[00:00:03]
ALL RIGHT. GOOD MORNING, EVERYONE.
[SPECIAL PRESENTATIONS]
WE ARE ABOUT TO.PRESENTATION PHASE OF OUR COUNCIL MEETING AND WE HAVE OUR PARISH PRESIDENT, CYNTHIA LEE SHENG, WHO'S WILL BE MAKING A PRESENTATION AT THIS MOMENT.
COUNCILMAN. I WOULD LIKE TO CALL MR. VINCE HAYWARD. I BELIEVE ALI IS HERE AS WELL.
HIS SISTER. OH, YOU DON'T WANT TO.
THIS IS A REALLY SPECIAL PROCLAMATION I'M DOING.
AND I WAS SORRY TO MISS THE BIG ANNOUNCEMENT.
THEY'RE CELEBRATING THEIR 100 YEARS.
BUT NOT ONLY IS THAT WORTH A CELEBRATION IN AND OF ITSELF, THEY'RE WHAT WE CALL WHAT WE, WHAT WE WANT TO SEE FROM ALL OF OUR GREAT COMPANIES IS REALLY GIVING BACK TO THE COMMUNITY AND MAKING A DIFFERENCE.
AND SO THEY'RE GOING TO PLEDGE TO DONATE 166,000 POUNDS OF BEANS TO SECOND HARVEST THIS YEAR.
AND THAT IS CERTAINLY THEIR COMMITMENT TO ENDING FOOD SECURITY IN OUR AREA.
SO I WANTED TO READ THIS PROCLAMATION.
WHEREAS LH HAYWARD AND COMPANY, THE PARENT COMPANY OF CAMELLIA BRAND, TRACES ITS BEGINNINGS TO ANCESTOR SAWYER HAYWARD, AN ENGLISHMAN WHO IMMIGRATED TO NEW ORLEANS IN THE 1830 FROM THE WEST INDIES.
AND WHEREAS, AFTER A SUCCESSFUL CAREER IN THE MERCANTILE AND AGRICULTURAL TRADING BUSINESS, SAWYER HAYWARD RECOGNIZED A DEMAND FOR DRIED BEANS, WHICH HE BEGAN SUPPLYING TO FRENCH MARKET VENDORS.
AND IN 1923, SAWYER HAYWARD'S GRANDSON, LUCIUS HAYWARD JUNIOR, FOUNDED THE FAMILY BUSINESS, MAKING IT THE OLDEST DRY BEAN COMPANY IN THE UNITED STATES.
A GENERATION LATER, HIS SON, GORDON HAYWARD, BEGAN PACKAGING BEANS IN THE DISTINCTIVE CELLOPHANE BAGS IN WHICH THEY ARE STILL SOLD AND TRADEMARKED THE NAME CAMELLIA BRAND THAT WE ALL KNOW AND LOVE THAT PACKAGING, WHEREAS CAMELLIA BRAND HEADQUARTERED AND WE'RE VERY PROUD OF THAT IN JEFFERSON PARISH NOW INCLUDES 19 TYPES OF PREMIUM BEANS, PEAS AND LENTILS.
AND. WHEREAS, WHILE CORNERING THE MARKET ON RED BEANS IS A MEASURABLE BUSINESS ACHIEVEMENT, BEING WOVEN INTO THE FABRIC OF THE GREATER NEW ORLEANS AREA'S UNIQUE CULTURE REFLECTS THE COMPANY'S TRUE SUCCESS.
THIS YEAR, THE COMPANY WILL DONATE SOME 166,000 POUNDS OF BEANS, ABOUT 1 MILLION MEALS TO THE JEFFERSON PARISH BASED FOOD BANK THAT SERVES 23 LOUISIANA PARISHES. AND.
WHEREAS, CAMELLIA BRAND'S ONGOING DESIRE TO ENSURE ADEQUATE FOOD RESOURCES IS DEEPLY EMBEDDED IN ITS CULTURAL VALUES, THE COMPANY REGULARLY LENDS SUPPORT TO FOOD DISTRIBUTION PROGRAMS, COMMUNITY KITCHENS, NUTRITION, EDUCATION SHELTERS, FOOD BANKS AND SCHOOLS WORKING TO ENSURE FAMILIES HAVE A MEAL ON THEIR TABLE AT ALL TIMES.
AND. WHEREAS, THE FOURTH GENERATION FAMILY BUSINESS OWNED AND OPERATED TODAY BY VINCE AND KEN HAYWARD HAS BEEN BRINGING PEOPLE TOGETHER TO MAKE MEMORIES AND ENJOY THE FAMILY MEALS FOR 100 YEARS AND COUNTING.
WE HAVE HAD A ROUGH COUPLE OF YEARS AND THE THOUGHT OF SOMEBODY IN OUR PARISH GOING TO BED HUNGRY.
THEY MAKE IT VERY EASY FOR VOLUNTEERS TO DO.
AND YOU KNOW, YOUR WORK IS VERY IMPORTANT.
YOUR TIME IS NOT BEING WASTED.
BUT I ALSO WANT TO THANK YOU, NATALIE, FOR SECOND HARVEST THROUGH THE STORMS. I JUST NEEDED, YOU KNOW, AND WE TALKED ABOUT IT.
YOU KNOW HOW CRITICAL YOU CALLED ME FOR GAS DURING IDA? AND IT WAS A TERRIBLE SITUATION BECAUSE WE NEEDED TO FILL UP OUR FIRST RESPONDERS.
BUT I KNEW HOW CRITICAL YOU WERE AT THAT TIME FOR US TO BE THERE.
SO WE HAD FOOD, OUR PEOPLE HAD FOOD, AND YOU ALL JUST SAID INTO OPERATION.
GO AHEAD. THANK YOU FOR THOSE KIND WORDS.
I'LL BE VERY BRIEF. I KNOW YOU GUYS HAVE IMPORTANT BUSINESS TO GET TO.
WE'RE PROUD OF SO MANY THINGS.
WE'RE PROUD OF BEING HERE FOR 100 YEARS.
WE'RE PROUD TO BE CITIZENS OF THE STATE OF LOUISIANA.
[00:05:03]
SPECIFICALLY. WE'RE PROUD OF BEING HEADQUARTERED IN JEFFERSON PARISH SINCE ABOUT 1974.WE'RE LOCATED IN THE ELMWOOD BUSINESS PARK, AND JEFFERSON PARISH HAS BEEN A GREAT COMMUNITY FOR US TO SELL LITERALLY BILLIONS AND BILLIONS OF POUNDS OF BEANS SINCE THE EARLY 70 SECONDS.
WE SELL A LOT OF FOOD AND A LOT OF PEOPLE, A LOT OF PEOPLE DON'T GET THE FOOD THAT THEY NEED.
AND SO IN ORDER IT WAS EARLY ON WHEN WE STARTED TALKING ABOUT OUR 100TH YEAR CELEBRATION, HOW ARE WE GOING TO HOW ARE WE GOING TO ACCOMPLISH THIS? AND IMMEDIATELY OUR DIRECTIVE BEGAN NOT TO SHINE A LIGHT ON US, BUT REALLY TO SHINE A LIGHT ON ON THE COMMUNITY THAT'S SUPPORTED US FOR A LONG TIME AND HOW CAN WE HELP AND HOW CAN WE GIVE BACK. AND THAT WAS SORT OF HOW THIS PARTNERSHIP WAS BORN.
SO THANKS AGAIN FOR YOUR VERY KIND WORDS.
REALLY APPRECIATE IT. AND I APPRECIATE EVERYBODY'S TIME HERE TODAY.
SO IT IS NOT A TERRIBLE PART OF MY JOB THAT I DO GET TO SHINE A LIGHT ON THE INCREDIBLE GENEROSITY OF THIS COMMUNITY, WHICH IS WHAT MAKES IT POSSIBLE FOR SECOND HARVEST TO BE THE LARGEST ANTI-HUNGER ORGANIZATION IN OUR STATE HERE IN LOUISIANA.
WE PROVIDE ALMOST 5 MILLION MEALS A YEAR.
