THIS MORNING WE'RE HERE TO HONOR A YOUNG MAN WHO HAS OUTSTANDING CHARACTER.

BUT MORE IMPORTANTLY HAS RECEIVED 44 SCHOLARSHIP AWARDS.

AND TO MORE THIS MORNING, WE ARE PROVIDING JAYDEN WITH THIS PROCLAMATION.

WHEREAS JAYDEN, MR. LEWIS, A SENIOR AND RESIDENT OF JEFFERSON PARISH WHO GRADUATE WITH A GPA OF 4.02.

AND WHEREAS HIS CURRICULUM AT ST.

AUGUSTINE HAS CONSISTED OF FOUR AP CLASSES AND 10 HONORS CLASSES.

AND WHEREAS, HE HAS ALSO TAKEN A DUAL ENROLLMENT CLASS THROUGH SOUTHERN UNIVERSITY OF NEW ORLEANS, WHICH CONSISTED OF COLLEGE ALGEBRA AND COMPLETED ANOTHER DUAL ENROLLMENT CLASS IN MATHEMATICS AND STATISTICS.

AND WHEREAS HE IS A MEMBER OF THE NATIONAL ACADEMY OF FUTURE PHYSICIANS AND MEDICAL SCIENTISTS, NATIONAL HONOR SOCIETY, FINANCIAL INVESTMENT CLUB, ST.

AUGUSTINE'S MARCHING 100 ALTO SAXOPHONE PLAYER AND CAMPUS MINISTRY.

AND WHEREAS JAYDEN'S FUTURE FOCUS IS TO MAJOR IN PSYCHOLOGY, PRE-MED AND EARN A MASTER'S DEGREE.

AND WHEREAS HE'S RECEIVED A PRESTIGIOUS AWARD FROM THE NATIONAL ACADEMY OF FUTURE PHYSICIANS AND MEDICAL SCIENCES PROGRAM REGARDING HIS MAJOR.

AND WHEREAS, HE IS ALSO INVOLVED IN WOODMERE CIVIC ASSOCIATION, WHERE HE DISTRIBUTES SUPPLIES TO THE COMMUNITY AND SERVES AS A HELPING HAND FOR VARIOUS ACTIVITIES IN JEFFERSON PARISH.

AND WHEREAS, HE IS VERY ACTIVE WITH HIS CHURCH LIFE CENTER CATHEDRAL, BISHOP WILEY, WHERE HE IS A CHOIR MEMBER AND MEMBER OF THE LEAD MEN OF LIFE.

WHEREAS JAYDEN WAS ACCEPTED INTO 44 COLLEGES FROM ALL OVER THE UNITED STATES.

THEY HAD IT ALL DECORATED FOR CARNIVAL.

SO AGAIN, WE KNOW BEING NATIVE TO THIS AREA, THAT WE HAVE ANOTHER CELEBRATION THAT COMES AFTER CHRISTMAS.

WE'RE SO EXCITED.

WE KNOW THAT IT'S GOING TO BE A TREMENDOUS SEASON IN JEFFERSON PARISH.

AND WE ARE HERE TO KICK OFF THE CARNIVAL SEASON BY INTRODUCING OUR CAPTAINS, OUR ROYALTY OF ALL OF OUR JEFFERSON PARISH CREWS.

AND WE WERE VERY THANKFUL FOR THE PARISH PRESIDENT AND THE OFFICE OF CITIZENS AFFAIRS HELPING TO ORGANIZE ALL THAT IT TAKES TO PUT ON A SUCCESSFUL AND A SAFE CARNIVAL SEASON IN JEFFERSON PARISH.

SO WE'RE GOING TO CALL OUT BY ORGANIZATION THE FOLKS WE WANT TO HONOR THIS MORNING.

YOU KNOW, THREE YEARS AGO, WE INSTITUTED ALLOWING DIFFERENT PEOPLE OF FAITH TO COME AND ADDRESS THE COUNCIL IN JEFFERSON PARISH AND LEAD US IN PRAYER.

