDIDLY, WERE CONVERTED TO TWO FIFA-CERTIFIED SYNTHETIC TURF FIELDS AS PART OF THE LAFRENIERE PARKS SOCCER COMPLEX, THE FIRST TURF FACILITY IN THE GREATER NEW ORLEANS AREA.

WHEREAS THIS THREE MILLION DOLLAR PROJECT, A PUBLIC-PRIVATE PARTNERSHIP BETWEEN JEFFERSON PARISH AND THE LOUISIANA FIRE SOCCER CLUB, WHICH FEATURES LIGHTS, THEN ELIMINATE THE FIELDS FOR ADDED NIGHT GAME AVAILABILITY AND PROVIDES A VENUE FOR SOCCER TRAINING, SCRIMMAGES, AND GAMES, AS WELL AS TOURNAMENTS WHICH WILL BRING IN TAX DOLLARS FOR THE PARISH OF JEFFERSON, ATTRACTING OUT-OF-STATE TEAMS TO PARTICIPATE IN TOURNAMENTS HELD ON THESE NEW TURF FIELDS.

AT THIS POINT, I DO WANT TO ALSO SAY WHAT THIS HAS DONE FOR US IS OUR PARTNERSHIPS AT THAT COMPLEX GO WELL BEYOND JUST THE LAFRENIERE SOCCER USAGE, KENNER DISCOVERY, FOR EXAMPLE, PARTNERED WITH THE PARISH AND THAT IS THEIR HOME FIELD.

I WAS ABLE TO BE THERE AS KENNER DISCOVERY, A NEW PUBLIC SCHOOL IN JEFFERSON PARISH HOSTED THEIR FIRST HOME SOCCER PLAYOFF GAME THERE ON THIS TURF FACILITY SO WHAT WE'VE DONE IS SERVING KIDS ALL ACROSS THIS PARISH IN A STATE-OF-THE-ART COMPLEX.

WHEREAS THE RESIDENTS OF JEFFERSON PARISH ARE THE REAL WINNERS WHO BENEFIT FROM THESE EXCEPTIONAL FACILITIES WHICH CONTINUE TO GREATLY ENHANCE THE QUALITY OF LIFE OF JEFFERSON PARISH RESIDENTS AND WHEREAS MEYER ENGINEERING HAS BEEN PARAMOUNT TO THE DESIGN AND PLAN OF RECREATIONAL FACILITIES THROUGHOUT JEFFERSON PARISH SINCE THE INCEPTION OF THE JEFFERSON PARISH PARKS AND RECREATION PROGRAM.

WHEREAS THEIR WORK FOR OUR COMMUNITY HAS ENHANCED THE QUALITY OF LIFE OF RESIDENTS THROUGHOUT JEFFERSON PARISH.

NOW, THEREFORE, THE JEFFERSON PARISH COUNCIL DOES HEREBY RECOGNIZE AND COMMEND RICK MEYER AND MEYER ENGINEERING FOR THEIR SIGNIFICANT ROLE IN THE DESIGN OF THE LAFRENIERE PARK SOCCER COMPLEX, WHICH WAS RECOGNIZED BY THE AMERICAN SPORTS BUILDERS ASSOCIATION AS THE 2022 DISTINGUISHED MULTI-FIELD FACILITY THE YEAR.

THIS IS ALSO A PUBLIC PRIVATE PARTNERSHIP.

A MILLION DOLLARS FOR THIS PROJECT CAME FROM A PRIVATE ORGANIZATION TO TEAM UP AND MAKE SURE WE HAD A STATE-OF-THE-ART FACILITY.

IT WAS A GOOD TEAM EFFORT FROM THE ADMINISTRATION, THE PARISH AND PRIVATE INDUSTRY, AND AN EXCELLENT ENGINEER.

IT'S A REALLY INCREDIBLE PROGRAM THAT WE DID.

THIS YEAR OUR DEPARTMENT OF ECOSYSTEM AND COASTAL MANAGEMENT, LED BY MICHELLE GONZALES HERE, COLLECTED APPROXIMATELY 5,000 CHRISTMAS TREES FROM JEFFERSON PARISH, FROM RESIDENTS AND BUSINESSES.

THIS YEAR WAS SOMETHING NEW.

WE REACHED OUT TO THE CHRISTMAS TREE FARMS AND GOT THEIR EXTRA INVENTORY.