WE COULD NOT DO IT WITHOUT THE INCREDIBLE GENEROSITY OF CAMELLIA BEANS AND BEANS.
IT'S JUST SUCH A PERFECT, PERFECT WAY TO HAVE A PARTNERSHIP WITH A FOOD ORGANIZATION.
HERE IN JEFFERSON PARISH, WE HAVE ABOUT 65 PARTNERS.
THANK YOU, COUNCIL MEMBERS, IF YOU COULD COME TAKE A PICTURE, PLEASE.
THE FIRST SONG IS LIKE THAT ALSO IS ABOUT BEING AS YOU KNOW.
YOU KNOW, THAT'S. THAT'S MY EARLIEST MEMORY OF MY DAD.
THANK YOU. THAT'S VERY KIND OF YOU RATIO.
WE'LL JUST TAKE A COUPLE ON THREE.
GREAT. THANK YOU. THANK YOU, EVERYBODY.
I APPRECIATE YOUR TIME. ALL YOU DO FOR US.
THANKS AGAIN. REALLY APPRECIATE IT.
CALL ME IF YOU EVER NEED ANYTHING, OKAY? SAME HERE. THANK YOU. THANK YOU.
THANK YOU FOR EVERYTHING. YEAH, THANKS.
ALL RIGHT. ABSOLUTELY. TAKE THE TIME TODAY.
OH, MAN. JUDGE, I CAN THANK YOU FOR YOUR GREAT ORGANIZATION.
LOOK, ALL THE YEARS THAT WE'VE HAD HURRICANES AND OTHER DISASTERS.
YES, THEY HAVE BEEN THERE FOR US.
WHATEVER. NEVER SAY NO, RIGHT? THEY NEVER SAY NO. REALLY GLAD TO SEE YOU.
YES. IT'S A PRIVILEGE FOR US TO PARTNER WITH YOU.
THANK YOU FOR YOUR LEADERSHIP INSPIRATION.
IT'S AND YOU MAKE IT EASY TO PARTNER TO.
WE CAN TALK ABOUT. YOU'VE ALWAYS BEEN SO GOOD.
HOW ARE YOU DOING? GET OUT OF YOUR WAY.
THAT'S THE ONLY FIRST CLASS PROPER.
[00:10:06]
YOU CALL ME. I LOVE YOU.WE'LL BE STARTING THE MEETING IN ABOUT TEN MINUTES.
WE'RE WAITING FOR DENNIS DEMARCO TO ARRIVE.
DENNIS DEMARCO, REGISTRAR OF VOTERS FOR JEFFERSON PARISH.
I APPRECIATE THE OPPORTUNITY TO MAKE A VERY SHORT PRESENTATION.
WHAT'S IN THE NEWS IS VOTER ROLLS, ETCETERA.
AND I JUST RAN SOME OF IT OUT OF BREATH, BUT I WANTED TO BRIEFLY I'VE REDUCED TO WRITING A REPORT.
I MAKE NO COMMENTS ON ANY OTHER PARISH, BUT I CAN TELL YOU OUR ROLLS ARE AS ACCURATE AS CAN BE.
AND I WANTED TO JUST BRIEFLY GO OVER SOME OF THE PROCEDURES.
TWO ISSUES ALWAYS IN THE NEWS.
DEAD PEOPLE. WHY ARE DEAD PEOPLE ON THE ROLLS? WHY ARE FELONS ON THE ROLLS? WELL, I HAVE SOMEONE EVERY DAY CHECK THE DEATH NOTICES.
THEY HAVE 21 DAYS TO RETURN TO SHOW THEY ARE ALIVE, LIVING IN JEFFERSON.
IN ADDITION TO THAT, BECAUSE WE REALIZE IN THESE TIMES THE COST OF RUNNING AN OBITUARY IS EXPENSIVE.
WE ACTUALLY CHECK THE FUNERAL HOMES, WEB SITES LOOKING FOR NAMES OF PEOPLE WHO HAVE PASSED AWAY.
AND THEN WE ALSO HAVE PEOPLE WHO NOTIFY US A RELATIVE HAS DIED, ETCETERA.
BUT WE VERY VIGILANT UPON ANYONE WHO HAS PASSED AWAY TO REMOVE THEM FROM THE VOTER ROLLS.
AND ONCE WE DETERMINE THEY ARE DECEASED, THEY REMOVED IMMEDIATELY.
NOW, AS I SAID, YOU CAN'T ALWAYS GO BY THE OBITUARIES BECAUSE OF THE HIGH COST PRISONS.
OH, I SHOULD MENTION. WELL, IF YOU ARE CONVICTED OF A FELONY, YOU'RE YOU'RE A RIGHT TO VOTE IS SUSPENDED UNTIL YOU COMPLETE YOUR PRISON TERM AND YOUR PERIOD OF PROBATION. IT'S NOT REMOVED.
IN ADDITION TO THAT, WE HAVE THE CLERK OF COURT DOES AN OUTSTANDING JOB OF NOTIFYING US WHEN HE DOES HIS JURY LIST. IF SOMEONE WRITES IN AND SAYS, I DON'T LIVE IN JEFFERSON, YOU KNOW, JOHN DOE DIED.
I'M HIS WIFE. HE PROVIDES US THAT INFORMATION.
OR SOMEONE SAYS, I'M NOT A CITIZEN, I CAN'T GO TO JURY DUTY.
HE PROVIDES THAT INFORMATION TO US.
MOST PEOPLE BELIEVE THAT THE JURY POOL IS COMPOSED OF ONLY THE REGISTRAR OF VOTERS RECORDS.
IT'S NOT. IT'S MOTOR VEHICLE AND REGISTRATION.
SO AGAIN, SOMEONE MAY MAY BE REGISTERED OR AND NOT HAVE A DRIVER'S LICENSE OR VICE VERSA.
BUT THAT'S ANOTHER CHECK WE HAVE.
AND ANYONE WHO REGISTERS TO VOTE FILLS OUT ONE OF THESE APPLICATIONS.
IF SOMEONE MAKES ANY FALSE STATEMENT, THEY CAN THEY CAN BE, FOR THE FIRST OFFENSE, FINED $2,000 OR TWO YEARS IN PRISON, A SECOND OFFENSE, $5,000 AND FIVE YEARS IN PRISON.
NOW, I WISH I COULD SAY THAT CARRIES WEIGHT.
BUT AGAIN, IF SOMEONE GIVES A FALSE STATEMENT, THEY CAN BE REMOVED.
THE OTHER QUESTION WE ALWAYS ASK, WELL, WHAT IF I MOVE OUT OF STATE OR I MOVE TO SHREVEPORT AND REGISTER TO VOTE IN SHREVEPORT? I'M REGISTERED IN TWO PLACES.
LOUISIANA WAS ONE OF THE FIRST STATES WHERE THE STATEWIDE DATABASE IN OTHER WORDS, IF YOU MOVE TO ANY PARISH AND REGISTER, THE SYSTEM KICKS OUT A NOTICE TO CADDO PARISH IN JEFFERSON THAT PRESUMABLY YOU HAVE SOMEONE REGISTERED IN TWO LOCATIONS.
I BELIEVE YOU NO LONGER LIVE IN CADDO.
[00:15:02]
IF THEY MOVE OUT OF STATE IN COOPERATION WITH THE POSTAL SERVICE.AND THIS YOU HEAR THE TERM OF THE ANNUAL CANVASS, SECRETARY OF STATE.
AND THEY WILL SEND OUT THE ANNUAL CANVASS CARD.
NOW, WHEN ALL THE SITUATION IN ADJACENT PARISH BEGAN, WE HAD A LADY CALL OUR OFFICE AND SAY, MAN, MY DAUGHTER MOVED OUT FIVE YEARS AGO AND SHE'S STILL ON THE ROLLS.
WELL, THE CANVASS CARD IS SENT TO THE LAST KNOWN ADDRESS AND IT'S NON-FOLDABLE.
SO IF. YOU MOVE AND YOU'RE NO LONGER LIVING THERE, THEY WILL NOT FALL WITH THAT CHORD.
