PLEASED AND HONORED THIS MORNING TO HAVE WITH US MAJOR GENERAL SUSAN HENDRICKS AND MAJOR BOBBY RAGSDALE, THE THIRD.

AND WE'RE GOING TO BE CELEBRATING THE 100TH ANNIVERSARY OF THEIR UNIT.

AND PARISH PRESIDENT SHENG WILL READ IT FOR HIM.

WHEREAS ON NOVEMBER 19TH, 1948, THE 12TH PORT ORIGINALLY CONSTITUTED IN 1942, WAS ACTIVATED AS THE 377TH TRANSPORTATION MAJOR PORT AND ASSIGNED TO ORGANIZE RESERVE CORPS IN NEW ORLEANS.

AND WHEREAS, SINCE THAT TIME, THE NOW DESIGNATED 377TH THEATER SUSTAINMENT COMMAND HAS CONTINUALLY OPERATED IN THE NEW ORLEANS AREA AND CURRENTLY SERVES AS THE MAJOR COMMAND FOR ALL THREE ARMY RESERVE UNITS IN THE GREATER NEW ORLEANS AREA, REPRESENTING NEARLY 700 US ARMY RESERVE SOLDIERS, MANY OF WHOM LIVE, WORK AND SERVE IN JEFFERSON PARISH.

AND WHEREAS THE 377 TSE.

IS THAT HOW YOU SAY IT? THAT'S 377, OK, HAS TRAINED IN GLOBALLY DEPLOYED SUSTAINMENT FORCES FOR MORE THAN 80 YEARS IN SUPPORT OF CONTINGENCY OPERATIONS, HUMANITARIAN RELIEF AND COMBAT SUPPORT FOR EVERY MAJOR CONFLICT SINCE WORLD WAR TWO.

AND. WHEREAS, THE COMMAND'S RECENT SUPPORTED EFFORTS INCLUDE OPERATIONS ENDURING FREEDOM, IRAQI FREEDOM, NEW DAWN, UNIFIED RESPONSE AND ALLIES WELCOME.

AND WHEREAS, THE UNIT'S RESPONSE TO HURRICANE SANDY IN 2012 MARKED THE FIRST TIME RESERVE FORCES EXERCISED NEW AUTHORITY TO ASSIST CIVILIAN AGENCIES FOR DOMESTIC EMERGENCIES.

WHEREAS, IN 2020, 377 TSC ASSUMED ITS HOMELAND ROLE AS SUSTAINMENT LEAD FOR THE DEPARTMENT OF DEFENSE'S COVID 19 RESPONSE, PROVIDING LOGISTICAL SUPPORT UNITS FROM ALL SERVICE COMPONENTS AND MOVING PERSONNEL, EQUIPMENT AND MATERIALS NATIONWIDE.

AND. WHEREAS, THE 377 TSE PROUDLY HEADQUARTERED AT THE NAVAL AIR STATION JOINT RESERVE BASE NEW ORLEANS, AND BELLE CHASE IS THE LARGEST COMMAND IN THE US ARMY RESERVE, WITH NEARLY 33,000 SOLDIERS AND CIVILIANS IN 400 UNITS ACROSS 32 STATES.

YOU CAN DO THIS, BUT TODAY IS THE DAY.

SAY IT TODAY. SO NOW, THEREFORE, THE JEFFERSON PARISH COUNCIL OF JEFFERSON PARISH, LOUISIANA, HEREBY PROCLAIMS THAT TODAY, JANUARY 18, 2023, SHALL BE KNOWN AS THE 377 TSC DAY IN JEFFERSON PARISH, LOUISIANA.

I'D LIKE TO SAY A FEW WORDS, REALLY JUST TO THANK YOU.

GOOD MORNING, MADAM PRESIDENT.

AND MEMBERS OF THIS COUNCIL AND LADIES AND GENTLEMEN THAT ARE HERE TODAY.

I AM SO PROUD TO RECEIVE THIS PROCLAMATION FROM JEFFERSON COUNTY ON BEHALF OF MY UNIT, WHICH IS ABOUT 33,000, 34,000 TROOPS. I AM REALLY PROUD TO BE HERE TODAY.

I PERSONALLY HAVE BEEN IN THE MILITARY FOR 34 YEARS AND I'VE BEEN IN THE RESERVE.