WE ALSO WANT TO THANK HOME DEPOT, LOWES, AV TREE FARMS, AND THE BIG U TREE FARM TO COLLECT THAT EXTRA INVENTORY.

SINCE THE INCEPTION OF THIS PROGRAM IN THE EARLY '90S, ABOUT 15,500 LINEAR FEET, NEARLY THREE MILES OF SHORELINE PROTECTION HAS BEEN CREATED, PROVIDING PROTECTION TO MORE THAN 100 ACRES OF WETLAND HABITAT.

OF COURSE, BOATS ARE ONE OF OUR GREATEST NEEDS DURING THIS EVENT, IT WOULD NOT BE POSSIBLE WITHOUT THE ASSISTANCE OF THE FIRE DEPARTMENTS, SURVEY FIRMS AND RESIDENTS WHO LEND THEIR PERSONAL VESSELS.

BUT A SPECIAL THANK YOU BECAUSE IF YOU'VE EVER BEEN OUT THERE AND I GO OUT THERE EVERY YEAR, IT HAS A LOT OF HARD WORK.

HE WENT THERE HUNTING AND UNFORTUNATELY, HE DIDN'T REALIZE IT WAS UNDER SOMEONE'S LEASE.

NOT ONLY WAS DARROW COMMITTED TO PROVIDING UNRELENTING SERVICE TO JEFFERSON PARISH COMMUNITY.

THE GREEN INFRASTRUCTURE PLAN IS PART OF JEFFERSON PARISH'S CONTINUING EFFORTS TO MANAGE STORM WATER AS A MORE RESILIENT COMMUNITY.

THE GREEN INFRASTRUCTURE PLAN IS A PRODUCT OF THE WORK OF THE JEFFERSON PARISH STORM WATER MANAGEMENT ADVISORY COMMITTEE, WHICH WAS CREATED IN 2016.

THIS COMMITTEE STARTED TO PUSH FOR THIS PLAN.

IT IS A RESULT OF RESEARCH, INTERNATIONAL BEST PRACTICES, DATA COLLECTION, AND LOCAL SURVEYS, AND A THOROUGH REVIEW OF PARISH REGULATIONS.

IN ORDER TO DO SO, OF COURSE, THIS TRIGGERS AN AMENDMENT TO CHAPTER 25 OF THE CODE OF ORDINANCES AND REQUIRES LEGISLATIVE APPROVAL FROM THIS COUNCIL.

IT IS IMPORTANT TO NOTE THAT THIS PLAN IS SIMPLY A PLAN.

NO CHANGES TO THE DEVELOPMENT REGULATIONS IN CHAPTER 33, THE UNIFIED DEVELOPMENT CODE, OR CHAPTER 40, THE ZONING CODE FOR JEFFERSON PARISH ARE BEING PROPOSED IN THIS PLAN OR AT THIS TIME.

IT SUPPORTS GOALS ADVANCING GREEN INFRASTRUCTURE AND LOW IMPACT DEVELOPMENT.

IT EXPLAINS HIGH-RISK HAZARDS AND OTHER CHALLENGES FOR THE PARISH, AND PRESENT SOLUTIONS TO THOSE HIGH-RISK HAZARDS WHICH ARE AIMED AT REDUCING FLOODING AND PROTECTING THE LIFE OF OUR TRADITIONAL GRAY INFRASTRUCTURE, ALSO KNOWN AS PIPES AND PUMPS.

FINALLY, IT ESTABLISHES RECOMMENDATIONS AND NEXT STEPS TO IMPLEMENT THESE SOLUTIONS THROUGHOUT JEFFERSON PARISH.

THE GREEN INFRASTRUCTURE'S PLAN OF THE GOALS ARE THREEFOLD.

THE FIRST IS TO REDUCE FLOODING AND IMPROVE ENVIRONMENTAL QUALITY BY SLOWING, STORING, AND CLEANING HIGH-ENERGY RUNOFF BEFORE IT ENTERS THE DRAINAGE SYSTEM.

THE SECOND IS TO CREATE OR ENHANCE PUBLIC SPACES.

THIS IS ONE OF THE MOST IMPORTANT GOALS OF THIS PLAN, AND IT SEEKS TO ENSURE THAT GREEN INFRASTRUCTURE IS EASILY ACCESSIBLE FOR THE GENERAL PUBLIC AND TO EDUCATE THE PUBLIC ABOUT THE BENEFITS OF GREEN INFRASTRUCTURE.