BUT IN THIS LADY'S CASE, HER DAUGHTER WAS LIVING WITH HER.
SHE ACKNOWLEDGED SHE GOT THE CANVAS CARDS BUT NEVER RETURNED THEM.
SECRETARY OF STATE JUST PUT SOMETHING OUT THAT HE IS TRYING TO ENCOURAGE TWICE A YEAR CANVAS.
AS I SAID, WE HAVE AN EXCELLENT RELATIONSHIP WITH THE WITH THE CLERK OF COURT.
HE'LL NOTIFY US OF ANYTHING FROM HIS JURY POOL THAT WE NEED TO KNOW.
MY AGAIN, THIS WAS PUT TOGETHER, BUT I HAVE SIX PAGES WHICH I WILL SEND A COPY TO EACH OF YOU ALL DESCRIBING ALL OF OUR PROCEDURES IN GREAT DETAIL.
WE'RE LUCKY I HAVEN'T HAD MUCH CHANGE OVER MY OFFICE.
WE HAVEN'T LOST ANY INSTITUTIONAL KNOWLEDGE, BUT WE TAKE VERY SERIOUSLY ANY ALLEGATIONS OF A DEAD PERSON VOTING OR SOMEONE WHO'S INCARCERATED VOTING OR SOMEONE WHO'S MOVED OUT OF STATE.
WE WANT ONE OF THE FEW FIRST STATES THAT HAS A STATEWIDE DATABASE.
REGISTRAR OF VOTERS OFFICE IS NONPOLITICAL.
THAT'S NOT THE CASE IN MANY OTHER STATES.
I HAD THE CHANCE TO VISIT A REGISTRAR IN NEW YORK, IN NEW YORK CITY.
THE REGISTRAR AND ALL OF THEIR EMPLOYEES ARE REQUIRED TO WORK FOR THEIR POLITICAL PARTY.
HALF THE OFFICE HAS TO BE DEMOCRATS HAVE TO BE REPUBLICANS.
THAT'S CRAZY, YOU KNOW? YOU KNOW, WE'RE NONPARTISAN.
SO WE WE WE WANT TO MAKE SURE THAT THE PUBLIC AND THE COUNCIL HAS CONFIDENCE IN OUR PROCESS.
AND IF AT ANY TIME ANYONE HAS A QUESTION ABOUT WHAT WE DO, PLEASE CALL ME, VISIT ME.
AND THAT'S WHY WE WENT TO THE COUNCIL.
AS I MENTIONED, I HAVE 17 EMPLOYEES.
WE HAVE THREE FULL TIME OFFICES.
BUT EACH OF YOU WILL BE RECEIVING A WRITTEN REPORT OF ALL THE PROCEDURES I TALKED ABOUT.
I'VE CAUGHT MY BREATH NOW, AND I THANK EVERY ONE OF YOU ALL.
AND IF YOU HAVE ANY QUESTIONS, I'LL BE GLAD TO ANSWER IT.
AND I HAVE A FEW OF MY STAFF MEMBERS IN THE AUDIENCE WHO DON'T WANT TO SPEAK.
IF THERE'S A QUESTION I CAN'T ANSWER, I'LL BE GLAD TO TO PROVIDE THE INFORMATION.
ANY COUNCIL MEMBERS HAVE ANY QUESTIONS FOR HIM? YES. YEAH.
YEAH. I CAN HEAR BETTER OUTSIDE OF THIS.
[00:20:01]
THAT. THAT IS THE SECRETARY, THE CLERK OF COURTS PURVIEW.WHAT WE DO NEED HELP IS DOING BIG ELECTIONS.
THE SECRETARY OF STATE WILL ALLOW US TO HIRE PART TIME PEOPLE AT A WHOPPING $9.05 AN HOUR WHERE YOU COULD GO TO WORLD MARKET AND THEY'RE PAYING $15.
CIVIL SERVICE WHERE ALL STATE CIVIL SERVICE EMPLOYEES.
CIVIL SERVICE SALARIES ARE REALLY OUT OF WHACK STATE.
MY EMPLOYEES START OUT AT 19 19,000.
ASSIST YOU IN MAKING SURE THE ELECTIONS IN JEFFERSON WERE FAIR.
YOU KNOW, LET'S HOPE THE FALL ELECTIONS THIS YEAR ARE NOT AS AS LONG AS AS THE PRESIDENTIAL.
BUT WE'RE TRYING TO BE PREPARED EARLY.
AND AND LIKE I SAID, YOU DON'T HEAR FROM ME MUCH.
BUT AGAIN, WHEN THERE'S A NEED, I PROMISE YOU I WILL I WILL BE THERE MAKING A REQUEST.
AND I APPRECIATE ALL OF YOU ALL AND HELP YOU'VE GIVEN.
WELL, I THINK WE'RE ALL VERY PLEASED WITH THE JOB YOU DO AND PROUD OF YOU.
NOW WE'VE EXPANDED TO TWO SATURDAYS AND 6:00 PM EVERY WEEKDAY.
SO IT'S REALLY EXPANDED MANY MORE.
THE OVER 65 PROGRAM, I'LL PLUG THAT.
AS LONG AS YOU'RE ALIVE, YOU NEVER HAVE TO LEAVE YOUR HOME.
THAT PROGRAM HAS GROWN WHERE WE STARTED OUT WITH LIKE 5000 PEOPLE.
NOW WE'RE OVER 50,000 PEOPLE WHO HAVE SIGNED UP FOR THAT PROGRAM.
THAT'S IN ADDITION TO THOSE WHO SHOW UP FOR EARLY VOTING.
THANK YOU MUCH. THIS IS JEFFERSON PARISH COUNCIL MEETING ON TODAY, MARCH 1ST.
[MEETING CALLED TO ORDER]
THIS MEETING IS NOW CALLED TO ORDER.THANK YOU. IT'S WITH GREAT SADNESS THAT WE FOUND OUT THAT AND MANY OF YOU KNEW HIM.
SO WE JUST WANT TO ASK THAT YOU KEEP HIS FAMILY AND FRIENDS IN YOUR PRAYERS.
AND I KNOW EVERY TIME YOU SAW HIM HE WOULD GIVE YOU A BIG SMILE.
THAT'S WHAT WE'RE ALL TALKING ABOUT.
HE'S ONE OF THOSE PEOPLE WHO REALLY MAKE A DIFFERENCE.
SO IF YOU COULD PRAY FOR HIM AND HIS FAMILY.
OKAY. THANK YOU. TODAY FOR OUR INVOCATIONS.
WE WILL HAVE MINISTER NELSON MATTHEWS TO PLEASE COME UP AND AND SHARE WITH US THE INVOCATION AND FOLLOWING HIM. MR FIELD TRUXILLO WILL GIVE US THE PLEDGE OF ALLEGIANCE.
[00:25:07]
AND JESUS SAID THAT MEN OUGHT TO ALWAYS PRAY.HEAVENLY FATHER, IT IS AGAIN IN THE NAME OF JESUS CHRIST, OUR LORD AND SAVIOR.
WE COME. WE ARE LOOKING UNTO THEE WHO IS THE AUTHOR AND FINISHER OF OUR FAITH.
AND WE THANK YOU FOR BLESSINGS SEEN AND UNSEEN.
WE ASK THAT YOU WILL LOOK UPON US WHERE WE ARE WEAK.
AND MAKE US STRONG WHERE WE ARE TORN DOWN THAT YOU WILL LIFT US UP.
WE ALSO PRAY THAT YOU WILL LOOK UPON OUR PARISH PRESIDENT AND EACH AND EVERY COUNCIL MEMBER.
AND ALSO REMEMBER THOSE THAT ARE SICK AMONG US.
HEAL THEIR BODIES AND RESTORE THEIR STRENGTH.
OH, GOD. OUR FATHER ALSO REMEMBER OUR CONSTITUENTS AND THOSE THAT ARE SICK AMONG US.
HEAR US WHEN WE CALL UPON YOU.
WE ARE SO GRATEFUL AND THANKFUL THAT YOU NEVER GET TIRED OF HEARING US CALL UPON YOU.