SO WHAT THAT MEANS IS I HAVE BEEN A PART OF COMMUNITIES ACROSS THIS WHOLE COUNTRY, AND THOSE COMMUNITIES ARE PROUD AMERICANS THAT ARE SUPPORTING OUR UNITS. BUT IT'S NOTHING LIKE THE SUPPORT WE GET HERE.

IT'S I'VE NEVER SEEN ANYTHING LIKE IT.

SO I TOOK COMMAND OF THE 377 TSC AND I'VE NEVER FELT SO INTEGRATED INTO A COMMUNITY THAN WE DO HERE IN JEFFERSON PARISH.

BEING STATIONED HERE IS ALMOST LIKE BEING STATIONED IN A FOREIGN COUNTRY IN SOME WAYS, TO TELL YOU THE TRUTH THOUGH, AND WE WERE WELCOMED INTO THIS CULTURE WITH OPEN ARMS. SO FROM KING CAKES AND CARNIVAL TO CRAWFISH ETOUFFEE, I'VE LEARNED WORDS I DIDN'T THINK I WOULD EVER SAY WHEN I CAME HERE.

AND BEFORE I KNEW IT, MY SOLDIERS WERE DRESSED IN THEIR DRESS UNIFORM AND GOING TO MARDI GRAS BALLS AND PARTICIPATING IN THE COMMUNITY THERE, TALKING ABOUT THINGS LIKE HOW TO MAKE ROUX ONCE THE AIR DIPS BELOW 60 DEGREES, YOU KNOW, THINGS THAT WE NEVER WOULD HAVE THOUGHT BEFORE.

AND THEY TAKE THAT CULTURE AND THEY TAKE THAT EXPERIENCE WITH THEM WHEN THEY GO TO THEIR NEXT UNIT, WHICH MIGHT NOT BE IN THIS AREA, WHICH BRINGS A LITTLE BIT OF SPICE, IT'S NEW ORLEANS SPICE, AND WE BRING IT TO THE REST OF THE COUNTRY BECAUSE WE'RE BECAUSE OF YOU, BECAUSE OF OUR NEIGHBORS AND OUR FRIENDS AND AND THE JEFFERSON PARISH COMMUNITY.

SO WE ARE ACTUALLY STATIONED ON BELLE CHASE, WHICH IS IN PLAQUEMINE, PLAQUEMINES PARISH.

BUT NOT MANY OF MY PEOPLE ACTUALLY LIVE ON BASE.

I'D SAY GREATER THAN 50% LIVE IN JEFFERSON PARISH.

AND FOR THOSE THAT DON'T LIVE IN JEFFERSON PARISH, THEY DRIVE THROUGH JEFFERSON PARISH TO GET TO WORK AND THEIR SPOUSES WORK IN JEFFERSON PARISH.

THEIR KIDS GO TO SCHOOL IN JEFFERSON PARISH.

AND THEN I HAVE MY TRADITIONAL RESERVE SOLDIERS WHO COME IN ONE WEEKEND A MONTH, AND THEY STAY IN THE HOTELS IN JEFFERSON PARISH AND THEY EAT IN THE RESTAURANTS IN JEFFERSON PARISH. AND THIS PLACE HAS BECOME OUR HOME AND YOU HAVE BECOME OUR FAMILY.

SO NEW ORLEANS MIGHT BE, YOU KNOW, BASICALLY IN OUR NAME, BUT THE PARISH OF JEFFERSON IS AS MUCH A PART OF THE FABRIC OF MY COMMAND AS ANYTHING ELSE. SO I WANT TO THANK YOU FOR INVITING US, INVITING ME TODAY, AND TAKING THE TIME TO PRESENT THIS PROCLAMATION TO OUR UNIT.

IT REALLY IS IMPORTANT TO US.

AND, YOU KNOW, WE FEEL A SENSE OF PRIDE IN SERVING OUR COMMUNITY, TOO, JUST LIKE YOU DO AS ELECTED OFFICIALS.

YOU HAVE A SENSE OF PRIDE IN SERVING YOUR COMMUNITY.

SO I'D LIKE TO ASK YOU JUST TO PARTICIPATE IN ONE THING WITH ME.

SO WE'RE SO PROUD OF THEM BECAUSE THEY ARE THE ONLY MARDI GRAS ORGANIZATION THAT IS ROLLING ON THE WEST BANK.

