PRESENTATION PHASE OF OUR COUNCIL MEETING AND WE HAVE OUR PARISH PRESIDENT, CYNTHIA LEE SHENG, WHO'S WILL BE MAKING A PRESENTATION AT THIS MOMENT.

COUNCILMAN. I WOULD LIKE TO CALL MR. VINCE HAYWARD. I BELIEVE ALI IS HERE AS WELL.

ALL RIGHT. AND NATALIE J-RO FROM SECOND HARVEST, NO STRANGER TO JEFFERSON PARISH, AND REALLY ONE OF OUR PARTNERS IN WHAT WHAT WE DO HERE IN JEFFERSON PARISH.

THIS IS A REALLY SPECIAL PROCLAMATION I'M DOING.

AND I WAS SORRY TO MISS THE BIG ANNOUNCEMENT.

AND SO I REALLY WANTED TO MAKE SURE EVERYBODY UNDERSTOOD WHAT WAS HAPPENING WITH CAMELLIA BRAND BEANS.

THEY'RE CELEBRATING THEIR 100 YEARS.

BUT NOT ONLY IS THAT WORTH A CELEBRATION IN AND OF ITSELF, THEY'RE WHAT WE CALL WHAT WE, WHAT WE WANT TO SEE FROM ALL OF OUR GREAT COMPANIES IS REALLY GIVING BACK TO THE COMMUNITY AND MAKING A DIFFERENCE.

AND SO THEY'RE GOING TO PLEDGE TO DONATE 166,000 POUNDS OF BEANS TO SECOND HARVEST THIS YEAR.

AND THAT IS CERTAINLY THEIR COMMITMENT TO ENDING FOOD SECURITY IN OUR AREA.

SO I WANTED TO READ THIS PROCLAMATION.

WHEREAS LH HAYWARD AND COMPANY, THE PARENT COMPANY OF CAMELLIA BRAND, TRACES ITS BEGINNINGS TO ANCESTOR SAWYER HAYWARD, AN ENGLISHMAN WHO IMMIGRATED TO NEW ORLEANS IN THE 1830 FROM THE WEST INDIES.

AND WHEREAS, AFTER A SUCCESSFUL CAREER IN THE MERCANTILE AND AGRICULTURAL TRADING BUSINESS, SAWYER HAYWARD RECOGNIZED A DEMAND FOR DRIED BEANS, WHICH HE BEGAN SUPPLYING TO FRENCH MARKET VENDORS.

AND IN 1923, SAWYER HAYWARD'S GRANDSON, LUCIUS HAYWARD JUNIOR, FOUNDED THE FAMILY BUSINESS, MAKING IT THE OLDEST DRY BEAN COMPANY IN THE UNITED STATES.

A GENERATION LATER, HIS SON, GORDON HAYWARD, BEGAN PACKAGING BEANS IN THE DISTINCTIVE CELLOPHANE BAGS IN WHICH THEY ARE STILL SOLD AND TRADEMARKED THE NAME CAMELLIA BRAND THAT WE ALL KNOW AND LOVE THAT PACKAGING, WHEREAS CAMELLIA BRAND HEADQUARTERED AND WE'RE VERY PROUD OF THAT IN JEFFERSON PARISH NOW INCLUDES 19 TYPES OF PREMIUM BEANS, PEAS AND LENTILS.

HOWEVER, IT'S THE DISTINCTIVE RED KIDNEY BEAN THAT SETS THE COMPANY APART AND IS THE TOP SELLING RED KIDNEY BEAN IN THE COUNTRY.

AND. WHEREAS, WHILE CORNERING THE MARKET ON RED BEANS IS A MEASURABLE BUSINESS ACHIEVEMENT, BEING WOVEN INTO THE FABRIC OF THE GREATER NEW ORLEANS AREA'S UNIQUE CULTURE REFLECTS THE COMPANY'S TRUE SUCCESS.

AND. WHEREAS, ALONG WITH ITS COMMITMENT TO CUSTOMERS, THE COMPANY IS ALSO COMMITTED TO GIVING BACK TO THE COMMUNITY.