ALSO REMEMBER AS WE GO FORWARD IN OUR LIFE JOURNEY.
THESE AND ALL BLESSINGS WE ASK IN THE WONDERFUL NAME OF JESUS CHRIST OUR LORD.
PLEASE NAME A PLEDGE OF ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL.
MADAM CLERK, WILL YOU PLEASE CALL THE ROLL? YES, SIR. CHAIRMAN MICA IS ABSENT.
MADAM PRESIDENT, WOULD YOU LIKE TO ADDRESS THE COUNCIL?
[PARISH PRESIDENT TO ADDRESS COUNCIL]
YES. THANK YOU SO MUCH.WE ARE STILL UNDER A BOIL WATER ADVISORY FOR THE CROWNPOINT TOWN OF JEAN LAFITTE, LOWER LAFITTE AND BARATARIA AS A PRECAUTIONARY MEASURE DUE TO THE LOSS OF PRESSURE IN THE DISTRIBUTION SYSTEM DURING THE REPAIR OF A 36 INCH WATER MAIN ON THE LAFITTE, LA ROSE HIGHWAY.
SO THE REPAIR WAS ACTUALLY COMPLETE THIS MORNING.
WE JUST NEED TO GET CONFIRMATION THAT THE LEAK HAS NO SETBACKS AND HAS BEEN FULLY REPAIRED.
AND THEN WE NEED TO START TESTING BEFORE WE LIFT THE BOIL WATER ADVISORY.
SO STAY TUNED FOR US. BUT WE'RE HOPING THAT WILL GET LIFTED TOMORROW.
WE HAD AN INCREDIBLE MARDI GRAS SEASON.
I SAW HAPPY TO CELEBRATE WITH SO MANY OF YOU.
SO OUR PUBLIC WORKS TEAMS WHO ENSURED OUR STREETS WERE CLEANED AFTER EVERY PARADE, AS WELL AS OUR FIRST RESPONDERS, JPSO AND MS, WHO KEPT US SAFE WITH NO MAJOR INCIDENTS. SO I THINK PEOPLE WOULD BE SURPRISED AT HOW MANY DEPARTMENTS ACTUALLY HELP PUT ON CARNIVAL AND JEFFERSON PARISH.
SO OUR FIRE SERVICES, OUR EAST BANK, CONSOLIDATED FIRE, CITIZEN AFFAIRS, GENERAL SERVICES, WATER STREETS, TRAFFIC ENGINEERING, SEWERAGE, DRAINAGE PROPERTY MAINTENANCE, OUR RECREATION DEPARTMENT, PARKWAYS FLEET, ENVIRONMENTAL AFFAIRS, INSPECTION AND CODE EMERGENCY MANAGEMENT.
OUR PUBLIC INFORMATION OFFICE.

WE WANT TO THANK EVERYBODY FOR THAT.

NEXT UP IS THE SAINT PATRICK'S METAIRIE ROAD PARADE, SUNDAY, MARCH 12TH AT NOON, I THINK.
COUNCILWOMAN VAN VRANCKEN. YOU ARE THE GRAND MARSHAL FOR THAT PARADE.
WE HAVE ROYALTY ALL AROUND US.
AND THEN IRISH-ITALIAN PARADE WHICH ROLLS ON VETERANS.
I BELIEVE THE ITALIAN GRAND MARSHAL IS COUNCILMAN DINO BONANO.
SO AND STEVE WAS THE KING OF ARGOS.
YEAH, BUT I DON'T HAVE TO WEAR TIGHTS LIKE, YOU KNOW.
SO. SO LOOK FORWARD TO THOSE PARADES.
[00:30:01]
RECOVERY FUND, AND IT AUTHORIZED AUTHORIZED THE STATE TREASURER TO PROVIDE STATE FUNDS FOR THE BENEFIT OF POLITICAL SUBDIVISIONS.JEFFERSON PARISH HAS BEEN ALLOCATED 6.1 MILLION ON BEHALF OF ALL OF OUR ELIGIBLE ENTITIES.
SO THE DEPARTMENT OF PUBLIC SAFETY GRANTS AND ADMINISTRATION HAS BEGUN COLLABORATING WITH OUR STATE TREASURY AND THE LEGISLATIVE AUDITORS TO DRAFT AND FINALIZE THESE COMPLIANCE AGREEMENTS. OUR LIBRARY SYSTEM HAS MANY UPCOMING EVENTS AND INITIATIVES THIS MONTH, BOTH AARP AND VITA VITA, I THINK I'M PRONOUNCING THAT RIGHT, ARE ASSISTING PARISH RESIDENTS WITH PROFESSIONAL TAX PREPARATION FREE OF CHARGE AT EAST BANK REGIONAL AND LIVE OAK LIBRARIES.
NOW THROUGH THE APRIL 18TH IRS DEADLINE, THE NORTH KENNER LIBRARY WILL HOST A CELEBRATION OF IRISH LITERATURE ON MARCH 15TH BY INVITING PATRONS TO READ PASSAGES FROM THEIR FAVORITE IRISH AUTHORS.
THIS ONE I'M SO DISAPPOINTED I'LL BE MISSING AS PART OF AN ONGOING MONTHLY COOKING DEMONSTRATION SERIES, COOKBOOK AUTHOR NANCY WILSON WILL LEAD TWO SESSIONS PREPARING KUTTYEDATHI FIG COOKIES, A POPULAR FIXTURE ON SAINT JOSEPH'S DAY ALTARS ACROSS JEFFERSON PARISH.
SO THE FIRST IS TAKING PLACE TONIGHT AT WEST BANK REGIONAL, AND THE NEXT ONE WILL BE NEXT WEEK, MARCH 8TH AT EAST BANK REGIONAL FOR MY FAVORITE FIG COOKIES, ITALIAN FIG COOKIES.
SO COME JOIN US FOR THAT ON MARCH 18TH, THE BEGINNER OR RELUCTANT SCHOOL AGE READERS ARE ENCOURAGED TO VISIT THE EAST BANK REGIONAL LIBRARY FOR THE VERY POPULAR READING TO ROVER PROGRAM THAT ALLOWS CHILDREN TO READ, TO TRAIN DOGS FROM THE VISITING PETS PROGRAM.

MOVING ON TO WORKFORCE DEVELOPMENT.
WE HAVE MANY OPPORTUNITIES FOR YOUTH BETWEEN THE AGES OF 16 TO 24 FOR SUMMER EMPLOYMENT.
SO PLEASE MAKE SURE IF YOU HAVE, YOU KNOW, YOU YOURSELF OR YOU HAVE CHILDREN WHO ARE LOOKING FOR SUMMER EMPLOYMENT TO REACH OUT TO US, CALL THE AMERICAN JOB CENTER AT (504) 227-1283 OR VISIT ONE OF THE LOCATIONS AT THE DELGADO RIVER CITY SITE IN AVONDALE OR 1801 AIRLINE HIGHWAY IN METAIRIE. OUR DIVERSITY INCLUSION BOARD IS GOING TO BE HONORING AND CELEBRATING SAINT PATRICK'S DAY IN THE IRISH AT NOON AT IRISH ITALIAN HERITAGE OUTSIDE THE YENNI BUILDING ON MARCH 9TH.
SO WE'RE GOING TO HAVE SPECIAL PERFORMANCE.
AND FOOD TRUCKS FOR OUR IRISH ITALIAN HERITAGE.
ONE IS FROM JUNE 5TH TO JUNE 30TH AND SESSION TWO FROM JULY 10TH TO AUGUST 4TH.
IT'S $300, $325 A WEEK FOR ONE FOUR FOR A FOUR WEEK SESSION.
THE COST IS $50 PER CHILD FOR FOR PER SESSION.
SO I'M NOT IN THIS PHASE OF MY LIFE ANYMORE, BUT I DO REMEMBER WHEN MY KIDS WERE YOUNGER, YOU ALL, YOU HAD TO START LOOKING FOR THAT SUMMER CARE EARLY IN THE YEAR, MUCH BEFORE THE MAY JUNE TIME FRAME.