I KNOW THEY HERE, I SAW THEM IN THE HALLWAY.

WE ARE HONORED TO HAVE YOU ALL HERE TODAY.

YOUR ORGANIZATION WAS BUILT ON BUSINESS OWNERS WHO SERVE THE CULINARY INDUSTRY IN THE GREATER NEW ORLEANS AREA. AND SO WE CELEBRATE NOT ONLY YOUR SUCCESSES IN BUSINESS, BUT ALSO THE FACT THAT YOUR ORGANIZATION IS A THRIVING ORGANIZATION AND ONE THAT WILL CONTINUE TO SHOWER BLESSINGS DURING THE PARADE SEASON ON THE WEST BANK.

GOING TO ASK MR. ROY JUNCKER TO COME JOIN US UP HERE, ROY.

VERY HONORED TO RECOGNIZE A VERY LONG TIME EMPLOYEE WHO HAS MADE A LASTING IMPACT ON JEFFERSON PARISH.

THIS IS ROY JUNCKER.

HE'S THE DIRECTOR OF OUR JUVENILE SERVICES DEPARTMENT.

HE'S GOING TO RETIRE THIS MONTH AFTER 21 YEARS OF DEDICATED SERVICE.

DURING HIS TENURE, HE HAS BEEN DIRECTLY RESPONSIBLE FOR REFORMING THE DEPARTMENT INTO A MODEL PROBATION TREATMENT AND DETENTION PROGRAM RECOGNIZED ACROSS LOUISIANA AND ACROSS THE COUNTRY FOR PROGRESSIVENESS AND EFFECTIVENESS.

ROY'S LEADERSHIP ABILITY AND HIGH STANDARDS OF INTEGRITY PROPELLED THE DEPARTMENT TOWARD NEW HORIZONS.

HE DEVELOPED AN ORGANIZATIONAL STRUCTURE CAPABLE OF BRIDGING THE DIFFICULT GAP BETWEEN TREATMENT AND SANCTIONS.

ROY'S CAREER HAS SPANNED 35 YEARS OF PUBLIC SERVICE, WITH EACH EMPLOYMENT OPPORTUNITY HAVING SEQUENTIALLY MORE RECOGNIZABLE IMPACT THAN THE PREVIOUS.

HE'S EXCELLED IN EVERY POSITION HE'S TAKEN ON.

IN IN THE SIMPLEST TERMS, ROY TOOK THE PROCESS OF INCARCERATING OUR JUVENILES TO A VERY HOLISTIC MODEL WHERE SERVICES ARE MADE AVAILABLE TO THE JUVENILE SERVICES, ARE MADE AVAILABLE TO THE FAMILY TO CHANGE BEHAVIOR AND TO REHABILITATE.

IS THAT THE BEST WAY TO SAY IT ROY? IN ITS SIMPLEST TERMS, RIGHT? SO I'M GOING TO READ THE PROCLAMATION WE HAVE.

ROY JUNCKER BEGAN HIS OUTSTANDING CAREER AT JEFFERSON PARISH ON SEPTEMBER 21ST, 2001, AS A DIRECTOR OF THE DEPARTMENT OF JUVENILE SERVICES, AND MR. JUNCKER GRADUATED FROM THE ARCHBISHOP SHAW HIGH SCHOOL IN 1983 AND BEGAN HIS CAREER IN PUBLIC SERVICE AFTER JOINING THE JEFFERSON PARISH SHERIFF'S OFFICE IN 1987.

MR. JUNCKER QUICKLY EARNED THE POSITION OF FIELD TRAINING OFFICER AND IN 1993 WAS PROMOTED TO DETECTIVE IN THE JUVENILE DIVISION.

HE SERVED IN THAT CAPACITY UNTIL HE WAS ELECTED CHIEF OF POLICE FOR THE CITY OF WESTWEGO IN 1997.

AS THE YOUNGEST CHIEF OF POLICE TO BE ELECTED TO THE MUNICIPAL OFFICE IN WESTWEGO, HE LED A REFORM EFFORT THAT DRASTICALLY REDUCED CRIME IN THE AREA BY 57%.