AS PART OF ITS 100TH ANNIVERSARY COMMEMORATION, CAMELLIA BRAND IS PARTNERING WITH SECOND HARVEST ON A CAMPAIGN TO END FOOD INSECURITY IN OUR AREA.

THIS YEAR, THE COMPANY WILL DONATE SOME 166,000 POUNDS OF BEANS, ABOUT 1 MILLION MEALS TO THE JEFFERSON PARISH BASED FOOD BANK THAT SERVES 23 LOUISIANA PARISHES. AND.

WHEREAS, CAMELLIA BRAND'S ONGOING DESIRE TO ENSURE ADEQUATE FOOD RESOURCES IS DEEPLY EMBEDDED IN ITS CULTURAL VALUES, THE COMPANY REGULARLY LENDS SUPPORT TO FOOD DISTRIBUTION PROGRAMS, COMMUNITY KITCHENS, NUTRITION, EDUCATION SHELTERS, FOOD BANKS AND SCHOOLS WORKING TO ENSURE FAMILIES HAVE A MEAL ON THEIR TABLE AT ALL TIMES.

AND. WHEREAS, THE FOURTH GENERATION FAMILY BUSINESS OWNED AND OPERATED TODAY BY VINCE AND KEN HAYWARD HAS BEEN BRINGING PEOPLE TOGETHER TO MAKE MEMORIES AND ENJOY THE FAMILY MEALS FOR 100 YEARS AND COUNTING.

NOW, THEREFORE, I, CYNTHIA LEE SHENG, PRESIDENT OF JEFFERSON PARISH, DO HEREBY RECOGNIZE AND CONGRATULATE LH HAYWARD AND COMPANY ON ITS CENTENNIAL ANNIVERSARY.

BUT I ALSO WANT TO THANK YOU, NATALIE, FOR SECOND HARVEST THROUGH THE STORMS. I JUST NEEDED, YOU KNOW, AND WE TALKED ABOUT IT.

YOU KNOW HOW CRITICAL YOU CALLED ME FOR GAS DURING IDA? AND IT WAS A TERRIBLE SITUATION BECAUSE WE NEEDED TO FILL UP OUR FIRST RESPONDERS.

SPECIFICALLY. WE'RE PROUD OF BEING HEADQUARTERED IN JEFFERSON PARISH SINCE ABOUT 1974.

WE'RE LOCATED IN THE ELMWOOD BUSINESS PARK, AND JEFFERSON PARISH HAS BEEN A GREAT COMMUNITY FOR US TO SELL LITERALLY BILLIONS AND BILLIONS OF POUNDS OF BEANS SINCE THE EARLY 70 SECONDS.

BUT REALLY, ONE OF THE THINGS THAT WE'RE TREMENDOUSLY PROUD OF IS OUR PARTNERSHIP WITH SECOND HARVEST.

WE SELL A LOT OF FOOD AND A LOT OF PEOPLE, A LOT OF PEOPLE DON'T GET THE FOOD THAT THEY NEED.

AND SO IN ORDER IT WAS EARLY ON WHEN WE STARTED TALKING ABOUT OUR 100TH YEAR CELEBRATION, HOW ARE WE GOING TO HOW ARE WE GOING TO ACCOMPLISH THIS? AND IMMEDIATELY OUR DIRECTIVE BEGAN NOT TO SHINE A LIGHT ON US, BUT REALLY TO SHINE A LIGHT ON ON THE COMMUNITY THAT'S SUPPORTED US FOR A LONG TIME AND HOW CAN WE HELP AND HOW CAN WE GIVE BACK. AND THAT WAS SORT OF HOW THIS PARTNERSHIP WAS BORN.

WE PROVIDE ALMOST 5 MILLION MEALS A YEAR.

WE COULD NOT DO IT WITHOUT THE INCREDIBLE GENEROSITY OF CAMELLIA BEANS AND BEANS.

I STILL REMEMBER ONE OF MY BEST MEMORIES WHEN I WAS WHEN I FIRST CAME HERE WAS PEOPLE TELLING ME THAT OUR SERVICEMEN OVERSEAS WANTED CAMELLIA BEANS.

IT HAD TO BE CAMELLIA BEANS.

SO WE KNOW HOW IMPORTANT FOOD IS TO OUR CULTURE AND BEANS, WHICH IS AN INCREDIBLY NUTRITIOUS FOODSTUFF.