OUR CHIEF ADMINISTRATIVE ASSISTANT, SARAH BABCOCK, COORDINATED A VERY SUCCESSFUL CPR AND AED TRAINING FOR OUR PARISH EMPLOYEES YESTERDAY AT BOTH THE YENNI BUILDING AND THE ALARIO CENTER.
THIS WAS PART OF THE AMERICAN HEART ASSOCIATION'S BE THE BE CAMPAIGN.
AND WE'RE ALSO IN THE PROCESS OF INSTALLING AEDS IN ALL OF OUR JEFFERSON PARISH BUILDINGS.
WE'RE HAVING PUBLIC MEETINGS FOR THE IMPLEMENTATION OF OUR PROPOSED ROUTE CHANGES.
SO PLEASE ATTEND THAT MEETING IF YOU'RE INTERESTED IN GIVING US INPUT.
COUNCIL MEMBERS, WE ALL GAVE YOU THIS BOOKLET, WHICH IS THE RECREATION IMAGINED UPDATE LAST FALL.
I THINK YOU ALL WERE REQUESTING THE UPDATE.
CERTAINLY THIS IS THIS IS WHERE WE STAND RIGHT NOW, 27 PLAYGROUNDS ACROSS THE PARISH.
WE REALIZE THAT THAT SAME TEMPLATE DOES NOT WORK ANYMORE FOR US.
VERY SIMPLY PUT, WE TOOK ON RECREATION REIMAGINED BECAUSE WE KNOW WE COULD DO BETTER FOR OUR KIDS.
SO THE STEERING COMMITTEES HAVE BEEN SET UP AT ALL SIX PLAYGROUNDS.
[00:35:03]
WE WANT TO THANK THEM FOR THEIR SERVICE.THEY'VE MET ALREADY 4 TO 5 TIMES.
WE'VE HAD OVER 80 HOURS OF STEERING COMMITTEE COLLABORATION.
BUT DELVING FURTHER INTO THESE ISSUES, WE'VE SEEN THAT EVEN AT THE SIX PLAYGROUNDS THAT WE WANT TO REIMAGINE, WE'VE SEEN A UNIQUE NEIGHBORHOOD CHARACTERISTIC THAT MAKES US WANT TO TAKE A DIFFERENT LOOK AT EACH OF THOSE PLAYGROUNDS.
SO IF YOU LOOK AT BRIDGE CITY, THERE'S NOT A LOT OF CHILDREN IN THAT AREA.
WE WANT TO WE'RE GOING TO PARTNER WITH MILDRED HARRIS SCHOOL AND OFFER PE TO THE STUDENTS AT THAT SCHOOL, WHICH IS VERY CLOSE TO USE OUR TO USE OUR BUILDING FOR PE CLASS FIVE DAYS A WEEK AND A SOCCER CLINIC IN THE AFTERNOON.
WE'VE WE'VE TRANSLATED OUR REGISTRATION PROCESS INTO ARABIC, HISPANIC AND VIETNAMESE.
WE HAVE A SPANISH SPEAKING SUPERVISOR NOW THERE NOW IN MR ALDANA FOR THAT COMMUNITY.
WE'RE INSTALLING MURALS THAT HONOR THE THE ATHLETES THAT CAME FROM LEMON PLAYGROUND.
WE HAVE AN INCREASE IN BOOSTER CLUB MEMBERSHIP, AND THEY ARE LOOKING AT ADDITIONAL ADDITIONAL SPORTS LIKE BOXING AND ADDITIONAL BASKETBALL SEASONS.
BRIGHT IS OUR LARGEST STEERING COMMITTEE WITH 11 PEOPLE ENGAGED.
FAMILY TENNIS AT BRIGHT IS VERY, VERY POPULAR.
AND SO WE'RE GOING TO OUTFIT THAT PLAYGROUND FOR ADDITIONAL FIELDS FOR THAT.
AND THEN PICKLEBALL INDOOR AT DELTA IS GOING TO BE PRESENT BECAUSE WE NEED TO MAKE SPACE FOR THAT.
AND LAST BUT NOT LEAST IS ROSETHORN, WHICH IS A VERY TIGHT KNIT COMMUNITY.
OBVIOUSLY IN LAFAYETTE THERE ARE ISSUES.
THEY HAD A VERY SUCCESSFUL CLEANUP DAY, WHICH JUST CHANGED THE PLAYGROUND.
AND WE BROUGHT BACK OUR FIRST SEASON SINCE IDA IS TRACK AND SOCCER, THAT STARTING IN FEBRUARY.
SO LOTS OF THINGS GOING ON IN RECREATION.
AND THEN I WILL WANT TO GO INTO CORNHOLE.
YOU'VE BEEN HEARING A LOT ABOUT CORNHOLE, BUT THE BIG TOURNAMENT IS THIS WEEK.
IT STARTS THE AMERICAN CORNHOLE LEAGUE OPEN SERIES, FRIDAY, MARCH 3RD TO MARCH 5TH.
IT'S GOING TO BE 275 TEAMS FROM OVER 30 DIFFERENT STATES.
THAT'S GOOD HEADS AND BEDS FOR US.
RESTAURANT ACTIVITY, SHOPPING ACTIVITY.
ON FRIDAY, SATURDAY AND SUNDAY AT 8:00.
WHERE'S MATT? OKAY, THAT'S MATT.
MATTHEW VERMIGLIO. THAT'S FOR YOUR FAVORABLE CONSIDERATION.
THIS IS OUR ADMINISTRATION'S NOMINATION FOR THE DIRECTOR OF JUVENILE SERVICES.
MATT HAS BEEN WITH THE DEPARTMENT SINCE 2007.
HE'S ALSO PRESENTED FOR US IN JEFFERSON PARISH AT BOTH STATE AND NATIONAL CONFERENCES.
SO WE ARE ASKING YOUR FAVORABLE POSITION ON ON ITEM NUMBER 170.

I SUGGEST YOU APPROVE HIS NOMINATION.
HE'LL DO A GOOD JOB FOR US AND THE AND THE AND THE JUVENILES IN HIS CARE AND HIS CHARGE.
WITH REGARDS TO 81, THIS LOOKS TO BE A DEMOTION IN MY MY OPINION.
THE MAN YOU'RE LOOKING TO MAKE A VICE CHAIR SHOULD BE YOUR CHAIR.
THE CONDUCT OF THE CURRENT CHAIR IS EMBARRASSING WHEN IT COMES TO DECORUM.
[00:45:06]
BUT THE TAPE SPEAKS FOR ITSELF.YOU GOT NOTHING NICE TO SAY ABOUT ME.
YOU SHOULD JUST REALLY PROBABLY SHUT UP, RIGHT? THAT'S WHAT THAT'S WHAT OUR FAITH ADVISES US TO DO.
IF YOU'VE GOT NOTHING NICE TO SAY, SAY NOTHING AT ALL.
YOU'RE NOT. NOBODY SHOULD HAVE TO REDRESS ME AFTER I LEAVE THE PODIUM.
I'M A CITIZEN TRYING TO REDRESS MY GOVERNMENT.
I HAVE FULL FAITH IN EVERYONE HOLDING OFFICE.
YOU JUST LACK FOR THE ENLIGHTENMENT TO EXERCISE YOUR CONTROL.
AND THE CURRENT CHAIR AT MORTEM AT MORTEM HAS TO INFRINGE ON THE RIGHTS OF THE PUBLIC.
THINK IT THROUGH. MAKE THE VICE CHAIR OF THE CHAIR.
THERE'S NOTHING SCANDALOUS ABOUT WHAT HAPPENED WITH SENIORS.
THERE'S NOTHING SCANDALOUS ABOUT ANY ONE OF THE ENGINEERS.
BUT IF WE EMPLOY EVERY ENGINEER, THEN THE PRIVATE SECTOR HAS NOBODY TO TURN TO.
[ORDINANCES TO BE DEFERRED]

IF NONE. MADAM CLERK, PLEASE NOTE IF NO ONE HAS APPEARED.