WHEREAS, UPON COMPLETION OF HIS TERM AS THE OFFICE OF CHIEF OF POLICE, MR. JUNCKER WAS APPOINTED TO THE RANK OF SERGEANT IN THE JEFFERSON PARISH OFFICE AS TAX COLLECTOR INTO TAX COLLECTION DIVISION.

RECOGNIZING THE NEED FOR TAX COLLECTION ENFORCEMENT, HE ESTABLISHED A UNIT WHICH WAS DIRECTLY RESPONSIBLE FOR THE COLLECTION OF TENS OF THOUSANDS OF DOLLARS OF DELINQUENT TAX BILLS. HIS STEADFAST LEADERSHIP EARNED THE RECOGNITION OF THE PARISH ADMINISTRATION, AND HE WAS NAMED THE DIRECTOR OF THE DEPARTMENT OF JUVENILE SERVICES.

MR. JUNCKER HAS BEEN THE RECIPIENT OF NUMEROUS AWARDS, INCLUDING THE BGR EXCELLENCE IN GOVERNMENT MERIT AWARD, CASA'S LIGHT OF HOPE AWARD AND THE CHAMPIONS FOR CHANGE AWARD FROM THE JOHN AND CATHERINE MACARTHUR FOUNDATION.

HE WAS APPOINTED BY GOVERNOR BOBBY JINDAL TO THE JUVENILE JUSTICE AND DELINQUENCY PREVENTION BOARD AND SERVED AS THE CHAIRMAN OF THE CHILDREN AND YOUTH PLANNING BOARD FOR JEFFERSON PARISH.

MR. JUNCKER, WHO IS MARRIED TO ELVIA JUNCKER AND IS THE PROUD FATHER OF ERICA JUNCKER, IS KNOWN AS AN EXTREMELY DEDICATED AND HUMBLE LEADER WHO HAS A LONG HISTORY OF INSIGHTFUL AND GOAL DIRECTED SERVICES.

SO NOW, THEREFORE, I, CYNTHIA LEE SHENG, PRESIDENT OF JEFFERSON PARISH, DO HEREBY RECOGNIZING CONGRATULATE ROY JUNCKER ON YOUR RETIREMENT FROM JEFFERSON PARISH.

ROY, WE WILL MISS YOU.

YOU HAVE MADE SO MANY FRIENDS IN JEFFERSON PARISH.

I GUESS I WANT TO GIVE THANKS, FIRST OF ALL, TO THE LORD WHO HAS BLESSED ME WITH PLACING ME IN POSITIONS AND NOT THAT I'M THE SMARTEST PERSON OR THE GREATEST PERSON BY ANY MEANS, BUT BY GIVING ME THE ABILITY TO TAKE WHAT WOULD BE NORMAL PEOPLE AND PUT THEM TOGETHER AND CREATE A TEAM TO DO GREAT THINGS.

ALL OF THESE AWARDS AND ALL OF THESE THINGS THAT OUR DEPARTMENT HAS EARNED OVER THE YEARS IS NOT BECAUSE OF ME, BUT BECAUSE OF THE TEAM THAT WE CREATED, MANY OF WHICH ARE SITTING RIGHT OVER HERE BEHIND US, MY MANAGEMENT TEAM WHO CAME TODAY.

IT'S BEEN A GREAT RIDE.

MANY OF YOU, I GO WAY BACK.

DEANO WAS MY CAA.

AT ONE POINT, JENNIFER WAS MY CAA.

AT ONE POINT DURING MY CAREER, BYRON AND I GO BACK TO BEING CAR PORTERS AT JOHN BROWN OLDSMOBILE IN 1983, WHEN CYNTHIA'S FATHER HIRED ME WITH THE SHERIFF'S OFFICE IN 1988 AND I STARTED THE CAREER IN 1989.

STEVE LA CHUTE WAS IN THE SECOND DISTRICT.

HE WAS A SERGEANT BACK THEN.

THAT'S HOW FAR BACK STEVE AND I GO BACK TO THE EIGHTIES AS WELL.

IT'S IT'S BEEN A GREAT TIME.

I'VE ENJOYED EVERYTHING.

I'VE ENJOYED WORKING WITH EVERYBODY AND MAKING JEFFERSON THE SAFEST PLACE IT CAN BE.

AND I BELIEVE THAT OUR DEPARTMENT WILL CONTINUE TO DO THAT EVEN ONCE I RETIRE.