AND WE'RE CONTINUING THAT THIS MORNING AND VERY PROUD TO BE ABLE TO LEAD THE CHARGE ON THAT THREE YEARS AGO.

YOU KNOW IT AS A GENTLEMAN I'M GETTING READY TO INTRODUCE THAT ACTUALLY REALLY DOESN'T NEED ANY INTRODUCTION, BUT I WILL DO SO.

YOU KNOW, HE'S A NATIVE OF NEW ORLEANS.

HE IS THE HEADMASTER AND FOOTBALL COACH OF JOHN CURTIS.

HE HAS FOLLOWED IN HIS FATHER'S FOOTSTEPS, NOT NOT ONLY WITH THE SCHOOL, BUT AS BECOMING A PASTOR AND FOLLOWING THE FAITH OF CHRIST.

IN 2010, HE WAS INTRODUCED, I MEAN INDUCTED INTO THE LOUISIANA SPORTS HALL OF FAME.

IN 2015, HE WAS INDUCTED INTO THE NATIONAL HIGH SCHOOL HALL OF FAME.

HE IS CURRENTLY THE MOST WINNING COACH IN HIGH SCHOOL FOOTBALL IN AMERICA WITH 618 WINS.

THINK ABOUT THAT. HE HAS DEDICATED HIS LIFE TO THE YOUTH OF JEFFERSON PARISH AND HAS JUST WON ANOTHER DISTRICT 1 STATE CHAMPIONSHIP WITH A SCORE OF 23 TO 0.

I'M VERY PROUD TO BE ABLE TO INTRODUCE MR. J.T. CURTIS, JR.

WE ASK YOUR BLESSING ON THEM.

WE PAUSE TO ASK YOU TO BE WITH THE YOUNG MAN THAT WAS INJURED FRIDAY, MONDAY IN THAT BALLGAME, AND THE DIFFICULTY THAT HE GOES THROUGH WITH HIS FAMILY.

MR. MAESTRI SUFFERED A FALL LAST WEEK AND HIT HIS HEAD AND HAD BRAIN SURGERY AND HE REMAINS IN THE HOSPITAL AND THE PROGNOSIS IS NOT GOOD FOR HIM. AND I KNOW HE WAS THE MAIN CARETAKER FOR HIS WIFE, WHO IS ALSO NOT DOING WELL.

AND I'VE SPOKEN WITH THE FAMILY AND THEY'RE NOT DOING EXTREMELY WELL EITHER.

AND THEY ASKED FOR PRAYERS AND THOUGHTS FOR THEIR FATHER AND HUSBAND AS HE CONTINUES THROUGH THIS JOURNEY.

I THINK THE NEXT DAY OR TWO ARE VERY IMPORTANT FOR HIM.

I'LL START WITH THE FACT THAT WE EXPERIENCED TWO VERY EXTREME WEATHER EVENTS LESS THAN TEN DAYS BEFORE CHRISTMAS.

SO JUST AN UPDATE ON THAT.

WE CONTINUE TO ASSIST RESIDENTS WHO WERE IMPACTED BY THE TORNADO THAT HIT US ON THE WEST BANK ON DECEMBER 14TH.

AND IN THE MIDST OF THAT RECOVERY, WE ALSO EXPERIENCED THE RARE ARCTIC AIR MASS FROM DECEMBER 23RD THROUGH CHRISTMAS DAY.

IT ACTUALLY, THE FIGHT GOES BACK TO ROUGHLY 1992 AND THERE WAS EXTENSIVE LITIGATION OVER THAT.

SO IT'S REALLY NOT AN APPLES TO APPLES DISCUSSION, TO BE HONEST WITH YOU.

HOW IN THE WORLD CAN THESE PEOPLE GET AWAY FROM PAYING PROPERTY TAXES TO THE CITY OF COUNTY AND JEFFERSON PARISH SINCE 1992? AS A MATTER OF FACT, I PROPOSED TWO THINGS TO THE CITY ACCOUNTANT MANY YEARS AGO THAT THEY GET A HOLD OF THE ASSIGNMENT GROUP WHO OWNED THAT MALL AT THE TIME AND SIT HIM DOWN, GET A SIT DOWN AND FIND OUT WHAT KIND OF FORMULA HE WAS USING AS FAR AS BASING HIS RENT ON.