MY MOTION IS IF THERE IS NO OBJECTIONS OF MY MOTION TO APPROVE AND SECONDED BY COUNCILMAN TEMPLET IF THERE IS NO OBJECTIONS.
[OTHER ORDINANCES]
MADAM CLERK, PLEASE READ ITEM NUMBER 13.AMENDING THE 2023 OPERATING BUDGET.
WE'RE NOW OPENING FOR PUBLIC HEARING FOR SUMMARY NUMBER 26077 ANYONE IN FAVOR.
PLEASE COME FORWARD. ANYONE IN OPPOSITION, PLEASE COME FORWARD.
IT. KEEP LOOKING FOR SOMEBODY IN FAVOR.
FRANKIE HAS RISING IN OPPOSITION.
IF WE ARE, THAT WOULD BE IMPORTANT TO ME.
I WOULD SPEAK TO THAT AGAIN DIRECTLY.
AND THERE WAS AN ISSUE THAT HAD BEEN BROUGHT TO THE TO THE COUNCIL'S ATTENTION.
AND AND IT RESONATED WITH ME BECAUSE BECAUSE IT REALLY STRUCK A CHORD.
AND THAT WAS WHEN WHEN IT WAS REGARDED THAT THAT SOMEBODY MIGHT BE MOCKING THE HOMELESS.
REALLY, REALLY GOT ME, GOT ME, GOT ME BAD.
RIGHT. AND IT WAS A BIG CONVERSATION THAT WAS HAD ABOUT THAT.
SO WHEN IT COMES TO THIS, I THINK ABOUT WHAT IT MEANS TO TURN THE OTHER CHEEK, RIGHT?
[00:55:01]
SO WHEN SOMEBODY ACCUSES ME OR MAKES AN ASSERTION ABOUT ME, I'M THINKING OR INSINUATE SOMETHING.I'VE GOT TO FIGURE IT OUT, ESPECIALLY WHEN IT'S FLYING AROUND THIS WORD MOCKERY, RIGHT, TO MOCK.
WELL, AS IT TURNS OUT, GUILTY AS CHARGED, ESPECIALLY IN THE ARCHAIC SENSE.
AND CERTAINLY IT FEELS THAT WAY IN HERE SOMETIMES.
BUT WITH REGARDS TO HOMELESSNESS AND OUR OPERATING BUDGET AND HOW WE MIGHT REDRESS THESE THINGS, ESPECIALLY WITH REGARDS TO GAMBLING FUNDS THAT MIGHT BE GETTING SPENT ON GOOD DEEDS. I THOUGHT ABOUT IT, RIGHT, BECAUSE I'VE BEEN HOMELESS.
MY FRIENDS ARE I HAVE SEVERAL VERY GOOD FRIENDS THAT HAVE BEEN HOMELESS.
I'M NEVER MOCKING THE HOMELESS OR ANY OTHER DISENFRANCHIZED OR DISADVANTAGED GROUP.
I'M NEVER GOING TO BE DOING THAT.
UM, BUT WHAT I DID COME TO, BECAUSE I THOUGHT ABOUT THIS WAS THAT WHY DON'T WE DEDICATE ALL OF THESE GAMBLING FUNDS TO REDRESSING HOMELESSNESS? WHY ISN'T THAT OUR FIRST AND TOP PRIORITY? MAKE SURE THAT WE FORGET ABOUT THE STATE.
WE'VE GOT NO REPRESENTATION AT THE STATE LEVEL.
THAT'S WHAT I WAS SPEAKING TO.
IN FACT, I WAS AT THE STATE TO REDRESS OUR DISENFRANCHIZED CAUCUS.
YOU GOT ONE SENATOR SPEAKING ON BEHALF OUT OF SEVEN.
YOU ONLY GOT SEVEN OUT OF 11 REPRESENTATIVES.
SO WHEN IT COMES TO TAXATION AND IT COMES TO OUR BUDGET, THIS OPERATING BUDGET AND HOW MONEY FLOWS FROM THE STATE, FROM US TO THE STATE, AND THEN MAYBE BACK 34% INCREASE IN OUR TAX REVENUE, SALES TAX REVENUE.
NOBODY ON THIS ON THIS COUNCIL, NOBODY SPOKE ABOUT THE IDEA OF LOWERING OUR TAX BURDEN.
RIGHT. RIGHT NOW AT WEST BANK RIGHT OVER HERE ENJOYS A HALF A PERCENT LESS TAX SALES TAX.
YOU ONLY GOT ONE REPRESENTATIVE ON THIS COUNCIL THAT ONLY REPRESENTS THE WEST BANK.
YOU GOT TWO THAT ONLY REPRESENT THE EAST BANK.
THINK ABOUT THAT WHEN YOU'RE LIVING ON THE WEST BANK.
HERE, YOU GOT YOU GOT GRETNA, YOU GOT THESE SPECIAL INTERESTS, YOU GOT THESE MUNICIPALITIES THAT ARE BENEFITING FROM A DISPROPORTIONATE MEASURE OF POWER BECAUSE THIS BODY IS FORMED ARBITRARILY, THE TAXATION IS CONDUCTED ARBITRARILY.
I'M TRYING TO REDRESS IT AT THE STATE.
ONE NONPROFIT AGENCY IS TAKING OUR STATE TAX REVENUE TO BENEFIT THEM, AND I COULD GO INTO THAT FOR 15 MINUTES, STARTING WITH THE COUNCILS ON AGING TO GET OUR QUARTER MILLION DOLLARS, $2.50 PER SENIOR, WE HAD TO SUCCUMB TO PROVIDING FOR TENSAS PARISH WITH WHICH MIGHT HAVE A THOUSAND SENIORS, A 50 TO $1 RATIO.
THAT'S OUR TAX MONEY GOING TO THE RURAL PARISHES.
WHY? BECAUSE AT THE STATE LEVEL WE ARE DISENFRANCHIZED RIDICULOUSLY.
SAME THING WE ABIDE FOR IN THIS BODY.
YOU GOT PEOPLE REPRESENTING BOTH SIDES OF THE RIVER.
YOU DON'T LIVE ON BOTH SIDES OF THE RIVER.
BUT HE'S NOT JUST A WEST BANK REPRESENTATIVE.
WE GOT TO FIGURE THIS OUT, RIGHT? BECAUSE WHAT IT ENDS UP HAPPENING IS IT AFFECTS DOMESTIC TRANQUILITY.
SO YOU HAVE PEOPLE REDRESSING ME ABOUT WHETHER OR NOT I CONDUCTED A STOP SIGN PETITION, THE PUBLIC ASKING ME THAT, ME HAVING TO FIGURE OUT WHAT THE RULES ARE, BECAUSE SEVERAL MONTHS AGO IN THIS CHAMBER, JUST OUTSIDE THE CHAMBER OF MY COUNCIL MEMBER DETERMINES HERSELF TO TO ACCUSE ME OF NOT WANTING TO FOLLOW THE RULES.
SO ALL OF THESE RULES THAT I'M LEARNING ABOUT, WHETHER WE'RE TALKING ABOUT THE PAROCHIAL SCHOOL EMPLOYEES RETIREMENT BENEFIT FUND, WHICH WE'LL GET TO LATER, OR ANY NUMBER OF OTHER RULES, PARKING LAWS, CHAPTER 3690.
ALL OF THIS RELATES TO TAXATION AND REPRESENTATION FUNDAMENTALLY.
IT'S WHY I CAN TALK ABOUT IT AT MORTEM, RIGHT.
I APPRECIATE THE ACTING CHAIR VERY MUCH.
THIS IS THE RESTRAINT THAT A CHAIRMAN SHOULD EXERCISE.
THANK YOU. AL MORELLA 42 60 EAST LOYOLA DRIVE.
FOURTH DISTRICT. UNINCORPORATED JEFFERSON.
51 YEARS SINCE THERE WERE SOME COMMENTS MADE ABOUT THE HOMELESS SITUATION AND IN THE PARISH.
OKAY. WE CONTINUE TO THROW MONEY.
AND LET ME TELL YOU SOMETHING.
I'VE NEVER EXPERIENCED HOMELESSNESS BECAUSE I PUT 48 YEARS IN THE WORKPLACE.