SO I JUST WANT TO REMIND EVERYBODY THAT WE WERE PROACTIVE IN DOING THAT.

WE KNEW WE WERE SITTING ON AN AGING AND DETERIORATING SYSTEM AND THAT HAS BEEN HANDLED ALREADY.

AND EVEN AT THE LAST COUPLE COUNCIL MEETINGS, EVEN AT TODAY'S COUNCIL MEETING, YOU WILL BE SELECTING PROFESSIONALS TO DESIGN THAT WORK.

SO I KIND OF WANT TO GO OVER THAT BECAUSE I WANT TO REALLY HIT HOME THAT WE ARE IN THE PROCESS OF IMPROVING THIS SYSTEM THAT WE KNEW WE HAD.

SO I HAD REACHED OUT TO WASTE CONNECTIONS THIS YEAR TO MAKE SURE THEY WERE REMINDING THEIR GUYS TO NOT THROW AWAY THE CHRISTMAS TREES AFTER THEY WERE PUT OUT ON WEDNESDAY AND THROUGH SATURDAY BECAUSE THEY WERE MEANT FOR RECYCLING.

THIS YEAR, MOSTLY IN THE RIVER RIDGE AREA, THE COMPLAINTS WE GOT ANYWAY CENTERED AROUND MANY, MANY BLOCKS NOT BEING PICKED UP AND WE SENT A LIST TO THE PARISH PRESIDENTS OFFICE YESTERDAY OF THOSE TREATS, THE STREETS AND SPECIFIC AREAS THAT HAD NOT BEEN PICKED UP.

SO I WOULD SUGGEST AS WE GO FORWARD WITH OUR NEW GARBAGE CONTRACTOR THAT WILL SELECT LATER, THAT WILL START NEXT YEAR, THAT WE MAKE THIS A POINT OF EMPHASIS BECAUSE IT'S A CONSISTENT PROBLEM AND IT'S A IT'S A PROBLEM THAT PEOPLE BRING UP EACH AND EVERY YEAR.

AND WE SELL WATER TO THE CITY OF WESTWEGO.

WHEN IT COMES TO THE SEWER INCREASE, IT'S A SMALLER FOOTPRINT.

AND WE ONLY GIVE OUT BILLS EVERY TWO MONTHS.

SO YOU HAVE TO REMEMBER, WHEN YOU COMPARE INTO OTHER MUNICIPALITIES, YOU NEED TO DIVIDE THAT IN HALF TO SEE WHAT YOU'RE ACTUALLY PAYING PER MONTH FOR THESE SERVICES.

BUT IN ADDITION TO THAT, WE WERE ABLE TO BOND $192 MILLION SO WE COULD TAKE CARE OF IMMEDIATE NEEDS.

WE WILL ABOUT $66 MILLION SHORT TO REDO THE TOTALLY REVAMP THE EAST BANK TREATMENT PLANT SECTIONS THAT WERE BUILT IN 1931 AND STILL IN SERVICE. SO WE'RE USING THAT MONEY.

AS THE PARISH PRESIDENT SAID, WE'VE ALREADY REHABBED THE FIRST WATER INTAKE STRUCTURE FOR SEVEN AND A HALF MILLION.

WE PUT 14 MILLION BECAUSE AS YOU KNOW, WE HAVE 530 LIFT STATIONS.

WE ONLY HAVE FIVE RIGHT NOW THAT CURRENTLY HAVE BACKUP GENERATORS.

SO WITHIN FOUR YEARS WE BELIEVE WE CAN BRING THAT NUMBER UP TO 32, WHICH IS A MANAGEABLE NUMBER SO THAT WE CAN BETTER WITHSTAND EXTENSIVE POWER OUTAGE AS WELL AS, AGAIN, YOU'RE GOING TO HAVE $800 MILLION OVER 20 YEARS TO REPLACE SEWER PIPES AS WELL.

I'M LOSING ONE PERSON'S PRODUCTION FOR AN ENTIRE DAY TO SIT AROUND AND WAIT FOR AN INSPECTION, WHICH WE HAVE TO.

THEY'RE TAKING MONTHS AT A TIME.

I JUST NEED TO MAKE IT MAKE SURE THAT EVERYBODY WAS AWARE BECAUSE THE EMAILS GO UNANSWERED OTHER THAN SOME OF THE COUNCIL MEMBERS.