IT'S JUST SUCH A PERFECT, PERFECT WAY TO HAVE A PARTNERSHIP WITH A FOOD ORGANIZATION.

AND I JUST RAN SOME OF IT OUT OF BREATH, BUT I WANTED TO BRIEFLY I'VE REDUCED TO WRITING A REPORT.

WE'RE GOING TO SEND EVERY COUNCILMAN OF WHAT JEFFERSON PARISH DOES TO ENSURE THE INTEGRITY OF OUR VOTING ROLLS.

I MAKE NO COMMENTS ON ANY OTHER PARISH, BUT I CAN TELL YOU OUR ROLLS ARE AS ACCURATE AS CAN BE.

AND I WANTED TO JUST BRIEFLY GO OVER SOME OF THE PROCEDURES.

TWO ISSUES ALWAYS IN THE NEWS.

DEAD PEOPLE. WHY ARE DEAD PEOPLE ON THE ROLLS? WHY ARE FELONS ON THE ROLLS? WELL, I HAVE SOMEONE EVERY DAY CHECK THE DEATH NOTICES.

WE IF WE IF WE HAVE A FEELING THAT ANYONE WHO HAS DIED IS A VOTER IN JEFFERSON, WE SEND THEM WHAT'S CALLED A CHALLENGE LETTER 21 DAY CHALLENGE LETTER.

THEY HAVE 21 DAYS TO RETURN TO SHOW THEY ARE ALIVE, LIVING IN JEFFERSON.

IN ADDITION TO THAT, BECAUSE WE REALIZE IN THESE TIMES THE COST OF RUNNING AN OBITUARY IS EXPENSIVE.

WE ACTUALLY CHECK THE FUNERAL HOMES, WEB SITES LOOKING FOR NAMES OF PEOPLE WHO HAVE PASSED AWAY.

IN ADDITION TO THAT, ONCE A MONTH, WE GET A REPORT FROM DEPARTMENT OF HEALTH AND HOSPITALS LISTING EVERYONE WHO'S DIED IN JEFFERSON PARISH.

WE REVIEW THAT, TOO.

AND THEN WE ALSO HAVE PEOPLE WHO NOTIFY US A RELATIVE HAS DIED, ETCETERA.

BUT WE VERY VIGILANT UPON ANYONE WHO HAS PASSED AWAY TO REMOVE THEM FROM THE VOTER ROLLS.

AND ONCE WE DETERMINE THEY ARE DECEASED, THEY REMOVED IMMEDIATELY.

NOW, AS I SAID, YOU CAN'T ALWAYS GO BY THE OBITUARIES BECAUSE OF THE HIGH COST PRISONS.

ANYONE CONVICTED OF A FELONY.

OH, I SHOULD MENTION. WELL, IF YOU ARE CONVICTED OF A FELONY, YOU'RE YOU'RE A RIGHT TO VOTE IS SUSPENDED UNTIL YOU COMPLETE YOUR PRISON TERM AND YOUR PERIOD OF PROBATION. IT'S NOT REMOVED.

YOU'RE SUSPENDED.

WE GET A REPORT MONTHLY FROM THE DEPARTMENT OF PRISONS TELLING US THE INDIVIDUALS WHO HAVE BEEN CONVICTED IN JEFFERSON PARISH.

IN ADDITION TO THAT, WE HAVE THE CLERK OF COURT DOES AN OUTSTANDING JOB OF NOTIFYING US WHEN HE DOES HIS JURY LIST. IF SOMEONE WRITES IN AND SAYS, I DON'T LIVE IN JEFFERSON, YOU KNOW, JOHN DOE DIED.

I'M HIS WIFE. HE PROVIDES US THAT INFORMATION.

OR SOMEONE SAYS, I'M NOT A CITIZEN, I CAN'T GO TO JURY DUTY.

HE PROVIDES THAT INFORMATION TO US.

MOST PEOPLE BELIEVE THAT THE JURY POOL IS COMPOSED OF ONLY THE REGISTRAR OF VOTERS RECORDS.

IT'S NOT. IT'S MOTOR VEHICLE AND REGISTRATION.