I WORKED TO MAKE SURE I WASN'T GOING TO BE HOMELESS.
WE KEEP THROWING MONEY AT THIS SITUATION.
BUT WE GOT A GOVERNOR IN BATON ROUGE WHO WAS ALLOWED LOUISIANA TO BECOME A BORDER STATE.
[01:00:04]
WE GOT ILLEGALS COMING INTO THIS STATE BEING DUMPED OFF IN THE DARK OF NIGHT BY PLANES AND BUSSES THAT HE WON'T EVEN ADDRESS.WE GOT PEOPLE COMING IN HERE WHO'S NOT ABLE TO TAKE CARE OF HERSELF.
THIS IS ADDING TO THE PROBLEM AND THEY WANT TO KEEP THROWING MONEY AT IT.
SO SOMEBODY NEEDS TO CHALLENGE THIS GOVERNOR LIKE I DO AT EVERY COUNCIL MEETING.
THANK YOU, MISTER. GOT ANY COMMENTS? ANY QUESTIONS? THANK YOU.
THANK YOU. COUNCILMAN TEMPLET.
HAS BEEN APPROVED AND THE A MOTION COUNCILMAN TEMPLET.

MS HAS NEVER BEEN LOOKED AT AS A THIRD ESSENTIAL SERVICE.
AND WHEN YOU START APPOINTING PEOPLE THAT HAVE BEEN ON THE BOARD, I, YOU KNOW, I SUGGEST REALLY LOOK AT WHAT THEIR INTENTIONS ARE AND IF THEY CAN BRING VALUE TO THE BOARD BECAUSE I'VE GOT BOARD MEMBERS, A LIST OF BOARD MEMBERS FROM 2018 AND WAS NOT IMPRESSED, ESPECIALLY ON THE MS SIDE.
AND, YOU KNOW, THEY'RE BASICALLY LOOKING AT IT AS MS, BUT THEY DIDN'T HAVE ANY MS KNOWLEDGE.

AND I DON'T MEAN DIVULGE HIS GENDER, BUT SO BE IT.
RIGHT IS THAT Y'ALL ALL ARE PAID BY ANOTHER GOVERNING BODIES.
30 SECONDS MONEY, RIGHT? BASED ON ANOTHER GOVERNING BODY.
BUT YOU'RE ONLY DOING YOURSELVES AND THE CONSTITUTION A DISSERVICE.
BRIAN MILLER, FOURTH DISTRICT COUNTER.
HARD TO COME UP HERE AND DO THIS.
AND WHAT I'M GOING TO ASK OF EACH OF YOU IS FROM AN OLD AL PACINO MOVIE WHERE HE STOOD AS A DEFENSE ATTORNEY AND SAID, YOU'RE OUT OF ORDER AND YOU'RE OUT OF ORDER AND YOU'RE OUT OF ORDER.
AND THE NAME OF THE MOVIE WAS AND JUSTICE FOR ALL.
AND THAT'S WHAT I'M ASKING FOR FROM THE COUNCIL.
I HAVE GONE AND HAD MEETINGS AND SPOKE WITH EACH OF YOU INDIVIDUALLY.
AT TIMES I HAVE SPOKEN TO OTHER DIRECTORS ABOUT THINGS.
IT IS OBVIOUS THAT WE HAVE AN ISSUE WITH MS. I WON'T SPEAK ON WHAT'S HAPPENING ON THE EAST BANK, BUT I'M AWARE OF THINGS THAT HAPPEN ON THE WEST BANK AND WE NEED TO ADDRESS IT BECAUSE IT COULD BE YOUR MOTHER, FATHER OR CHILD THAT NEEDS THAT HELP AND WE NEED TO HAVE A BETTER SERVICE FOR IT.
IF IT MEANS WE NEED TO HAVE SOMEONE REPRESENTATIVE, AS MR. BEACH SAID IN REGARDS TO THE ADVISORY COMMITTEE, FINE.
BUT I THINK WHAT WE NEED IS SOMEBODY IN DISPATCH THAT KNOWS HOW TO TRIAGE.
OBVIOUSLY, IT'S ABOVE THEIR PAY GRADE WHERE THE DECISIONS ARE MADE.
OUR FUNCTION IS TO PROVIDE TO OUR CITIZENS ON THE STREET.
AND IT'S GETTING A BIT BEYOND TIME TO HAVE PERSONAL MEETINGS.
MAYBE THE MEETINGS NEED TO BE DONE WITH YOU ALL.
YOU EACH, REGARDLESS OF THE DISTRICT, REPRESENT ME AND MY FELLOW CONSTITUENTS SITTING BEHIND ME.
THAT'S WHAT I'M ASKING OF EACH OF YOU TODAY.
I'LL TALK TO DOMINIC ANYTIME YOU CALL MR. DINO EVERY TIME HE'S CALLED.
BUT WE NEED MORE OF AN EFFORT TO FIX THE PROBLEMS WE'RE HAVING TO SAY, TO HAVE SOMEBODY COME UP HERE AND SAY THAT AT ONE TIME THEY DID A STUDY AND IT WAS ONLY DEFERRED FROM MS TO FIRE ON 50 OCCASIONS THROUGH THE YEAR.
I CAN GIVE YOU 40 FROM JUST THE SEVENTH FIRE DISTRICT ON THE WEST BANK IN ONE MONTH.
IF I HAVE ACCESS AND I CAN GET COPIES OF A TIBURON, WHICH IS ON MEDICAL CALLS, YOU CAN AS THE COUNCIL AND I THINK SOME OF Y'ALL MAY WANT TO START DOING THAT.
[01:40:05]
EXACTLY WHAT EACH ONE OF YOU HAVE DONE TO SERVE US.ACCOUNTABLE? THANK YOU, MR. MILLER. THANK YOU. ANYONE ELSE? YEAH. QUIET AS A MOUSE.
YOU KNOW, MR. MILLER BROUGHT UP SOME GOOD POINTS.
YOU HAVE ACCESS TO ORDINANCES, VARIOUS ORDINANCES FROM BIG CITIES TO SMALL TOWNS.
THOSE THINGS NEED TO BE BROUGHT FORWARD.
YOU KNOW, YOU NEED TO KNOW WHAT YOU HAVE TO HAVE IN ORDER TO DO AN EFFECTIVE 901.
IT DOESN'T MATTER THE COMPANY.
I KNOW THIS PRIVATE AMBULANCE SERVICE AND THE PUBLIC AMBULANCE SERVICE IS LIKE, WHAT DO WE DO? IT'S YOUR AMBULANCE SERVICE, PERIOD.
YOU CAN DO WHATEVER YOU WANT WITH IT, BUT IT'S GOT TO BE A QUALITY.
ANOTHER THING I WANT TO SPEAK ABOUT IS YOU HEAR THIS TERM, NO UNITS AVAILABLE.
WHAT EXACTLY DOES THAT MEAN? AND MS IS A DYNAMIC SITUATION.
THEY MAY BE ON SCENE AND ABOUT TO CLEAR A UNIT AVAILABLE, BUT AT THAT POINT IN TIME, THE DISPATCHER WILL ADVISE THAT THERE'S NO UNITS AVAILABLE.
BUT TWO SECONDS LATER, THEY MAY CLEAR.
THEY WILL CLEAR AND FIGHT TO GET OUT OF THERE TO GO SAVE THAT CHILD.
SO DETERMINING WHEN A UNIT IS CLEAR IS A BIG ISSUE BECAUSE YOU'LL TAKE IT UPON YOURSELF.
I JUST CALLED THEM FIVE MINUTES AGO AND THEY DIDN'T HAVE ANY UNITS AVAILABLE.
NOT TRUE. THERE'S ALWAYS A UNIT AVAILABLE.
IT MAY BE COMING FROM HOUSTON, BUT NO, SERIOUSLY, THOUGH, THERE IS ALWAYS A UNIT AVAILABLE.