AND I DON'T BELIEVE GOVERNMENT SHOULD TELL BUSINESS HOW TO RUN THEIR BUSINESS.

BUT WHEN I WAS APPLYING UNIT DEVELOPMENT, THEY HAD EVERY RIGHT TO FIND OUT WHY THEY WAS RUNNING BUSINESSES OUT OF THERE AND HOW THEY GOT AWAY SINCE 1992, WITHOUT PAYING PROPERTY TAXES TO THE CITY OR THE PARISH.

AND DURING THAT MEETING, THE BOARD MADE A DECISION TO TASK THE CONSULTANT WITH REVIEWING THE ENTIRE PAY PLAN OF THE CLASSIFIED SERVICE SO THAT ULTIMATELY IT PROVIDES BENEFITS NOT ONLY FROM THE STANDPOINT OF ENTRY LEVEL PAY AT A HIGHER LEVEL, 15.01 PER HOUR, BUT ALSO ADJUSTMENTS THROUGHOUT THE PAY PLAN.

THE BENEFIT OF THAT IS THE FACT THAT IT WILL HELP US ON THE FRONT END TO ATTRACT MORE QUALIFIED APPLICANTS TO OUR POSITION, NOT JUST AT THE ENTRY LEVELS, BUT ALSO AT THE MID LEVELS OF THE PAY PLAN AS WELL.

I'VE MET WITH COUNCILMAN BONANO AND DIRECTOR ROBINSON AND DIRECTOR JOE GRECO AND DIRECTOR BRIAN ADAMS AT DIFFERENT TIMES.

THIS HAS BEEN A TOPIC THAT'S BEEN DISCUSSED MANY, MANY TIMES AND MANY, MANY WAYS.

BUT THE ARTICLE ITSELF HAS RAISED SOME QUESTIONS, AND I DON'T KNOW IF YOU GET PHONE CALLS OR EMAILS FROM DIFFERENT PEOPLE.

MY QUESTION WOULD BE WHY IS THAT? IT STILL INVOLVES TAX MONEY COLLECTED FROM THE CITIZENS.

DID IT TAKE A VOTE OF THE PEOPLE BACK WHEN WKB, WHICH WAS A FIRE DEPARTMENT IN THE KENNEDY HEIGHTS SUBDIVISION, WAS TAKEN OVER, DISSOLVED AND REORGANIZED AS WHAT IT'S KNOWN AS TODAY, HERBERT WALLACE.

AND ALSO, DIDN'T THE SAME THING HAPPEN IN LAFAYETTE WHEN THERE WERE SOME ISSUES WITH MONEY WHERE WE TEMPORARILY PLACED SOME EAST BANK FIREFIGHTERS IN THE STATIONS UNTIL WE COULD REORGANIZE.

THREE WHY WOULD BRIDGE CITY WANT TO MERGE WITH A DEPARTMENT THAT OBVIOUSLY HAS SEEN SOME FISCAL MISMANAGEMENT? IF YOU MERGE, DO YOU NOT ASSUME THEIR DEBT? WOULDN'T WE WANT A NEW DEPARTMENT TO START FROM SCRATCH, ALLOW THEM TO BE SUCCESSFUL, NOT GO INTO A FAILING FAILING SYSTEM ALREADY? AND FOUR IF THE VOLUNTEER FIRE COMPANIES ARE CONTRACTED LABOR, WHICH HAS BEEN STATED SEVERAL TIMES BY DIFFERENT FIRE DIRECTORS THEN WOULD THEN IF WE'RE GOING TO CANCEL NON CONTRACT, WHY ISN'T THEN THAT SERVICE PUT OUT TO CONTRACT BID OR THE BID PROCESS IS