SO AGAIN, SOMEONE MAY MAY BE REGISTERED OR AND NOT HAVE A DRIVER'S LICENSE OR VICE VERSA.

BUT THAT'S ANOTHER CHECK WE HAVE.

AND ANYONE WHO REGISTERS TO VOTE FILLS OUT ONE OF THESE APPLICATIONS.

HE'S ONLINE OR NOT.

IF SOMEONE MAKES ANY FALSE STATEMENT, THEY CAN THEY CAN BE, FOR THE FIRST OFFENSE, FINED $2,000 OR TWO YEARS IN PRISON, A SECOND OFFENSE, $5,000 AND FIVE YEARS IN PRISON.

NOW, I WISH I COULD SAY THAT CARRIES WEIGHT.

BUT AGAIN, IF SOMEONE GIVES A FALSE STATEMENT, THEY CAN BE REMOVED.

LOUISIANA WAS ONE OF THE FIRST STATES WHERE THE STATEWIDE DATABASE IN OTHER WORDS, IF YOU MOVE TO ANY PARISH AND REGISTER, THE SYSTEM KICKS OUT A NOTICE TO CADDO PARISH IN JEFFERSON THAT PRESUMABLY YOU HAVE SOMEONE REGISTERED IN TWO LOCATIONS.

EACH PARISH WILL SEND THEM WHAT WE CALL A 21 DAY CHALLENGE LETTER, WHICH SAYS, I BELIEVE YOU NO LONGER LIVE IN JEFFERSON.

I BELIEVE YOU NO LONGER LIVE IN CADDO.

AND THAT PERSON HAS 21 DAYS TO APPEAR IN MY OFFICE TO PROVE THAT THEY DO LIVE IN JEFFERSON OR THEY LIVE IN CATTLE OR WHEREVER IT IS.

IF THEY MOVE OUT OF STATE IN COOPERATION WITH THE POSTAL SERVICE.

IF THE POSTAL SERVICE HAS ANY INDICATION THAT SOMEONE'S MOVED FROM THEIR OLD ADDRESS, THEY WILL NOTIFY THE SECRETARY OF STATE.

AND THIS YOU HEAR THE TERM OF THE ANNUAL CANVASS, SECRETARY OF STATE.

THEY WILL COMPILE ALL THE INFORMATION FROM THE POSTAL SERVICE OR ANY INDICATION THEY HAVE THAT A PERSON HAS MOVED OR HAS PASSED AWAY.

AND THEY WILL SEND OUT THE ANNUAL CANVASS CARD.

NOW, WHEN ALL THE SITUATION IN ADJACENT PARISH BEGAN, WE HAD A LADY CALL OUR OFFICE AND SAY, MAN, MY DAUGHTER MOVED OUT FIVE YEARS AGO AND SHE'S STILL ON THE ROLLS.

WELL, THE CANVASS CARD IS SENT TO THE LAST KNOWN ADDRESS AND IT'S NON-FOLDABLE.

SO IF. YOU MOVE AND YOU'RE NO LONGER LIVING THERE, THEY WILL NOT FALL WITH THAT CHORD.

BUT IN THIS LADY'S CASE, HER DAUGHTER WAS LIVING WITH HER.

SHE ACKNOWLEDGED SHE GOT THE CANVAS CARDS BUT NEVER RETURNED THEM.

SO YOU COULD HAVE A RARE CASE WHERE, AGAIN, A FAMILY MEMBER JUST OUT OF IGNORANCE, NOTHING MALICIOUS, BELIEVES THAT, YOU KNOW, WELL, YOU KNOW, Y'ALL WILL KNOW.

WE DON'T KNOW, YOU KNOW.

SO, AGAIN, IF SOMEONE MOVES, THEY SHOULD NOTIFY OUR OFFICE OR THE POST OFFICE WILL AND THAT'S THE CANVAS PROCESS THAT'S DONE ONCE A YEAR.

SECRETARY OF STATE JUST PUT SOMETHING OUT THAT HE IS TRYING TO ENCOURAGE TWICE A YEAR CANVAS.

WE'RE LUCKY I HAVEN'T HAD MUCH CHANGE OVER MY OFFICE.