IT MAY NOT BE COMING AT THE TIME YOU WANT IT, BUT WE HAVE A SYSTEM WHERE WE DO MUTUAL AID AND THE SYSTEM CURRENTLY COMING FROM THE SHERIFF'S OFFICE TO A TEAM LEAD OR A SUPERVISOR.
THAT MODEL DOES NOT WORK IN OUR SITUATION.
AND IT'S IT'S A VERY UNIQUE MODEL.
SO WE GET A LOT OF CONSIDERATIONS TO LOOK AT.
I HAVEN'T SPOKE TO THE SHERIFF YET, BUT WE ALL KNOW THAT THE STANDARD IS IMD TRAINING.
SO WHEN YOU LOOK AT THE FEASIBILITY STUDY, JUST BE AWARE OF THOSE NUMBERS AREN'T CURRENT AND.
ACTUALLY, I'D LIKE I'D LIKE TO ANNOUNCE MAY 17TH IS GOING TO BE EMS WEEK PROCLAMATION FOR EMS WEEK.
SO THE AREA EMS PROVIDERS, PLEASE CONTACT THEM, LET THEM KNOW THIS IS HAPPENING AND SHOW A LITTLE LOVE TO THESE GUYS. THANK YOU ALL MUCH.
APPRECIATE IT. MR. CHAIRMAN? YES, I WANTED TO.
SOME OF THOSE RECOMMENDATIONS WILL FALL UNDER THE ADMINISTRATION.
SOME WILL FALL UNDER PRIVATE SECTOR HOSPITALS.
SO I'D LIKE TO ASK THE ADMINISTRATION, AT LEAST TO THE EXTENT JEFFERSON PARISH CONTRACTS OR CONTRACTS, RATHER, WITH THE SHERIFF'S OFFICE FOR 911 SERVICES, AND IF THERE ARE RECOMMENDATIONS ABOUT HOW TO TRIAGE CALLS DIFFERENTLY OR SOFTWARE THAT MIGHT BE PURCHASED, THAT CAN HELP TRIAGE CALLS DIFFERENTLY, YOU KNOW, MAYBE OUR EMERGENCY MANAGEMENT DEPARTMENT CAN CAN TAKE THE LEAD ON SETTING UP THAT APPOINTMENT SO THAT WE CAN HAVE THAT CONVERSATION AND MAKE SURE IF THERE ARE IMPROVEMENTS THAT NEED TO BE BUDGETED FOR AND MADE OR DIFFERENT STANDARD OPERATING PROCEDURES IN TERMS OF TRIAGING AND WHAT THOSE QUESTIONS ARE.
[01:45:08]
RIGHT NOW, THAT'S NOT GOING TO BE A GOVERNMENT DECISION TO BE MADE.BUT I THINK THE CONVERSATIONS ARE IMPORTANT AND I THINK WE DO NEED TO TAKE THOSE THOSE FIRST STEPS.
SO, AGAIN, JUST ASKING FOR THE ADMINISTRATION TO GET WITH US AND MAYBE SET UP SOME OF THOSE INITIAL CONVERSATIONS THAT NEED TO BE HAD. WELL, IF I COULD JUST FOLLOW UP.
THE IDEA OF AN AMBULANCE BEING GOVERNED BY A HOSPITAL IS, YOU KNOW, MAYBE THEY OWN THE AMBULANCES, MAYBE IT'S PRIVATE, BUT IT'S FOR THE PEOPLE.
OKAY. SO THIS BODY HAS AN OBLIGATION TO OVERSEE IT.
YOU DO OVERSEE IT AND MAKE SURE IT'S QUALITY.
NOBODY WANTED TO PUT MONEY ON THE EAST BANK BECAUSE THEY WERE SELLING THE HOSPITAL.
SO IT'S IN DIRE STRAITS RIGHT NOW.
THE CURRENT HOSPITAL IS BUILDING UP, DOING WHAT THEY CAN SO THEIR HEART'S IN THE RIGHT PLACE.
YOU CAN'T DEFUND AN AMBULANCE SERVICE AND EXPECT IT, YOU KNOW, TO BE SOLD PERFECT.
BUT I APPRECIATE EACH AND EVERY ONE OF YOU THAT WE MET WITH.
AND I GOT A REAL GOOD FEELING THAT THIS THIS IS ACTUALLY BEING HANDLED NOW.
THANK YOU. THANK YOU, CHIEF ROBINSON.
IT WAS BROUGHT TO MY ATTENTION THAT THE NINE MILE POINT FIRE STATION DID NOT HAVE AN EQUIPMENT FOR SMOKE ALARMS OR FIRE DETECTORS, WHATEVER PROVIDED TO THE PUBLIC.
AND I'D ASK FOR YOU TO MAKE SURE THAT WHATEVER SUPPLIES THEY NEED THAT THEY DO HAVE AND AS WELL AS ANY OTHER DEPARTMENT ON THE WEST BANK THAT YOU'RE RESPONSIBLE FOR, THAT THEY HAVE APPROPRIATE EQUIPMENT SO THAT WE CAN PROTECT OUR CITIZENS IN CASE SOMETHING WERE TO HAPPEN.
THANK YOU, SIR. AFTER HEARING ALL THE PROBLEMS, I WILL SEE MY MINOR.
OUR PROBLEM IS WITH OUR GARBAGE COLLECTION.
WE'VE HAD RIVER BRIDGE EVER SINCE.
IT CAME FROM WASTE MANAGEMENT AND EVERYTHING WAS WORKING FINE.
I CALLED RIVER BRIDGE TO FIND OUT WHY.
THE LADY TOLD ME SHE DON'T MAKE THE SCHEDULE SO SHE COULDN'T TELL ME.
SO WHAT I DID, I SAID, WELL, I'LL WAIT ANOTHER WEEK.
AND I CALLED BACK AND THEY SAID, WELL.
BECAUSE WE DON'T HAVE ENOUGH PICKUP TRUCKS TO DO THAT.
I SAY, WELL, WHAT DO WE DO THEN? SHE SAID, WELL, NOTHING.
SHE SAID THEY HAD WHAT THEY CALL A TRACER TRUCK THAT PICKS UP TRASH.
I SAY, WELL, WE DON'T HAVE TRASH ON MONDAYS.
TRACE THE TRUCK. SO WE TOOK THE TRACE OF THE TRUCK.
NOW THE TRACE THE TRUCK HAVE GUYS THAT PICKS UP TRASH LIKE CHARLES ATLAS GARBAGE ON THE STREET.
THE CANS ARE LAID ON THE STREET.
THEY PUSH THEM. THEY KICK THEM.
WHEN YOU COME HOME FROM WORK, YOU GOT TO MOVE YOUR CANS.
YOU GOT TO CLEAN UP THE STREET.
SO THE WHAT THEY DOING NOW IS THEY PICKING UP GARBAGE IN THE 200 BLOCK WITH THE ONE ARMED BANDIT.
AND NOW WE DON'T HAVE A GARBAGE COLLECTION.
WE HAVEN'T HAD GARBAGE PICKUP SINCE THE 23RD OF THIS MONTH.
WHAT IS YOUR ADDRESS, SIR? WHERE DO YOU LIVE? AT 144 SOUTHWOOD DRIVE.
SOUTHWOOD IS MR. AND MRS. SAMUEL H.
BOWLES. YOU SAID SOUTHWOOD, SIR? THAT'S CORRECT. OKAY.
AND IF SOMEONE CAN GET YOUR PHONE NUMBER, WE WILL CONTACT THEM TODAY ON YOUR BEHALF TO MAKE SURE THAT YOUR SERVICES ARE RESUMED AND THEY'RE DONE WITH THE SAME EXPEDIENCY AND AND SAME COMMITMENT THAT EVERYONE ELSE IS. TRASH IS PICKED UP IN THE FUTURE.
[01:50:07]
WE HAVE MISS COSTANZA HERE, WHO IS OUR ENVIRONMENTAL DIRECTOR, IF YOU WILL GET WITH HER.SHE'S GOING TO HELP YOU ALL GET THAT PROBLEM RESOLVED.
OKAY. THANK YOU. SO THANK YOU VERY MUCH.
THANK YOU. IF THERE'S NO ONE ELSE.