THE THIRD GOAL IS TO OVERCOME TECHNICAL, REGULATORY, AND INSTITUTIONAL OBSTACLES.

THIS GOAL IS FOCUSED ON HOW TO LOGISTICALLY INVEST IN GREEN INFRASTRUCTURE WITHIN JEFFERSON PARISH AND SEEKS TO PROVIDE A UNIFIED APPROACH ACROSS DEPARTMENTS TO GREEN INFRASTRUCTURE REFLECTED ACROSS THE PARISH CODE OF ORDINANCES.

IT IS IMPORTANT TO NOTE THAT OUR GEOGRAPHY DEFINES AND CONSTRAINTS OUR DRAINAGE SYSTEM.

IT SHOULD COME AS NO SURPRISE THAT OUR PARISH EXPERIENCES INTENSE RAINFALL OR THAT OUR LANDMASS IS PREDOMINANTLY BELOW SEA LEVEL.

THESE CHARACTERISTICS HAVE REQUIRED US TO BUILD A COMPREHENSIVE DRAINAGE SYSTEM.

THE PARISH HAS A TOTAL OF 73 PUMP STATIONS THAT FUNNEL RAINFALL AWAY FROM LIFE AND PROPERTY DURING RAIN EVENTS.

BUT EVEN A DRAINAGE SYSTEM LIKE OURS IS NOT WITHOUT HAZARDS.

PUMPING WATER FROM THE SOUL CAN LEAD TO SUBSIDENCE, WHICH CRACKS PIPES AND WARPS AND DESTABILIZES EXISTING INFRASTRUCTURE.

WHEN THE DRAINAGE SYSTEM IS OVERWHELMED, THERE IS NO BACKUP PLACE FOR WATER TO GO, WHICH CAN LEAD TO FLOODING LIKE THOSE IN ELMWOOD THAT WE'VE EXPERIENCED ON SEVERAL OCCASIONS.

FINALLY, A HIGH PROPORTION OF JEFFERSON PARISH IS PAVED WITH CONCRETE.

THE MOST PAVED AREAS ARE VISIBLE IN PINK ON THE EXCESS IMPERMEABILITY MAP ON THIS SLIDE.

A STORMWATER RUNOFF MOVES ACROSS THESE IMPERVIOUS SURFACES.

IT PICKS UP AND MOVES POLLUTANTS SUCH AS PESTICIDES AND CHEMICALS FROM CARS, WHICH ARE THEN DEPOSITED DIRECTLY INTO THE PARISH WATERWAYS.

THIS CAN IMPACT WATER QUALITY AND THE AQUATIC HABITAT.

[NOISE] JEFFERSON PARISH HAS ONE OF THE MOST DEVELOPED DRAINAGE SYSTEMS IN THE COUNTRY.

IT WORKS WELL FOR RESIDENTS, AND OBVIOUSLY WE SHOULD CONTINUE TO INVEST IN AND MAINTAIN IT.

HOWEVER, MANY COMMUNITIES HAVE FOUND THAT BALANCING GRAY AND GREEN INFRASTRUCTURE, OR USING GREEN INFRASTRUCTURE TO REDUCE PRESSURE ON TRADITIONAL DRAINAGE AND EXPANDS ITS LIFE IS A COST-EFFECTIVE APPROACH WITH MANY BENEFITS.

JEFFERSON PARISH SHOULD ASPIRE TO A UNIFIED DRAINAGE NETWORK THAT DELIVERS SUSTAINABLE COST-EFFECTIVE BENEFITS AT SCALE AND OVER TIME.

WHEN USED IN CONJUNCTION WITH GRAY INFRASTRUCTURE, GREEN INFRASTRUCTURE CAN EFFECTIVELY MANAGE THE FIRST FLUSH OF STORM WATER BY SLOWING THE SPEED OF RUNOFF AND DECENTRALIZING ITS ABSORPTION INTO THE SOIL.

THIS MEANS LESS PRESSURE ON THE DRAINAGE SYSTEM, LOWERING THE RISK OF FLOODING FROM HEAVY RAIN, AND IT ALSO MEANS FEWER POLLUTANTS IN THE WATERWAYS AS STORM WATER IS STORED AND FILTERED WHERE IT FALLS.

GREEN INFRASTRUCTURE PRODUCES COST-SAVINGS BECAUSE IT TENDS TO REQUIRE LESS MAINTENANCE OVER ITS LIFE THAN THE GRAY INFRASTRUCTURE.
